5.1.2 North Sedgemoor is supported by nine 40 hour pharmacies and two 100 hour pharmacies, one in Burnham-On-Sea and the other in Cheddar. The
rural areas in the north-west of the Federation are supported by Brent Area Medical Centre which is a dispensing GP practice.

5.1.3 The number of pharmacies per 100,000 and the number of pharmaceutical providers in
North Sedgemoor is above that for Somerset and the South West region as a whole. This figure is
only indicative and does not indicate a required or standard ratio for pharmacies per head.

5.1.4 The number of addresses within effective walking distance of a pharmaceutical service
provider is close to the county average, with just under three quarters of addresses within 1.6 km.
This shows that the pattern of providers very broadly reflects the distribution of dwellings and
workplaces. Access by car (see Map 5.2 in county analysis) suggests that almost all of the
Federation’s population is within 15 minutes’ drive of a pharmacy. There are two 100 hours
pharmacies in the Federation (Tesco in Burnham and Tout’s in Cheddar) that serve to bring almost
all of the Federation’s population less than 20 minutes’ drive from a provider with extended hours
opening.
5.2 Population & context for health (from the Somerset Public Health Federation Profile)
5.2.1 The Federation has a lower proportion of the population aged 0-14 than the Somerset
average and a higher proportion of the population aged 75+ than the Somerset average. North
Sedgemoor has low average levels of deprivation with only 3% living in the most deprived 10% of
neighbourhoods in Somerset and 10% living in the 20% most deprived areas. Wider determinants of
health also show a very favourable picture and often are the best in the county. The Index of
Multiple Deprivation score for the Federation is 13.8. This is much lower than the average for
Somerset of 16.9.
5.2.2 Mortality, causes and places of death
Life expectancy is slightly below average. Premature mortality is the lowest in the county, with 11%
of deaths occurring before age 65 compared to 13% Somerset average. Mortality rates due to
respiratory disorders and COPD are some of the worst in the county. A lower proportion of people
die at home in this Federation compared to any other.
5.2.3 Disease prevalence
5.2.4 Disease prevalence is about average compared to modelled rates. The Federation has the
lowest rates compared to expected levels for asthma and hypertension. Disease levels compared to
the rest of Somerset are slightly lower than average. The proportions of people with diabetes, COPD
and dementia who have been diagnosed is similar to other areas in the county. Overviews of
respiratory and cardiovascular health issues for the Federation are shown in the immediately
following summary pages.
5.2.5 Smoking
5.2.6 Smoking rates are low with only 13% of adults 16+ recorded as smokers compared to 16%
Somerset average. Smoking in pregnancy remains a challenge for the whole county with high rates
compared to the rest of England, although a Federation breakdown is not available.
5.2.7 Excess weight
5.2.8 Rates of adult obesity and childhood excess weight are slightly lower than Somerset average.
5.2.9 Drugs and Alcohol
5.2.10 Hospital admissions for drug and alcohol related reasons are lower than the Somerset
average. However the Federation has the highest rate of drug related deaths.
5.2.11 Sexual health
5.2.12 Cervical screening rates (25-49y) are better than the county average. Rates of teenage
deliveries are much lower compared to the county average.
5.2.13 Immunisations
5.2.14 Childhood vaccination rates are generally excellent. This is a similar situation to last year and
most absolute rates have increased. DH targets are for 95% uptake for all so there is still room for
improvement. Seasonal flu vaccination rates are about average although the Federation achieves the
highest rates for vaccination of pregnant women.
5.2.15 Screening
5.2.16 Similar to last year, cancer screening rates are some of the best in the county. The
Federation has the highest rates of invitation and checking of those eligible for NHS Health Checks
programme, although there is still room to improve against national targets. Notably only 31% of
those in the most deprived population quintile are being checked so a greater focus on this
population segment is recommended to reduce inequalities.
5.2.17 Hospital admission rates
5.2.18 Emergency admission rates are in general the lowest of the county. Against this background,
rates of emergency admission for respiratory conditions are notable for being about average. This is
more attributable to asthma than COPD conditions. As a proxy for mental health, emergency
hospital admissions for self-harm and mental and behavioural disorders are the lowest the county.
5.2.19 Suggested public health areas to prioritise
i. Improve respiratory health
ii. Increase uptake of flu vaccination for those aged over 65.
iii. Increase chlamydia screening rates
iv. Increase delivery of health checks for those in the most deprived population segment.
5.3 Population Growth
5.3.1 North Sedgemoor lies almost entirely within Sedgemoor District, which is projected by the
ONS to grow by 5.9% between 2012 and 2018. The population aged 65 to 84 is expected to increase
roughly in line with the county average, with an increase in the population of 21.7%. However, the
population aged 85 and over is expected to increase by 24.2% which is above the county average.
Approximately 700 dwellings are planned in the Federation to accommodate this growth.

5.3.2 The map indicates the limited scale of housing development expected in North Sedgemoor,
notably in Highbridge, and that the sites of such development are relatively close to existing
pharmacies.

5.3.3 The map, showing Somerset quintiles of deprivation in the 2010 Index of Multiple
Deprivation, indicates that deprivation levels are low across the Federation, except in the areas
around Highbridge and Burnham-On-Sea where there is pharmaceutical provision.
5.3.4 North Sedgemoor is a relatively prosperous part of the county with a good range of
pharmaceutical services and effective provision. It is unlikely that existing pharmacies and
dispensing practices would fail to cope with the comparatively low levels of expected growth.
5.4 Conclusion
5.4.1 The population of North Sedgemoor is well served by existing providers of pharmaceutical
services. There are no expected changes in population need that lead the Board to conclude that a
gap in provision will emerge in the period of the PNA.
