PREFACE
The Self Financing Paramedical Managements Association (SPMA)
represents17paramedical institutes in Kerala (registration no R- 63/07)
From 2007 onwards the Association were making admissions collectively purely on
the basis of merit. Merit was being determined on the basis the marks obtained for
the relevant subjects in the qualifying examinations as per the guidelines of KUHS
for degree course and DME is in diploma courses respectively.
Admission for various paramedical degree and diploma program for the academic
year 2017-18 as per the guidelines of KUHS and DME. However Honourable High
court also verified the same and vide order No.WP©.No.19203 of 2013. Dated:
24/07/2014 and RP.No.762 of 2014 (G) dated: 10/10/2014.

Self-Financing Paramedical Management Association (SPMA) is voluntary self-
regulatory agency of Self-Financing Paramedical Institutes in Kerala. We ensure
high quality education in various paramedical programs without compromising on
social justice. We value transparency at all junctures of professional education. Our
member institutes listed in Annexure B are desirous of adopting a common
admission procedure for various paramedical programs ensuring transparency
through merit based admission on a non-exploitative manner. This prospectus is
issued to govern the admission process in the participating institutes for the
academic year 2017- 2018.
1 Introduction
1.1 This prospectus relates to admission to various paramedical degree and
diploma programs in the participating colleges.

1.2 The names addresses, codes and intake capacity of institutions are as given in
Annexure –B above
1.3 The association of the colleges has decided to conduct a separate selection
procedure for admission of candidates to various paramedical programs as
authorised and enabled by the various decisions of the Honourable High court

of Kerala and Government orders of Health and Family Welfare Department,
Government of Kerala.
1.4 The prospectus is subjected to modification/addition/deletion as may be
deemed necessary by the association and subject to further orders of
Honourable of court law/ Health and Family Welfare Department, Government
of Kerala.
1.5 This prospectus contains the rules and regulation applicable for selection and
admission to various paramedical programs in 2017 -2018 in the above said
institutions to management quota seats other than for the children / dependents
of NRIs.
1.6 The reservation policy adopted by govt. from time to time would be made
applicable to paramedical courses. The prospectus is common for all the
member Colleges and will be binding to them. . There is no individual policy
or reservation by the member colleges.
2. Criteria of eligibility for admission.
2.1 Nationality:
Candidates must be citizens of India / children or dependents of Non-Resident
Indians
2.2 Academic
2.2.1 Admission Requirements:
Degree: As per the Kerala University of Health Sciences (KUHS) Govt. of
Kerala norms, Candidates who have passed Higher Secondary examination of
the Board of Higher Secondary Education, Kerala, or examinations
recognized equivalent thereto, with 50% marks in Physics, Chemistry,
Biology and English put together, are eligible.
Diploma:The candidate shall pass higher secondary examination10+2 of
Govt. of Kerala or equivalent recognized by DME, Govt. of Kerala. A
minimum of 45 % marks in physics, chemistry and biology.
MHA: As per the KUHS admission criteria, Pass in any degree with 50%
marks from UGC recognized university.
No rounding off of the percentage of marks to the nearest whole number is
permitted. For example, a score of 50 marks out of 100 or 150 marks out of

300 alone will be considered as 50% marks and scores of 45 out of 100 or 135
out of 300 alone will be considered as 45% marks for determining eligibility.
2.2.2 Duration:
2.2.2.1 Duration of the program shall be two years for diploma programs
(DOTAT 2 ½ yrs) and internships for selected diploma program.
2.2.2.2 Degree program duration shall be four years incorporated with theory,
practical and clinical posting hours in respective year as per the
syllabus.
2.2.2.3 P G programme 2 years unified with theory and practical training as per
KUHS syllabus
2.3 Relaxation in marks:
2.3.1 For all the programs there will be mark relaxation as per the GO‟s
issued by Government of India/Government of Kerala with usual
relaxation for Scheduled Castes, Scheduled Tribes and OEC.
2.4 Age:
2.4.1 Applicants should complete 17 year of age for degree / diploma
programs on 31st December 2017. No age relaxation will be allowed. .
3. Admission process
CENTRALISED APPLICATION AND ALLOTMENT PROCESS

3. How to apply
3.1.1 The application should be submitted online on the website of the
SPMA www.spma.inBefore applying online,
3.1.2 candidates should have :A valid e mail id
3.1.3 Scanned copy of present (taken after 1st January 2017) passport size
colour photograph. Photograph should be taken in a white / light
coloured back ground. The image should be in JPEG format. Maximum
size for photograph 50 KB and image dimension is 120x 150 px (4.23 x
5.29 cm)

3.1.4 The online application can be done only after the payment of
application fee by demand draft in favour of “SPMA, Thrissur”
payable at Thrissur. The online application to be filled as per the
instruction given in the application and upload the photograph .Take a
print out of the filled application along with DD and the Copies of
certificates / documents attested by a gazetted officer or Head of the
Institution last studied. addressed to The Secretary SPMA/Principal,
Westfort Institute of Paramedical Sciences, Pottore, MG Kavu
(post), Thrissur, and Kerala-680581 within 3 days of the last date of
online application.
3.1.5 One single application is sufficient to apply to all college. However the
candidate shall indicate their choice of college in the order of their
preference in the online application form itself. The application
submitted should be complete in all respect. The application not
accompanied by required documents will be summarily rejected
without further intimation. Documents / certificate furnished after
submission of application will not be entertained under any
circumstances. Application for each courses should be submitted
independently with prescribed links.
3.1.6 Student should not submit separate application to the member
institution.
3.1.7 Application fee will be as follows :
Degree and PG: Rs. 600/-
Diploma Rs. 300/-

Application fee and admission process fee is not refundable.
3.2 Copies of certificates / documents attested by a gazetted officer or Head of the
Institution last studied to be attached along with the application:

Certificate of good conduct from the institution last attended issued

3.2.1 In cases where the candidates claim any sort of reservation / preference
provided for each college, documents to prove such claims as described
in Annexure – by each college.
3.2.2 Certificate in proof of SEBC/OEC/SC/ST status obtained from the
Tahsildar concerned.
3.2.3 The Application not accompanied by documents in proof of claims made
therein will be summarily rejected after the closing date. Further in-
completed applications its document will be rejected after the closing
date and we will not make any intimation thereafter.
3.2.4 Documents / Certificates furnished after submission of the application
will not be accepted.
3.2.5 No opportunity will be given to incorporate any details or document after
the closing date of the application OR incomplete applications and same
will be rejected.
3.2.6 The percentage of scholarship for each program will be based on the
BPL students on merit, will be decided by the individual colleges on the
source of application received to the concerned colleges.
3.3 NRI Quota: 15% of the total seats is marked for NRI candidates. NRI
candidates should secure minimum marks required for selection to the
respective courses but need not follow merit as a selection procedure. The
documents to be presented to prove that he/she is as an NRI along with the
application at the time of admission.
3.4Selection and Verification of Documents:
3.4.1 The selection interview will be done by the individual institution
(student opted while applying) The Principal/Head of the College or
Institution shall be responsible for verification of original documents of
the records produced by the candidate at the time of interview in the
college/institution.
3.5Failure to report for Admission:
3.5.1 Candidates who do not take admission on the prescribed last date in the
member colleges will cancel the admission automatically

3.6 Spot Allotment: To facilitate filling up of maximum number of Seats in
Government Controlled Self Financing Colleges of management seats to
which the management will makes allotment, if required, spot
allotment(s) will be conducted on the date(s), time and venue(s) to be
notified. The details regarding the availability of vacant seats, eligibility
to attend, method of allotment etc. will also be notified. Candidates who
take seats at the spot Allotment will have to remit the fees as per Clause
3.7 Lapsed seats: The management concerned shall be entitled to fill those seats
still remaining unfilled after the cut-off date. The Government shall not
have any claim over such seats after the cut-off date. The forfeited
vacancies shall not be brought forwarded succeeding year of
compensation. The management concerned shall be entitled to collect
damage from the students who discontinue the course after the date of
closure of admission for the academic year 2017-18.
4. Honourable High Court Orders of Kerala in regard to Admission and Fees
4.1 Admission for various paramedical degree, diploma and post-graduation
program for the academic year 2017-18 as per the Honourable High court
order of Kerala WP (C).No.19203 of 2013Dated: 24/07/2014 and
RP.No.762 of 2014 (G) dated: 10/10/2014.
4.2 As per the Honourable High court order Kerala WP (C).No.19203 of 2013.
dated: 24/07/2014 revealed that the state Government of Kerala has no
power to fix the fee structure in respect of paramedical courses conducted
by the SPMA member institutions save to limited extend of ensuring that
they are non -exploitative in nature and that no capitation fee is charged.
4.3 As per the Honourable High court order Kerala has given judgement RP
No. 762 of 2014 (G) if government is not allotting seats, those seats can be
filled by respective management.
4.4 All disputes pertaining to the allotment for admission shall fall within the
jurisdiction of the Honourable High Court of Kerala.
4.5 SPMA members is willing to sign the agreement with Government of
Kerala based on allotment of merit students of 50% seat and 50% seat will
be vested with the management and students will be admitted purely on
merit basis.

4.6 Any reason, government is not willing to sign the agreement or allotting the
students, especially SC/ST/OEC, management will not be responsible to
provide any concessional rate or government fees.
General Information
5. Medium of Instruction:
5.1 The medium of instruction and examination shall be in English
6. Affiliation of College:
6.1 All Degree and Post – graduation programs are recognised Govt. of Kerala
and affiliated to Kerala University of Health Sciences (KUHS). The Diploma
program are recognised by Govt. of Kerala and Directorate of Medical
Education (DME).
7. Prohibition of Ragging:
7.1 According to the Kerala Prohibition of Ragging Act, 1998, „ragging‟ means
doing of any act by disorderly conduct to a student of an educational institution,
which causes or is likely to cause physical or psychological harm or raising
apprehension or shame or embarrassment to that student and includes teasing or
abusing or playing practical jokes or causing hurt to such students or asking a
student to do any act or to perform something which such student will not in the
ordinary course be willing to do.
7.2Ragging / any type of misconduct towards any student either in the College
campus or outside will be considered as criminal offence and will be
immediately reported to the police. Perpetrators will not be permitted to
continue their studies.
7.3 Every student shall, at the time of admission, furnish a character certificate from
the institute wherefrom he / she has passed the qualifying Examination, which
would mention the status of his / her behavioural pattern especially in terms as
to whether he / she has displayed persistent violent, or aggressive behaviour or
any desire to harm others.
(i) 7.4Students and parents shall, at the time of admission, furnish an affidavit
to the effect that the students will not implicate in ragging.

8. Code of conduct:
8.1 Every student is required to adhere strictly to the code of conduct of the
institution to which he / she is admitted.
9. Refund of course fee/Liquidated damages:
Norefund of fee will be made to candidates who apply for Transfer
Certificate/Cancellation of admission under any circumstances, after the last date
for taking admission by candidates‟ consequent to the last spot Allotment. They
will have to pay Liquidated damages as stipulated in Clause 10.
10. Liquidated Damages
10.1 Levying amount towards liquidated damages from candidates discontinuing
their studies in the first academic year:
10.1.1 The candidates admitted against Management seats in Self Financing
colleges under Govt. control, on discontinuance of course after the cut-off
date for closing of admissions fixed by the Govt./ KUHS, for joining other
courses/colleges or for other purposes are liable to pay liquidated damages
equal to annual tuition fee for the remaining years of study so as to
complete the total tuition fee for the course irrespective of annual family
income/nativity/reservation status.
10.1.2 Levying amount towards liquidated damages from candidates
discontinuing their studies after the first academic year:
(i) Candidates admitted against Government seats in Govt./Self Financing
Colleges or in Management seats in Government Controlled Self
Financing Colleges, who discontinue the course after the first academic
year, are liable to pay liquidated damages equal to the total amount of
tuition fee payable for the remaining year(s) of study. The candidates who
discontinue the course must remit the fee for remaining years.
(ii) Candidates who are transferred from one institution to another, as per the
proceedings of the University concerned are exempted from payment of
liquidated damages.

11. Excess fee:
The amount ofexcess fee collected will be refunded to the candidates after the
closing of admissions for the year 2017-18. The candidates need not submit
any individual request in this regard. No interest will be paid to the candidate
on the balance amount due to him/her.

Fee for NRI:
The fees payable by NRI candidate will be same as of other candidates. But they
will have to pay an amount equivalent to US $ 2000 at the time of admission. (G.O
Rt.) No. 1723/2015/H & FWD dated 09.06.2015)
Apart from the schedule of fee given above, the students will be required to pay the
fees for administration / affiliation / examination etc. Payable to KUHS / DME or
any other statutory authority from time to time.
Transportation/accommodation/uniform/text book etc. will be separate as per the
norms of the individual institution.
Grievance redressal
Any grievances / complaints regarding selection and admission can be brought to
the notice of the President, Self - Financing Paramedical Management Association
(SPMA), Office: Westfort Hospital Building No: 803, Thrissur-4, as well as to the
Director / Manager/ Principal of the concerned Colleges, within 48hours of
occurrence of the grievance.
