Purpose of this key note is to highlight the prospect of marine surveying profession & role of independent

surveyors, and contribution to port & shipping industry of Bangladesh.

Since the beginning of maritime transportation, the marine surveying and shipping industries are inter-related.

After the independence of Bangladesh, when international trade and commerce

started, marine surveys were also started simultaneously.

So with the increase of the trade volume, deferent stakeholders of trade realised that they need some professional services as preliminary requirements for trades as below:

To confirm the quantity of import-export bulk cargos on board a vessel .

In case of cargo damage, to find out the cause of damage and ascertain the quantity of disputed cargo.

In case of Time Chartered vessels, before on hire or after off hire ascertain the vessel’s condition and quantity of bunker on board.

In case of a vessel had a contact with other vessel, to ascertain the cause of damage, extend of damage, approximate repair cost and availability of local resources and if locally repaired, monitoring the repair.

And many more.

& commerce of Bangladesh.

Independent Marine Surveyors

An independent Marine surveyor is a person who conducts inspections, surveys or

examinations of marine vessels to assess, monitor and report on their condition and the products on them, as well as inspects damage

caused to both vessels and cargo.

A Marine surveyors also inspect construction and equipment intended for new or existing vessels to ensure compliance with various

standards or specifications.

Marine surveyors also inspect the structure,

machinery & equipment (navigational, safety,

radio, etc.) and general condition of a vessel and/or cargo. It also

includes judging materials on board and their

condition.

Marine surveyors are often closely associated with marine insurance, damage

and salvage, accident and fraud investigation as they have the training and

skills required to perform a detailed assessment of the condition of a vessel.

After the independence, it was really difficult to find a professional marine surveyor in the field.The main reasons were :a) Very limited number of professionals in marine sector. b) Less scope of job due to the developing economy of the

newly independent country. c) Thus not a regular flow of earning. d) High salary jobs were waiting at ship.

However, with the development of national shipping and trade, marine survey industry also

started to roll to support the commerce.

Later on late eighties governing authorities adopted policies for marine survey which was

established on early nineties under The Bangladesh Merchant Shipping Ordinance

1983 (BMSO 1983).

Formation of “Marine Surveyors Association of Bangladesh” (MSAB)

Meanwhile in 1994, Marine Surveyors

Association of Bangladesh (MSAB) was

formed aiming to organise the

independent ship surveyors and serve the survey requirements of the port and shipping

industries in professional manner.

MSAB is the association of Independent Marine

Surveyors in Bangladesh which is registered with

the Registrar of Joint Stock Companies and

Firms, as a Trade Body and affiliated with

Federation of Bangladesh Chambers of Commerce and Industries (FBCCI).

Presently 88 independent marine surveyors are member of MSAB and are now serving the

shipping industry.

We are the only registered body in Bangladesh

representing professional marine surveyors. Top most priority of this

association is to conduct marine surveys with utmost professional attitude and ethics

upholding dignity of the international maritime

practices.

As per certification, following are the category of ship surveys that a marine surveyor can undertake:

1. Draft survey (Displacement calculation) to ascertain cargo quantity

2. Ullage survey in oil tankers

3. Investigation to ascertain cause, nature and extent of damage to hull and machineries

4. On-hire and Off-hire survey (General Status of a ship), to delivery/re-delivery of vessel as per terms of charter party.

5. Inspection of cargo holds and cargo spaces prior loading and after discharge

6. Pre-shipment inspection of cargo7. Dangerous goods survey8. Lashing and securing survey9. Bulk cargo pre-voyage inspection10. Stability calculation of vessels 11. Stakeholders of Marine Surveys industry - 1

1. Department of Shipping and Mercantile Marine Office:

They are the authority under ministry of shipping; adopt the policies under BMSO and issue the certificates for surveyors.

2.Port Authorities in Bangladesh:

A port means a hub of ships and handling of cargoes. So shipsurveys are essential part of maritime trading. Thus port activitiesare directly related with marine surveys and marine surveyors.

3. Customs, Excise and VAT Authorities:

Marine surveyors verify the quantity of every import-export bulkcargoes against invoiced bill, on behalf of Customs, Excise andVAT Authorities as per their requirement.

4. Local Ship owners, Charterers and Shipping agents:

To protect interest of above mentioned stakeholders, marine surveyors play a vital role in this sector by evaluating import-export cargo figures and surveying cargo dispute matters.

5. P&I Clubs & Insurance Companies:Marine surveyors conduct surveys on behalf of P&I Clubs and marine insurance companies for the insured cargoes and for the disputed cargoes on board and off-board, which is an important tool to dissolve claims.

6. Overseas Principals: Foreign Ship owners, Charterers, suppliers, P&I and H&M underwriters, insurance companies, various ship & cargo interests are the among imperative stakeholders of marine survey industry. Through the dedicated attendance of marine surveyors, a good numbers of surveys are being undertaken at regular basis.

Marine surveys of export-import bulk cargoes ensure proper collection of revenue in our national reserve.

By providing the service to a foreign principals, marine surveyors are not only serving the industry, but also

earning significant amount of foreign currencies. Regular interactions with the overseas entrepreneurs

bonding the business matters up and creating new opportunities to enrich our trade and economy.

Prompt service by a marine surveyor will assist to dissolve the disputes of cargo and/or vessels with in a shortest possible time, which will reduce the port

stay of a vessel, thus reduces the cost and will have a positive effect on end consumer.
