125. PENELOPE 2'6" EQUITATION CLASSIC Fences 2'6" Entry Fee - $75 Open to riders who are not competing in classes with fences higher than 2'9". Round 1 will consist of at least 8 fences at 2'6" with at least two changes in direction. Scored under the open numerical system. The top 12 riders will return for Round 2, a course of at least 8 fences with one USEF test (1-18) as part of the course. Scores from Round 2 will be averaged and added to the scores from Round 1. After Round 2, any riders having less than 3 points separating them from the leader will be required to perform additional tests at the discretion of the judges. All riders will remain in the ring with no additional schooling allowed. The final work-off score will not be announced and will be added to the rider's total score. Ties not involving first place will be decided by the judges. The Champion will receive a custom cooler: Reserve Champion and third place will receive special awards. Ribbons through 8th place.

126. $500 WINDSOR STABLES CHILDREN'S - ADULT AMATEUR HUNTER CLASSIC Fences 3' Nominating Fee - $25; Starting Fee - $50 Open to Junior and Amateur riders. The final round of the division will be the first round of the Classic. Horses must have entered, shown, and completed the course in at least two of the respective hunter division classes over fences at this show. Horses will be judged on performance and soundness; suitability and manners count. The class will be scored under the open numerical judging system, and shown over a course of approximately 10 jumps. The twelve horses with the highest scores from the first round will return to jump a second round over a different course. In the event of equality in the first round, all equal scores will return for a second round. Scores will be averaged from both rounds to determine the winners. Prize money divided 30%, 22%, 15%, 10%, 7%, 6%, 5%, 5%.

127. $2,000 JUNIOR - AMATEUR OWNER HUNTER CLASSIC Fences 3'6" Nominating Fee - $75; Starting Fee - $100 Open to Junior and Amateur riders. To be eligible, a horse must have entered, shown and completed the course in at least two classes over fences in the Junior or Amateur Owner Hunter Divisions at this show. Horses entered are subject to examination by the Official Show Veterinarian. To be scored under the open numerical judging system. At least the top 12 if available, or one- third of entries will return to jump a second round in reverse order of their scores in the first round; lowest score going first and highest score going last. In case of ties, order of those tied will be drawn. Scores will be averaged from both rounds to determine the winners. In case of a tie for first place only, the tied horses will jump a third round over a shortened course to break the tie. In all other ties, the prize money will be added and divided equally and riders will toss a coin for ribbons. The Classic will not count toward a Show Champion. 131. $15,000 SEAHORSE OPEN JUMPER CLASSIC Fences 1.30m Nominating Fee - $50; Starting Fee - $400 Riders are required to wear black, dark blue, dark green or scarlet coats; white shirts with white stocks, white choker or tie; white, buff, or canary breeches and helmet with harness. Horses are to jump a course of obstacles 1.30m in height with spreads to 5' excluding any liver pool or water jump. Limit of 2 horses per rider. PBNHS Jumper Style of Riding Award given in honor of Carol Dean Porter and receiving

the Carol Dean Porter Jumper Style of Riding Trophy

To be awarded to the jumper rider who exhibits the best classical jumper style of riding during the Portuguese Bend National Horse Show. The Jumper Judges will give consideration to those riders in the major jumper classes of the show. The predominant criteria of the award is jumper style of riding, along with performance in the major jumper classes.

The winner will be awarded the Carol Dean Porter Jumper Style of Riding Trophy. Carol grew up in Rolling Hills and rode from an early age. In the Junior Jumpers she was a force to be reckoned with. Following her junior years she became a professional and rode competitively at the highest levels, including winning the High Jump Competition at the GTE Classic in Huntington Beach. Carol was also a well respected judge and very involved in promoting the sport, horsemanship, and the love of horses. Carol and her husband, Dan were very supportive of the Portuguese Bend National Horse Show.

134. PCHA HORSEMANSHIP FINALS, 14 & UNDER, WARM-UP Fences - 3'3" Entry Fee - $55

Order of go for the warm-up will be the same as Round 1 of the Finals.

135. PCHA HORSEMANSHIP FINALS, 14 & UNDER Fences 3'3" Entry Fee - $150 Eligibility - Any rider who has qualified for the PCHA Horsemanship Class Finals during the year following the previous PCHA Horsemanship Class Finals competition. The same horse must be ridden through all phases of the competition. However, due to illness or injury of the horse, a rider may petition to ride a substitute horse, but this must be approved by the Appeals Committee consisting of the Manager, the Chief Steward, the Technical Delegate, and the Official Horse Show Veterinarian. Schooling - Only material provided or previously approved by the organizing committee may be used, and must be available for all competitors to use while warming up. Starting thirty (30) minutes prior to the competition and while the class is in progress, medal horses may jump in the designated schooling area only. This rule includes the Finals Warm-Up Round. If a medal competition horse jumps in an area other than the designated schooling area during that time, the medal class exhibitor will get a zero score for that round. Anyone can ride in the designated schooling area on a medal finalist’s horse. Course - Three (3) rounds, consisting of a course of at least eight fences about 3'3" in height. There must be one combination, at least 2 changes of direction and 2 tests (USEF 1-18) included as part of the original course. Course designer(s) must confer with the judges during the course walk set aside for them exclusively. Judges should review the course and suggested tests, and may make modifications in conjunction with the course designer prior to the general course walk and posting of the course. Judging - There will be 2 judges using the open numerical system. Judges may use whole numbers or any fraction thereof; however, if necessary judges may use the same score more than once. The rider's score in each round will be an average of each judge's score. During the three (3) rounds, the judges will sit apart. If a fourth round (work-off) is necessary, the judges will sit together. Competition - Round 1: All eligible riders; order of go will be drawn. Ribbons awarded through 10th place. Ties will remain tied and riders will flip for ribbons. Round 2: All riders will return for Round 2. The order of go for Round 2 will be a simple jumper rotation of the first round, regardless of any scratches. Example: If there is a class of 45 riders in the 1st round, divide by 2 and round to the higher number (23.) Thus, the 2nd round will run with 24th through 45th followed by 1st through 23rd. Ribbons awarded through 10th place. Ties remain tied and riders will flip for ribbons. Round 3: The top 12 riders from Rounds 1 and 2 and any additional riders with a score of 80 or better will be eligible to ride in Round 3. The average from Round 3 will be averaged with the combined average from Rounds 1 and 2. The rider's combined average will be used to establish the order of go - lowest first, highest last. In case of ties, the order will be the order of Round 1. After completion of the final round, any riders having less than three (3) points separating them from the leader will be required to perform additional tests at the discretion of the judges. All riders will remain in the ring with no additional schooling allowed. Finals work-off score is not to be announced, and will be added to the rider's total. Ties in Round 3, not involving 1st place, will be broken by using the rider's scores in Round 2.

Schedule & Awards - Order of go will be drawn at a complimentary buffet dinner sponsored by the Tuffli Family Foundation for the Finalists and three guests on Friday afternoon, following the conclusion of the horse show classes.

referred to as "I") agrees:

I agree that COMPETITION as used in this entry blank, in the prize list and in the USEF rules means, Portuguese Bend National Horse Show, each and every class and/or event conducted and ALL ACTIVITIES that I undertake AT ANY TIME and for any purpose upon entry of the SHOW GROUND FACILITIES including any horse which is on the SHOW GROUND FACILITIES for my use, in my control or at my request. I further agree that COMPETITION includes the entire week of the horse show including the time horses and/or people are allowed to enter to set up, stable and/or conduct business whether its expressly and/or specifically related to the horse show and classes being conducted/held that week through and including the time all horses and/or people vacate the SHOW

I agree that "RELEASED PARTIES" means the "Competition" known as Portuguese Bend National Horse Show and “Horse Show Management” and/or

I agree that SHOW GROUND FACILITIES mean the Ernie Howlett Park including but not limited to all improvements, structures (permanent or temporary),

buildings, tents, stalls, fixtures (including but not limited to all jumps and related equipment), rings (and the footing therein) located on the premises and/or provided by RELEASED PARTIES during the COMPETITION.

I agree that if I am not a member of the Federation that I will abide by all rules and regulations of the Federation. I agree that the rules of the Prize List are

incorporated as if set forth herein.

RELEASE AND WAIVER OF CLAIMS: I hereby fully and forever release, waive and discharge the RELEASED PARTIES and each of them who are or might be liable in any way from any and all claims, demands, actions, causes of actions, liabilities of any kind which I may or might have against RELEASED PARTIES or any of them, arising from or by reason of any and all known and unknown, foreseen or unforeseen bodily and personal injuries, damage to property, injury to horse and any consequences thereof, which I may sustain due to the ordinary negligence of RELEASED PARTIES; I further agree that except for the gross

I agree this RELEASE INCLUDES ALL ACTIVITIES I PARTICIPATE IN AND ALL AREAS OF THE SHOW GROUND FACILITIES as defined above. This release also includes all activities I conduct at the SHOW GROUND FACILITIES and includes all times that I am at the SHOW GROUND FACILITIES no matter what the purpose and/or activity being undertaken.

HOLD HARMLESS: I hereby agree to defend, indemnify and hold harmless RELEASED PARTIES from and against any and all claims, liabilities, loss, damages,

demands, actions, causes of action, including attorneys' fees, cost and expenses of any kind, which may be made against them, or any of them, which arise out of the active or passive negligence of RELEASED PARTIES while either I or any horse at my request or in my control is/was on the SHOW GROUND FACILITIES and/or participating in the COMPETITION. I agree to defend RELEASED PARTIES, at my expense, regardless if RELEASED PARTIES are negligent or not.

ASSUMPTION OF RISK: I hereby acknowledge and assume the risk that equestrian activity, including jumping, is very dangerous and involves the risk of serious injury and/or death and/or property damage. I expressly acknowledge that injuries may be compounded or increased by negligent maintenance of the

SHOW GROUND FACILITIES, faulty or improperly secured equipment, improper supervision or compliance with Federation rules and regulations. Acts of God and negligent rescue operations or procedures of RELEASED PARTIES and negligent handling of horses and independent operations by trainers, riders and/or boarders who use the SHOW GROUND FACILITIES or others who are not affiliated with RELEASED PARTIES. I acknowledge that horses can be injured while being ridden, groomed, stabled, walked and/or exercised and I expressly assume the risk of injury to any horse under my control and/or custody or on

the SHOW GROUND FACILITIES at my request.

This agreement shall be governed by the laws of the State of California with respect to all RELEASED PARTIES, except for the Federation as set forth on page

one. I agree this Release extends to all acts of ordinary negligence of RELEASED PARTIES and is intended to be as broad and inclusive as permitted by law. If any portion of this Release and/or Entry Blank is held invalid, it is agreed that the balance shall continue in full legal force and effect. I have not relied on any oral representations or statements made that are contrary to or modify the above Release or warnings. I agree that by signing the front page (page 1) of this Entry Blank that I am bound by the Release, waiver and warnings contained herein and that both sides/pages constitute one incorporated agreement. RULES AND GENERAL INFORMATION

The 2021 PORTUGUESE BEND NATIONAL HORSE SHOW is covered by the rules and specifications of the current USEF Rule Book and will be conducted and judged in accordance therewith. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above, and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 show pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian Performance FR222) and academy classes: (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF Introductory level tests, pas de deux and quadrille classes; 7) NRHA endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding Classes. FEDERATION ENTRY AGREEMENT By entering a Federation Licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Vaulter, Handler or Longeur and on behalf of myself and my principals, representatives, employees and agents. I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the ‘Federation’) and the local rules of the Portuguese Bend National Horse Show. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, Internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport or Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules governed by the laws of the state of New York and any action instituted against the Federation must be filed in New York State. See GR908.4 1. ENTRY PROCEDURES

a) For each horse entered, send only a $75 nominating fee along with your $300 stall fee (if a stall is needed). b) Send with your completely filled out entry blank on or before the closing date of entries. NO NUMBERS WILL BE ISSUED WITHOUT A SIGNED OPEN CHECK OR CREDIT CARD INFORMATION. c) Entry blanks must be filled out completely, including all classes, signatures and organization membership numbers; incomplete entry blanks may be returned. d) If entry blanks are postmarked on or before the closing date of entries, and are properly filled out, the nominating fee will be credited to the horse’s entries. e) LATE OR INCOMPLETE ENTRIES WILL BE CHARGED $50! f) DO NOT make entries from the time schedule. 2. POST ENTRIES AND/OR CHANGES Care should be taken to enter each horse in its proper division or class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all classes the description in the entry blank must fully identify the horse. The word “entry” shall not be accepted. Misrepresentations of a horse’s name, eligibility for a class or any other information on the entry blank or substitution, without proper procedure for scratching and making a new entry for any horse, shall result in the exhibitor’s forfeiture of any trophy, ribbon, and/or cash prize won by such misrepresentation, and subject exhibitor to further penalty. 3. ADDS & SCRATCHES Post entries may be accepted after Thursday, September 9th at an additional charge of $10 per class. Once the show starts, there will be no credit for scratched medal classes. All other scratched classes will be credited, provided the class is scratched prior to the start of the class in the show office. Horses and/or riders who go in a class without entering will be charged an additional $20.

4. ENTRY BLANK MUST: a) Be properly signed, and in the case of a minor, signed by a parent or guardian. b) Be made on an entry blank provided by the show. c) Show the correct mailing address of the owner. d) Be accompanied by payment of entry fees and stall fees with an open check and/or valid credit card. e) Include USEF and USHJA membership numbers for each owner, lessee, f) Include PCHA membership number for each owner, lessee, agent, trainer or rider. g) Include all additional membership numbers, and birth dates of junior and amateur riders. h) Show Amateur Certification if entered in Amateur Classes. i) Show USHJA Horse recording numbers. j) Show registration number when required. LIMITATIONS ON ENTRIES Management reserves the right to limit entries in any class per GR915. Refused entries will be returned. Post entries will not be allowed unless time permits.

5. REFUNDS Before the closing of entries, all fees shall be refunded. After the closing of entries, prior to arrival on the show grounds, entry fees shall be refunded only upon presentation of a statement signed by a veterinarian (or medical doctor in the case of an amateur owner or equitation rider) stating that the horse (rider) is unable to perform in the classes entered. STALL FEES ARE NOT REFUNDABLE UNDER ANY CONDITIONS, AND A $50 FEE WILL BE ASSESSED ON ALL REFUND REQUESTS. All scratches must be submitted in writing to be considered for a refund; phone call scratches will not be considered. ALL REFUND REQUESTS MUST BE SUBMITTED BEFORE SEPTEMBER 12,2021. NO REFUNDS WILL BE AUTHORIZED AFTER THE HORSE SHOW HAS CONCLUDED. MEDAL CLASS FEES WILL NOT BE REFUNDED. Once the horse has arrived on the show grounds, only a statement signed by the official horse show veterinarian, physician or paramedic shall be accepted with the refund request. Once the show has started, horses that are not shown in classes in which they are entered forfeit their entry fees, unless the horse has been scratched prior to the start of the classes, in order to qualify for a refund. In all classes offering prize money, only the add-back monies will be refunded, providing proper procedures have been followed as listed above. In divisions that are entered by complete section, no refund will be considered if the horse shows in any class of the division. The only other refunds given will be cancellation of a class by management, overpayment of fees, or the rejection of entries because of ineligibility or lack of stall space. If a junior rider becomes ineligible to ride in a medal class due to having qualified for the finals after the close of entries for this horse show, refund of medal class entry fee shall be made. No other base entry fee is refundable. If an A/O has a doctor’s certificate indicating that the person is too ill to ride, that A/O rider shall receive a refund of the add-back money. No base entry fees will be refundable.

6. TRANSFERS & SUBSTITUTIONS The transfer of horses and/or riders from one class or division to another will be allowed under the following circumstances: a) The Horse Show Office is notified the day preceding the transfer. b) Full credit will be given for the scratched class or division, but post entries must be paid for on all added classes. c) No refund will be given if the horse does not use up his transfer credit.

7. PRIZES All class winners will receive a trophy and ribbons through 8th place in addition to any prize money. Prize money will pay to 5th place: 30%, 25%, 20%, 15%, and 10%, excepting special classes. Prize money will be paid by check to owners within four weeks of the show’s conclusion. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S SOCIAL SECURITY NUMBER IS LISTED ON THE ENTRY BLANK. ADD BACK MONEY: In classes with add-back money, prize money is computed from the number of horses that actually show. Horses entered, but not showing up, will forfeit their add-back money with the following exception: if an exhibitor scratches a class by noon the day preceding the class, the add-back money for that class will be credited to the exhibitor’s account.

8. RESPONSIBILITY AND PAYMENT OF SERVICES & SUPPLIES All owners and exhibitors will be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the show grounds and shall be billed accordingly. All bills for veterinary, farrier services and feed are due and payable during the show. The management and Board of Directors and/or Horse Show Committee reserve the right to deduct any unpaid veterinary, farrier, and feed bills from premium money due the exhibitor. Any exhibitor not meeting his obligations to the official veterinarian, farrier and feed man will be termed an undesirable exhibitor and entry from that exhibitor will not be accepted at subsequent shows.

9. MINOR EXHIBITORS Parents or guardians of a minor exhibitor shall hold Equestrian Enterprises, PCCH, and Show management harmless for injury to such minor. No child’s entry will be accepted unless their entry blank is signed by a parent or guardian. The signature of instructors, agents, or other unrelated persons will not be acceptable.

10. MANAGEMENT The Horse Show Management reserves the right to itself to interpret all questions and conditions in regards to or arising out of an incident at the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management, their decision to be final. The Horse Show Management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes or to reschedule classes, after due notice to exhibitors; to change rings or judges; to change specifications in jumper classes in order to facilitate the time schedule. If there are four or more entries in an “A” rated hunter section, said section will not be cancelled.

11. JUDGES

It is the purpose of the Management to run the Horse Show in the highest possible level of sportsmanship. The Management uses the upmost care to select judges with broad experience and knowledge. The Judges’ decisions in the show ring are their own responsibility and the Management accepts no responsibility for those decisions.

12. PROTESTS Any USEF member lodging a protest must first deposit $200 (non members $300) payable to PCCH with the Show Secretary, which sum shall be forfeited to the Horse Show, if same is not sustained. All protests must be in writing, signed by the protestor and filed within 48 hours of the occurrence of the alleged violation. A protest may be filed with the Show Manager, the Federation Hearing Committee or Show Secretary. If the protest is sustained, the entries standing next in the award shall be moved up accordingly.

13. STABLING Stalls, whether occupied by horses, feed or tack will be available for $300 each, no first bedding is included. Stalls are of wood or canvas construction 9.6’ x 9.6’ with doors. Stalls will be erected on the dirt/gravel parking lot of Ernie Howlett Park. Horses must be washed in designated wash racks and not in the barn aisles. NO STRAW BEDDING WILL BE PERMITTED AND ONLY SHAVINGS WILL BE PERMITTED. IMPORTANT NOTICE! Only 1 tack or groom stall will be allotted for every five horses entered, due to extremely limited stabling. Groom’s Parking Passes will be given for every five horses entered. Passes will be numbered and recorded at the horse show office.

14. DAMAGES Owner and Exhibitors shall be held responsible for damage caused by them, their agents, or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly.

15. HORSE RECORDING REQUIREMENTS AND MICROCHIP VERIFICATION All competing horses must be registered with the USHJA (exception – horses entered only in Opportunity classes). In order to be eligible for HOTY awards and/or Zone awards, horses must be recorded with USEF annually or for life. For on-line horse recording go to: http://usef.org/documents/membership/2017horse application.pdf MICROCHIP VERIFICATION: All horses competing in classes that require USHJA horse registration must provide a microchip number that verifies their animal's identity in order to compete for points, money won or be eligible for Federation and/or USHJA programs and awards where horses are required to be recorded or registered. A microchip used to verify identity must be a fifteen-digit ISO compliant 11784/11785 chip and be implanted in the nuchal ligament of the animal. All horses that are competing in classes which require USHJA registration which are not microchipped will be ineligible to compete in Federation licensed competitions, Exceptions: USHJA Outreach and those activities enumerated in GR901.9.

16. VACCINATION REQUIREMENTS Per USEF GR845 12/1/15 All horses entering the show grounds must have proof of vaccinations against Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management.

17. CHAMPION AND RESERVE CHAMPION AWARDS In all Hunter Championships, the title shall be awarded to two of the four horses which have acquired the most points over fences. In addition to these points, only these four horses shall receive full points for ribbons won in under saddle classes. USEF & PCHA Show Championships shall be awarded on a point basis of 10, 6, 4, 2, 1, & ½. (Junior and A/O Jumpers’ money won).

18. FEED AND BEDDING Hay and shavings will be available at the Horse Show. Feed orders must be made by 1:00 p.m. each day for same day delivery. FOR PRE-SHOW ORDERS: 760-753-0431 or [email protected] or text 760-805-0911. No outside commercial feed/bedding deliveries are allowed, but exhibitors may bring their own.

19. RETURNED CHECKS Checks returned by the bank for any reason are regarded as a most serious offense and will be handled according to the following procedure: A 10% PENALTY WILL BE ASSESSED FOR EVERY RETURNED CHECK! (MINIMUM OF $25) Accounts will be given ten days to be paid in full with cash or cash equivalent or they will be turned in to the USEF and the PCHA for further disciplinary action.

20. CONDITION OF ENTRY AND ASSUMPTION OF RISK Every horse entered for competition will be under the control of Horse Show Management, but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur and it shall be a condition of entry that each exhibitor shall hold the Horse Show (competition) and its’ officials, employees, directors, officers, Portuguese Bend National Horse Show, Peninsula Committee Children’s Hospital, Equestrian Enterprises, Inc., Children’s Hospital Los Angeles, the City of Rolling Hills Estates, and sponsoring entities harmless for any loss or accident to his/her horse, employees or equipment which may occur from sickness, fire or other cause.

By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach Driver, Handler, Vaulter or Longeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury, and in some cases death, because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance, and expressly assumes all such inherent risks whether identified herein, in the entry blank or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble, fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot, or push a person, all of which may cause the rider or observer to fall, be jolted, resulting in serious injury or death. A horse may also become loose and cause injury to the observer or rider or to another horse – a loose horse can run at a full gallop in a panic and run into objects, or persons or other horses. The Show Ground Facilities are bordered by highways & roads and thus noise from the traffic and other sources occur that can and will cause a horse to unexpectedly spook and react quickly. The Show Ground Facilities contain roads and driveways that are traversed by cars, golf carts, tractors, trailers, and heavy equipment, all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be encountered, but it is agreed this is not an exhaustive list and there are numerous additional conditions, and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facilities.

21. UNPAID CHARGES/ UNCOLLECTED FUNDS

All accounts not settled by 5:00 pm on the last day of competition of the competition week will be closed out by the official show secretary using the payment information provided. All persons issuing returned check and/or declined credit cards will have ten days to settle their account, with cash or cash equivalent (including a $50 penalty) or will be turned over to USEF & PCHA for disciplinary action.

22. CLOSED RINGS

Show arenas are closed at all times when not being used for classes or warm-up sessions. VIOLATIONS of the above WILL be considered cause for elimination from the show and/or a $100 fine.

23. COURSES

Courses may consist of any combination of the following: brush, gates, oxers, post & rails, water, liverpools, ditch, walls, panels, banks, and coops. The Horse Show Management reserves the right to adjust fence heights or spreads as competition warrants.

24. NUMBERS

Management will provide a number card for each competitor which shall be worn on the rider’s back, clearly visible to the judge at all times when in competition. Riders wearing the wrong number, or no number at all, MAY be eliminated from the class by the judges.

25. CONFLICTS It is the intention of management to avoid holding rings to wait for horses and/or riders. Competitors with conflicts must arrange their jumping order with the starters so that they will not hold up a class. Starters have the authority to scratch competitors who are not timely. Trainer conflicts are not considered legitimate conflicts.

26. DOGS!!!

Dogs are a serious safety and health problem at a horse show. All exhibitors are urged to leave their dogs at home. Management reserves the right to call Animal Control if necessary. ALL DOGS AND OTHER PETS MUST BE ON LEASHES AT ALL TIMES!!! USEF GR 1301.6 —Dog owners failing to comply with this rule may be subject to penalty under chapters 6 and 7, as well as issuance of warning cards.

27. MOTORIZED VEHICLES

Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver's license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed "unsafe use" if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation

of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

28. RV SPACES

There are NO RV spaces available under any circumstances.

29. MEDICAL WASTE In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, Bio Hazardous Medical Waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. Sharps must be placed in proper receptacles..

30. ARENAS Footing in all warm-up areas and competition arenas is all-weather and/or sand mixture. Ring 1 - 125’ x 260’ Ring 2 – 95’ x 260’

31. HELMET RULE It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competition when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. Exception: in Hunter or Jumper classes, adults may be allowed to remover their headgear while accepting prizes and during the playing of the National Anthem only; they must refasten their headgear prior to the lap of honor. It is compulsory for riders in Paso Fina classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition ground to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee, Competition Management, and Licensed Officials must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience.

32. PARKING All exhibitors parking will be across Hawthorne Boulevard. Complimentary shuttle provided to stable area. Paid VIP parking WILL be available on a first-come basis.

33. NO SMOKING IS ALLOWED ON THE SHOW GROUNDS, AS ERNIE HOWLETT PARK IS A CITY PARK. 34. COMBINING/SPLITTING OF CLASSES: IN ALL “A” RATED HUNTER SECTIONS

Should entries warrant, all “A” rated hunter sections will be split or combined following USEF rules and will be done so at the close of the horse show office on the evening preceding the first class is each section; therefore entries MUST be completed for “A” rated hunter divisions accordingly to be considered. Same day scratches and/or “no-shows” at the gate in all “A” rated hunter sections will forfeit their entry fee unless a Certificate from the Official Show Veterinarian vet scratch for the show is received by the official show secretary prior to the section in question. Should same day scratches or no-shows result in insufficient entries to keep sections split, sections will be combined. “Non-showing” fees will be assessed accordingly.

35. SAFE SPORT VERIFICATION As of January 1, 2019 all USEF members 18-years-old and older, with a Competing Membership, must complete SafeSport Training in order to be eligible to participate in USEF activities, including competitions. Please see the USEF website at https://www.usef.org/competesources-forms/rules-regulations/safe-sport for more information. Those who do not complete the training will be ineligible to participate in USEF activities, including competitions.
