Congressman Kevin McCarthy: Health Care Reform: The Cure Shouldn’t Be Worse Than the Problem

The future of America’s health care stands at a crossroads. We all know that our current health care system has many problems, especially that healthcare costs make it difficult for families to afford coverage, leaving millions of Americans uninsured or underinsured. Unfortunately, some in Congressare pushing for “reforms” that would lead to a government takeover of health care through a government-run “public” plan. But this “public” plan does

little to control rising health care costs – even the nonpartisan Congressional Budget Office stated that the proposed reforms would not reduce Federalhealth care spending, but instead “expand the Federal responsibility for health care costs.”

By giving the Federal Government more control over our health care, the Pelosi health care bill ensures that Washington bureaucrats and politicians -not us and our doctors - have a larger say in our own health care decisions. The result could be longer waiting times to get the treatment we currentlyget now, or not getting treatment at all because the government made a cost-cutting decision.

For example, just look at the consequences of Canada’s government-run health care - a Buffalo, New York hospital delivers Canadian babies eachyear because of rationing of services north of the border. Canadian citizens are forced to cross the border to get the care they need. Additionally,when it comes to families getting the quality care that is needed, I think of my father who passed away from cancer almost a decade ago. I am gratefulhe was able to receive the care he needed, with the choice of when, where and how to get what was recommended by doctors he trusted. Comparethat to cancer treatment in the British government-run health care program. A recent clinical study found that the U.S. had an 83% five-year breastcancer survival rate compared to that in Great Britain (69%). Similarly, when it came to prostate cancer, the U.S. had a 91% five-year survival rate,compared to the 51% survival rate in Great Britain.

Furthermore, the House health reform proposal would force millions of Americans to lose their current health care coverage, whether they like theircoverage or not. An independent research firm, the Lewin Group, predicts that the proposed government health care takeover could force two out ofevery three Americans out of their current coverage. The full estimate: 114 million Americans would be forced out of their current private health cover-age. Americans want health care improved, not health care dictated by government bureaucrats.

We know that reforming health care doesn’t mean rushed debate and ramming through hundreds of pages of legislation to create a Federal healthbureaucracy that micromanages our health care as quickly as possible. We know that reforming health care means making improvements that focuson one thing: patients and their families. That is why my colleagues and I listened to American families when crafting our plan to find patient-centeredsolutions.

First, we need to protect the choice of individuals and families when it comes to choosing doctors and treatments. This means allowing Americans thatlike their health care to be able to keep the coverage and the choices they currently have.

Second, we can make health care more affordable and accessible for all by keeping what we know works and expanding care through reforms and taxrelief. Our plan makes health care more affordable by extending tax savings to those who do not have employer-provided insurance, providing new,refundable tax credits to low and modest income Americans, allowing small businesses to band together and offer group health insurance at lowercosts, enacting common-sense medical liability reform to reduce the high cost of “defensive” medicine, and generating savings incentives by improvinghealth savings accounts and flexible spending arrangements for future health care needs.

Third, reform should not come at the price of jobs. Far too many ideas coming out of this Congress deal with government takeovers - of our financialinstitutions, our energy, our cars, and now our health care. And all of these ideas have the common denominators of more government control, moreFederal spending, more Washington borrowing, and more debt for our children and grandchildren to pay off. The Pelosi health care reform bill ($1.5trillion) dwarfs the bank bailout ($700 billion) and the stimulus ($1.1 trillion, interest included) that has yet to create the promised jobs or economicgrowth. And to pay for all the spending, our nation must take on more debt and Americans and small businesses will see their taxes increased. Infact, the Pelosi health care proposal taxes over fifty percent of men and women who run small businesses. As California struggles with double-digitunemployment, we need to focus on helping, not harming, these job generators – after all, small businesses create over 70 percent of America’s jobs.

Until we can have a real debate on solutions that respect Americans’ ability to make their own health care decisions, I cannot support this bill. Pas-sage of this government takeover of health care will ensure that the only thing driven down more than the quality of health care is our nation’s fiscalhealth.

Assemblymember Fuller Protects Local Road DollarsFighting hard to protect local communities, I joined with my fellow Assembly Republicans to help defeat a reckless budget provision that would haveresulted in Sacramento taking nearly $1 billion in local transportation funds from cities and counties.

Originally included in the budget reduction plan debated Friday in the Legislature was a provision empowering the state to seize $986.3 million in fundsfrom local governments to help close the state's $26 billion deficit. These funds from the Highway Users' Tax Account are gas tax dollars relied uponby cities and counties for local road maintenance and street improvements.

Raiding local transportation dollars would have crippled local governments ability to deliver critical road projects for maintenance and safety improve-ments. Particularly troubling about this proposal was the fact that there was no provision to ever pay these funds back to the locals, unlike Proposition1A, and, if allowed to stand, it would have set a dangerous precedent that the state could seize local transportation dollars in the future.

Local governments throughout California had threatened to sue the state if the measure passed, convinced that it was an unconstitutional grab of localfunds.

The State of the Economy with Rayburn S. Dezember Ray owned and operated Bakersfield Ready-Mix Concrete for 30 years. Along with this Ownership and Chairmanship, Ray helpedfound American National Bank of Bakersfield. He served as Chairman from 1964-1990 and then served on the Wells Fargo BankBoard from nine years upon acquisition of ANB. He served as a Board Member of the Federal Reserve Bank of San Francisco andLos Angeles. He is a past Chairman of the Tejon Ranch Company and recently retired from the Board of the Bakersfield Californian.He and a small group of business people organized the Kern Economic Development Corporation. Ray served as a High School Trus-tee for eleven years and as Chairman of the Greater Bakersfield Chamber of Commerce as well as the United Way of Kern County.He is a member of Bakersfield Rotary and a Past Moderator of First Congregational Church. He actively supports many southern SanJoaquin Valley community endeavors with both time and financial commitments.

We just received a report of our state membership which lets us know the membershipnumber for each club in the state and I want to share a few ofthose numbers with you.

Central Division had 29 clubs reporting and Bakersfield is the largest club in the division.

Northern Division had 60 clubs and Bakersfield is larger than any club in that division.

Southern Division had 115 clubs and only 2 have larger memberships than Bakersfield.

Yes, that’s right! We are the 3rd largest club in the state. Huntington Harbour has 410, Palos Verde Peninsula has 287, and wehave 248 members. So although our numbers are down a bit, we have good reason to be very proud. Thanks go to every singlemember of our club! GOOD JOB!!

Inconsiderate Obama

When seeing President Obama’s body language in the picture we get the essence of him and see for ourselves his true“compassion” for his fellow man. Remember the disturbance in Cambridge, Massachusetts, when police were called to investigate ahome break-in? Professor Henry Lewis Gates Jr., the resident, was arrested for disorderly conduct after he loudly accused Sgt.James Crowley of racism. I wonder if Harvard’s elderly, handicapped Professor Gates, Obama’s good friend, is getting nervous now,as we all are, about his future under the President’s proposed government health care. Thanks, by the way, to Lucianne and TheAmerican Thinker for the pictures. Shouldn’t Mr. Gates be reconsidering his impression of Crowley?

We have also heard Obama’s “compassion” expressed for our friends and relatives in the military. They have served this countryselflessly. In conjunction with meeting with several veterans groups, the Obama administration floated a proposal to save the federalgovernment an estimated $540 million per year by billing veterans private insurance companies for treatment of their combat injuries.The plan was heavily criticized by veterans. He backed down from this proposal after all of the opposition it raised---much to his sur-prise.

Democrats are as surprised as Obama that a substantial majority of American people are unhappy and don’t want their proposedhealth care reforms. We can’t go into the entire bill here because it isn’t complete at this time. But, it appears that the majority ofAmericans are happy with their currant coverage and don’t want the government forcing a socialist medical plan on all Americans.Many of the unhappy constituents are speaking out at townhall meetings and expressing these concerns. They are asking questionsthat many of our representatives don’t want to, or can’t, answer. Some are concerned about taxpayer-funded abortions. Many areconcerned that Mr. Obama is proposing a redo of the healthcare system by taking half of the money to pay for it from increased taxesand the other half from Medicare. Many have said that if this is such a wonderful plan, then let Congress itself enroll in the proposedpublic option! If it is to be good enough for the rest of us by all means it’s good enough for them! What experience do our representa-tives have which enables them to make these medical decisions for us? Are we children that can’t decide for ourselves? We are be-ing asked to make these sacrifices while politicians continue their business-as-usual pork barrel spending. By the way, did you seeour First Lady’s lovely $6000 clutch or her $540 tennis shoes? She and Barack enjoy $100 per pound steaks and rare champagne atWhite House entertainments while we are all asked to cut back.

It’s obvious that one of the concerns people have is the controversy over the so-called “end-of-life” counseling proposal. Obamasteadfastly minimizes this issue. But many observers are concerned about the potential loss of freedom when bureaucrats get thepower to decide what’s best for the American people. Take for an example the case of Barbara Wagner of Oregon. Ms. Wagner isenrolled in the State of Oregon Health Plan, a government program for low-income residents. Ms. Wagner’s doctor prescribed anexpensive drug for her lung cancer, which had returned after being in remission. A panel of bureaucrats refused to pay for the drug.But, it said the state would pay for drugs under a physician-assisted death option --- legal in Oregon --- which would cost $50.

The White House has asked their supporters to turn in the names of anyone sending “fishy” information about the health care de-bate to a White House web site. Nancy Pelosi calls the protesters “un-American” and “Nazis.” Union thugs attack and injure an oppo-nent at a town-hall meeting in St. Louis.

This is still America and the First Amendment is still part of the Constitution of the United States of America!
