ADE Auctions, Inc. Adds Third Facility In Central Florida

Ocala, FL - Michael Tummi-nello and Jeff Brody, owners of ADE Auctions, Inc., have an-nounced the acquisition of an auction property in Ocala, Flor-ida. Formerly Big Sun Auction, the facility has been renamed Ocala Auto Dealers Exchange and becomes the third auction in the group owned by the Tum-minello/Brody team, which also includes Sanford Auto Dealers Exchange and Co-coa Auto Dealers Exchange.

The new own-ers indi-cated that Richard Galway will oversee operations and administra-tion at OADE as the auction’s general manager. Galway was most recently the assis-tant general man-ager at SADE; he has been a mem-ber of the auction team at SADE since 1996.

“We are very pleased to add OADE to our fam-ily of auctions in Central Florida,” said Tumminello. “We are fortunate to have developed a solid reputa-tion in this region for service and dedication to our customers, and we believe that those values will quickly differentiate OADE

from the competition. Our auc-tions are among the fastest growing in the Southeast, and we look forward to being a positive force in the Ocala market.”

The auc-tion’s first sale as OADE was held on Wednesday,

July 11th, with more than 400 vehicles from new car deal-ers crossing the block. Custom-ers were treated to free food in the lanes, free hats, and a

number of prize giveaways. The

auction will hold weekly sales on

Wednesday afternoons at 5 pm on four auction lanes.

Ocala Auto Dealers Exchange is located at 1205 Northwest 27th Avenue in Ocala, FL. More information may be found on the auction’s website at www.ocala-autodealers.com.

NADA Report: Used-Vehicle Deprecia-tion To Remain At Historically Low

Levels Through 2014McLEAN, Va. – Depreciation

of used cars and light trucks is expected to increase modestly over the next few years, but still remain historically low, says the NADA Used Car Guide in its latest report, Volatility in Used Vehicle Depreciation: Historical Trends & Future Outlook.)

Used-vehicle depreciation has been extremely volatile over the past few years, with used-vehicle prices rising 26.5% in 2008 only to fall 11.1% in 2009. A used vehicle worth $12,000 declined in value by as much as $3,180 in 2008 or as little as $1,332 in 2009, according to the report.

Looking ahead, however, NADA is expecting a period of used-price stability that hasn’t been seen in over a decade.

“The expected low annual rate of depreciation can be attributed in part to the continued decline in the supply of late-model used vehicles, which was caused by a substantial reduction in new-ve-hicle sales during the economic recession,” said Jonathan Banks, senior analyst with the NADA Used Car Guide.

Another factor that will keep used-vehicle depreciation low over the next few years is the shift by auto manufacturers from overproducing new vehicles to building to demand, NADA pre-

dicts.“In an environment where

supply exceeds demand, high consumer incentives are neces-sary to move excess inventory,” Banks added. “This lowers new-vehicle prices which in turn places downward pressure on used-vehicle prices and increas-es the rate of depreciation.”

“Although we expect to see mild growth in incentive spend-ing as manufacturers seek to balance production and market share goals with actual demand, current signs don’t point to a return to pre-recession levels,” Banks said.

In addition, used vehicles are holding their value longer be-cause of advancements in prod-uct quality and reliability, design and fuel efficiency, which in-creases demand for today’s late-model used vehicles, he added.

In 2012, NADA predicts a $12,000 used vehicle will de-preciate in value on average by $1,884 or 15.7%, an increase of just 0.6% or $72 from last year. By 2014, used-vehicle depreciation is projected to grow to $1,992 or $108 more than 2012’s estimate.

NADA noted that these esti-mates are a substantial improve-ment from the 21.4% average an-nual rate of depreciation which

occurred from 1996 – 2008.About the NADA Used Car

GuideOver a 79-year history, the

NADA Used Car Guide has earned its reputation as the lead-ing provider of accurate vehicle valuations and auction data. NADA offers a wide range of ve-hicle values, including those for used passenger car, light-duty and commercial truck, motor-cycle, classic car and many more specialty vehicles. Available in a variety of delivery methods, NADA’s products and services are used daily throughout the auto, finance, fleet-lease, govern-ment and insurance industries. The NADA StoryThe NADA story began in

1917 when 30 auto dealers trav-eled to the nation’s capital to convince Congress not to impose a luxury tax on the automobile. They successfully argued that the automobile is a necessity of American life, not a luxury. From that experience was born the National Automobile Dealers Association. Today, NADA rep-resents nearly 16,000 new-car and -truck dealers, with 32,500 franchises, both domestic and international. For more informa-tion, visit www.nada.org.

This was the first of two inau-gural sales for the Dealer’s Auto Auc-tion family of auctions, with the second GSA event held at their facility in Mobile, Alabama.

sale events.“We are proud that Dealer’s

Auto Auctions – Mobile was able to bring the GSA sale to our

area, providing a needed influx of late model, well-equipped fleet vehicles for our dealerships,” said General Manager Tom Holton. “We were able to register and run almost 100 more ve-hicles than we originally planned on, and that made our sale even more satisfying.”

Stephanie Baker, GM for Dealer’s Auto Auctions, Mur-freesboro said that the GSA sale “provided a way to strengthen our relationship with our own

community as we opened our doors to the general public.” Baker also stated “I am so proud of how our team managed to pull

together a GSA sale on a tight timeline, and even prouder that we had such a successful turn-out and mix of dealers and public buyers.”

After Years Of Negotiating, Hertz Is Buying Dollar Thrifty

NEW YORK, N.Y. - Hertz is one-step closer to its long-await-ed prize.

More than two years after its original bid, it agreed to buy Dollar Thrifty Automotive Group Inc. for about $2.3 billion, giving it more ways to attract travel-ers and expand its international presence. It will also give the company a leg up against compe-tition from an increasing number of smaller competitors.

At $87.50 per share, the deal is worth far more than any of Hertz’s previous bids and about

8 per cent higher than Dollar Thrifty’s closing price Friday.

Nothing will change immedi-ately for consumers. Travelers that rent through Dollar Thrifty will still visit that counter for service. In the long run, prices in many markets will almost cer-tainly rise as the two companies streamline their operations.

Both rental companies have grown stronger and more valu-able in the years since they first considered teaming up. Both stocks have almost doubled in value, and they’ve reported ro-

bust quarterly financial results as the volume of car rentals soared. But still-fierce competi-tion has prevented the indus-try from raising prices, which has dragged on revenue. Fewer big competitors mean a better chance of higher rates.

The push-and-pull between two of the nation’s largest car rental companies started in 2010. Avis Budget Group was also in the mix, pursuing a bid for Dollar Thrifty for more than a year.

Dealer Uses License Plate Data In Car Repo

In what may be a first, a business used the records col-lected by police.

A South St. Paul car dealer used data stored by Minneapolis police license plate scanners to repossess a car, likely the first time the records have been used by a business in Minnesota.

Jake Ingebrigtson, co-owner of Car and Credit Connection, sought information on four cars after reading in the Star Tribune that data captured by license plate cameras is public and retained for one year in Minne-apolis. Ingebrigtson’s company sells cars to people with bad credit and the owners of the cars had stopped making payments.

The data’s value for a repo man illus-trates just one of the potential applications of Minneapolis’ mas-sive database chronicling pat-terns of vehicles on its streets. Some privacy advocates fear that data could eventually be used for more sinister purposes.

Minneapolis deploys 10 license plate readers, eight of them mounted on police cars and traffic enforcement vehicles, that scan thousands of license plates each day and store their locations -- 4.9 million so far in 2012. Their primary use is to help police on patrol identify wanted vehicles in real time.

Two weeks after requesting the data from the city, Inge-brigtson picked it up He noticed one car had been spotted seven times at the same location and, after plotting the coordinates on

his Blackberry, quickly located it near the intersection of Lake Street and Interstate 35W in south Minneapolis.

“It was comical. I’ve been looking for this car for two months,” Ingebrigtson said, add-ing that it was clear they were “hiding the car there.”

The company had previously

visited the owner’s house in St. Paul, only to find a “for rent” sign in the window. “They fall off the face of the Earth,” Ingebrigtson said of people who stop making payments. “They won’t return your calls.”

Fifteen minutes after locating the car, which was parked on a city street, Ingebrigtson’s repo man arrived to tow it back to his lot.

“This is a thousand dollars that just got put in my pocket because of this, basically,” Inge-brigtson said.

The city provided data on two other cars Ingebrigtson was looking for, but had no informa-tion on the fourth. Ingebrigtson planned to look for the other two. Some of the data on the car he repossessed included pictures,

since police keep photos of the license plate scans for 21 days.

License plate readers are used by law enforcement across the metro area and the country. Other agencies using them in the Twin Cities region include St. Paul, Bloomington, Maplewood, Washington County and the State Patrol.

Without a state law governing the use of li-cense plate readers, local law enforcement agencies are free to retain the loca-tion data for as long as they wish. St. Paul keeps it for 14 days, while the State Patrol keeps it for only 48 hours.

Minneapolis keeps it for one year. When the Star Tribune published data tracking Mayor R.T. Rybak’s city-owned car over the past year, the mayor asked police Chief Tim Dolan to make a

recommendation for a new policy about data retention.

Privacy advocates have re-cently called for the Legislature to craft legislation addressing license plate data classification, retention and sharing. Ingebrigt-son hopes if the data is reclassi-fied, lawmakers carve out some exemption for lien holders on a vehicle.

Rich Neumeister, a privacy and open government advocate, would like the data to remain public and kept by law enforce-ment for a very short period of time to ensure accountability.

“It comes down to the ques-tion: Who’s going to watch the watchers if they make it private?” Neumeister said. “Who’s going to watch all these private entities that might want it?”

Sena Sponsors Virginia Motorcycle TourBy: A Dealer’s Journal Staff

Often times, people living in a certain region become unaware of the geographical treasures that lie minutes or even a short ride away from their home bases. The Grand Motorcycle Tour of Virginia with the help of Sena Technologies, Inc. and other sponsors is looking to change that by inviting motorcycle riders to go on the ultimate passport tour of the Commonwealth. From the Blue Ridge Mountains to the Chesapeake Bay, motorcyclists from all over the state and the country are invited to ride the scenic byways and highways of the “Old Dominion” in the Grand Motorcycle Tour of Virginia through October 22. To encour-age motorcycle riders to frequent local businesses along their

routes through the state, the tour offers participants the abil-ity to earn points at each stop. Those who earn enough points, and even bonus points, will be entered to win prizes from spon-sors, including a pair of Sena Technologies SMH10 Bluetooth headset/intercom units worth more than $400.00.

“Motorcycle riders who tour and ride long distances make up a large portion of our core group of customers,” said Marc Woo, president of Sena Technologies, Inc. North and South America. “Partnering with the Grand Mo-torcycle Tour of Virginia signaled a win-win for both Sena and for the economy of Virginia so we were glad to support the event.”

Tour co-organizer John Dwyier explained that motorcycle

enthusiasts join the event be-cause often times, they are not sure of new rides and routes to undertake, and because it pro-vides a sense of community with many riders seeing one another at the same stops.

“Some riders will go on a portion of the tour for a week-end. Some are able to ride all the routes of the entire state over the course of the six-month span of the tour,” said Dwyier. “Not only are we helping sustain and pro-mote our state’s economy, but the nearly 1,000 riders who take part are also exposed to parts of the state they may not have otherwise explored. We are also extremely thankful to sponsors such as Sena Technologies for helping to create a bigger incen-

Polaris Donates To The Wounded Warrior Project

MINNEAPOLIS, MN – As part of its annual summer sales meet-ing and its presence at the Stur-gis® Motorcycle Rally, Polaris Industries Inc., Victory Mo-torcycles and the Company’s dealers donated $154,125 to the Wounded Warrior Project™ . The donation was part of Polaris’ continuing relationship with the WWP, an organization that raises awareness and aids injured servicemen and wom-en. Earlier this year, Polaris also gave away three special, blacked-out RANGER RZR XP 4 900 Side-by-Side vehicles to WWP veterans.

“Our relationship with the Wounded Warrior Project allows Polaris and our dealers to sup-port the men and women who

selflessly sacrifice for our nation through their military service,” said Scott Wine, Polaris Indus-

tries CEO. “We consider it an honor and a privilege to partner with the Wounded Warrior Proj-ect, an organization that lends a hand to those who merit it most. We hope this donation helps

these brave men and women re-turn to the rich, active lives they truly deserve.”

On the opening night of the Company’s summer sales meetings, Polaris announced it would donate $25 to WWP for each rider that rode an all-terrain vehicle or Side-by-Side at the Polaris demo track, a winding set of man-made dirt trails intended to provide dealers with a chance to expe-rience riding the latest Polaris products. That promise led to $44,500 in donations, powered

by more than 1,700 demo rides. The following week, at the

Used-Car Dealers’ Fate Now Up To Gov. Brown

California lawmakers have passed three bills that target the Buy Here Pay Here used-car industry.

Los Angeles, CA - The future of California’s Buy Here Pay Here used-car industry now rests in the hands of Gov. Jerry Brown. State lawmakers gave fi nal ap-proval to two bills that would apply sweeping new regulations on the dealerships, which sell high-mileage cars to people with damaged credit. They join a third piece of legislation, on the gover-nor’s desk in Sacramento.

If signed into law, the bills would impose what is probably the most aggressive and far-reaching set of controls on the Buy Here Pay Here industry in the nation and could set a tem-plate for other states. Unlike traditional car dealerships, Buy Here Pay Here lots arrange their own fi nancing on the cars they sell rather than using third-party lenders such as banks or credit unions. That enables them to sell to customers who would not qualify for conventional loans because of a bad or incomplete credit history.

Critics of the dealerships have accused them of preying on working families, leveraging peo-ple’s need for transportation to demand high interest rates and large down payments on cars that often have well over 100,000 miles on the odometer.

A measure by state Sen. Ted Lieu would limit the interest rate these dealers can charge to 17% plus the federal funds rate, cur-rently at 0.25%. Among other provisions in the bill, SB 956, is a requirement that Buy Here Pay Here dealers register with the state as lenders and give con-sumers a 15-day grace period before repossessing cars after

a missed payment. It passed a concurrence vote.

A separate bill, AB 1534, passed its own concurrence vote in the Assembly, 46-27. Written by Assemblyman Bob Wieckows-ki, it seeks to require dealers to post a fair-market value on every car on their lots. Sales records show that many cars sold on Buy Here Pay Here lots routinely sell for three or four times book value.

The bill passed, AB 1447, would require the dealers to provide a 30-day, 1,000-mile warranty on their cars and to disclose any devices used to assist repossessions, includ-ing GPS trackers. “I’m very pleased. This is a very important moment,” Lieu said. “If these become law, it will cause other states to follow what we’ve done.”

Supporters of the bills in-clude consumer groups and nu-merous chambers of commerce. During the legislative process, the bills received several amend-ments strengthening their provi-sions, including an extension of the grace period before reposses-sion from 10 days as originally proposed.

Brown typically does not tele-graph his plans on signing bills, and a spokesman did not return a request for comment on the legislation. The Department of Finance came out in opposition to Lieu’s bill on the grounds that it could put many Buy Here Pay

Here dealers out of business. That mirrors the main argu-

ment of the legislation’s opposi-tion, led by used-car dealer in-dustry groups and a coalition of Buy Here Pay Here dealers. They say the state could lose more than $300 million in sales taxes if dealers have to shut down be-cause complying with the regula-tions is too expensive.

In addition, Bill Dohring, lob-byist for the Independent Auto

Dealers Assn. of California, said the bills would exempt the vast majority of car dealers in the state from the regulations, thanks to a carve-out for new-car dealers adopted during the legislative process. He said that almost all new-car dealers sell used cars,

and that many provide in-house fi nancing indistinguishable from Buy Here Pay Here loans.

“If this regulation was really that important, they should have made it apply to all dealers,” Dohring said. “There is going to be some fallout from this and I feel bad for the dealers who are going to suffer because of it.”

Few states distinguish Buy Here Pay Here lots from more traditional used-car dealerships, and even fewer have rules spe-cifi c to the unique aspects of the industry. Although it is not known exactly how many such lots operate in California, more than 800 dealers in the state have engaged in “churning,” in which a car is sold, repossessed and sold again, multiple times, to boost profi ts.

The governor has 30 days to take action on the bills.

Cont: After Years Of Negotiating, Hertz Is Buying Dollar Thrifty

Avis dropped its bid nearly a year ago citing market condi-tions. Then, in October of last year, Hertz dropped its bid, too. But Dollar Thrifty didn’t trust that the years of attempts were over. In February, it extended its shareholder rights plan known as a “poison pill a maneuver designed to deter any unsolicited attempts to take over the com-pany through May 2013.

More recently, it appeared Dollar Thrifty was open to an-other bid. Earlier this month, it urged for either a “compelling offer” or an end to the “constant distraction of merger specula-tion.”

Then last week, media reports said that Hertz Global Holdings

Inc. of Park Ridge, N.J., was considering a new bid for Tulsa, Okla.-based Dollar Thrifty.

Hertz expects that the acqui-sition will save it at least $160 million a year, while providing the opportunity for increased sales. Hertz Chairman and CEO Mark P. Frissora said this deal will help it fight against a grow-ing number of small regional rental companies popping up in airports across the country. He said those competitors, along with European rivals like Germa-ny’s Sixt doing more U.S. busi-ness, will likely cause the rate wars to continue for now.

Both Hertz and Dollar Thrifty’s boards have unani-mously approved the deal, which still needs antitrust clearance

from the Federal Trade Commis-sion. Hertz said it has stayed in close contact with the FTC to secure clearance and that Dollar Thrifty will fully co-operate with the process.

Frissora is confident the two companies will be able to get the deal “swiftly approved” by regu-lators. He said the deal is more of a certainty this time around because of the massive prepara-tion Hertz undertook before the deal was announced.

Hertz is also selling its Ad-vantage business to rental car company Franchise Services of North America and Macquarie Capital for undisclosed terms. The Advantage deal depends upon Hertz completing the Dol-lar Thrifty buyout.

CAW Meeting With Auto Giants In Landmark Gathering

OTTAWA, CANADA – A land-mark meeting between the Ca-nadian Auto Workers and major North American auto giants tak-ing place at a downtown Toronto hotel is sparking the beginning of a bargaining talks between the two parties.

Despite being under the same roof for the first time with offi-cials of Ford, General Motors and Chrysler, CAW president Ken Lewenza said a new collective bargaining agreement will take time. “The gap as it stands is too wide to be overly optimistic,” Lewenza said. “There is a huge difference between where they see the costs associated with labor to where we see the costs associated with labor.”

Lewenza said there is a pos-sibility of up to 1,000 layoffs at

Ford and a combined 2,000 job losses at General Motors’ Osha-wa plant once a consolidated line closes in June 2013. He added the union has not selected a tar-get company for negotiations but that overall job security is prior-ity one.

The union’s collective bar-gaining agreement with the three automakers expires midnight on Sept. 16. “It would be trouble-some if the companies would force us out on strike at a time when there is sales momentum, there is profit momentum, and there is great expectations from all three companies, consider-ing where they were three years ago,” said Lewenza, who added that despite challenges there is momentum having all groups together in one place.

“If we can get a balanced approach then we can put the framework of an agreement to-gether.”

Meanwhile, General Motors has announced plans to invest $1-billion in Russia over the next five years for car and component production.

“If (investment in Russia) is because of the growing do-mestic market, then it’s a good investment,” said Lewenza. “If it is for the purpose of exporting parts when we have capacity in the plants in Canada then that would be troublesome.”

GM ranks second by car sales in Russia and produces cars at three plants, including St. Petersburg, where it hopes to double production to 230,000 vehicles per year.

Auto Recycling Associations Develop Single Accreditation Standard

The Automotive Recyclers Association (ARA), Automotive Recyclers of Canada (ARC) and United Recycler’s Group (URG) have announced plans to cen-tralize their respective accredi-tation programs into a single accreditation and certification standard for automotive recy-clers.

“This will serve to bring in-creased industry unification and recognition to professional auto-motive recyclers who operate at the highest level of the industry,” says Michael Wilson, ARA CEO. “We look to this as a preeminent accreditation program that would be a model for other internation-al automotive recycling organiza-tions as well as to governments of countries across the globe.”

Under the new program, ARA’s CAR and Gold Seal pro-grams will be joined by URG’s 8000 program and the ARC’s Ca-nadian Auto Recyclers’ Environ-mental Code (CAREC) program to advance standards of excellence in practices and standards, the groups say.

Representatives from ARA, ARC and URG say they convened a working group with the goal of developing an accreditation program that would be an asset to their respective members and a model for other countries. After research and review, the work-ing group recommended a draft outline that was approved by the leadership of the three associa-tions.

The CAR Gold Seal Accredita-tion Alliance collaborators have identified common standards

among the programs and also incorporated recycled part qual-ity assurance standards and employee training programs adopted from URG 8000. The CAR and Gold Seal program is designed to certify and audit for best management practices at four levels: business standards, safety standards, environmental stewardship standards, consum-er assurance standards and part quality assurance.

The ARC code, developed in 2008 for Environment Canada, provides recyclers with informa-tion and tools to prevent envi-ronmental hazards during and after the vehicle recycling pro-cess. URG 8000 standards were fashioned after the then ISO 8000 certification with a focus on quality, training, audits and performance.
