A two-day forum for local planners highlights the Regional Development

Council Week celebration in Eastern Visayas. Director Bonifacio Uy, National Economic and Development Authority director and the vice-chair of the Regional Development Council in Eastern Visayas, said that RDC-8 Forum for Local Planners started on September 26 and will end on September 27 at the Leyte Park Resort Hotel in Tacloban City. The region is celebrating Regional Development Council Week on September 24-27, 2013 with the Neda as RDC-8 Secretariat spearheading the

activity. With the theme “RDC and Local Planners: Building a Stronger Partnership in Attaining Regional Development,” the Forum underscores the fact that the planners of the region serve as the designers of positive change for the region’s growth and development. Director Uy said that given the significance and mandate of the RDC as the highest policy making body of the region, celebrating its week is an annual reminder for the council and its members to continue to strengthen their efforts to attain the much desired development continued on page 7

PIA, PIDs host forum on making health more inclusive in a growing society

Month this September, the Philippine Institute for Development Studies and the Philippine Information Agency is set to conduct a Forum on Making Health More Inclusive in a Growing Economy” on September 27, 2013 at Ocho Seafoods Restaurant in Tacloban City. This year’s theme highlights the need to address a critical socio-economic inequity in the Philippines, the lack of inclusiveness of the economic growth in the aspect of health. Despite a booming economy, large disparities persist in the overall health indicators between the richest and the poorest Filipino households. This may be attributed to a number of issues, including institutional inefficiencies and gaps in coverage, making health all the more less inclusive in the Philippines. PIDS Research Information Department Director Dr. Sheila V. Siar will be present as the representative of PDIS, the lead agency for the month-long celebration. Invited to be the resource

DTI Leyte’s 2nd Shared Service Facility benefits coco and rice farmers in Javier

The Department of Trade and Industry in Leyte is set to launch its second

Shared Service Facility (SSF) for the province of Leyte. DTI Leyte Director Desiderio Belas, Jr. informed the Philippine Information Agency that together with the Javier Integrated Coconut Producers and Farmers Association Community - Based Enterprise, it is set to launch on September 27, at 1:00 o’clock in the afternoon, the Coco Coir Shared Service Facility. The launching will be held at the JICPFA Coco Coir Plant at Zone, Javier, Leyte, Director Belas said adding that the Shared Service Facility will be a big boost to the productivity of the coco and rice farmers in Javier. The Department of Trade and Industry in the province of Leyte continues to be felt by the micro, small and medium entrepreneurs here through it sustained move to improve this sector. Lately, the DTI Leyte’s Shared Service Facility made waves and inspired

small entrepreneurs in this part of the Region, when it launched the first Bangus Tinapa Production Shared Service Facility for the women of Babatngon.Just the other day, DTI Leyte launched the SSR War Room at its Provincial Office located at Fatima Village, Tacloban City.Director Belas said the SSF is a priority project under the DTI BIG PUSH for SME Development Program which hopes to address the gaps in the supply chain of an identified project by providing processing and manufacturing tools, equipment and machines for the common use of MSMEs.Among the objectives of the SSF Projects is to enhance the competitiveness of the priority industry clusters through the use of quality and productivity enhancing machinery and equipment.Another objective is to develop priority and market-driven industries in support to the National Industry Capacity Enhancement Program (NICCEP). BIR Samar strictly imposes

penalty on compliance to

new receipts

The Bureau of Internal Revenue (BIR) District 87 in Samar has already

collected 137,000 pesos penalty from individuals and corporations for the

month of August this year for failing to use new receipts. Nilda Navarrete, Chief Tax Payer Service Section said that there are 44 corporations and 417 individuals that complied in August 2013. She said that establishments have had enough time to comply with the new regulation, saying the regulation was released late last year yet and should have taken effect early this year. BIR issued a deadline for business establishments to surrender all unused official receipts and commercial invoices to comply with a new regulation requiring them to issue new ones printed by accredited printers. BIR has also directed district officers to impose a P1, 000 penalty on those who apply for an authority to print receipts after April 30. The new regulation requires businesses and professionals to surrender unused official receipts and other commercial invoices by August 30. She added that the establishments and individuals are also to issue new receipts and invoices that are printed only by accredited printers of the BIR. An authority to print from the BIR is required to have such documents printed. Revenue Memorandum Order 44-2013 gives extension on the deadline on the use of old receipts until August 30, to give time for businesses to have their new receipts printed by BIR-accredited printers. In a new Revenue Memorandum Circular Number 52-2013 dated Aug. 15, BIR stressed that enterprises can still use their old receipts on two conditions. ne condition is that the printing of the old receipts should be covered by an authority to print issued by the BIR on or after Jan. 1, 2011, which means receipts covered by Authority To Print (ATP) older than that date will no longer be valid starting Aug. 31 and another condition is that businesses should already have an authority to print new receipts from the BIR on or before Aug. 30. CSC Blood Letting activity yields 57 bags of blood

The Civil Service Commission (CSC), Field Office spearheaded the mass

blood letting in coordination with the Provincial Government of Eastern Samar through Provincial Health Office (PHO) and the Provincial Council on Human Resource Management Practitioners of E. Samar, Inc. (PCHRMP-E. Samar). This was on September 25, 2013 at the Provincial Gymnasium, Capitol site this City. This activity was in line with the celebration of 113th Philippine Civil Service Commission Anniversary with the theme “Dugo Ko, Kinabuhi Mo”. According to Atty. Rey Albert B. Uy, Provincial Director of CSC, Field Office, Borongan, the blood letting aimed to contribute to the Blood Bank by encouraging government employees to donate blood. “Blood is life, and there is no other manufacturer of human blood except human body”, Uy said. “There is always a need for blood supply to save lives”, he added. Meanwhile, some personnel of the Eastern Samar Police Provincial Office (ESPPO) led by Police Senior Inspector Cirilo R. Nicart, Jr. with the members

of the Borongan City Police Station (BCPS), Bureau of Jail, Management and Penology (BJMP) , Philippine Army (PA) and the Army Reserve personnel, and employees of the provincial government participated the activity. Ms. Guadalupe Cuna, Medical Technologist II of PHO being the Blood Coordinator, said that some 57 bags of blood were donated, 20 of these will be stored in ESPHO and 37 will be brought to EVRMC, Tacloban City, because there are patients from Eastern Samar who need blood especially in some surgical operations. Cuna added, that the demand for an adequate supply of blood every year is for the treatment of Dengue, injuries, Cancer, Leukemia, Hemophilia and other surgical operations. Five medical technologists assisted in the blood letting while two doctors and several nurses from ESPHO interviewed the donors and checked their blood pressure before blood were extracted from the donors. In line with its effort to inform the public of its advocacies and programs,

the regional Department of Health is conducting a Consultative Workshop for Health Education Officers (HEPO) for three days from September 24-26, this year, at the Leyte Park Hotel, this city. Dr. Ma. Sol Villones, DOH health promotion section head, disclosed that the activity is a venue where the programs and advocacies of the health department can be presented to the HEPOs as its main role is to disseminate the information to the people and other workers in the institution or community of origin. The health official also said the gathering of the HEPOs from around the region will ventilate the officers concerns and problems encountered relative to their work so the DOH could plan for specific actions to take. The three-day activities lined up by DOH are updates on DOH’s health programs on dengue control, newborn screening, pneumococcal and flu vaccines for senior citizens and presentation of Health Promotion Monitoring Tools, to mention some. Around 70 participants from public and private hospitals across the region are in attendance of the event. Dr. Villones informed that previously, only HEPOs from public hospitals were participants of the workshop but DOH extended participation of the private hospitals to ensure the successful implementation of the programs. She hopes for the success of the health programs through the HEPOs for the people to become aware on the difference on illness and wellness. (PIA-8)

The National Food Authority (NFA) Samar marks its 41st anniversary with

a simple celebration. The 32-strong NFA Samar workforce led by Manager Francisca Mercado attended a thanksgiving mass early at the San Bartholome Church to start the day. Mercado said they have prepared some snacks at their office located in the Capitol Site, Catbalogan City for well wishers. They will also be having a get together lunch with the Grains Community-a group of rice retailers and traders. She added that NFA employees opted to donate to Zamboanga the fund they will use for any lavish celebration. Today, housewives and housekeepers while doing marketing will see some of the NFA employees assisting licensed rice retailers in selling the affordable NFA rice-the first to be sold out these days as the commercial rice are priced higher. Anti-Epal campaign to be launched in EVisayas

The Department of Social Welfare and Development (DSWD) in Eastern

Visayas will launch next week “Bawal ang Epal Dito” (BAED) campaign in Eastern Visayas. Michele Calzado, DSWD social marketing officer of Pantawid Pamilyang Pilipino Program (4Ps)/information officer revealed the information saying the campaign is being implemented in time for the coming barangay election this October 28 for beneficiaries of the 4Ps to ensure the group will not be used by candidates in the election. It was learned the BAED campaign is being strengthened because of incidents in the midterm election where the conditional cash transfer (CCT) program was used in partisan politics. There were reports on instances where beneficiaries of the 4Ps were told to fill up forms with pictures of the President to entice them to vote for the politician as well as announcements of beneficiaries who will be delisted should they not vote for the favoured candidate. The DSWD official informed the BAED campaign is in coordination with the Commission on Elections (COMELEC) and the Department of Interior and Local Government (DILG). The three government offices signed a memorandum of agreement in the implementation of the program and guidelines for the participating agencies will soon be out. Monitoring mechanisms for violations in the campaign and prosecution of violators are delineated in the guidelines. (PIA-8)

ESamar Medical Society tells folks to modify lifestyles to prevent diseases

Dr. Gondelyn S. Cidro, member of the local Medical Society here shared that

she has noted of a number of province mates who are now undergoing Dialysis due to diseases in their Kidney that are commonly caused unhealthy lifestyles. Each Dialysis she said costs more or less P5,000.00, which must be done three times a week. “This is quite expensive even for a professional medical doctor like me”, she stressed. “Thus, people nowadays should increase their health consciousness and practice healthy habits, to avoid health problems and even pains in the pocket. According to Dr. Cidro, heavy weight people should change their lifestyles through an intensive diet management program and physical exercise in order to reduce their weight, adding that obesity usually contributes to Hypertension and increase risk in Cancer, Gallstones, Diabetes and Heart Disease among others. Obesity in a person, she said occurs when there is an excess in food intake while the energy spent is less.

Managing weight loss includes: Diet Therapy, Physical Activity and Behavioral Therapy. It is important for obese persons she said, to reduce their abdominal fats and increase the fitness of their heart. She suggested for a 30 to 40 minutes physical exercise, three times a week. Likewise, she added, that food preparation counts very much and, it is best to eat at home than in food chains and burger stalls, the lady physician suggested further. Dr. Cidro shared these insights, during the Lay Fora held at the Provincial Gym, September 25, on the occasion of the Medicine Week Celebration which was spearheaded by the medical doctors, led by their President, Dr. Benedicto Garcia. On September 26, the third day of the Medicine Week celebration, the Medical Society offered free Blood Screening for Cholesterol and Sugar levels and Body Mass Index(BMI) examination and many of the results showed elevated Cholesterol levels among government employees. The Philippine Ports Authority (PPA) in the region has announced the

reduction of documentary requirements in some of its processes to ease the cost and to improve the delivery of port services. PPA 8 Manager Dominador D. Licayan informed during the harampang ha PIA Tuesday , from an average of eight to fourteen documentary requirements it is now trimmed down to two documents when a client applies for a permit. This includes application for Permit to Operate ancillary services and Permit to Occupy ; applications for Clearance to Develop Private Ports, Permit to Construct, Certificate of Registration and Permit to Operate Private Port facilities, Pedestrian and vehicle pass including renewal processes. “Previously a client used to have eight to fourteen documentary requirements before he is able to get a simple permit from PPA but now only two documentary requirements are needed and these are unified or omnibus application letter and a letter supporting to the omnibus application.” Licayan said.He likewise informed PIA and the private media relative to the reduction of the duration of processing time. Furthermore, Licayan said, in the previous years the processing time for an application for a permit to develop and to construct would take 15 days to one month but now it only takes take 4 days and the application is acted upon 48 hours after an application is received by the office. Meanwhile, he likewise urged the public to avail the services directly from their terminal offices in the region such as in Borongan City and Guian in Eastern Samar, San Jose and San Isidro in Northern Samar, Calbayog and continued on page 4

The Opening program started with the Welcome Remarks by Director Uy while the Opening Remarks was delivered by Engr. Danilo L. Bonifacio, the President of the Eastern Visayas League of Local Planners. Palo, Leyte Mayor Remedios L. Petilla delivered the Inspirational Message during the Opening Program. The Role of the Local Planners in Poverty Reduction was discussed by Usec Maritona V. Labajo of the National Anti-Poverty Commission. His presentation was followed by the Ceremonial Signing of Commitment to Regional Development. Other topics discussed on the first day of the Forum are Value Chain Analysis by Department of Trade and Industry Director Cynthia Nierras; the Results-Based Monitoring and Evaluation by Mr. Jesse T. David of NEDA Central Office; the CLUP Preparation Based on New Guidelines by Ms. Zenaida Estur of HLURB Visayas; and Performance Informed Budgeting by Department of Budget and Management Director Imelda C. Laceras. For the second day of the forum, Project Identification/Formulation, Sourcing Project Funds and Financial Packaging will be discussed by Director Rosa Fabiola Calilung, Managing Director of Global Millennium Advisors. The RDC Eastern Visayas coordinates and sets the direction of all economic and social development efforts in the region. It serves as a forum where local efforts can be related and integrated with regional and national development activities. Director Uy said all development and infrastructure projects proposed in the region are being discussed in the RDC conference and finalized in four sector committees such as Development Administration, Economic Development, Infrastructure Development and Social Development. Ursua informed that based on the record of the four LGUs, they may

qualify to receive the award considering the history and zero incidence of rabies cases for the last two consecutive years. These LGUs may still comply with the set of requirements by the evaluation committee composed of personnel from the Department of Agriculture (DA) and the Department of Health (DOH) at the regional and national level, she further said. She revealed that the strong contenders for the rabies-free award for LGUs here in Eastern Visayas for 2014 are Southern Leyte province and the towns of San Antonio, Capul and Lao-ang in Northern Samar province.

However, Ursua said that the island barangays of San Pedro and San Pablo in Hinunangan town in Southern Leyte province may receive the rabies-free award this year if they will be included for validation in December this year.
