Lt. Gen. Bruce Litchfield, AFSC commander, stressed the need to set high expectations during a three-day senior leader conference Aug 22 through 24. The conference was attended by senior leadership from all eight wings across the center. The general used the recent gold-medal performance by American swimmer Ryan Lochte to illustrate just how high the bar needs to be. “Our end goal is to achieve “The Art of the Possible” and that means world-class results. And by ‘world class’ I don’t mean the standard definition, I mean by Ryan Lochte’s defini- tion of the world record,” Litchfield said. Litchfield said leadership at all levels of the center must not only set high standards, but also enable their people to reach them. “The strength of the Air Force Sustainment Center is our dedi- cated, competent and profession- al workforce,” said the general. “When given the right focus, they have repeatedly demonstrat- ed the capacity to do remarkable things.” Defining the target of that focus is part of what the leader- ship team from across the AFSC tackled during the conference. The team collaborated on a new vision statement and positioned the center to align its goals and objectives with those of Air Force Materiel Command and the Air Force. The general told the leader- ship team that AFSC’s capacity to generate more cost-effective sustainment products is vital to help the Air Force create the capability of winning the next war. “The cost of readiness will be a major factor in shaping the size of our force,” said the general. While pointing out that the center is already demonstrating impressive successes, he stressed that the gateway to cost-effective sustainment is through a commit- ment to continuous process improvement and “The Art of the Possible.” “We never stop getting bet- ter,” he said. “It isn’t just about looking good. A Star Site is the highest level of Voluntary Protection Program recognition awarded by the Occupational Safety and Health Administration. Initially, the group received Star Site recognition in November 2009, following a June 2009 visit by an OSHA auditing team. During that time, the team spent three days touring eight separate facilities, reviewing hundreds of records, and inter- viewing employees. The 402nd SMXG became the first government organiza- tion at Robins to be named a Star Site by OSHA. OSHA reassesses its VPP Star Sites to ensure they continue to satisfy the rigorous criteria and high standards it has estab- lished. This is accomplished every three years, and this was the first three-year reassess- ment, according to Chris Moore, 402nd SMXG deputy director. The latest OSHA visit was Aug. 13 through 16. “The success of our Voluntary Protection Program is without question attributed to our workforce and their commit- ment to maintaining a safe and healthy workplace,” said Moore. “As well as on the job, our folks place equal emphasis on safety and health at home and in their personal lives. COL. CHRISTOPHER PAIGE 78th Medical Operations Squadron commander The 78th Medical Group has won an Air Force award for the second quarter of fiscal 2012. Each quarter the Air Force Medical Service recognizes its top medical facilities for execu- tion of the military “Patient- Centered Medical Home” model. The patient-centered medical home model is a nationwide ini- tiative in providing comprehen- sive primary care to adult and pediatric patients by creating a partnership between the individ- ual patient, their personal provider, and family members when appropriate. The provi- sions of the program allow for better access to care, increased satisfaction with care, and improved overall health. This quarter, competing against 60 other Air Force med- ical treatment facilities, Robins was rated 8th overall. This makes the second quarter in a row that Robins is among the top 10 military treatment facili- ties in the Air Force. The 78th MDG scored a composite score of 99.63 per- cent based on the grading parameters of patient continuity, low referral rates to emergency and urgent care clinics, preven- tative health screenings like cholesterol, diabetes, cervi- cal/breast and colon cancer and, finally, patient satisfaction scores. In addition, “Delta,” one of the Robins Family Health Teams, was awarded “Most Improved Family Health Team.” The Delta team is headed by Dr. Nader Tadros and Physician Assistant Glen Megran, with a supporting staff to include: reg- istered nurse Sara Simons and medical technicians Mary Prior, Staff Sgt. James Edwards, and Senior Airman Ardella Kelly. The team was acknowledged last week by the AF Surgeon General staff. A monetary award of $33,000 was awarded the first quarter. This quarter the 78th MDG received $44,000. The money is being used to purchase new equipment and other products to further enhance the facility. Furthermore, the team led by Tadros won eight seats to attend the prestigious Disney Institute “Disney’s Approach to Building A Culture of Healthcare Excellence Course,” a program offered through the Disney Company. “It is truly an honor to be rec- ognized by our Air Force Surgeon General for our delivery of quality care,” said Lt. It takes integrity to run aworld-class business. Asthe new Air Force

Sustainment Center command-er, I’m challenging our per-sonnel to strive for world-class results. I want toimprove our business and giveour warfighter the best prod-uct with the highest quality,on time and on cost. In thisenvironment of excellence,there is no room for miscon-duct, and I’m reminding allfederal employees to maintaintheir integrity when conduct-ing business with defense con-tractors.

Recently, there have beenseveral incidents regardingmisconduct of governmentpersonnel while interactingwith current and potentialdefense contractors. The AirForce is specific when itcomes to personal relation-ships with contractors and

vendors supplying parts, serv-ices and information. Businessrelationships are great, butaccepting cash or gifts morethan $20 in value, from con-tractors or potential contrac-tors is not acceptable.

Many who work in theAFSC have developed rela-tionships with these contrac-tors through the years, andmany of those are positive andprovide great benefit to ourrapport with our industry part-ners. But, there is also inher-ent risk to those relationships– it can draw scrutiny andpotential conflicts of interestor the perception of a conflictof interest. Inappropriatebehavior can lead to adminis-trative, civil and even criminalpenalties.

One month remains for NCOsto volunteer for retrainingNoncommissioned officers in unrestricted careerfields affected by the fiscal 2013 NCO RetrainingProgram have a month to volunteer for retraining, AirForce Personnel Center officials said Aug. 30. AffectedAirmen in restricted fields, however, have until today tovolunteer.NCOs who volunteer during Phase I have moreopportunities to choose their next career field thanthose who “wait and see” if retraining will be neces-sary, said Master Sgt. Angela Harris, AFPC SkillsManagement Branch Superintendent.“Most Airmen are in the field of their choice becausethey know and like the work they do, so it’s under-standable that few are interested in retraining,” shesaid. “But, overmanned career fields cannot be sus-tained, so retraining is going to happen – voluntarily orinvoluntarily. Air Force restores movesto Keesler Air Force BasePermanent changes of station and temporary dutyreporting has been restored for Airmen and civilianstraveling to Keesler Air Force Base, Miss., Air ForcePersonnel Center officials said.The 81st Training Wing commander implementedthe stop movement order in response to HurricaneIsaac. Airmen, Kyrgyz studentsring in ‘First Bell’The first day of school across the Kyrgyz Republic isa welcome celebration known as “First Bell” and isdeeply rooted in a Russian tradition that takes placeSept. 1 each year.First Bell marks a rite of passage where seniors, intheir last year of studies, escort first-year students in aceremony symbolizing the start of a new school year.

Afghan airmen learn language of flightWhether an Afghan airman needs to fly an aircraftsafely, communicate with air traffic controllers, ormaintain and fix equipment, the airman must first learnthe language of flight.English is the language of flight used around theworld, and Afghan airmen are learning to speak it flu-ently at the Kandahar English Training Center,Kandahar Air Wing.The center is one of six in the country, and hostsseveral different class levels. But, while handing over cash seemslike a fairly obvious form of misconduct,other gifts like tickets to a sporting event,weekend getaways or restaurant gift certifi-cates, are also prohibited. In short, federalemployees are not allowed to accept giftsfrom current, former or potential defensecontractors.

I expect you to conduct yourselves, asyou always do, with the highest integritydemanded by the public we serve.

COLORFUL CHOICE TIPS

Communication is an important element in effectiveequal employment opportunity counseling.

Procedurally, the EEO counselor uses communicationtools of reframing, reflecting and active listening to assistall parties in achieving a mutually-acceptable agreement.

The process generally encourages additional feedbackand further discussions between the parties during coun-seling, and thereby increasing the chances of reaching aresolution at the informal stage.

Counseling EO complaints can sometimes be very dif-ficult work.

EEO counselors are called upon to help resolve con-flicts that often seem stubborn and sometimes involvedestructive emotions or even physical or verbal alterca-tions in some rare cases.

To help, EEO counselors must stay calm and ground-ed. With the goal being to help heal the parties and thesituation, counselors must always remain neutral,detached, open minded and attentive.

Counseling can be difficult but also very rewardingwhen agreements are made before reaching the formalstage of the EO process.

Age DiscriminationTheAge Discrimination in EmploymentAct sooner or

later affects every member of every group who reachesthe age of 40.Age discrimination is present if an individ-ual is 40 years of age or older and is treated unfavorablyin terms and conditions of his or her employment.

Whenever an employee contacts an EEO counselorwith an allegation of age discrimination, the counselormust ensure the aggrieved understands his or her rightsconcerning the available procedures for processing agediscrimination complaints.

EEO Counselors must fully inform the employee ofthe procedures below so they’re able to make aninformed decision on how they wish to proceed.

Unlike complaints filed under Title VII of the CivilRightsAct of 1964, as amended, and the RehabilitationAct of 1973, as amended, age discrimination complaintsmay:

� Elect to bypass the administrative complaint processset out in 29 CFR Part 1614; and

� File a civil action directly in an appropriate U.S.District; but must first file a written notice of intent to filea civil action with the following Equal EmploymentOpportunity Commission office:

The 4thAnnual Feds Feed Families Food Drive campaign ran June 1throughAug. 30. This voluntary effort is undertaken by federal employeesacross the U.S. who collect and donate food and non-perishable items for foodsbanks in local communities.This year Robins collected and distributed 2,405 pounds of non-perishable

food to food banks in Warner Robins. Those banks included Sacred HeartChristian Center and New Hope International food banks. A total of 15 collec-tion points were located across base during the summer months.The 2011 summer food drive resulted in federal employees donating 5.8 mil-

lion pounds of non-perishable items. That government effort included more than40 agencies. The annual event is a federal food drive organized by the ChiefHuman Capital Officers Council in partnership with the Office of PersonnelManagement.
