HISTORY OF THE INSTITUTION

The VISION EAGLE PROJECT ASSOCIATION is a state non-governmental organization for public

utility of L E I No. 8.728 with its headquarters at av. united nations flower district, 1826, zip code

68.795-000, Municipality of Benevides, State of Pará / Amazonia; , a non-profit community service

community that works to defend and guarantee the human rights of children and adolescents from

Benevides; under the chairmanship of Mr. ERNANI BRITO DOS SANTOS, as a Civil Association of

Private Law without economic purposes, constituted on January 10, 2010, duly registered with the

CNPJ under No. 11,652,626,0001/07. In addition to sports activities, held in 2013 and 2014 The

VISION EAGLE PROJECT promotes lectures on human rights to adolescents, youth and adults. The

project was founded with the mission of working with socially vulnerable families in Benevides through

social activities aimed at children from Taiassuí which is a poor community of our city and we also

developed services such as community courses; In 2010 our civil corporate registration was approved

and we started working with institutional care, where we received children and adolescents who were

victims of domestic violence. In 2014 we started working as an open-ended educational partner with

sports, culture, and laser activities at the Evangelical Church. During this period we received the “pride

of being from Pará” award and ran for seats in the councils of the municipality where we have always

been active. From the works on the councils we participated in the construction of important municipal

plans for the municipality and in conferences such as CMDCA, CMDPD and CMAS. In 2016 we started

the FAMILY SPACE project with various services such as SENAR training courses, decorated nails

course, social inclusion with LIBRAS COURSE, lectures on ECA, sports with the NEGROS da

AFRICA group and the JIU-JITSU class. We were awarded in August 2018 with the state public utility

certification being recognized as an institution providing a relevant service in the social area and also

received in 2019 the natura company welcome award receiving funding and consulting from the

company. In 2019 we came back to think with the board of directors about the possibility of hosting

service, but now with fixed partnerships for costing the service that requires all the care and guarantees

that the complexity of care requires.

Objective of the project "FAMILY SPACE"

The project aims to present a service that provides temporary care for up to 16 Benevides children and adolescents away from family

life through a protective measure of shelter (ECA, Art. 101), due to abandonment or whose families or guardians are temporarily

unable to fulfill their function of care and protection, until the return to socializing with the family of origin is possible or, if not

possible, referral to a surrogate family. The service should look similar to that of a residence and be inserted in the community, in

residential areas, offering a welcoming environment and institutional conditions to meet dignity standards. It should offer personalized

and small group care and favor the family and community life of the children and adolescents assisted, as well as the use of equipment

and services available in the local community.

TARGET AUDIENCE

The Special Social Protection service aims to serve in institutional care system up to 16 children and

adolescents of both sexes, aged 0 to 18 years, living in the municipality of Benevides / PA, victims of

neglect, sexual abuse, domestic violence and / or psychological, withdrawal from family life,

abandonment, protection measure, among others. The service also assists the family members of the

host for possible family reintegration and / or family members seeking adoption, as directed by the

Court. Thus, there is no way to measure the exact number of family members attended. We know that

the public served by the municipality are mostly children, but in cases that may need adolescent care,

the institution will offer care.

PLACE

Residential areas, without distancing themselves excessively, from the geographical and

socioeconomic point of view, from the reality of origin of the children and adolescents received. It

should maintain a similar appearance to a residence, following the architectural pattern of the other

residences of the community in which it is inserted. Signs indicating the institutional nature of the

equipment should not be installed, and nomenclatures that refer to the negative aspects, stigmatizing

and depotentializing the users should be avoided.

GENERAL SCENARIO OF THE HOST SITUATION

Violence against children and adolescents in Benevides has been growing all the time according to

data from the Benevides Guardianship Council which in 2018 registered 854 cases of violence. These

violations are classified as: sexual abuse and exploitation, physical, psychological and neglect, child

labor and threats, in most cases the violations occur at home or by people who live with the victim.

An institutional shelter in Benevides would ensure that the child, his community, and his family lived

together in accordance with the technical recommendations of the MDS and CONANDA, and would

bring them closer to the services of the Benevides safety net, thus preserving and strengthening the

children's family and community ties. and adolescents assisted in childcare services in the municipality

itself. These bonds are fundamental, at this stage of human development, to offer them conditions for

a healthy development, which favors the formation of their identity and their constitution as subject

and citizen. In this sense, it is important that this strengthening occurs in the daily actions of the

childcare services - visits and meetings with families and people of reference of the child and

adolescent community, for example. Today, 47,000 children and adolescents in Brazil are in a state

of institutional care. To reverse this situation, institutions linked to the cause of adoption in Brazil aim

to promote new ways of welcoming and bonding with these children and adolescents, such as warm

families and affective patronage.

HUMAN RESOURCES NEEDED:

In order for care in institutional shelter services to provide children and adolescents with

constancy and stability in care delivery, linkage with the reference educator / caregiver

and predictability of the daily routine organization, educators / caregivers should

preferably work in shifts. so that the same educator / caregiver will always perform certain

daily routine tasks (eg preparing breakfast, lunch, dinner, bathing, preparing for school,

supporting school tasks, putting to sleep, etc.), being inadvisable on duty schedules,

characterized by the great alternation in the provision of such care. In the case of

reception services developed by non-governmental organizations, the technical team

should belong to the entity's staff or, exceptionally, be linked to the Social Assistance

managing body or to another public or private body, being exclusively intended for this

purpose. fm In both cases, the minimum number of professionals required, the minimum

workload and the fulfillment of the duties listed in this document must be respected.

The number of professionals should be increased when there are users who require

specific attention (with disabilities, specific health needs or age under one year. To this
