Mr. Virender Kumar Singla is an astute professional with 37 years of experience in Broadcasting Services having played various roles in the Engineering Departments of All India Radio and Doordarshan in India. Currently he is Engineer –in- Chief of All India Radio. Previous to that he has been head of planning and Development Unit of AIR. He has successfully executed various Radio and TV projects during the course of his career including Digitization of Radio and TV, Installation of Radio/TV studios, Radio Transmitters (MW, SW and FM), TV Transmitters and various IT projects. He was deputed as the Chief Executive and Regional Head of Central Board of Film Certification Mumbai, India, for four years. He was also faculty member of Staff Training Institute of AIR and Doordarshan, New Delhi. As Head of IT division he was instrumental for the implementation of Webcasting and Podcasting of Radio Programs on 21 Channels. For his contributions in Broadcasting, he was recently awarded Prof S N Mitra Memorial Award (2012) by The Institution of Electronics and Telecommunication Engineers India.He is Fellow Member as well as Council Member of Institution of Electronics & Telecommunication Engineer, India and also of Broadcast Engineers Society of India.Mr. Singla is a M.E. (Electrical Communication Engineering) from IISC Bangalore and is a gold medalist in B.E.

As Director General I am responsible for overall functioning of entire network of All India Radio in the country. Administered control of the network through Programme, Engineering and Administrative wings of the Directorate General of All India Radio.I have wide experience in almost all the fields of programmes, administration and training. Abstract of PresentationCommunity Radio (CR) is a crucial communication tool, particularly in communities where most people can neither read nor write. It is also an extraordinary and invisible medium to give voice to the voiceless as it provides an opportunity to the community to speak about issues concerning their lives.CRS broadcast in local language, therefore, people are able to relate to it instantly. CRS could also be a repository of local folk songs, culture and traditions etc. The unique position of CRS as instruments of positive social change and community empowerment makes it an ideal tool for community empowerment. There is therefore an opportunity to promote Community Radio Stations in India.Though the CR Policy has been in force for several years, the progress made by Community radios was not very encouraging. Ignorance about the Policy and the advantages of the Community Radios among the key Ministries/departments and also among the grass roots organizations, complex application procedure and lack of financial support for setting up stations & meeting operational cost has been a key factor for its slow uptake.In the last two years concrete initiatives have been taken to tap the hidden potential of this very important sector. A complete transformation has been brought about in the existing programme leading to a spurt in the growth of Community Radios in India. The approach is now that of a facilitator rather than that of a mere licensor/regulator. This important shift has catalyzed the growth of Community Radios in India leading to issue of approvals for a large number of CR stations within a short span of 2.5 years.

Mr Rajesh Kumar Singh was born in Patna, India in 1964.He is a graduate in Economics from the University of Delhi. He joined the Indian Administrative Service (IAS) in 1989 and has over 20 years of experience working with the State Government of Kerala in Southern India as well as Government of India in Delhi in a variety of assignments.

He has worked in Kerala as Assistant Collector in the district of Palakkad in Northern Kerala, as District Collector in the district of Malappuram and in the state headquarters in the departments of Tourism and Finance. He has also worked in the Union Government in Delhi in the Ministry of Finance. For the last 10 years he has worked largely in the Urban Sector firstly in the Ministry of Urban Development in Government of India where he was responsible for coordination of matters relating to Urban Transport and the Delhi Metro among other things. Thereafter he was working as Commissioner in the Delhi Development Authority responsible for management and disposal of land for the largest development Authorities in India with perhaps the largest landholdings in the world. He has recently worked in the state government of Kerala as Secretary ,Local Self Government, with charge of matters relating to urban development in the state with particular reference to the affairs of the 53 Municipalities and Corporations that form the urban local bodies in the state. After this three year stint he has recently returned to join Government of India as Joint Secretary in the Ministry of Information and Broadcasting.
