PERC Update with Tucker Perkins

We hear daily conversations about climate change, environmental justice, and climate impact. How do you bring propane into these conversations and talk about the benefits? Tucker Perkins will share how to discuss and market propane as a modern, innovative fuel that is an integral part of the larger clean energy solution. You will learn how propane is providing the energy that benefits users and the environment for a fraction of the investment of the alternatives around the world and in your local communities. It is time for our industry to join forces to meet this challenge and tell the story that needs to be told – at your local coffee shop, meeting with a builder, and to the local and national media.

At this year’s PERC Update, we’ll share with you PERC’s latest resources for getting employees trained and how to talk about propane as the clean energy choice for today and tomorrow.

Tucker Perkins has worked in the propane industry for nearly thirty years in a variety of roles for both large national companies and small regional propane marketers. He is active with many organizations aligned with PERC, including the National Propane Gas Association, the Industrial Truck Association, the Outdoor Power Institute, and the World LP Gas Association. A Virginia Tech graduate with a bachelor’s degree in civil engineering, Perkins earned his MBA from the University of Richmond.

Essential Public Relations Training for AllThis session will help train all employees in the propane industry to be product ambassadors for the fuel. As energy discussions take center stage in the news, more and more propane employees are being asked questions about our role in the fight against climate change. This session will give you tips and techniques attendees can utilize immediately in the real-world. In an era where social media can amplify a seemingly harmless employee encounter, it’s more important than ever to make sure every employee has the right training and the right message for public relations.

Christina Mozaffari is a Partner with media firm Throughline Group, LLC. Christina has prepared some of the nation’s most visible government agencies to excel during high-pressured crisis responses, worked with hundreds of top corporate executives, and developed a particular talent for training mission-driven nonprofits. She previously worked at NBC News, where she produced stories for NBC Nightly News, The Today Show, and Hardball with Chris Matthews. As a journalist, she covered everything from the 2008 presidential campaign and Hurricane Katrina to the election of Pope Benedict in Rome, and the war in

Iraq. She was awarded an Emmy as part of NBC’s team coverage of 2008’s presidential election night.

Pipeline Safety Pipeline safety is a complicated web. This session will provide attendees with the information they need to better understand pipelines and pipeline regulations. With this information, you will be able to understand the daily operations and potential risks from pipelines better, and potentially develop programs and engage in regulatory processes that address these risks more effectively. This training focuses on the safety of existing or soon-to-be existing pipelines.

Thomas “Tom” Finch has been a Western Region Community Liaison, formerly a Community Assistance and Technical Services (CATS) Manager for PHMSA’s Office of Pipeline Safety out of Lakewood, CO since August 20, 2009. Tom spent seven years as the State Liaison Representative (SLR). His role in the OPS focuses on enhancing communications with stakeholders including the Western Region States Pipeline Safety Programs. Tom attended the Colorado School of Mines majoring in Petroleum Engineering. He has forty-five years of experience in the oil and gas industry.

Cannabis Processing – Hidden Dangers for the

LPG IndustryUncover the hidden dangers in the HazMat and containers used for the processing of honey oil and other extracts. Join us in a discussion regarding startup companies supplying solvents and other chemicals used in the extraction of THC and CBDs. Many are ignorant of the regulatory requirements and industry standards for the safe handling of HazMat involved as shown by recent inspections by fire departments and law enforcement personnel. Issues discovered are the use of illegal and counterfeit cylinders, improper pressure relief devices, improper pressure rated components, complete lack of HazMat employee training, undeclared shipments, little or no leak detection, and safety equipment while transferring un-odorized flammable liquids. We will discuss what the Western Propane Gas Association is working on to help the industry comply.

CFATS Risk-Based StandardsCFATS establishes eighteen Risk-Based Performance Standards (RBPSs) that identify the areas for which a facility’s security posture will be examined, such as perimeter security, access control, personnel surety, and cyber security. To meet the RBPS, covered facilities are free to choose whatever security programs or processes they deem appropriate, so long as they achieve the requisite level of performance in each applicable area.

CSAT Top Screen

Learn about whether your facility is covered by the Chemical Facility Anti-Terrorism Standards (CFATS) regulation and the steps on how to comply. The CFATS regulation applies to any facility—from an individual to an establishment—that possesses any chemical of interest (COI) at or above the screening threshold quantity. Before beginning the CFATS process, check the statutory exclusions. If your facility is not statutorily excluded and possesses any Appendix A COI at or above STQ, you must report your chemical holdings to DHS through a Top-Screen. The purpose of CFATS is to ensure that any facility identified by DHS as high-risk following its submission of a Top-Screen has sufficient security measures in place to reduce the risks associated with its COI.

Operation and Maintenance

The EPA enforces a Risk Management Program, which does not apply to liquefied petroleum gas (LP-Gas) retail bulk facilities or end users’ facilities but is required for storage facilities

used for wholesale or where LP-Gas is used as something other than a fuel. Chapter 15 addresses all bulk plant and industrial plant facilities. It also requires the owner or operator of a facility to establish written operating procedures and maintenance manuals for every facility under his/her control. The sections in this chapter are organized as follows:

• Operating Requirements –procedures for regular operations, LP-Gas transfer, and actions in the event of an LP-Gas release in the facility; and

• Maintenance Procedures – manual storage and maintenance records.

Thunderbird Lodge Tour

Legend springs to life as guests learn about Lake Tahoe’s magical Castle-in-the-Sky and world-famous Thunderbird Yacht. Docent-guided tours take visitors on a walk through the stone mansion and grounds of Thunderbird Lodge to reveal the mystery and legacy of the enigmatic George Whittell, Jr. Guests will also explore the Lighthouse Room, Old Lodge, as well as 600 feet of underground tunnels leading to the cavernous Boathouse (alternate routes are available if you are claustrophobic). After the tour, guests will be transported to the shores of Lake Tahoe where they will enjoy a picnic-style lunch and some free time to wander the shores of the “Jewel of the Sierras.”

Attendees will have the opportunity to view and bid on a variety of auction items during the opening reception of the trade show and again the following day. Auction winners will be announced Thursday on the trade show floor shortly after bidding concludes.
