11.1. In accordance with the Investment Promotion Law projects that are certified as

II . “ASSAREL-MEDET” MINING AND PROCESSING COMPLEX

is the first, largest and leading Bulgarian mining company for open pit mining and copper

ore processing providing more than 50% of national copper production. The company is

a major factor which contributes for the social and economic development of the mu-

nicipality of Panagyurishte and the district of Pazardzhik and shapes the public image of

the region. Being one of the leading industrial companies which contributes significantly

to the gross domestic product of the country it is of great importance for the Bulgarian

economy. The company produces and offers high quality copper concentrate and copper

cathodes to the domestic and foreign markets.

“Assarel-Medet” JSC

annually processes around 13 million tons of copper ore ensuring sustainable and stable

development and production through maximum utilization of the available mineral re-

sources of the “Asarel” deposit.

The history of the leader

in the mining industry dates back to December, the 29th, 1964 when the “Medet” min-

ing and processing complex was officially launched. The technological mining and pro-

cessing plant of “Assarel-Medet” was founded in 1986 when the complex of “Medet”

(1964-1994) was combined with the capacities of the newly established mining pit and

processing plant of “Asarel” and was officially launched on 6th of December, 1989. Since

1991 Assarel-Medet has been operating as a joint company with main activities focused

on open pit mining and copper pyrite ore processing, biochemical copper extraction and

adjacent operations. Based on the old production workshops and facilities a state com-

mercial company “Eco Medet” JSC was established in 1997 to eliminate old ecological

damage and to work for recultivation of the region.

The chronicles of the company

contain the first exploitation concession for natural resources in the country dating back

to 23rd of December, 1998 and the first privatization in the mining industry from 15th of

June, 1999. The privatization is carried out by Assarel Invest JSC, a joint company, with

the majority participation of VA Copper Invest ltd which is an affiliate of the strategic for-

eign partner Voest Alpine Intertrading Austria, and by 2756 ex and current employees and

managers of the company. The shareholdings disclosure up to 31.12.2012 reveals the

following figures: VA Copper Invest: 68.58%; natural persons: 2 434 people representing

30.16% and “Assarel-Medet” JSC: 1.36% of repurchased shares.

Assarel-Medet JSC is certified

and operates in compliance with the three major international standards: for quality man-

agement, environmental management and occupational health and safety management.

In 1999 the company acquired the first ISO 9001 quality management certificate in the

mining industry; in 2002 it obtained the first ISO 14001 environmental management cer-

tificate in the country. In 2003 it became the first company in the mining industry to

be provided a certificate to OHSAS 18001 occupational health and safety management

standard.

Assarel-Medet JSC is the first Bulgarian company

in the heavy industry which in 2003 introduced an Integrated Management System com-

bining the three major international standards- for quality, environmental issues and labor

conditions.

Assarel-Medet JSC has been traditionally a pioneer

in implementing leading techniques and new technologies in the Bulgarian mining sector.

The first corporate environmental control system in the country developed in partnership

between Assarel-Medet and the Bulgarian Academy of Sciences and other institutes has

been functioning on the territory of the complex since 1988. The company has success-

fully completed a program financed by the government and based on an agreement with

the World Bank whose objective is remediation of old ecological damage caused in the

period preceding the company’s privatization. Assarel-Medet makes significant annual

investments in new technologies, ecological projects, human resources development and

measures to guarantee high quality occupational health and safety conditions. For the

period 1999-2013 the investments made in these areas amount to more than 700 million

leva as the total investment amount in realized and new ecological projects is more than

70 million leva. The company has three treatment plants, one of which has been built built

after the company’s privatization.

Assarel-Medet JSC is the first Bulgarian company

which was awarded in 2005 an Investor Class A Certificate by InvestBulgaria Agency for

its large-scale project for modernization of production. The company implemented unique

for the country mining equipment and advanced flotation equipment produced by world

leading manufacturers. Automation systems for technological process management and

control that guarantee high efficiency, environmental sustainability and top operational

results were implemented in the mining pit and processing plant of “Assarel”.

Token of high prestige for Assarel-Medet JSC

are the numerous national and international awards during the past years whose number

is more than 50 after the company was privatized. In 2003, after a public opinion poll

conducted by the National Convent of Experts, Assarel-Medet was awarded the status

of an institution with high prestige and contribution to the prosperity of Bulgaria. The

company’s employees are laureates of the first honorary sign for merits to Panagyurishte

awarded to them in 2005 for their considerable and enduring contribution to the develop-

ment of the municipality.

In 2006 Assarel-Medet was conferred the Ikar award by the Bulgarian Industrial Associa-

tion for innovative technologies and equipment. In 2007 the company won Investor of the

Year award in the Mining Industry organized by InvestBulgaria Agency and was acknowl-

edged for its environmentally responsible policy in the Investor in the Environment com-

petition by the Bulgarian Business Leaders Forum. In 2007 Assarel-Medet was declared

one of the “Best Employers in Bulgaria” in a national employee opinion and engagement

study conducted by the international organization Hewitt and the Capital newspaper, and

in 2008 the company was acknowledged as one of the best employers in a regional sur-

vey for Central and Eastern Europe.

In 2009 the company was acknowledged in the category “Investor in Community” by

the Bulgarian Business Leaders Forum for its socially responsible policy and large-scale

sponsorship program “Support for the hometown-2008”. Assarel-Medet JSC also won

the CITUB Prometea award for its best practices in Occupational health and safety. In

2009, 2012 and 2013 the company was conferred its first branch award by the Bulgarian

Chamber of Mining and Geology for a socially responsible campaign carried out by a min-

ing company; and in a national contest organized by the Money newspaper (Capital Daily)

the company was once again acknowledged being conferred the major award “Socially

Responsible Business of the Year”. The Executive Director, Dr. Eng. Lachezar Tsotsorkov,

won the “Manager of the Year- 2009” award in a prestigious contest organized by the

“Manager” magazine and Deloitte Bulgaria. In January, 2012 the company was once

again acknowledged as “Investor of the Year” in the 2011 Green Investment category.

In June, 2012 Assarel Medet was recognized as top “Green Business” under Green Bul-

garia campaign. In 2012 the company was also acknowledged by the National Associa-

tion of Municipalities in the Republic of Bulgaria with the “Benefactor of the Year” prize.

In the end of the same year it also won first prize in the category “Large enterprises” of

the national occupational health and safety contest.

As a representative of the Bulgarian socially responsible business Assarel-Medet JSC

performs its business activities governed by the principle of transparency and in a dia-

logue with all interested parties. It is an active member of the Bulgarian Industrial Asso-

ciation- the Union of the Bulgarian Business, the Confederation of the Industrialists and

Employers in Bulgaria, the Bulgarian Chamber of Mining and Geology of which it is one of

the founders, the Bulgarian Chamber of Commerce and Industry, the Bulgarian Business

Leaders Forum, the European Business Congress and the UN Global Compact Network

III. MAIN AREAS IN THE CORPORATE DEVELOPMENT STRATEGY OF THE “ASSAREL-

MEDET” GROUP*

*The “Assarel-Medet” Group includes “Assarel-Medet” JSC, “Assarel-Investment”

JSC and all the other subsidiaries and joint ventures.

In 2010 the Board of Directors in Assarel-Medet JSC verified a new corporate

development strategy which covers the following eight areas:

The first strategic area which is also of highest priority is “Assarel- sustainable

mining industry and environment” and it comprises more than 80% of the Group’s

financial and material resources. Investment in technology innovation, maximum

complex and in-depth utilization of resources and reserve and resource growth through

exploration and annual acquisitions of an average amount of 100 million leva have a

main role in this area. Priority projects include local and international projects focused

on production efficiency enhancement and long-term mining production sustainability

which is environmentally friendly and ensures occupational health and safety.

In 2011 four new investment objects were opened with a total investment cost of 150

million leva. Innovation and technology replacement are of high priority in the “Assarel-

sustainable mining industry and environment” strategic area. High growth of investment

in this area will remain stable in the coming years as well.

Investment projects in the other strategic areas should be realized in partnership with

other strategic investors such as producers of goods and services with good reputation,

know-how and good market positions. The Assarel-Medet Group should have at least

40% participation in such projects allocating up to 20% of its unrestricted capital and

assets (including investments as well) to them. Shareholders of the Assarel-Medet Group

are also invited to participate in these projects.

The second strategic area in the Corporate Development plan is “Assarel-Logistics”.

It covers investments in projects which are vertically integrated with the mining produc-

tion and sustainable development of the subsidiaries and joint ventures i.e Dino Nitro

Med, Assarel-Trans, Assarel-Remont, Assarel-Food Complex, Amlog, Assarel-Trade, Dati-

cum and others. In the future other subsidiaries and joint ventures with main activities fo-

cused on engineering and entrepreneurship, copper products manufacturing, steel balls

and lime production, food processing and production, waste recycling and other related

productions may also join this group.

The third strategic area identified in the Strategy for Corporate Development is

“Assarel- Ecological Energy”.

This strategic area includes investments made in Kaleto mini water power plant,

feasibility study for solar stations, wind generators, biomass energy, and regional gasi-

fication projects. Detailed information about any preliminary research conducted within

this area can be provided upon request.

An economic assessment of the gasification of Panagyurishte municipality has been

made and is ready for implementation in collaboration with the Municipality and the in-

dustrial cluster “Srednogorie-Med”. Until the project gives any results, however, the pos-

sibility for the construction of gas distribution network to address the needs of potential

consumers like the Assarel Medet Group, other local companies and municipal objects is

also actively considered.

The fourth strategic area is “Assarel-Tourism and Sport”.

Through its subsidiary Thracian hoteliers ltd this strategic area will cover projects which

aim to promote the development of the national and international hunting tourism and to

restore the red deer population in the region of Sredna Gora.

Expansion of the hotel and tourism facilities in the municipality of Panagyurishte and in

the country as a whole has been planned. Kamengrad Hotel Complex 4 stars has been

reconstructed and currently offers to its guests enhanced accommodation capacity, two

swimming pools- one indoor pool and one outdoor pool, tennis court, SPA center, confer-

ence rooms, underground parking and other facilities.

Feasibility studies regarding other investment projects in this area have also been con-

ducted. These projects shall be realized through a public-private partnership with the

municipality of Panagyurishte and in cooperation with other strategic co-investors from

the tourism sector in the country and abroad. Investment projects in the tourism sector

include the construction of a “Panorama” holiday village and a golf course with a bed

capacity of 460 beds and a Spa complex with mineral water with a bed capacity of 360

beds in the village of Banya.

In 2013 the construction of a multifunctional gymnasium in Panagyurishte was initiated

which is supported by a private-public Partnership Agreement between the company and

the municipality.

The fifth strategic area “Assarel- Education” includes investigation of opportunities

and realization of different initiatives through public-private partnerships which aim to

enhance the quality of education in the municipality and the region of central Sredna Gora

Mountain, and consider a joint foundation of a college or an affiliate of the University of

Mining and Geology-“St. Ivan Rilksi” for preparation of professionals together with Leo-

ben University for mining and metallurgy, Austria.

The sixth strategic area is “Assarel- Culture”.

A project for treasury hall construction and conduction of annual exhibitions of the Pa-

nagyurishte Gold Treasure in the Museum of History, Panagyurishte, has already been

completed within this strategic area.

A major overhaul of St. George’s Church in Panagyurishte is also considered. Prepara-

tion and realization of other projects and initiatives by “Videlina-1865” community center

and the Museum of History which include establishment of a museum of Todor Dimitrov,

preparation of theme exhibitions, archeological inquiries, creation of a new botanic gar-

den, exhibition of mineral samples from the region and a number of other projects which

will contribute to the development of the cultural tourism in the municipality should also

take place.

A part of these projects will be financed through donations by the Group and its share-

holders; another part will be realized in a public-private partnership with the municipality

of Panagyurishte.

The seventh strategic area is “Assarel- Health”.

A public-private project which will be conducted jointly with the municipality of Panagy-

urishte shall address the following issues: building and development of a modern radio-

therapy center, delivery of a linear accelerator for treatment of a wide range of diseases

and overall restructuring of the municipal hospital aiming at turning it into a modern and

competitive European health institution. Potential opportunities in other related fields

such as building and development of a residential home for elderly people and a hospice

are also being investigated.

All Group’s investments in real estate and financial instruments will be covered by the

eighth strategic area “Assarel- Real Estate and Finance”.

The Foundation “Assarel” was established to manage and conduct the traditionally

significant amount of charitable activities of the company.

The idea that modern business should be socially responsible is reflected in all the

aspects of the new corporate strategy for long-term development of the Group which

aims to establish Assarel-Medet as a leading organization, largest employer and a driv-

ing factor for positive development in the municipality of Panagyurishte, the district of

Pazardzhik and in the country as a whole.

An important result of the new strategy implementation will be the on-time creation

of hundreds of new permanent job positions on top of the existing ones in the mother

company and its subsidiaries long time before the mining activities in the region are over.

Realization of Pyrite Concentrate or Building an Installation for its Processing on the Terri-tory of the Firm or in Bulgaria

Aiming at maximum utilization of the mineral resources and manufacturing of new

products the Assarel-Medet Group is investigating the possiblities for both the realization

of the pyrite concentrate which may be produced on the territory of the complex and

building of an installation for its processing.

In this regard, a program for development of environmentally friendly technologies for

optimal extraction of the useful components from the pyrite concentrate has been launched.

It includes various scientific and research activities among which are the following:

Improving the processes of ore dressing;

Determining the contents of useful elements in the pyrite concentrate;

Developing technological schemes for mining and extraction of metals.

As a result of the optimization and the improvement of the processes described above

the total extraction of useful components from the Assarel ore is expected to rise several

times.

Investigation of the potential of new technologies to enhance the complex and in-depth extraction of useful components from the ore and the waste

During the period 2012-2013 products from flotation and mining pit were tested in

order to determine if they contain rare elements and useful metals. Based on the obtained

results it was decided that further analyses of base metal flotation and waste of 5th order

according to the Roentgen - fluorescent analysis (RFA) should be carried out.

In order to collect reliable information for the content and distribution of Molybdenum

Mo in these products more than 2000 samples were taken and analysed in 2013 and the

first two months of 2014. On the grounds of the obtained results it was determined that

a project for the realization of final molybdenum concentrate should be considered.

Different actions were taken to investigate the potential for extraction of useful

elements from the final waste of the Processing Plant which include drilling on the wall

of the tailings pond of “Lyulyakovitsa” and laboratory analyses of the taken samples.

At this very moment new technologies for mining of the useful elements from the final

waste of the Processing plant are being investigated and developed.

PROJECT № 3 Extraction of metals and inert materials from mining waste

In order to find an application of the mining waste and to optimize its utilization process

some part of the generated volumes of mining waste shall be utilized keeping to the

basic principles identified in the National Program for waste management and the Plan

for mining waste management of Assarel-Medet JSC. Different analyses are currently

being carried out to investigate the potential some part of it to be utilized in different

areas of industry and construction and for initiation of new productions such as facing

tiles and others.

Manufacture of Clay Product

In order to realize synergies the Assarel - Medet Group considers the possibility for

mining and utlization of clay as a by-product obtained during the process of ore dressing.

A study of the possibilities of using clay for manufacturing of various ceramics is also

being carried out.

The clay product in the Assarel deposit has a size of 40 microns and contains more than

25% of AL2O3, less than 2% of Fe2O3 and 50-60% of SiO2. Due to its grain structure and

mineral content the clay product mined in the Assarel deposit meets the requirements

for production of ceramic articles, and due to its whiteness it can be used in productions

of other articles as well: such as rubber, paper, paints, etc.

The Group examines the possbilities of producing ceramic articles from clay product as

the project shall preferably be realized in cooperaton with a strategic partner.

PROJECT № 5 Project for rolled wire production and manufacturing of high-added value final products of copper

One of the areas considered highly important by the Assarel-Medet Group is broadening

the range of the manufactured end products. Therefore, the company is exploring the

opportunity of building an installation for rolled wire production from copper cathodes.

The company produces copper cathodes using methods of extraction and electrolytic

recovery of copper from mining waters, realizing an annual capacity of up to 2000 tons of

copper during the first stage of the process implementation. The technology for copper

cathodes production is innovative and is developed by one of the world leading producers

of mining equipment.

The realization of the project for rolled wire production would add value to the copper

The first copper cathode sheet was produced at the end of 2010 applying innovative technology

ore mining and processing activities. Additionally, it would enable margin optimization at

the different stages of the production chain.

The Group has long-term interests in the production of copper end products as well

such as cables, conductors, nano-products, etc.

Preferably, the investment shall be realized in cooperation with a strategic partner.

PROJECT № 6 Project for Steel Grinding Balls Production

Reduction in production costs through innovation is a key element in the corporate

policy of the Assarel – Medet Group. The company has been exploring the investment

opportunities for production of steel grinding balls. Based on preliminary calculations,

the annual production will be around 30,000 tonnes and the cost of the investment will

be about €8 million.

The Group is currently working on an innovative technology for production of new

grinding units. They have a unique tetrahedral shape.

If the new technology proves to be effective in industrial conditions, it will significantly

enhance grinding efficiency during ore processing. The new grinding unit was patented

by Assarel-Medet JSC and was awarded a gold medal for invention during the 39th World

Exhibition of Inventions in Geneva, which took place between the 6th and the 10th of

April, 2011.


The new steel grinding unit is patented by Assarel-Medet and was awarded a gold medal at the International Exhibition of Inventions in Geneva in 2011.

PROJECT № 7 Project for Lime Production

One of the most important objectives of the corporate policy of the Assarel-Medet

Group is achieving reduction in main activities costs. Therefore, the group is planning

to start its own lime production with a minimum capacity of 150 tonnes per day or to

acquire a share in an existing lime production company.

PROJECT № 8 Construction of Wind Farms

In relation to Bulgaria’s accession to the European Union our country harmonized its

policies with those of the member-states and transposed the European Union law. A

main priority in the energy policy of the European Union is promoting the use of energy

from renewable sources. As a result, a large number of directives and measures have

been developed and implemented within the European Union to encourage construction

and development of renewable energy installations and to promote any investment in

this area.

Since the beginning of 2005 the Assarel - Medet Group has started investigating

the potential of building a wind farm in the region of the Sashtinska Sredna Gora

Mountain. Preliminary studies were performed to determine appropriate areas with good

perspectives and wind characteristics. In the period from 2005 to 2008 terrains of the

main peaks region of the Sashtinska Sredna Gora Mountain were explored and evaluated

on a summarized indices basis. The study covered about 200 square kilometers.

In order to achieve the goals of the study the following tasks had to be performed:

• Selection of areas with presumably high wind potential;

• Obtaining the geographic coordinates and elevations of the terrains;

• Exploration of the peculiarities of the adjacent landscape and vegetation;

• Investigation of power distribution and power supply network in the considered

region;

• Examination of transportation infrastructure;

• Clarification of ownership and land statute.

Projects Related to Ecological Energy


The above described activities let Lisets Peak be determined in March 2008 as the most

perspective region that most fully fulfills the goals of the study. Its geographic location

is a prerequisite for favorable wind conditions. The peak is located at an altitude of 1,372

meters and the Sub-Balkan Valley is located to the north of it. Thus, winds descending

along the southern slopes of the Stara Planina Mountain accelerate in the valleys that

surround the Sredna Gora Mountain and this ensures favorable wind conditions on the

peak. Being 1 250 meter long, the ridge of Lisetz peak is also opencast and flat which

provides a sufficient area for the construction of wind farm facilities.

Moreover, the lack of high vegetation reduces future initial costs for wind generators

sites formation and provides better conditions for wind energy production.

The state of the electric network and transport infrastructure in the region is also crucial

for the future investment efficiency. At the moment it can be reached via a dirt road

which can be adapted for heavy facilities transportation after some small investment is

made. Lisetz peak provides also favorable conditions for electricity network connection.

There is a 110 kV power line passing 2 km away from the peak which currently addresses

the needs of Assarel-Medet JSC but may also be used as a connection between the wind

farm and the electricity distribution network.

In the period after March, 2008 measurement of wind capacity was conducted at

five different points via wind monitoring met masts. Its purpose was to verify or reject

the appropriateness of the explored terrains. The results of the modeling process

demonstrate that the explored region is appropriate for the construction of a wind farm

with capacities in the range of 10-20 MW.

The construction of a wind farm will result in environmentally friendly production

and enhancement of the competitive advantages of the local economy. In addition, the

project shall contribute to the optimal utilization of the capacities of the local renewable

power sources.

PROJECT № 9 Construction of a Photovoltaic Station- 2MW

Projects related to energy production from renewable sources play an important role

in the strategy for corporate development of the Assarel-Medet Group. Therefore, a

preliminary study of the investment potential of a 42-acre terrain situated in the Mulei

area is being carried out. The terrain comprises real estate, land and buildings which

are owned by “Assarel-Medet” JSC. It is located outside the borders of the settlement

of the municipality of Panagyurishte, in a landed property 047366 of the territory of

Panagyurishte with unified classification of administrative-territorial and territorial units

55302. The project is at a stage of a feasibility study and development of a concept.

In order to implement the program for utilization of energy from renewable energy

sources the “Corporate Development” Department of “Assarel-Medet” JSC conducted

preliminary studies on the territory of the municipalities of Panagyurishte and Strelcha

aiming at selecting terrains which are appropriate for the construction of photovoltaic

station compatible with the terrain’s common physical and geographical conditions. As

a result of the conducted studies a 42-acre terrain was selected which is situated in the

Mulei area near the town of Panagyurishte. The terrain is appropriate for the construction

of a 2 MW photovoltaic plant and complies with all physical and geographical requirements

for maximum utilization of sun radiation.

Within the borders of the terrain technical infrastructure including a distribution line

layout and a transformer substation has been built. The procedure for land use change

has been completed and the conducted feasibility study proves the profitability of the

investment.

The project includes building of an installation with a capacity of 2 MW. The choice of a

technical solution and an executor will be made in such a way to ensure both the highest

possible correlation between productivity and investment cost and cash flows for twenty

years in accordance with the new law in Bulgaria for renewable energy sources.

There are also possibilities for building a photovoltaic station on the roof construction

of the “Assarel” Processing plant.

The company is interested in investing in completed projects for photovoltaic stations

as well.

PROJECT № 10 Construction of a Biomass Station

As a part of its strategy for utilization of the available renewable energy sources the

Assarel - Medet Group is conducting a pre-investment study which aims to evaluate the

potential of building an electric and/or heat power station to utilize wood waste from

logging and initial wood processing in the region of Panagyurishte. Various technologies

and different options for the facility location are being analyzed.

The realization of this project will contribute to the reduction of the amount of carbon

emissions released as a result of local economy activities and will create new jobs.

PROJECT № 12 Structural Design, Construction and Operation Management of “Golf Treasure Resort” /Holi-day Resort and Golf Complex/

Investment in attractive and promising projects related to the core business activities

of the company is a part of the corporate strategy of the Assarel - Medet Group. The

company is working on a large-scale investment project of a complex for professional

and amateur golf which will also offer recreation, tourism and sports activities all year

long and will be located in the village of Panagyurski kolonii in the region of Srednia giol.

The golf course itself will provide excellent conditions for international professional

tournaments and amateur golf activities amongst the beautiful hills in the region. The

building of the golf club will be constructed on a privately owned area located in close

proximity to the golf course and will be an integral part of the whole complex. The complex

shall be designed and built in such a way to graciously fit the surrounding landscape and

to turn it into an excellent place for active relaxation in nature. The future complex will

offer various entertainment opportunities and a huge array of different outdoor activities

PROJECT № 13 Project for Modernization of the Vishna Balneology Complex in the village of Banya

In the recent years the Assarel-Medet Group has realized several successful projects

in the area of tourism. The next step in this direction is related to the renovation of one

of the balneology complexes in the village of Banya nearby the town of Panagyurishte.

The Vishna Complex is located in the village of Banya and is 10 kilometers south-east

of the town of Panagyurishte and 45 kilometers north-west of the city of Pazardzhik. Its

location in rugged landscape creates a prerequisite for mild climate and clean and fresh

air.

The complex is provided with mineral water for which it has a use permit. The water

is slightly mineralized and has temperature of 42°С which makes it appropriate for

treatment of cardio-vascular diseases and various other diseases of the digestive system,

the locomotion system, the nervous system, etc.

The Vishna Complex was built in 1989 and is owned by the Group Assarel-Medet. The

area of the terrain is 16,586 square meters including two parks. The built-up area is 4, 895

square meters and the total floor area is 9,000 square meters.

The Group is planning an overall reconstruction of the complex for which two different

concepts have been prepared. Both projects foresee delivery of health restorative

procedures and a limited scope of disease treatment services. The investor’s purpose

is to build a modern rehabilitation center with a capacity of 150 beds which is modernly

equipped and provides adequate medical care.

PROJECT № 14 Project for Multifunctional Gymnasium

A project for multifunctional gymnasium with a capacity of around 2000 seats has been

launched. The investor of the project is “Sport Invest Panagyurishte” Ltd established as

a partnership between the municipality of Panagyurishte and the Assarel-Medet Group.

The new gymnasium is expected to be one of the most modern facilities in Bulgaria.

For the preliminary preparation of the project advantage was taken of the skills and

knowledge of the specialists who have realized and are currently managing “Arena

Armeets” gymnasium in Sofia and “Arena Samokov” gymnasium in Samokov. The

specific requirements of different international federations for various types of sports have

been investigated and implemented in the project for the gymnasium of Panagyurishte

which grants the town the possibility to host even European and World championships

in the future.

The project foresees the built-up area of the multifunctional gymnasium to be 5 147

square meters and the playground itself to be of a size of 25x44 meters. Two tribunes

will be built around the playground- northern and southern, with a total capacity of 1562

seats. If it’s needed additional 400 seats can be assembled to the tribunes. All of this

will make the organization of concerts, exhibitions and other forums in the gymnasium

also possible. In compliance with the international requirements there will be a separate

entrance to the boxes, commentators booths and technical offices. The visitors will be

able to reach their places through six separete entrances, one of which will be duplicated

with an elevator as well. A platform will be provided to ensure access to the hall to people

with mobility problems. Below the northern tribune the project foresees construction of

eight changing rooms, two of which will have a capacity of 30 sportsmen. Two saunas

and a doctor’s office will be attached to them. The entrance for the sportsmen will be

orientated towards a special bus parking lot.

In the lobby of the building a ticket office and an information center, a cloak room and

a cafe with 40 seats will be separated. The project foresees equipping a restaurant with

100 seats. The restaurant will have also a terrace with a view towards the lake of the city

park of Pnagyurishte where there will be places for 50 visitors. The facility will have also

a conference hall which can be used for press conferences and seminars.

In addition to the main hall there will be also a smaller one which will be used for

trainings by the sportsmen and warming up before competition. The playground in the

small hall will have the same size as the one in the main hall but there will be no tribunes

around it. A gym and a shop for sport goods have also been planned to be opened. A

separete parking lot for visitors with a capacity of 50 cars and 5 buses will also be built.

The exterior appearance of the building will be consistent with the traditional

architecture in Panagyurishte and will visually and functionally fit the area of the city

park. The space around the gymnasium will be additionally cultivated and planted. One of

the attractions of the complex will be the improvement of the park lake. A unique singing

fountain which will be working during the summer months has been planned to be built

in it. During the winter a modern installation will maintain an ice slide.

The realization, exploitation and management of the project require other partners and

coinvestors from the municipality and the country also to be attracted.


PROJECT № 15 Project for a Modern Medical Complex in Panagyurishte

The project for construction of a modern medical complex in Panagyurishte is realized

in a public-private partnership. It is conducted by “Assarel-Panagyurishte-Health” Ltd

where major partners are “Assarel-Medet” JSC, “Business Sustainable Development

06” Ltd and the municipality of Panagyurishte. Up to this moment more than 100

physical persons- mostly entrepreneurs, doctors and medical workers- have a stake in

the company.

The project foresees extension of the building of the “Sabo Nikolov” hospital with a

new building which will accommodate a modern oncological center, equipped with the

latest technologies in this area enabling not only early diagnostics of the oncological

deseases but also initiation of the treatment within several days after the disease is found.

For this purpose the complex will have two linear accelerators and an apparatus for X-ray

therapy at its disposal. Innovative treatment methods will be applied as the main idea will

be closing the cycle “diagnostics-treatment-physiotherapy-control”. In addition to the

departments for medical oncology and radiation therapy, departments for hemodialysis,

invasive cardiology and specialized surgery- urological, thoracic, endocrinological and

plastic surgery, have also been planned to be developed.

Realization, exploitation and management of the project require the participation of

strategic partners from the municipality, the country and abroad.

Project for Construction and Management of a College or an Affiliate of an Institution for

Higher Education in the Municipality of Panagyurishte

The purpose of this project is to create qualified specialists for the development of

mining industry and the sustainable development of the municipality of Panagyurishte

and the region. The project is at a conceptual phase and foresees development and

management of a college or an affiliate of an acknowledged Bulgarian or foreign

institution for higher education. The project will be realized in a public-private partnership

on the territory of the town of Panagyurishte.

The Assarel-Medet Group is searching for partners and co-investors from the

municipality, the country and abroad for the implementation of the phases of design,

construction, organization and management of the Institution for higher education.

lattice pillars and frames. The enclosure is done using steel concrete panels and panels

launched in 1971. It constitutes a massive single-floor building with a built-up area of

3. Auto Repair Shop Building- new, investment № 24873. It was put into operation

in 1980. It constitutes a massive single-floor building with a built up area of 3720 m2

and construction volume of 39 200 m3. Its condition is satisfactory. Not in use. Carrying

value: 17248.22 leva; Acquisition cost: 40 176.92 leva.

4. Shelter for Wheels and Machines- investment № 24874. It was put into operation

in 1981. It constitutes a massive single-floor building with a built up area of 420 m2 and

construction volume of 2200 m3. Its condition is bad. Not in use. Carrying value: 149.74

leva; Acquisition cost: 447.84 leva.

5. Drivers’ building- investment №27204. It was put into operation in 1976. It constitutes

a massive single-floor building, used for administrative-residential purposes, with a built

up area of 201 m2 and construction volume of 850 m3. Its condition is satisfactory. Not

in use.

6. Professional Training Center– investment № 27260. It was launched in 1971. It

constitutes a massive 2-floor building, used for administrative-residential purposes, with

a built-up area of 261 m2, total built-up area of 522 m2 and construction volume of 1458

m3. Its condition is good. Not in use. No carrying value; Acquisition cost: 690.87 leva.

7. Steam-Boiler Plant- investment №28235. It was launched in 1965. It constitutes a

massive single-floor building with a built up area of 713 m2 and construction volume of

7600 m3. Not in use. Its condition is bad. Carrying value: 4494.12 leva; Acquisition cost:

177 681.62 leva.

8. Storehouse- investment №28591. It was put into operation in 1971. It constitutes a

massive single-floor building with a built-up area of 225 m2 and construction volume of

750 m3. Its condition is good.

9. Health Center- investment №32800. It was put into operation in 1970. It constitutes

a massive single-floor building with built up area of 326 m2 and construction volume of

673 m3. Its condition is good. Not in use.

10. Garages behind the Health Center- 2, investment №32801 and 32802. They were

launched in 1976. They constitute massive single-floor buildings with a built up area of

22 m2 and construction volume of 66 m3 each. Their condition is good.

11. Room for the dispatcher and the mechanic- investment №25270. It was put into

operation in 1976. It constitutes a massive single-floor building with a built-up area of 90

m2 and construction volume of 270 m3. Its condition is bad.

1. School providing Education till 8th Grade together with an adjacent Galley, investment

№ 31400 and 31401. They were launched in 1971. They constitute a massive 3-floor building

and a massive single-floor building with a built up area of 300 m2 and 200 m2 respectively,

total built up area of 900 m2 and 200 m2 respectively, and construction volume of 2700 m3

and 600 m3 respectively. Their condition is good. Not in use.

2. Kindergarten, investment № 33114. It was put into operation in 1970. It is in a good

condition. Partially used.

3. Factory House of Culture, investment №34060. It was put into operation in 1978. It

constitutes a massive 3-floor building with a built-up area of 1356 m2 and construction

volume of 10983 m3. Its condition is good. Two single halls (commercial objects) are being

rented.

4. Building of the Fire Brigade, investment № 27050. It was launched in 1971. It

constitutes a massive 2-floor building with a built-up area of 220 m2 and construction

volume of 1188 m3. Partially used.

5. Mechanical Building Including Adjacent Garages, investment № 33139. It was

launched in 1972. It constitutes a massive single-floor building with a built-up area of 136

m2 and construction volume of 510 m3.

6. Storehouse for Wheels (Former House of Culture), investment № 33116. It was put

11. Dairy Farm situated in Panagyurishte, investment №51129, 53478 and 53479. It

consists of a massive 2-floor building with a built-up area of 404 m2, a boiler room with a

built- up area of 404 m2 and a storehouse of 120 m2. Not in use.
