SURAH AN-NAHL 114Then eat of what Allah has provided for you [which is] lawful and good. And be grateful for the favor of Allah, if it is [indeed] Him that you worship.

DECLARATION
- by taking into account the statements of interested parties at the current conference meeting on the development of Halal industry in the CIS region;
- by recognizing determination and willingness of the Parties to collaborate in order to improve regional cooperation within the framework of the international accreditation system;
- by understanding the importance and need for universal halal standards;
- by accepting an insuffi cient level of safety and quality regulation of halal certifi cation and unacceptable violations on these issues on a regional scale;
- by taking into consideration local experience and knowledge accumulated by the Parties in efforts to develop the halal system, as well as the level and status of globally recognized international structures in the halal system, such as SMIIC, JAKIM, ESMO, etc.
PARTIES DECLARED:
1. The Parties decided to offer the Secretariat of the Islamic Organization for Food Security (IOFS) to create a Working Group by August 10, 2019 to develop proposals on improvement of halal standards in the CIS regions (taking into account the future dissemination of the experience in the OIC countries).
2. To develop a Roadmap for improving the Halal system (indicating the terms and responsible people) by the Working Group by September 1, 2019.
3. To propose to the Secretariat of the IOFS and the Standards and Metrology Institute for Islamic Countries (SMIIC) to consider the possibility of providing technical assistance and consultancy on development, implementation and audit of unifi ed Halal standards within the framework of the signed Memorandum.
4. To propose to the OIC a task of creating a body (agency, department, etc.) responsible for registration and accreditation of all international and national (state) organizations involved in certifi cation and accreditation via a unifi ed halal system in OIC countries.
5. Send appropriate letters and documentation to the competent authorities of the IOFS member countries for further consideration and action.
ON 30 JULY, 2019 IN NUR-SULTAN CITY, an international conference meeting on development of halal industry in CIS states was held under the guidance of IOFS.
Generalship of IOFS, SMIIC, Cuiftic-ICSC Halal certifi cation body (Russia) and International Centre of Standardization and Halal Certifi cation, Halal Standard Committee under the Religious Administration of Muslims of the Republic of Tatarstan, Astana International Financial Centre, Competence Center LLP, Spiritual Administration of Muslims of Kazakhstan, and other public organizations and experts of halal industry have participated in the event.
The goal of the meeting was discussion and development of proposals on creation of halal standards in CIS countries and their concordance with international standards, as in the case of SMIIC.
After identifying and discussing the main problems that hinder the development of halal industries, participating organizations signed a declaration.
