I Okello Simon, do hereby bring to your knowl-
edge at your disposal my manifesto upon which
you can base on to gauge my ability to serve you
as RESIDENT CAMPUS COMMISSIONERNamasagali campus, Bustema university for
the period of 2013/2014 term of service as apotential candidate.
Before coming up with this manifesto, it hascome to my notice from the time of my stay here
as a student, that Namasagali campus of
Busitema university needs a focused leader who
never gives room to compromise of students
rights. And this is the time for us to locate and
vote for OKELLO SIMON ready to deliver
services for the good of us the students ofBusitema University in these forth coming guildelections.
I present this manifesto both to the students
guild of Busitema university and the manage-ment of Busitema university as an epistle of
genuine administration but mostly as a docu-mentation of the achievable demands of students
and thereby the necessity of a mutual and re-
spectful synergy between the students guild of
Namasagali campus and the management ofBusitema university for transformation from the
previous way of leadership towards enhancing
students rights.
The guiding tenets of this manifesto is to act as abasis upon which I can be assessed suitable and
capable Resident Campus Commissioner ofNamasagali campus during and after the soon
guild elections, and upon which the elected
CGRC will be held accountable.
Back ground
My first arrival at Busitema university, was
when I was on my way to the search for aca-demic glory that never ceases more so in this
21st century. Today I pride in the knowledge and
scientific wisdom that I have harnessed as a re-
sult of my stay at Busitema University, Namasa-
gali campus.
During my incipient periods at Namasagali cam-pus, I had hopes of a real university life, but
since then I have been served with the reverse,
most of this being as a consequence of igno-
rance and reluctance of the guild leaders to-
wards a advocating for students rights. There-
fore, basing on this, I today weigh myself a ca-
pable and potential candidate to represent the
student guild of Busitema university, Namasa-
gali campus with the motion of STUDENT SRIGHTS FIRST.
I am a born of eastern Uganda in Serere district.
Pursuing a Bachelor of Science degree in Natu-
ral Resources Economics in my second year.
Having seen and experienced the administrative
gaps and weaknesses in the previous leadership
of the student guild at this Campus, I have been
faced by a strong willingness to champion a new
cause of our campus but mostly by the spirit ofserving the students guild at campus level and
Busitema university with a major focus on stu-
dents rights first.

INTRODUCTION
At this crucial moment, we are faced by a num-
ber of challenges amidst us that have manifestedas a result of numerous happenings others at our
reach, and others beyond our control. But as it is
commonly known that there is no challenge
beyond your ability to contain, here comes anopportunity for the students guild of Namasagali
campus to get a solution to these immense but
manageable challenges for the betterment of our
academics, welfare and our rights as students ofBusitema university, Namasagli campus in this
forth coming guild elections.
Policy framework
This manifesto has been produced as a compos-
ite output of the considerations of the legal andpolicy frame work implied in the Busitema uni-versity council, students guild constitution,
without betting an eye to the provisions of theuniversity Senate, parliament of the Republic of
Uganda and the prospective guild constitution of
BUSITEMA University.
OBJECTIVES OF THE MANIFESTO
To pledge my complete indebted willingness
to serve the students guild of Busitema
university, Namasagali campus.To be an advocate for necessary changes
that have always seen Namasagali cam-
pus left behind in almost all activities
concerning the students of Busitema
University as one
3. To voice and challenge the slogan of stu-
dents rights a side to a new conceptual slogan
of students rights first.
1.0 AcademicsNamasagali campus of Busitema University is a
science and field based faculty that needsenough science requirements for the success of
practical learning both in the library, lecturerooms, and field work
The problems associated with this form of set-
ting ranges from those in the library, as a result
of few relevant and up to date learning materialsin form of textbooks and the unreliable internet
service that would act as an alternative for the
insufficiently stocked library.
Policy demand
The university with the advocacy of the RCC
should ensure that the library is relevantlystocked with up to date textbooks.
The faculty should ensure reliability of the inter-
net connections to enable alternative research
work beyond the currently un available text-books.
1.1 Students welfare
The students welfare at Namasagali campus is
not up to our expectations as students but this
can be changed by the students guild;
This is as a result of delayed feeding allow-ances, and faculty allowances that limit the stu-
dents from accessing their basic needs in time;
We understand that this may partly not be theresponsibility of the students guild but with ef-
fective guild leadership that puts students rights
first;
This can change for betterment of the students
Policy demand
The CGRC should advocate for early delivery ofthe students allowances in order to let the stu-
dents acquire their necessities
The university should look into ways of assist-
ing the privately sponsored students in terms onwelfare since they also subscribe to the univer-
sity students guild
1.3 Water
This has been a major problem whereby the stu-
dents have suffered for a long time without run-
ning tap water that has on many occasions
made the students to struggle for bore hole water
with the neighboring community;
This in addition exposes the students to the risksof taking direct water from the river.
Policy demand
Since it is a universal fundamental right for usall to a clean and safe environment;
Right to water,
The university should ensure that there is con-
stant running tap water given the fact that we
are advantaged by living just a adjacent to the
great Nile River, the major source.
The currently redundant water tanks should beput to use so as to enable us harvest water for

use during times of water scarcity.
1.4 Accommodation
The accommodation facilities at this campus is
not satisfactory for us the students whereby
some of us sleep in open places where one can
not enjoy privacy as a grown up person.
Policy demand
The holes of residence more so the one for malestudents mult-purpose should be partitioned
to ensure that the students get privacy;
This right of privacy is provided for by the con-
stitution of the Republic of Uganda.
1.5 Non-residents
This has been challenging my understanding
ever since I reported to Namasagali campus;
The welfare of the non-resident students tend
not be concerned about by the guild;This is in terms of assisting them look for con-
venient places for residences and also visiting
them to see how they are progressing;
Policy demand
The students guild of Busitema Universityshould put in place arrangements to foster the
welfare of the non-residents
This is because; it is their right to be non-
residents but not their duty to be ignored by the
university guild.
1.6 Associations
The students guild body is comprised of a num-ber of student associations at this campus, both
cultural, developmental and environmental asso-ciations and more are still coming up.
But these associations have face and are still
facing numerous challenges as a result of less or
no input of the students guild of the university.
Policy demand
The students guild should assist these associa-
tions to promote their progress,This can be done through assisting them to reg-
ister and also finance their activities such as
community outreaches,
This is because; the presence and progress ofthese associations benefit not only the students
but also the entire university.
1.7 Guild projects
The guild is required by the constitution of the
students guild to start up projects to benefit the
students; such projects can be the canteen which
is almost nonexistent at Namasagali campus as
if we dont have student leaders
The campus needs to have camps seats
Policy demand
The guild should open up guild projects like the
canteen to ensure that the welfare of students is
up held.
The campus should have quality campus seats as
an initiative of the guild
1.8 Games and sports
On many occasions, Namasagali campus has
been almost ignored when it comes to games
and sports of the university;
This has been inform delayed arrival the re-
quirements for sports such as balls for practice,
no facilitation of the coaches, and the othergames at other campuses that Namasagali is re-
quired to take part in, but we do not have the
necessities.Policy demand
The guild should ensure fair distribution of the
necessities for sports to Namasagali in order to
enable us fully exercise our talents in sports and
games.
The guild should provide Namasagali campuswith sports jazzes, shorts, boots and all the re-
quirements for sports both ladies and gentlemen;
This is a students right does not need compro-
mise.
CONCLUSION
TO THE STUDENT/ ELECTORATES NA-
MASAGALI CAMPUS
I present myself not as the best and most ca-
pable candidate since I do not know the
measure of capability, neither do I align my-
self as the best speaker, but since leaders are
judged by their works, I align myself as a
potential contestant for the post of Resident
Campus Commissioner,
