To redesign and renovate, inclusive of furnishing, existing General Office for Singapore Centre for Chinese Language (SCCL) at 287 Ghim Moh Road, Singapore 279623. Objective and Requirement To design and supply a functional, contemporary and corporate looking General Office (GO). The GO is located on the ground floor and has a floor area of approximately 93.34m2. Please refer to Annex A for existing layout. The Contractor shall creatively utilise the space with versatility and practicality considerations to accommodate up to 11 persons. Scope of Work A. The Work shall include provisions for all interior design services,

furniture, fixtures, M&E, shifting, retrofitting and all other related works and fees required to implement the renovation work. This includes the testing and commissioning of all M&E works and submission of one (1) set of updated M&E single line drawings.

B. The Contractor shall submit a design proposal limited to one A4-sized paper with a description of the design direction and intention, materials used and warranty term.

C. To provide mechanical and electrical works (to include re-wiring of all data, voice, electrical power points, etc. if necessary).

dismantle, removal and disposal of existing fixtures and system furniture.

E. To provide labour, tools, materials and equipment necessary for the shifting of furniture (eg. workstations, cabinets, sofas, tables, chairs, etc.,) while refurbishing the General Office. Such cost shall be deemed to be included in the quotation and no additional costs shall be charged.

F. The Contractor shall design, supply labour, tool and materials to construct and install the following:

a) New SCCL Corporate Signage

i. Redesign, fabrication and installation of signage – aluminum three dimensional box up lettering with Chinese and English texts with LED lighting mounted onto an aluminum constructed backing panel in sprayed painted finish.

ii. The entire texts are to be illuminated with LED frontlit or backlit.

iii. Font type: Chinese characters: FZXingKai-S04S English characters: TW CEN MT

iv. Sample and mock-up of the signage shall be submitted for SCCL’s review and approval before commencement of all fabrication works.

v. Dismantle and dispose existing signage/debris off site. b) New Workdesk Furniture System

i. Three (3) workstations with panel including mobile pedestals for HODs.

ii. Six (6) workstations with panel including mobile pedestals for Executive staff.

iii. Contractor shall propose shape/design, material and colour scheme for SCCL’s consideration.

iv. Such system furniture shall offer metal raceway at the middle for flexible wire management and power distribution.

v. Each workdesk system shall be equipped with at least 1 set of twin gang sockets, telephone and LAN points. The Contractor shall liaise and coordinate with SCCL’s vendor to terminate the data and telephone cables into the system furniture.

vi. All system furniture proposals shall conform to the Singapore Standard Code of Practice for Office Ergonomics (SS514).

c) Painting Works

i. To supply labour, materials, equipment and tools for the painting of the said room.

ii. The Contractor shall provide and submit colour chart of paint for SCCL’s approval prior to commencement of the painting work.

iii. Remove loosen paint film and all flaking powdery coating substrates.

iv. Patch up all crack lines and holes. v. Apply one (1) undercoat and one (1) finishing coat of

SS150:2015 approved emulsion paint (low VOC). vi. Paint shall be uniform and consistent in colour after

application and free from runs, sags and excessive tactile texture.

vii. Unless otherwise specified, all paint shall be applied in accordance with the Paint Manufacturer’s recommendation and industry standards. All coats of paints used for the works shall be of the same brand from the same manufacturer.

d) Carpet tiles flooring

i. To supply labour, materials, equipment and tools for the stripping-off, removal and disposal of existing carpet tiles.

ii. To supply and install 500mm x 500mm new carpet tiles. The specifications of the carpet tiles are as follows: 1) Yarn: 100% synthetic fibre 2) Colour System: Solution Dyed 3) Construction: Tufted multi-level pattern loop 4) Gauge: 1/10” 5) Pile Height: 5mm 6) Total Height: 8mm 7) Pile Weight: 21 oz. per sq. yd. 8) Backing: Polyester spunbonded with EcoSoft cushion

iii. Prior to the installation work, Contractor shall submit the product sample & specifications of the proposed carpet tiles to SCCL for approval.

iv. The Contractor shall provide all necessary accessories for carpet installation such as stainless steel or vinyl division and edge strip, underlay, removable carpet edge guard, naplocks, etc.

v. Stainless steel or vinyl division and edge strips, underlays, grippers, naplock binder bars etc., shall be submitted to SCCL approval before commencement of carpet installation.

vi. The Contractor shall propose a methodology and works programme to strip-off and remove the existing carpet tiles flooring in the General Office, including disposal and subsequent laying of the new carpet tiles. The methodology and works programme shall include the shifting out the furniture and equipment (except items that are to be discarded as advised by SCCL) to other temporary holding areas elsewhere within the SCCL building including reinstatement them to their original locations/positions upon completion of the carpeting works.

vii. The Contractor shall ensure that the surface of the raised floor panels as well as the screeded flooring is clean, smooth and even, free from dirt, holes, depressions, cracks and crevices, lumps and swellings, rough and uneven surfaces, etc.

Carpet tiles flooring - Installation i. The carpet tiles shall be laid in accordance with the

manufacturer’s instructions complete with the appropriate approved bonding agent, glue and adhesives. The laid carpet tiles shall be interwoven with each other seamlessly with no tolerance on the visibility of joint lines amongst each individual carpet tiles, unless designed otherwise.

ii. The Contractor shall ensure that traffic is not allowed on the carpet within 24 hours of installation.

iii. Exposed cut edges of carpet tiles shall be coated with approved silicon sealant or use of other acceptable methods to prevent edge tufts from fraying.

Carpet tiles flooring - Cleaning and Protection i. Cleaning shall commence immediately after completion of

carpet installation in an area or room. Excess carpet, waste and all rubbish and debris shall be removed. Carpet shall be vacuumed followed by spot removal of stains. Spots on the carpet shall be removed with proper stains remover recommended by the carpet manufacturer and loose threads shall be snipped with sharp scissors and removed.

ii. Carpet shall be protected with a covering of 6mm thick polyethylene sheets taped in place after cleaning.

iii. The Contractor shall remove the protection, clean and vacuum any carpeting that has become soiled immediately prior to handing over.

Carpet tiles flooring - Defects and Making Good i. The Contractor shall re-lay any carpet that does not provide an

attractive, wrinkle-free or gap-free appearance and correct any condition due to faulty installation including any loss of adhesion to the floor, frayed, open or ravel seams, which appear before and during the 12-months Defects Liability Period.

ii. Damaged carpeting shall, at the Contractor’s own expenses, be replaced with new carpet to match the existing in full section. Patch replacement of carpets is not acceptable. Use of the spare maintenance stocks shall not be allowed.

iii. The Contractor shall, at its own expenses, replace and re-lay all the carpet tiles which are not consistent in textures, patterns, colours, etc. due to manufacturing batching and/or defects.

(if any) Carpet tiles flooring - Maintenance Stocks

i. Upon substantial completion of the carpeting works, the Contractor shall provide a separate stock of 10% against the finished floor areas of the carpet tiles for maintenance purposes.

ii. The materials shall be of the same quality, colours, patterns and textures as well as produced or manufactured in the same batch for consistency and standardization to match existing new ones.

iii. They shall be properly packed and labelled with the full description of the materials detailing the origins, manufacturers, quantities, etc. and handed over to SCCL within two (2) weeks from the substantial completion date of this project. The materials shall be delivered and stored in a designated location as directed by SCCL.

e) Carpentry Works

i. Reception Counter. ii. Twelve (12) Pigeon Holes for dissemination of materials to

departments. iii. Full height box-up cabinet to conceal switches / DB boxes. iv. Pantry/wash basin with top and bottom cabinets; stainless

steel sink with goose neck tap connecting to existing plumbing.

v. Keypress drawer for 200 keys. vi. Tender Box. vii. All fixtures to be fabricated with moisture resistance

plywood with high pressure laminate finish. viii. All the material used during the fabrication must be

treated against pest e.g. termites. ix. All cabinets shall come with locksets.

f) 3 x 2 seater sofa set with coffee table (for visitor’s waiting area) g) Three (3) pieces high-back chair with armrest and castors

(including the removal and disposal of existing chairs); h) Twenty four (24) pieces mid-back chair with armrest and castors

(including the removal and disposal of existing chairs); i) Glass Display Cabinet with LED downlights and can be locked by

keys. The light fittings with concealed wiring are to be installed inside the display cabinet.

j) Low storage cabinets with approximate dimension 400mm (W) x 900mm (H) with locksets;

k) Seven (7) full height cupboards for document storage – two (2) units for each Personal Assistant in ED/DED’s Office and one (1) for each HOD workstation.

l) TV Display Signage: Dismantle, relocate and reinstate the equipment in the newly designed General Office.

m) Pulley chain roller blinds along windows i. Type: Perforated / Blackout fabrics; ii. UV Protection; iii. Fire retardant.

n) False ceiling (optional): Reuse and realign existing support system and replace all boards.

o) Conference Table (optional) i. Shall be rectangular shape designed to accommodate at

least 4 seating capacity and equipped with middle cable management compartment to house at least 2 sets of (13 Amp) twin gang sockets, one (1) telephone and two (2) LAN points;

ii. Contractor shall propose shape/design, material and colour scheme for SCCL’s consideration.

p) Ceiling lights (optional)

i. All lighting proposals shall conform to the Singapore Standard Code of Practice for Lighting of Work Places (SS531) and Singapore Standard Code of Practice for Office Ergonomics (SS514).

ii. The Contractor shall design the office space lighting proposal to achieve approximately 500 lux. The Contractor shall provide a lux simulation report of the space and seek SCCL’s approval for the achievable lighting intensity and uniformity of the entire office area prior to installation.

q) Deputy Executive Director’s Office (optional)

To design, supply labour, tools and materials to fabricate and install furniture with solid plywood construction, laminate finish for exterior and PVC laminate finish for interior. Please refer to Annex B for the design. Contractor shall propose colour scheme for SCCL’s consideration.

r) Replacement of vinyl safety glass stickers on glass doors

(optional) To replace the existing safety glass stickers/films on General Office glass doors with new and customize logo design to present a new corporate appearance. Contractor shall propose design scheme for SCCL’s consideration.

s) Trolley Ramp for General Office Main Entrance (optional)

To propose a practical and convenient aluminium trolley ramp with a load limit of 300kg and with the ability to bridge changes in height up to 220mm. Such ramp is to be equipped with built-in carry handles to facilitate handling by one person.

Design and Production Work a) The Contractor shall provide up to three (3) overall design

concepts including proposed layout, colour scheme, design and materials of the features. Provision of design proposal must be in colour with 3D design visuals or artist impression.

b) After the design concept is chosen, there could be at most 3 rounds of consolidated amendments on the chosen concept.

Design and Production Work (cont’d) c) Based on the final chosen design concept, the Contractor shall

develop detailed artwork showing all elements of design. Contractor shall allow up to 3 round of amendments on the detailed design before sign-off for production.

d) The Contractor shall provide a work schedule and assign a project manager to liaise with SCCL on the design, material selections, delivery and to monitor the progress of works.

e) The entire renovation work is to be completed by 29 May 2020. Access Card System and CCTV System related works The Contractor shall liaise with SCCL’s appointed security vendor for installation of ceiling mounted CCTVs in the General Office and the relocation of the CCTV System and Access Card System to the new location within the General Office. Public Address (“PA”) system There is an existing PA equipment rack within the General Office that connects all ceiling mounted PA speakers and interfaces it with the main PA control system at the reception counter. The Contractor shall relocate the PA equipment rack to the new location within the General Office. All cost to relocate, inclusive of termination and reconnection of cables and laying of new cables, testing and commissioning Works are deemed to be included in the quotation cost. Telephone points and LAN points (optional) To supply labour and materials to install the following : a) One (1) telephone point at the reception counter b) Two (2) LAN points (Cat6) to the reception counter. c) One (1) LAN point (Cat6) to the TV Display Signage. d) One (1) LAN point (Cat6) and one (1) telephone point for each

workdesk system. e) One (1) telephone and two (2) LAN points for the conference

table (optional) Requirement:

- Telephone points shall be provided with face plate with RJ11. - Telephone points shall be labelled. - LAN points shall be provided with face plate with RJ45. - LAN points shall be labelled. - Each LAN points shall be provided with 3 meters patch cable.

Data and Network Cabling related works SCCL will separately engage a vendor to provide all data cabling and network provision works. The Contractor is to liaise with SCCL’s appointed data/network cabling vendor for the data and network cabling related Works.

Contractor’s Working Hours a) Work should only be carried out from 8.30am to 5.30pm

between Monday and Friday (exclude public holidays). b) Any requirement to extend working hours needs to be approved

by SCCL. Any extended working hours if so agreed by SCCL, the overtime pays incurred shall be borne by the Contractor.

c) Contractor must adhere to SCCL’s request and refrain from any work that may create noise or disruption to training programmes/meetings/events when informed by SCCL.

d) Drilling, hacking, hammering, knocking, coring, demolition, trenching/chasing of walls/floors or other works that are likely to cause noise, nuisance and inconvenience to the building occupants are to be carried out on Saturdays, subject to SCCL’s approval.

Documents to be submitted a) Preliminary design proposal with colour 3D design visuals or

artist impressions on the General Office design. b) Brochure (original or internet download) or equivalent

document outlining the full specifications of all recommended materials, such as carpet tiles flooring, lightings, paint, furniture, curtain/blinds, ceiling board, system furniture, etc.

c) The Contractor is to propose a timeline / work schedule for this project.

d) Provide Contractor’s company profile and track records (at least 3 years) or references for past experiences / projects (since 2016) for SCCL’s reference. Please refer to Annex C.

e) Detailed cost breakdown for each item to be filled in Annex D. Contractor shall quote on a per package basis (price quoted must be exclusive of GST).

f) Risk assessment documents shall be prepared, conducted and submitted before commencement of work. All cost incurred for the implementation of these controls shall be borne by the Contractor.

g) On completion of works, the Contractor shall submit a final account, all essential documentations (e.g. product warranty/information, etc.), 2 complete sets of as-built drawings (1 set of hardcopy and 1 set in CD-ROM) and 1 copy of service report indicating work have been completed shall be submitted to SCCL.

Standards and Technical Requirement Telecommunication and LAN System a) Telephone & LAN points shall be clearly labelled. b) Telephone & LAN wirings shall be mechanically protected. c) Telephone & LAN shall be provided with faceplate with RJ11 and

RJ45 jack and accessories. d) 3 metres patch cables for LAN shall be provided. e) Telephone & LAN point shall be integrated into the system

furniture if required. f) Telephone & LAN point position on to the wall shall be 450mm

above finished floor level. g) Telephone cables shall be 2 pairs of 4 wires. LAN cables shall be

Cat6. h) Telephone & LAN cables shall not share the piping or trunking

system with any electrical systems. They shall be in individual and separate trunking.

i) All cables shall be concealed with protected PVC piping. Electrical System a) Electrical works shall comply with the latest local Code CP5. b) Electrical works shall be carried out by competent personnel, i.e.

Licensed Electrical Worker (LEW). c) The Contractor shall submit license number / certificate of his

LEW. d) All electrical works including equipment, cabling, trunking,

conduits, etc. shall be clearly labelled. e) All new electrical power points shall be tested and endorsed by

LEW. f) New electrical distribution board single line and as-built

drawings (both in hardcopies and pdf format softcopies) shall be provided with LEW endorsement, and submit to SCCL as part of the project documentations.

g) Electrical socket outlet shall be integrated to the system furniture where required.

h) The height of the Electrical power points on the wall shall be 450mm from finished floor level.

i) All electrical conduits shall preferably be concealed. Other Requirement a) All costs must be included in the quotation, such as labour,

tools, transportation, preliminary protection works to protect the affected areas, hacking and removal (inclusive of disposal) of all unwanted materials, movement of materials to another location within the same floor, and cleaning of the cabinets and room after completion. No hidden cost will be entertained.

b) All costs incurred to engage Professional Engineer’s endorsement on technical/structural drawings if so requires shall be borne by the Contractor.

c) Contractor shall ensure proper warning signboards and barriers are erected and displayed prominently during the progress of work and until its completion.

Other Requirement (cont’d) d) Contractor shall ensure safety throughout and during the

renovation works. e) Contractor shall provide list of workers (including supervisors)

that are being deployed for the renovation work; and provide updated list timely if there is any changes in such deployment.

f) Contractor shall take the necessary precaution to safeguard existing furniture, equipment and fittings during renovation. Any such damage or loss cause by the Contractor to SCCL’s property is to be repaired/replaced at the Contractor’s expense or compensated by the Contractor.

g) Contractor is to provide the necessary protection to all air-conditioning units in the Directors’ Rooms and General Office areas.

h) Contractor shall carry out the works without unreasonable noise and disturbance particularly when training lessons or events are in progress.

i) Dismantle and dispose of existing unwanted furniture and fixture and to make good to affected areas.

j) Contractor shall be responsible to keep the site free from all rubbish and debris arising from the execution of the works at all times. Skip tanks, if approved to be provided on site, must be cleared promptly when full.

k) All the debris has to be disposed off site. l) All Switch Socket Outlets (SSOs) near the wet area are to be

provided with an acrylic cover. m) Where lighting and power sockets are required, the work shall

include wiring to the nearest supply point. The services of a Licensed Electrical Worker (LEW) shall be engaged for all electrical works to be carried out. Light switches and switch socket outlets for M&E should be durable and certified with Safety Mark.

n) The Contractor shall run their own electrical infrastructure distribution from the approved electrical riser. Before commencement of such electrical work and if so required, the Contractor must liaise/work with the Building LEW and cost incurred should be borne by the Contractor.

o) The Contractor shall include in their costing, all works associated to setting up the necessary electrical distribution boards (“DB”) required for the works.

p) Where plumbing related works are required, the work shall be undertaken by a Licensed Plumber.

q) The Contractor shall ensure all existing ceiling/wall mounted telecommunication signal boosters/access points and CCTV camera are protected during the Works, and that it shall remain in the same position after completion of the Works.

r) On site survey at SCCL can be arranged at an agreed date and time to verify the scope of work and to determine the exact measurements.

Other Requirement (cont’d) s) The Contractor, project manager and all workers (including

supervisors) must complete ‘Health Declaration Form’ and undergo temperature screening upon arrival at SCCL.

t) Please appoint a liaison personnel so that SCCL could follow up with him/her for any clarifications.

Important Notes a) The Contractor is to provide all items proposed in the design

including the painting, supply and installation of boards, furniture, electrical work (eg. lightings, power points, relocation of telephone and LAN points, etc.).

b) The Contractor shall use only Low Volatile Organic Compound (“VOC”) products and/or Eco friendly products that meets GreenMark requirements.

c) The Contractor shall deem to have allowed for supply and installation of lighting fixtures, electrical fittings, wiring, housing, conduit for concealed wiring and other lighting accessories and to run the wiring to the nearest available power supply and shall include endorsement from Licensed Electrical Worker (LEW), testing and commissioning of such lightings in its quotation.

d) The Contractor shall ensure that old materials will not be re-used in the new work, except where so specified or as directed by SCCL.

Warranty a) Contractor shall provide one (1) year warranty for the

renovation work which should include but not limited to the furniture and workmanship. The warranty shall be for full replacement of the furniture and for parts replacement due to defects in material and workmanship.

b) The Contractor shall carry out the rectification works, at no cost to SCCL, in the event of any defects within fourteen (14) days from the written notification of SCCL.

Indemnification a) Where design work is involved and required from the

Contractor, the Contractor warrants that the Goods do not infringe any copyrights, and all rights in relation to inventions, registered and unregistered trademarks (including service marks), registered and unregistered designs, circuit layouts, know-how and any other rights resulting from intellectual activity in the industrial, scientific, literary and artistic fields (hereinafter referred to as "Intellectual Property").

b) Notwithstanding the above, the Contractor shall indemnify SCCL and its officers or departments against all Intellectual Property infringement claims including any costs, charges and expenses in respect thereof.

Legislation and Regulations a) The Contractor shall not sub-contract or assign the contract

without the written consent of SCCL. b) The Contractor shall fully comply with and adhere to all relevant

legislation and regulations, including but not limited to the Employment Act and related subsidiary legislation, and all costs associated with the compliance with and adherence to any relevant legislation or regulations shall be borne by the Contractor.

c) The Contractor shall allow for the compliance with the Workplace Safety & Health Act and its Subsidiary Legislation and any amendment or reenactment thereto. He shall be solely responsible for the safety and health of his workmen and equipment during the execution of the Works. All personal protective equipment (PPE) and other safety provisions required shall be provided by the Contractor if necessary.

d) The Contractor shall before commencement of any work, take out at his own expense, insurance policies insuring himself in respect of any liabilities which he may incur under the provisions of the Work Injury Compensation Act in respect of any workmen employed by him; and for any property damages under the Contractors’ All Risks Insurance; and Third Party liability where applicable.

Payment Payment terms will be upon satisfactory delivery of goods/services and 30 days upon presentation of the bill(s) by the Contractor and receipt by SCCL.
