Children will be safe in their placements. Children will be placed in their home
communities. Children will be served in least restrictive
environments that support minimal moves.

Services will respect the child’s culture. To be fully prepared for successful
adulthood, children and youth will be provided opportunities, experiences, and activities similar to those experienced by their non-foster care peers.
