Welcome to Minnesota! Congratulations on your accomplishments and the opportunity to represent your state in the 2017 Midwest Plains 13 Year-Old Regional Tournament! On behalf of Roseau, Minnesota’s North Star City and Roseau Baseball Boosters, we are excited to have you join us this week.

One of the most notable facts about Roseau is we are the birthplace of snowmobiling and Polaris Industries. Visitors to Roseau can set up tours of the Polaris Industries Assembly plant. If you would like to see the early days of Polaris we encourage you to visit the Polaris Experience center which chronicles the history of Polaris, dating back to the first machines ever built. If it is the outdoors you are looking for, we have you covered. In 2009, Roseau was 20th in the nation for outdoor enthusiasts. We hope your experience this week both on and off the field in Roseau; will provide you with life long memories and stories to share.

Your time and experience in Roseau is important to us. We would like to ensure you enjoy your time in Roseau. Please feel free to reach out to us if you have any questions or concerns. We will do our best to accommodate your requests.

Priorities

1. Please have your team event coordinator or manager contact Leslie Wensloff 218.242.3329 for hotel accommodations.

2. Email a high quality team picture and roster to Leslie Wensloff – [email protected]. Please also include player identification for photo. Please use JPEG format so it can be used in the tournament program. DEADLINE is July 24 at Noon. ATTENTION: If you have a local business that would like to sponsor your team page in the souvenir program the cost for sponsorship is $100/page. Please send this information with the picture and roster, fees can be collected at check-in.

3. Find your team check-in time and coordinate travel. All teams must register at their designated time unless previous arrangements are approved by the Tournament Director and Regional Director. All team members, including coaches and manager, must be present at registration.

4. Please note the schedule of activities for the week. Activities with required attendance include: banquet, official breakfast, and opening ceremony.

5. Please complete the T-shirt order as a team, and send to Christy Severson [email protected] no later than Noon on July 23. She can be reached at (218) 242-0226 if you have any questions. Clothing order information, pricing and design, will be sent to your team contact.

6. Ensure you have your entire team’s tournament credentials organized. A complete list of requirements is below.

Tournament Schedule of Events

Tuesday, July 252 PM- 5PM Team check-in begins at Gilbertson Field. Two teams will check in every half hour. Reminder teams must check-in at designated times unless previously arranged with Tournament Director and Regional Commissioner. All teams must arrive and depart as a complete group. Any team member not with the team at check-in will not be allowed to play. In the event of inclement weather, check-in will be held at the Roseau American Legion across the street from Gilbertson Field.

Managers-Coaches-Teams

Thank you for all you do and the time you commit. Listed below are a few items to keep in mind and a reminder for your players and spectators.

Check-In

All credentials are required upon check-in. Please reference the beginning of this book for a list of requirements. Please check-in at your designated time as a team and have team in uniform shirts.

Concussion Training

We would like to remind you of the coach concussion training that is required by Minnesota state law. If there are any questions, do not hesitate to contact the tournament director.

State Flag

Each team is requested to bring a 3’ x 5’ state flag for presentation during the opening ceremonies and during tournament play. The flag will be returned to you before returning home.

Practice Fields

We have an additional field located near our Rams Sports Center (809 6th St NE). Here you will also find a batting cage. We also have softball fields located near the Rams Sports Center complex that may be used for practice at your convenience. It is open 24 hours a day, but there are no lights on these fields.

Required Attendance

All managers and coaches are required to attend the following events: Team check-in, banquet, opening ceremonies and officials breakfast.

Schedule

Please adhere to the schedule at all times. Provide line-up cards to public address booth 30 minutes prior to game. The home team may take a 10 minutes infield practice 30 minutes prior to game time. The visiting team will take a 10 minute infield at 20 minutes prior to game time. If you start late you will be asked to clear the field at the designated time.

Umpires

There will be three umpires for each game. Care has been taken to have officials with experience. It is expected they be treated as such. Only the manager is to address the umpires to discuss controversial plays. Do not allow players or assistant coaches to address umpires. The umpire-in-chief will be aware of the identity of each team manager.

Sportsmanship Award

The Norm & Colleen Travis Sportsmanship Award will be presented to the team that best demonstrates the qualities described in the Babe Ruth Sportsmanship Code. This will be decided by tournament officials with input from tournament umpires.

Awards

Medals and/or plaques will be awarded for first and second place. All players will also receive a participation certificate.

Fans and Families

Admission

Tournament Admission prices are as follows:

There is no charge for children under five years of age. Family passes include your immediate family for the entire week. Weekly and Family passes must be presented at the ticket gate each day for each field and are not transferable.

Books and Clothing

Tournament souvenir program books will be available for a small fee. Please remember if you have a local business that would like to sponsor your team picture and roster in the book get information to Leslie Wensloff by Noon July 24th. Fees can be collected at check-in.

Regional tournament t-shirts are available by pre-order only, more information will be forwarded to your team contact. A team order must be submitted to Christy Severson no later than NOON, July 23. There will not be clothing for purchase at the event.

Concessions

Concessions are available at Gilbertson Field. NO COOLERS WILL BE ALLOWED AT THE FIELD!

Game Conduct

1. Umpires will enforce all rules and regulations covered in the Official Baseball Rules and the Babe Ruth Rules and Regulations.

2. The games will be kept moving at all times. No unnecessary delays will be allowed. Mound conferences should be kept to a minimum.

3. ANYONE-Players, manager or coaches-acting in an unsportsmanlike manner will be removed from the playing field and facilities immediately.

4. Only the manager (no coaches or players) shall discuss any plays of controversial nature. The umpire-in-chief shall be fully informed of the identity of each team manager.

5. Managers, coaches, and players shall wear uniforms consistent with Babe Ruth Championship play. No coaching shorts or players’ shorts, or ragged shirttails, etc. will be permitted. Shirt tails must be tucked in at all times. The Regional Commissioner or his designee will have final approval of all uniforms worn by the players, coaches or managers. All uniforms worn by players, coaches or managers must have the Babe Ruth patch on the left shoulder and at least a six inch number on the back of each shirt. No number may be duplicated. Absolutely no player, coach, or manager will be allowed on the playing field without a Babe Ruth Patch and a number on their uniform.

6. Any batboy/batgirl or ball retriever must wear protective headgear. Bat boys/girls must be prompt in delivering the discarded bats to their proper places.

7. Equipment-hats, gloves, balls, etc. - shall be stacked neatly in their proper places at all times. Discarding bats, gloves, and protective headgear in such a way as to cause personal injury to another player or spectator shall be deemed unsportsmanlike. This can result in an ejection from the game.

8. All Babe Ruth Rules pertaining to bats will be followed. Any bat wanting to be used during the games will be checked prior to first game and marked with a sticker. Any bat without a sticker will be considered illegal.

General Tournament Guidelines

1. Babe Ruth Baseball rules and regulations will be adhered to during the tournament at all times. Unsportsmanlike behavior will not be tolerated and could jeopardize the opportunity for a player or team to proceed in the tournament.

2. Sportsmanship will be stressed at all times. Judgment calls by the umpires will not be questioned. If there is a question concerning a rule, it will be discussed in a gentlemanly manner. Protests will be handled as prescribed in the Babe Ruth Rule Book. Players, managers, coaches and fans will not be allowed to talk to the Protest Committee during protest deliberation unless so asked by the committee.

3. Smoking, chewing tobacco, or drinking of alcoholic beverages by any player, manager, coach or fan will not be allowed on the field, in the dugouts or in the seating area. Teams that allow players to drink beverage or eat food in the dugouts are responsible for cleaning up any debris from such actions immediately after each game.

4. The players, a manager, two coaches and a bat person are the only individuals allowed in the dugout during a game. Any other necessary personnel to be in the dugout will only per allowed with the permission of the Regional Committee.

5. Managers, coaches, and players are to remain in the dugout at all times except when participation in the game or time is called. Players are to wear helmets if required to be on the field.

6. Teams are not to verbally or in any way harass opposing pitchers, hitters, or defensive players. Encourage your own players and don’t make remarks to the opposition. Players should be advised not to argue with umpires. The manager will handle all disputes with the umpire. Encourage positive play at all times!

7. Catchers are required to wear masks and helmets during warm-up both before and during the games. All catchers are to wear protective cups as required. A back-up catcher is to be ready to warm up the pitcher if the catcher is not ready after the end of an inning. Pitchers will be allowed eight (8) pitches between innings and teams have one and one-half minutes to be ready to play between innings. An additional player should be assigned to protect any pitcher warming up while play is going on.

8. No equipment is to be left lying on the field while the game is in progress. It must be in the dugout area. 9. In the case on an injury, the game will be stopped at the earliest possible time. Do not come on to the

field until time is out and the umpire signals you to do so. 10. Protective headgear must be worn at bat and on the bases. A mask and throat protector must be worn by

any player warming up a pitcher, including in the bullpen. Helmets must also be worn by any bat persons.

11. The home team will occupy the third base dugout. 12. Make sure your team knows how to appeal plays.13. Teams will be allowed 10 minutes of infield practice prior to each game with the home team taking

infield first. Infield practice will begin 30 minutes prior to the games start time. If you are late in starting or run out of time, you’ll be advised to clear the field.

15. Mangers are to have lineup cards ready 30 minutes prior to the start of the game with the first and last names, numbers and positions listed. Reserves will be listed with first and last names and numbers.

16. It is expected that every player, manager, coach and spectator will conduct himself in an exemplary manner while representing Babe Ruth Baseball Program.

Roseau Area Points of Interest

Polaris Industries- http://www.polaris.com/en-us

Polaris was founded in the small Minnesota town of Roseau, located just south of the Canadian border. Roseau is home to one of the Polaris facilities that handle Snowmobile and ATV production, plastics manufacturing, aspects of engineering and product testing. Visitors to Roseau are invited to visit the Polaris Industries Plant. Tours should be arranged by calling ahead 218.463.2312.

One of the main attractions in this community known for snowmobiles, all-terrain vehicles and hockey isn’t just a museum. Instead, the 5,600-square-foot Polaris Experience Center is a self-guided tour, of sorts, through the history of the company that’s been an integral part of life in Roseau for more than 60 years.

Memorial Arena was constructed in the 1940’s and its wood frame arch structure provides glimpse back into the rich history of hockey in Northern Minnesota. Memorial Arena has witnessed some of Minnesota’s greatest hockey players including current and former Olympic and NHL stars as well as playing host to 7 State High School Championship Teams and 33 State Tournament Teams and the Stanley Cup.

The Roseau County Historical Society is a private, non-profit 501(c)3 educational and cultural institution. It was established in 1927 to collect, preserve and disseminate Roseau County history. The Society educates the public on Roseau County history mainly through appealing museum exhibits. It has an extensive research center as well as educational programs.

Roseau Gazebo Concert-Every Thursday during the summer months Roseau’s Gazebo, located near downtown along the Roseau River, features a different musical group for a free outdoor concert.

The Roseau Pioneer Farm and Village began by action of the Roseau Lions Club in 1975 to establish an agricultural museum in the area.  It was to honor the pioneers and to show the youth of present and future generations how our ancestors made their living.

The City of Roseau owns and operates the 18-hole championship Oak Crest Golf Course.  Located in the heart of Roseau along the Roseau River Oak Crest provides a unique and challenging layout.  The course was designed by renowned golf course architect Joel Goldstrand and features: full clubhouse, pro shop, driving range, putting green, and cart rental.  The golf course is managed under contract to the Roseau Oak Crest Golf Club.

Beltrami Island State Forest is the second largest of Minnesota's 58 state forests. Five rivers—the Roseau, Warroad, Rapid, Winter Road, and Moose—have their headwaters here. The forest is unique in that it contains six scientific and natural areas (SNAs). Beltrami State Forest recreational opportunities include canoeing, camping, hunting, hiking, horseback riding, picnicking, and 138 miles of snowmobiling.

Experience the history of Marvin Windows and Doors in the Wm. S. Marvin Training and Visitor Center. The 6,000 square foot museum and gift shop are open to the public from 8 a.m. to 6 p.m. weekdays, and 1-4 p.m. on weekends. Admission is free. Exhibits include a combination of artifacts and interactive presentations that will wow visitors of all ages. Tours are available. Call to schedule yours today!

If it is a trip to Canada you are thinking of during your time in Roseau, please remember you will need proper identification to cross the border. Points of interest near Roseau in Canada

The Northern Most Point Marker (you will need to cross into Canada and back into the US to get to the NW Angle)

The northern most marker is located at Young’s Bay Resort in the community of Angle Inlet, MN.  Young’s Bay was chosen as it is where the main marina is located for visitors and residents who are staying on one of the island resorts or cabins amongst the islands of the NW Angle.

Lodging

Each team will be assigned to lodging accommodations upon qualifying for the Regional Tournament. Please have your team manager or coordinator contact Leslie Wensloff 218.242.3329 for your team information.

Campground:

The Roseau City Park is located in southeast Roseau, provides over 40 acres for recreational use. The City Park is located along the Roseau River and provides river access for boating and fishing. A boat launch and fishing pier are located at this park. The park also provides many activities including: playground equipment, frisbee golf course, sand volleyball, horseshoes, and recreational trails. The park also provides 20 campsites with 10 electric/water sites. There is also a larger indoor shelter with showers and bathrooms for park users.

PHOTOGRAPHY

We will have a photographer at check-in to take team photos. You may want your team to come in full uniform for the photo. These will be available to order. Our photographer will also take a large group photo at opening ceremonies that will also be available to order.
