Displacing FET under the Pillar 3 distorts its very nature. Nor the rebranding in “pathfinder” and “accelerator” is appropriate to the FET target.

Moreover, the evaluation process could be affected by an inappropriate assignation of the proposals.

(c) proposals for adjustment actions, or termination if appropriate, based on implementation assessments

of the mission, to be transmitted to the strategic configuration of the Programme Committee for adoption;

(d) selection of expert evaluators, briefing of expert evaluators and evaluation criteria and their weighting;

(e) framework conditions which help achieve the objectives of the mission;

(e) communication.

2. Specific provisions to enable an efficient and flexible portfolio approach may be set out in the

work programme provided for in

Article 11 of the “Decision on establishing the specific programme”.

Article 9

Budget

1. The financial envelope for the implementation of the Framework Programme for the period 2021 – 2027 shall be EUR 94 100 000 000 in current prices for the specific programme referred to in Article 1(3)(a) and, in addition, the amount for the specific programme referred to in Article 1(3)(b), as laid down in Regulation…. establishing the European Defence Fund.

2. The indicative distribution of the amount referred to in paragraph 1, first half sentence, shall be:

(a) EUR 25 800 000 000 for Pillar I 'Open Science' for the period 2021-2027, of which

(1) EUR 16 600 000 000 for the European Research Council;

(2) EUR 6 800 000 000 for Marie Sbrodołowska-Curie Actions;

(3) EUR 2 400 000 000 for research infrastructures;

(b) EUR 52 700 000 000 for Pillar II 'Global Challenges and Industrial Competitiveness' for the period 2021-2027, of which

(1) EUR 7 700 000 000 for cluster 'Health';

Due to the pending negotiation on MFF and the unpredictable effect on Horizon Europe budget, would be better to insert percentages instead of amounts.

Note that the percentage of Pillar 1 as form the proposal is equal to 27.42% of the total amount. In the revised amendment we propose an increase of 2.7 billion because of a relocation of FET from pillar 3, thus the percentage will result 30,29%.

The ESR should be consistent with the evalueted proposals and should provide appropriate comments and argumented suggestions in order to improve the quality, in case of any possible future re-submission.

1. An applicant may request an evaluation review if it considers that the applicable evaluation procedure has not been correctly applied to its proposal.

2. An evaluation review applies only to the procedural aspects of the evaluation, not to the evaluation of the merits of the proposal.

3. An evaluation review shall not delay the selection process for proposals that are not the subject of review.

(a) re-evaluation of the proposal primarily by evaluators not involved in the previous evaluation;

(b) confirmation of the initial evaluation.

1. By derogation from Article 237(3) of the Financial Regulation, external experts may be selected without a call for expressions of interest, if justified and the selection is carried out in a transparent manner.

2. In accordance with Article 237(2) and 237(3) of the Financial Regulation, external experts shall be remunerated based on standard conditions. If justified, an appropriate level of remuneration beyond the standard conditions based on relevant market standards, especially for specific high level experts, may be granted.

3. In addition to paragraphs 2 and 3 of Article 38 of the Financial Regulation, the names of external experts evaluating grant applications, who are appointed in a personal capacity shall be published, together with their area of expertise, at least once a year on the internet site of the Commission or the funding body. Such information shall be collected, processed and published in accordance with the EU data protection rules.

(1) By fostering novel ideas ('FET Open'), FET shall support early stage science and technology research exploring new foundations for radically new future technologies by challenging current paradigms and venturing into unknown areas. A bottom-up selection process widely open to any research ideas shall build up a diverse portfolio of targeted projects. Early detection of promising new areas, developments and trends, along with attracting new and high-potential research and innovation players, will be key factors.

(2) By nurturing emerging themes and communities ('FET Proactive'), FET shall, in close association with the societal challenges and industrial leadership themes, address a number of promising exploratory research themes with the potential to generate a critical mass of inter-related projects that, together, make up a broad and multi-faceted exploration of the themes and build a European pool of knowledge.
