The St. Louis Public School District has historically provided a summer school program with quality researched-based curriculum and instruction taught by instructors from across the district serving students in grades K-12.

The SLPS ALL STAR SUMMER ACADEMY is usually held over a six week period to support academic remediation and enrichment.

Experiences were provided to improve core skills, as well as provide students opportunities to earn academic credits to make-up courses and to assist them in maintaining academic schedules/courses of study.

The SLPS ALL STAR SUMMER ACADEMY requires students moving to: Kindergarten from preschool to participate in the

Kindergarten Round Up Program

Middle school from elementary school to participate in the Middle School Transition Program

High school from eighth grade to participate in the Ninth Grade Transition Program


Senate Bill 319, the Missouri Read to be Ready Program, requires that fourth grade students who are two or more grade levels behind in reading skills be identified. The identified students are to attend summer school and receive Individual Reading Plan (IRP) interventions to raise their grade level reading ability. In compliance with Senate Bill 319, the SLPS administers the Scholastic Reading Inventory (SRI) to all Grade 4 students during May. Students identified as reading below the third grade level (at risk level) on the SRI are required to attend summer school.


Total summer enrollment for 2008 was 8,269 with a combined attendance rate of 86.6%.The elementary enrollment from the summer program decreased from 6,512 in 2007, to 3,372 in 2008, a decrease of 3,140 studentsLess than 30% of the elementary grades are enrolling in summer school.


Higher-order thinking, reasoning strategies, and differentiated instruction, especially at the elementary level , must be stressed.Summer programs may be revisited or replaced and a more stringent selection process for teachers at summer school sites..

Finding 1:

For Summer All Star Academy, there will be a stronger emphasis on mandatory attendance in summer school. Research on SLPS Summer School ‘08 indicate that summer school enrollment and withdrawal records

indicate a ‘dropout’ rate of 41% compared to 22.8% during the 2007-08 regular school year. The largest decrease in enrollment in the 2008 Summer Academy occurred at the elementary level, with a

decrease of 3,140 students in 2008 compared to 6,514 in 2007. For middle school students, the enrollment decreased from 2,188 students in 2007 to 1,618 in 2008.

High School students experienced an increase in enrollment for 2008, compared to the decrease observed in 2006 and in 2007. In 2008, there was a high persistence rate among 11 th and 12th grade students.

There was a sharp decrease in overall enrollment in 2008 compared to 2007 (12,737/’07 to 8,269/’08), with an overall attendance increasing from 83.16% in 2007 to 86.6% in 2008.

Finding 2:

Many students who require summer school to attain grade level academic performance are not attending summer school. Results of the fall 2007 TerraNova scores indicate that the District is enrollment roughly 50% (or less) of the students in grades 3 through 6 who scored below the national average in Reading, Language and Mathematics. The District is failing to target this large number of students who would benefit by attending summer school.
