Commissioning Process
Information to be enclosed-from the installer
Copy of final single line diagram
Inverter type test Certificate of Compliance and Test Report according to NRS 097-2-1 issued.
Electrical installation Certificate of Compliance.
Operational philosophy and maintenance procedure
Compulsory declaration form – to be completed by ECSA registered Pr Eng or Pr Tech Eng
The PV installation complies with the relevant sections of NRS 097-2-1.
The loss of mains protection has been proved by a functional test carried out as part of the on-site commissioning, e.g. a momentary disconnection of the supply to the PV in order to prove that the loss of mains protection operates as expected.
Safety labels have been fitted in accordance with NRS 097-2-1
The PV installation complies with the relevant sections of SANS 10142-1 and an installation certificate of compliance is attached. 4

Tariff
Embedded Generator Tariff
(These pilot/interim tariffs payable for energy generated by embedded generator and sold to City Power)
Domestic Embedded Generator
• Energy Charge 43.77c/kWh
Business and Large Power Users Embedded Generator (<=1 MW)
• Energy Charge 36.96c/kWh

Challenges
Metering
• City Power has already enrolled smart metering systems.
• All Smart Meters(Hexing ,Itron and L&G) are 3-phase bi-directional/4 quadrants.
• Commercial are billed from 1st and 4th quadrants.
• Hexing meters register’s adds the export and import as one consumptions where else Itron and L&G ignores the power coming from 2nd and 3rd Quadrants.
Solutions.
The Metering Specs are being reviewed to accommodate the SSEG requirements.
13
Lessons Learned
Disadvantages • Grid electricity supply might not be
sufficient enough to cover peak demand, due to limited capacity on the municipal bulk distribution network.
• City Power will lose revenue, since customers will become their own independent power producers.
• Grid supply therefore needs to be incorporated with technologies such as ‘Solar PV plus Storage’ (Hybrid systems) and LPG for cooking and water heating purposes (thermal)
.
Advantages• The Grid will be more stable since
the load connected will be reduced.
• City power can purchase power at the lower rate as compared to Eskom.
• The available capacity at City Power’s network can be transmitted to the needy
