Dear Colleague,

It is with great pleasure that I invite you to participate in the 9th Annual Border Security Conference taking place on 17th and 18th February 2016 in Rome, Italy.

With the continuing instability in North Africa and the Middle East there is a greater focus on Europe’s external borders, particularly in the Italy, Spain, Greece and surrounding Mediterranean countries. With this in mind, Rome is the most appropriate location for this critical forum and the event will take place with the support of the Italian Navy.

The continuing human tragedies at sea and pressures on European borders mean this conference is of the essence. It is crucial to discuss and debate the most effective methods and strategies to minimise such tragedies and I believe Border Security 2016 is the perfect environment for such a forum, hence providing my support behind the conference as chairman.

We would ask you to pay particular attention to our conference agenda which has been put together with great care to give you the very best opportunity to benchmark and learn from subject matter experts. We have invited only the most senior and well respected heads of border guards, commanders of naval task forces and coast guards as well as directors of government organisations and this seniority is a demonstration of the support for this critical meeting.

I am looking forward to meeting you in February 2016 with many other like-minded individuals to ensure you too can benefit from this unique event.

Yours Sincerely,

Rear Admiral (Ret’d) Massimo Annati, Former Head of the International Matters at the Naval Armaments Directorate, Italian Navy

HALF-DAY PRE-CONFERENCE WORKSHOP B 16th February 2016 I 13:00 – 16:30 I Crowne Plaza St Peter’s Hotel & Spa, Rome, Italy

Migration, Borders Control and Human Rights

Biometrics For Border Control: Impact of Immigration and the Mobile Society

Overview:Irregular migration by sea is a massive phenomenon that is not destined to stop any soon. According to UNHCR, a growing number of refugees, asylum-seekers and migrants have died in the Mediterranean Sea because of drowning, hypothermia or dehydration while attempting to escape hunger, civil wars, persecution and atrocious conditions in their home countries. Lots of them were rescued at sea through search and rescue naval operations. However, actually, many thousands of migrants who left their country did not survive the voyage. Over 3,500 women, men and children have died or have gone missing in their attempt to reach Europe. Against this complex and tragic background, the aim of the workshop is to deal with all the main sensitive and interrelated aspects. They are: a) the international legal and policy framework surrounding the current massive phenomenon of migration in the Mediterranean; b) ensuring border control in the EU, and, at the same time, c) the saving of migrants’ lives at sea and their rights; d) fighting, through International Cooperation, the Transnational Criminal Organisations engaged in the Smuggling of Migrants.
