SPIRIT OF A LEADER Written by Stephanie Smith, MMC

As I have prepared to write this first newsletter article as the new Chair of the Southern

California City Clerks Association, I have come to realize that Leadership is hard. After

assuming office on September 19th, I immediately inked appointments presenting

certificates and plaques to outstanding clerks around the Division, as well as tried to

juggle presentations that were spread out across three Counties. While recognizing

outstanding Clerks is an awesome experience, particularly when I get to attend their

Council meetings and make a fuss over them in front of their Mayors and Council

Members, working all of this into an already jammed packed schedule in the middle of

election season is not as easy as my predecessor made it look. So the leader marched

on and delegated some of these wonderful presentations to other Board Members.

I’d like to give a special thank you to 1st Vice Chair Vicki Kasad (Ontario) and 2nd Vice

Chair Eva Buice (Pomona) for making the presentation to Cynthia Herrera, Adelanto, for

City Clerk of the Year. Personally, I was thrilled beyond words to make my first official

act presenting Linda Long, Buena Park, her recognition as Assistant City Clerk of the

Year. Thank you Past President Anthony Mejia for selecting such outstanding persons

to honor!

My next leadership challenge came in the form of appointing a new Trustee to the State

Board, as the position remained vacant following the CCAC election. Just when

I thought we had it all sorted out, my new appointed Clerk was hit with some

professional challenges that made it difficult to take on a State Board role at this time.

So the leader marched on and identified another interested Clerk who was thrilled with

the opportunity to serve on the State Board. Welcome to Southern California,

Mitzi Ortiz (Aliso Viejo), and thank you for stepping up to the leadership challenge of

being the Southern Division Trustee. Mitzi comes south from the City of Lathrop, and

some of you may remember Mitzi served several years as the CCAC Communications

Director, and most recently as the Central Division Chair.

Finally, last week, my Assistant City Clerk was offered an incredible growth position in

another agency, and we celebrated her last day with Lake Forest yesterday. With the

election right around the corner, and silly season in full swing, the leader must march

on. I have an interim (retired) Clerk coming in the next week or so to assist until after

the election, when we’ll decide on the best recruitment. Until then, the office will

march on.

So my advice to anyone thinking about this leadership thing? Think hard. No one ever

said leadership would be easy. They only said it would be worth it.

REMINDER: REGISTER FOR THE SCCCA MEETING IN SANTA BARBARA!

The City of Santa Barbara will be hosting SCCCA on November 20th and the Fess Parker Hotel has extended the group rate through October 24th. See the meeting notice and registration form on Page 10.

Beyond Listserv—Building A Network Thoughts by Bobbi Ogan, CMC

City Clerks are a fortunate bunch of people, to have a loving and

supportive network of friends and colleagues. In recognition of our

good fortune, I am looking to create a California Clerkin’ team for

the SLO County AIDS Support Network “Walk for Life” on

November 1st from 10 a.m. to noon (with an optional BBQ after)

in San Luis Obispo. Registration is free, but your support will help

connect clients with healthcare, benefit programs, support them

in home environments, and assist them with heathy, nutritious

meals from the pantry. If you’d like to be part of the TEAM, please

As your new Membership and Networking Director, I want to

challenge everyone to think about expanding your resource

network beyond the cold-stale listserv email. We attend division

meetings, the CCAC Annual Conference and numerous other

events in which we meet-and-greet each other and some of us

even become great friends. So let’s put all that networking to

good use and call each other when we hit a road block, brain

freeze, or just don’t know an answer. As a practice, I always

challenge myself with these three questions before I send a

listserv:

Have I done my own research and can’t find the answer?

Could I ask my City Attorney, City Manager, or staff?

Have I checked with my mentor, neighboring City Clerks, or a

friend that I met at a conference?

Reminder: All of our #’s are on our cities websites.

...If all else fails, then I’ll pull the trigger and send the listserv. I

look forward to serving on the board as your Networking and

Membership Director and remember you can always call me.

Let’s Get Cookin’ Recipes from SCCCA Members

SHARE YOUR RECIPES BY SENDING THEM TO: [email protected]

This is a new feature in which we’re asking members to share

some of their recipes, and for our inaugural Let’s Get Cookin’ we

received two treats from San Clemente City Clerk Joanne Baade:

Greek Salad

2 romaine hearts, torn into bite size pieces

2 small Persian cucumbers

1/2 red onion, chopped

4 or 5 firm tomatoes, sliced in 1/2” pieces

1 bunch of green onions, sliced

1 bell pepper, sliced very thin

2 cups seedless Kalamata olives

1 brick (about 4” x 3”) feta cheese (French or Greek feta is

best, typically market feta tends to be too salty)

2 large heaping tbsp. dill (grind it fresh in your hands)

Dressing

1 tsp. oregano

2 tbsp. chopped parsley

3/4 cup extra virgin olive oil

1 smashed garlic clove

1/3 cup red wine vinegar

Fresh ground pepper

Directions

Mix together the dressing ingredients. Add lid to container and

shake. Add the rest of the ingredients to a salad bowl. Just before

serving, toss with 3/4 of the dressing. Taste. Add more dressing if

needed. You might also need salt (or a little more vinegar), but

definitely taste first because feta cheese varies in saltiness. Enjoy!

Editor’s Note: Being a former employee of Joanne’s, if you’ve never had babycakes—You are missing out… Absolutely the best cupcake I have ever had! It’s all about the frosting...

Babycakes (Cupcakes)

2-1/4 cups all-purpose flour

1-1/2 tbsps. baking powder

1 tsp. salt

3 eggs

3/4 cup unsalted butter, softened

3/4 cup granulated sugar

1/2 cup light brown sugar

1/4 cup honey

1 (4 ounce) jar pumpkins with pears baby food (such as Na-ture’s Goodness) *See note below

2 (4 ounce) jars applesauce and apricots baby food (such as Earth’s Best) *See note below

2 tsp. ground cinnamon

1/2 cup ground pecans *Note: You can substitute with other baby food flavors, such as all applesauce, pears, pumpkin, apricots or combinations thereof.

Frosting

1-1/4 cups confectioners’ sugar

3/4 cup unsalted butter, softened

4 ounces cream cheese, softened

4 tbsp. sweetened condensed milk

2 tsps. vanilla extract

1 tsp. almond extract

¼ cup ground pecans

Heat oven to 350 degrees. Line two mini-muffin pans with paper liners; set aside.

Cupcakes: In a medium bowl, whisk together flour, baking powder, salt and baking soda; set aside. Beat eggs, butter, sugars and hon-ey in a large bowl on medium speed until well combined. Add the baby food and cinnamon; beat until smooth. Fold in the pecans. Slowly add flour mixture using a sifter; fold in until ingredients are well mixed. Divide batter among prepared muffin cups, filling them ¾ full. Bake at 350 degrees for 12 minutes or just until a toothpick inserted in centers comes out clean (don’t over bake or cupcakes will be dry). Remove cupcakes from oven to a wire rack and let cool completely.

Frosting: In a large bowl, beat confectioners’ sugar, butter, cream cheese, condensed milk and extracts on medium speed until smooth. Frost each cupcake by putting a generous dollop of frosting on top with a spoon. Garnish with ground pecans.

When I received the news that CEPO had decided to stop offering

leadership training I knew a tribute or a collective ‘thank you’

needed to be done. This may not do CEPO justice, but I feel

strongly MANY of us will feel better knowing we gave it a try!!

I am a 2003 graduate of CEPO. This program provided me a true

connection of people who became friends and family near and far.

People who showed me that I was not alone and we all had the

same fears, concerns and doubts. Through CEPO I gained new

insights into myself and gained more confidence as a City Clerk.

Above all else I grew as a person, realizing that my present

situation was not my final destination and that I must make a

choice to take a chance or nothing would ever change. So, I moved

forward, found my way in an incredible career and yes, I had

incredible mentors along the way, but truly, I owe my deepest

thanks and gratitude to CEPO.

As a CEPO graduate, I was very sad to hear of CEPO’s decision. I felt sad for selfish reasons because I’d always hoped I could make it back to attend an advanced session and get re-charged. I felt sad because this means others won’t have the same opportunity that so many of us did! CEPO did more for me than I immediately realized. Not only did I make life-long friends – and found someone who has so much in common with me that she should be my twin – but I made life-long changes as a person.

I AM more confident and I AM a better leader due to my experiences at CEPO. I remember Silvia’s musical instrument and the sorrow and joy it could make you feel - I remember poems in the morning - I remember great ice-breaker activities and I remember incredible food! THANK YOU, THANK YOU, THANK YOU CEPO! Thank you for the leader you helped me become and most of all thank you for strengthening me to be a better mother, wife, friend, daughter, sister, employee, and co-worker! 2008 CEPO Class – the BEST CEPO class ever!!

For me CEPO was definitely one of those things. When I received the phone call informing me that CEPO was dissolving, I hung up the phone and sat and cried for a few minutes. My poor husband and daughter immediately thought someone I loved had passed away. I didn’t need to explain to them that in a way it was like a death since they both are very aware of how much CEPO has meant to me and how it affected my life path. Everyone has a different experience and opinion and that’s okay. Personally, I am heartbroken at the loss. However, I choose to focus on the fact that I am one of the lucky ones who experienced it. I am grateful for the lasting friendships and the knowledge gained. What an honor and privilege!

CEPO was a wonderful experience for me. It had a significant impact on me both personally and professionally. Personally, it provided a spiritual insight that has benefited me in the way I view myself and others and professionally it provided me with the tools to listen, laugh, play and communicate with others effectively. The sessions were engaging and challenging to one’s own comfort zone. Right speech, compassionate action, and purity of thought have gone a long way in helping me to create a work environment in which to provide good community service both internally and externally. (And the CEPO class parties weren’t so bad either.) The mentoring, bonding and lasting friendships I made during my training have been the highlight of this program. I won’t forget the experience. THANK YOU CEPO FAMILY!!!! You were the best program ever.

For some of those who have attended CEPO it was a completely wonderful experience from the first moment to their very last session.

For me it was a different process, my first year was very uncomfortable, understanding and accepting the life experiences that made

me who I was and how I reacted to and with others at times was painful. By the time I went back for my second year, I understood

what I had learned during my first year; and I believe I was able to step back and observe others and modify my approach when

working together. I added concrete information and observations from my second year sessions to the first year and when last

February came I couldn’t wait. I was set free! It sounds corny but it happened. I came to some absolutely wonderful realizations and

I was at peace for the first time in my life. And it is relatively easy to go back to that peace. CEPO gave us tangible training, but its

beauty was the self-awareness which triggered personal growth in ourselves. Leadership is truly understanding yourself and being

aware of others. We don’t all follow the same path in life, nor do we think alike, or want the same things out of life. CEPO made you so

very aware of that fact and for me changed my life. I am sad that California City Clerks will not have the opportunity to experience this

community. I am sad we will not have that opportunity to learn and interact with the engineers, public works superintendents, finance

directors, H/R personnel, police officers and city managers. They taught us so much…

It was disheartening to receive the news in September that CEPO had closed its doors. Both a 2003 graduate and 2008 “Advanced”

graduate, I had the remarkable opportunity to attend CEPO under the tutelage of Dr. David G. Jones and his team of expert trainers.

The CEPO experience was very unique and transforming; the memories are timeless and forever imprinted in my heart. Your time at La

Casa de Maria offered the ability to briefly sequester yourself from the world and, in the tranquility of the “secret garden” setting,

learn not only about leadership, but, more importantly, about YOU. Away from the demands of everyday life and the work week, you

had a chance to focus on the sessions and network with a group of individuals on your path to discovery. It was suggested that you

would “get what you put into it” and attendees were encouraged to shed their ego, step out of their comfort zone, and dive into the

opportunity to fully experiment, engage, and try new things in the safe environment of the community. In addition to the training and

sage counsel of Dr. Jones and his trainers, who can forget the “CEPO wave”, Auntie Hel, morning group sessions with Sylvia, the

woodpeckers, walking the labyrinth, the babbling creek and fountains, mealtimes, and the opportunity for solitude amongst the

woodlands and wildlife? If you mention “CEPO” in a group of leaders, you’ll often get that all knowing look, wink, smile, and nodding of

the head… a leadership program that offered so much more… a sense of self and community and open doors to lifelong relationships

and dear friends. Yes, I am a “CEPOian” and proud of it! Much of what I have learned has carried with me and whenever an event

occurs, I remember Dr. Jones’ calming reassurance that “There are no mistakes.” My time was well spent there and I am forever

thankful for my CEPO experience.

I’ll never be the same... I feel grateful that I had the opportunity to

be there for the 40th Anniversary of CEPO, retirement of Dr. David

G. Jones, and graduated the last year the program was offered. I feel

hollow knowing that I won’t have the opportunity to be an Auntie

Hel “go-for”, see the hurried walk of trainers in the morning, or

dance with Joanne Tilton at 8:00 a.m. I feel hopeful that CCAC will

work hard and build another program that will ensure California’s

City Clerks receive nothing but the best in it’s advance municipal

clerk education. Lastly, I appreciate the hard work that the CEPO

Board has put in to try and make the program work, I am sure it was

an impossible decision. Goodbye CEPO.

As some of you know, I recently took over the CCAC Mentoring Program from my dear friend Lee Price, City Clerk extraordinaire. I

accepted this role because Mentoring has become one of my passions and I would love to share it with each of you! To be

successful in any field, future leaders need role models and guidance. Mentors fill this need by fostering insight, identifying needed

knowledge and expanding growth opportunities.

Just like ‘City Clerk’, the term Mentor dates back in history. It originated in Homer’s epic poem, The Odyssey, believed to be written

near the end of the 8th Century B.C. The dictionary definition of Mentor is “a trusted counselor or guide,” and some self help books go

so far as to define it as “someone who is helping you with your career, specific work projects or general life advice out of the goodness

of his or her heart”. For me it is something much more personal, it is a means of “paying it forward”. It is a way of thanking the handful

of special people who have mentored and mothered me to this point in my career and showing them that their efforts were recognized

and appreciated and worth passing on. Have you had this support group in your life that has encouraged you to grow, challenged you

to do better, pushed you to succeed? So why don’t you become a Mentor to our future Clerks?

Ok, I hear you saying, but I don’t know how to be a Mentor! It’s really not that difficult! If you have your CMC, you are almost there.. you just need one training class, which I will get to later. It also helps if you are committed to other clerks’ development, have a reasonable level of City Clerk job knowledge, and familiarity with the culture and norms of the profession. Realistically, you would be helping other clerks accomplish things you have already accomplished! And you will gain points toward your own MMC designation!

Are you still trying to figure out, "what's in it for me?" Well, aside from points toward your MMC, the most important factors for me are seeing the joy/relief/disbelief on a mentee's face when they realize they finally have enough points to submit their CMC application, and ultimately that excited e-mail or phone call when they receive notification that they are now a CMC. It is also pretty gratifying to be able to give satisfying answers to a mentee dealing with a particularly stressful situation and feel like you made their day a little bit easier.

So now are you ready to become a Mentor? Good! All you need is a 3-hour training session. Contact me so I can share the next mentor training opportunity with you! Call me at (909) 395-2166 or

The SCCCA Board of Directors recognizes the value of continuing

education and is dedicated to providing scholarships to our

members. This fiscal year, we had the opportunity to award

15 Pat Hammers Memorial Scholarships for Nuts and Bolts at

$200 each. Congratulations to the recipients and thank you to all

who applied! It is with great pleasure that the SCCCA Executive

Life Hacks: How to Reduce Stress Written by John Paul Maier

The spotlight is on…Susan Ramos, City Clerk for the City of Aliso

Viejo. Susan, who has been the Aliso Viejo City Clerk for the past

six years, will be retiring on November 30, 2014. She has been

instrumental in the completion of the City’s Municipal Code,

records management, and annual document shredding/identity

theft event.

Besides Aliso Viejo, Susan has worked for

six other cities throughout her 25-year

career. She has served the Southern

Division as a Director, 2nd Vice Chair, Vice

Chair, and was Chair in 2011-12. She most

recently served as Trustee for the CCAC and

been a mentor to many. When asked

about the best part of her career as a City Clerk, Susan said

“Educating the public about the democratic and legislative

process of local government.”

When she retires, Susan and her husband of 43 years are moving

to Colorado to be closer to four of their five children who live

there, as well as their 13 grandchildren and three great

grandchildren. Susan’s youngest is in the Army stationed in Fort

Hood, Texas. Besides spending time with her family, Susan plans

on volunteering at the church, doing mission work, exploring the

outdoors and traveling.

Congratulations Susan on your retirement and thank you for all

of your valuable contributions to our wonderful profession!

CONGRATULATIONS TO OUR NEWEST DESIGNATED MMC’S AND CMC’S IN THE SOUTHERN DIVISION IN 2014:

By working faithfully eight hours a day you may eventually get to be boss and work twelve hours a day.” – Robert Frost. The Clerk’s Office is my home away from home. Sometimes I can share a laugh, a tear, and even a great conversation with one of my peers. Our world also consists of Records Requests, Agendas, Resolu-tions, Minutes, questions from the Public that get our wheels turning, phone calls from staff right before check out time, and oh so much more. After these “short” days we go home with lots of energy, excited, and ready to start our non-stressful day after work… I think not.

“Stress is a fact of life. But you de-termine how it affects your life” Harvard.edu. After a short day of work; one of the best kept secrets and something only known by the wise, is known as “time to

unwind.” It’s a special time where you can leave the stress of your phone calls, texts, and emails on silent for just a little while. Your drive home is the perfect place to start your after work unwind session…with soothing music you can enjoy the sunset…even in traffic. It’s very important to take a little time to truly start your day after work by enjoying easy and light activities.

Take a short walk with your family, friends, or dog.

Be creative in the kitchen - invite some friends to share a laugh.

Stretch, meditate, and exercise – remember to keep it light so it doesn’t become a chore…

It may not seem like much, but with a small effort and just minutes of my time, my unwind session helps me be a happier and healthier me.

Please join us for an informative program on Mind the Bridges - Understanding Generational Differences presented by Rex Osborn in beautiful Santa Barbara hosted by Gwen Peirce. 9:00 A.M. – Mind the Bridges – Understanding Generational Differences Rex Osborn will present a program with the focus on city clerks with a basic understanding on how to offer excellent customer service with individuals of various generations; not only to better understand an older or younger customer, but to better answer one. This program focuses on customer service issues. Attendees will gain an understanding on why offering excellent customer service is necessary in local government; and instruction on dealing with a range of age groups with firmly held beliefs will be provided. In addition suggestions on how to listen carefully, acknowledge one’s feelings and trying to put oneself in the customer’s position will be provided.
