Note-
After hearing hooter or receiving message for ARME:-(1) Emergency doctor with Para medical staff on duty in hospital
will move first to ARME.(2) Rest of the ARME nominated doctors and Para medical staff will
report to the ARME.(3) Sr. most doctor in ARME will decide the movement of doctor
and Para medical staff in ARME.(4) In absence of any staff from serial No.12 to 27 Chief Matron will
depute other staffs.(5) Smt.Bhanu Mati/Chief Metron In charge will report in hospital
causality.(6) Sri.Ritesh Kumar Pharmacist will be in charge of maintenance
of ARME van in absence of Sri Ritesh Kumar, Sri.BindeshwarPaswan will look after this work.
(7) Two nominated sister, Two Dresser and one HA& s/wala willalso look after

DUTIES OF TRAIN STAFF
Duties of Guard:-
Immediately an accident to a train takes place, the guard of the train shall-
(i) Notes the time of accident.(ii) Arrange to protect adjacent line/lines, if necessary, and then the line on
which the accident has taken place.(iii) Send information through quickest means to Control/SMs on either
side.(iv) Take action to save lives, render first aid.(v) Call for doctors on the train and seek their assistance.(vi) Seek assistance of Railway men on the train for attending to injured
and for other relief operations.(vii) Post a Railway employee to man the field telephone to ensure regular
flow of information to Control.(viii) Make quick assessment of the assistance required and advise control
or nearest Station Master.(ix) Preserve and safe-guard all clues indicating cause of accident.(x) Arrange protection of property of Passengers and Railway property
with the assistance of RPF, GRP and other Railway staff.(xi) Take action as detailed in Paragraph 4.04 of Chapter IV in case of
suspected sabotage.(xii) Assist the Accident Manager in every possible way . He shall not leave
the site of accident without the permission of the accident Manager.
Duties of Engine Crew:-Immediately after an accident takes place, the Engine crew shall-(i) Protect the adjoining line/lines and the front portion of the train asprescribed in General and Subsidiary rules 6.03 taking the assistance ofany qualified staff, if available at site.(ii) Take such technical precaution as may be necessary or as prescribedby special instructions to render his locomotive safe.(iii) Render all possible assistance to the Accident Manager in reliefmeasures to the injured and particularly in the assessment of damage tothe Rolling- Stock or locomotive and the nature of assistance required.(iv) Take action as detailed in paragraph 4.04 of Chapter IV in case ofsuspected sabotage.(v) Take action to stop train passing on the other line by means of red handsignal, flasher light, fuse etc. in case of double/triple/quadruple section.
Duties of Staff in the event of Guard or Engine Crew Being killed orseriously injured: In the event of any train staff become casualty orincapacitated, their duties in connection with the accident must be carried

out by the remaining staff. In other work, if one of the two members of theengine crews become the victim, Other one will look after the duties of both.If the guard becomes victim, driver will take up the duty of the guard andAsstt. Driver will look after the duties of the Driver.Duties of Railway Servants Travelling by the Train:-
(i) All Railway servants travelling by the affected train either on dutyor on leave are to actively associate themselves with the reliefoperation. (Ref. Para 1.03 and 1.04). They shall assemble near theGuards brake Van identify themselves and the senior most ofthem shall assume leadership and function as the accidentManager for organizing relief operation to the strandedpassengers. He shall continue to discharge this responsibility tillthe divisional Officers arrive after which the senior most Divisionalofficer, DRM or ADRM or any other branch officer, as the case maybe , will take over the charge of accident Manager.
(ii) For identification of the Railway staff in the train, the ReservationChart available with the Conductor/TTE may be used All Railwayservants attending the site of accident must wear Armbands whichare available with the Guards, station Masters as well as ARTs.
(iii) Conductor/TTE must check the Reservation chart with ticketsheld by the injured and dead passengers and their addressesavailable from the belongings of the passengers concerned andshould furnish the same to the senior most officers at site.Luggage’s left behind of those injured/dead passengers shouldalso be identified, labelled and list made oath and should behanded over to GRP at site and a duplicate copy kept afterobtaining the signature of the GRP.Efforts should be made to obtain addresses of the relatives ofsuch passengers and handed over to the senior most officers atsite.
Duties of Station Masters of Both the sides of the affectedSection/ Controlling Station Master:Station Masters of both sides of the affected section/Controlling stationMaster shall:-
(i) Ensure that no other train enters into the affected section. Ondouble line, commutators of the block instruments controllingaffected section should be locked in Train on Line positionwhenever possible.
(ii) Advise the control immediately of the accident indication theNature Of medical aid and other assistance required and recordthe time of first information received in the Station Diary. If thestation is not on controlled section or if the control telephone isinoperative, they must relay the information by any other means,such as telegraph, if available at Station, P&T telephone, availableeither at station or near by, message through the staff of outgoingtrain if any, or any light engine if available, or any other means.

(iii) Collect as many staff as possible (Except essential trainpassing staff) either on duty or off duty, local doctorsincluding private practitioners on payment, non-railwayporters, if available at the station on payment and rush tothe site of accident for assisting in rescue operation. He willuse any means of transport, on hire, a light engine, ifavailable, or an engine detached from a train , etc. For thepayment to the porters, private medical practitioners andalso for the hiring of the vehicles, as mentioned above, he willwithdraw cash from station earnings. He will collect andcarry with him as much as drinking water as possible. Hewill distribute the Armbands for identification to all theRailway men accompanying him the site.
(iv) Remain on duty at site for taking orders from the Controland the Accident manager till relief and restoration work arecompleted or till the accident Manage permits them to returnto their Station.
Duties of TTE/TS
1. Promptly reports to the Guard/Senior Official present at site in makingquick assessment of assistance required and carry out duties assigned.
2. Help injured, traumatized, stuck, stranded passengers in all possibleways.
3. Should be curt, humble and compassionate in dealing with passengers.
4. Ascertain if any doctor is available on can and seek medical assistance.Also collect Railway staff and volunteers on the train or near accident sitefor obtaining assistance.5. Prepare list of dead and injured if doctor is available, the list should beclassified as under. Dead, Grievous injury & Simple injury.6. Detail of the dead and injured including identification should be obtainedfrom the reservation chart, ticket held ( To & From) or co-passengers.7. The following details the collected:(i) Name of Passenger Travelling (From & To).(ii) Ticket No. and Class.(iii) Coach No. and its position from Engine No.(iv) Address of the passengers.(v) Nature of injury.(vi) Custody of luggage and other belongings:(a) In case of injury, this should be kept by the TTE.(b) In case of death, it should be handed over the GRP with fulldetails and acknowledgement obtain.

8. Record evidence of passenger:-(i) If some passenger are willing to give evidence later on then name andaddress should also be recorded.(ii) Keep record of the number of dead and injured already transported bylocal people.Duties of Welfare Inspectors:-Welfare Inspector after getting the information of accident must reach thesite ofaccident as soon as possible. Their duties are as under:-(i) Report senior most official/site manager.(ii) Should be curt, humble & compassionate in dealing with passengers.(iii) Prepare list of dead & injured.(iv) Details of dead & injured including identification should be obtainedfrom theTTE/TS(v) Ensure ex-gratia payment for next kin to dead and injured.(vi) Perform other duties assigned.
Boards Guideline for Ticket Checking staff.
1. Immediately after the accident takes place, the concerned ticketchecking staff manning the coaches should assist the Guard andtrain crew in assessing the site of accident and ascertain thecausalities/injuries taken place in their respective coaches and in theunreserved compartments as well. The rough assessment made byticket checking staff should be given to Captain of the train whoshould hand over it to the Guard for further communication to thecontrollers without any delay.
2. In addition, comprehensive duties of ticket checking staff ataccident site have also been stipulated in Accident Manual, which areas under:* Made adequate arrangements of refreshment and drinking water tothe affected Passengers.* Arrange for prompt road transport for evacuating strandedpassengers.* Arrange for adequate number of licensed porters for carryingpassengers luggage and parcels.* Arrange for payment of ex-gratia.* Arrange for collecting the belongings of the injured and dead andhanding them over on satisfactory proof of ownership being obtained.* Arrange to make over the dead bodies to the police for furthernecessary action.* Arrange to set up enquiry-cum-information centres at importantstation enroute for giving information to the public

Sub: Expeditious clearance by the state police in a case of Railway accident.
Sir,Your kind attention is invited to the subject mentioned above. In a case of
rail accident involving loss of human lives or injuries to the passengers, railwayadministration does everything possible to render necessary assistance andsuccour to them. Efforts are made to rush rescue and medical apparatus to thesite of accident without losing any time as the first few hours are very crucial.
But it has been noticed that rescue operations are hampered due to delayed,and at times, reluctant clearance by the state police. This was evident in therecent Rajdhani Express in Bihar when it took them unduly long time to completethe formalities.
It may be pertinent to mention that there are two different tasks to be tackledon war footing, namely (a) Rescue and (b) Restoration
(a) As regards rescue operations, they cannot obviously wait till legalformalities are completed as they involve saving human lives. But it appears thatthere is some confusion regarding the urgency of undertaking rescue operations. Iwould request you to reiterate instructions to the state Govt. on this point so thatthere is no delay in starting rescue operation. Needless to mention that the StateGovts should also extend maximum cooperationin handling the situation. Besides providing medical aid, other facilities, whichmay be necessitated by circumstances at the site of the accident, may also beextended by them expeditiously.
(b) As regards restoration of railway traffic, rule- provide that this can be takenup only after the clearance by the local police or GRP. In this regard it would berelevant to point out that a large number of passengers are unduly inconveniencedby disruption of rail traffic.It would, therefore, be in the best interest of the passengers to restore the railtraffic as fast as possible. But, it has been noticed that the local police take a longtime in giving the required clearance, consequently delaying the restorationoperations.
I would, therefore, request you to issue necessary instructions to the StateGovts. To expedite clearance certificate in the event of a rail accident, so thatnormal traffic can be restored without avoidable delay.

The issue of expeditious clearance by the State Police in case of Railwayaccidents, where sabotage is suspected, has been engaging Ministry of Railways(Railway Board)'s attention for a long time. It is noticed that sometimes rescueoperations are hampered due to delayed and reluctant clearance by the State Police.
2. It is pertinent to mention that there are two different tasks to be accomplished onwar footing after a railway accident involving human lives is concerned i.e. a) QuickRescue operation; and b) Restoration of Rail Traffic. It is clarified that in case ofrailway accidents, permission of the State Government or clearance of the police isnot required for launching rescue operations for the purpose of saving human liveswhich inter alia may also involve handling/shifting the rolling stock (locomotives,wagons and coaches) for extricating the trapped passengers. However, policeclearance is required for restoration works at the site of accident, if sabotage issuspected.
3. To avoid any delay in launching the rescue operations for saving as manyhuman lives as possible and for early restoration of rail traffic, the above issue hasbeen taken up with the Ministry of Home Affairs. Consequently, Ministry of HomeAffairs vide their letter ibid have directed the Home Secretaries of all States to issuesuitable instructions to the concerned authorities for taking prompt action and toexpedite clearance certificate in the event of a rail accident, when sabotage issuspected.4. The contents of this letter may be widely published among the railwayofficers/staff and displayed in all ARTs/ARMEs so that a general awareness createdamongst all those engaged in rescue activities.5. This letter supersedes the Railway Board's letter of even number dt. 7.2.2003.

Sub: Empowering Zonal Railways to requisition,helicopter/ aero plane at the time of severe accident.
Ref: Board’s letter No. 86/Safety-1/24/47 dt. 13.03.87 &19.07.89.
Zonal Railways have been delegated powers to requisitionhelicopter/aero plane for expeditious action in the event of seriousaccidents vide Railway Board’s letter under reference. The subjectmatter has been reviewed by the Board and the following revisedpowers are delegated to the Zonal Railways.(i) GMs/DRMs have been delegated the powers to rescuehelicopter/aeroplane to reach the site of serious accident for rescueoperation expeditiously. In addition, powers are also delegated torequisition air support to dispatch the rescue teams to the site of theaccident. It is difficult to stipulate exactly the circumstances underwhich they may exercise these powers, it has been decided to leavethis to the discretion of GMs/DRMs. However, broadly these maycover the following type of cases:
(a) Where more than 10 casualties (deaths-cum-serious injuries)are feared and it is difficult for these officers to reach the sitewithin reasonable time;
(b) Where heavy damage is caused to railway installations insensitive and tension filled areas (e.g. wreckage of track,bridges, etc. through bomb blast, other means of sabotage, etc.);
(c) Where public reaction in case of late arrival of senior officers atsite is likely to be highly adverse.
Normally, in case of an accident only one helicopter should berequisitioned by a Zonal Railway, except when there is a seriouspassenger train accident involving several casualties when it isessential for both the General Manager and the Divisional RailwayManager to reach the site at once to satisfy the public and the Press.However, for dispatching the rescue teams to the site of the accident,separate helicopter/ aeroplane may be requisitioned, if so needed.

The GMs/DRMs may exercise the above powers personally and maynot be delegate these powers.
(ii) Zonal Railways are further empowered to requisitionhelicopter/aeroplane to evacuate injured and dead in the event ofserious accident. GMs may personally exercise these powers andmay not delegate these further.
The above instructions on the subject supersede all the previousinstructions issued vide above referred letters. This issues withthe concurrence of the Finance Directorate of the Ministry ofRailways.

Sub: Requisitioning of Indian Air Force Aircrafts/Helicopter by ZonalRailways in case of serious Railways accidents/natural calamities.Doubts have been raised from time to time by the Zonal Railwaysregarding standing instructions on the above matter.
The extracts of Air Force instructions no. 9/83 regarding Regulationscovering Flights and Airlifts in IAF Aircraft within Indian Territory is reproduced asunder: Para 9 (a): The use of IAF aircraft for civil agencies may be authorized bythe Chief of the Air Staff on payment at rates which will be fixed by the Ministry ofFinance (Defence). Such Flights may be provided on written demand for work likeaerial photography, survey and other purposes, survey of air routes, carriage ofmail, drop of supplies, carriage of urgently required stores, leaflet droppings, reliefand reconnaissance flights, carriages of para military police forces etc. “ Suchflights as errand of mercy, on payment at chartered rate without detrimentto Defence requirements, may also be provided for evacuation of seriouslysick or injured civilians from inaccessible areas at the written request of theState Governments, Union Territory Admn. And other CentralMinistries/Departments, as a life saving measures on an undertaking by suchauthorities that it is neither feasible by them nor any other means of civilair/surface transport is available for such evacuation and the evacuation bythe IAF will be at their risk and cost’’. The Ministry of Defence may sanction,on payment, urgent movement of civilian Govt. servants and stores and equipmentin IAF aircraft for various Ministries of the Central Government and for theState Government provided aircraft are available without prejudice to servicerequirements.Para 9 (d): Station Commanders of and above the rank of Wing Commander mayauthorize special flights of aircraft under their control to meet written request fromCentral Ministries/Departments/State Govts./Administration of Union Territoriesfor assistance in any grave emergency or natural catastrophe. They willimmediately advise concerned Command Headquarters. Such flights are to beregularized under the authority of the AOs -in-C Command/Group in due course.
Attention is also invited to Railway Board letter of even number dated13/15.06.2004 vide which GMs/DRMs have been delegated powers to requisitionhelicopter/aeroplane even from private parties(copy enclosed) to reach the site ofserious accident for rescue operation expeditiously and to dispatch the rescueteams to the site of accidents.
Zonal Railways may take note of the above standing instructions andestablish coordination with the appropriate Air Force authorities. Pleaseacknowledge receipt.Encl: As above.

(i) Statistics of dead and injured(ii) Details of hospitals where injured are sent together with addressesand phone numbers of such hospitals.(iii)Locations where dead bodies have been stored/ are being sent for
Storage ,their location and phone numbers.(iv) Arrangements made/ being made for taking relatives to location of
accidents/ hospitals/ mortuaries.7. Special/ train carrying relatives of passengers of affected train when itpass Through the location of help line booth, Alert the station staff ,particularly commercial staff for attending the trains and ensuringavailability of water/tea / light snacks through catering service/ Vendors/any other possible arrangement. Similar facilities for public coming toenquire at the booth and for passengers of other trains getting detained dueto accident are to be provided.8. Ensure that staff manning the booth is rotated at reasonable intervals toenable their resting so that quality and quantity of services at the booth isnot affected.9. Passengers of trains suffering detention at the help booth locationsshould be frequently advised through PA system, of the reason and ifpossible approximate duration of detention . If expected detention is morethan 2 hrs. possibility of charging and watering should also be explored.
10. Tackle abnormal situation if any, according to the circumstances.

B. NOMINATED PERSON FOR MANNING HELP LINE
1. Report to nominating officer at the earliest, on getting informationabout a serious accident/ disaster.
2. Keep yourself in proper and tidy uniform with name badge whilemanning help line booth.
3. Make full use of :-
(i) Reservation chart of the affected train,
(ii) Information of dead and injured with their details,
(iii) Hospitals/ Nursing homes where injured are admitted,
(iv) Hospitals/ locations/ mortuaries where dead bodies
are stored and its telephone nos.,
(v) Arrangements to reach locations provided either by Rlys orotherwise,
(v) Amenities available at help line location or nearby area toReach site of accident,
(vi) Particulars of cancelled trains/diverted trains/spl. trainsetc. for movement to clear the traffic via other alternativeroute.
In face of utmost provocation, help line manning staff mustmaintain cool and calm nature and deal enquiry with courteous behaviourand give proper information to passenger/ public keeping in view of the factthat the passengers/ public standing before him is in severe distress/tension and it is our duty to alleviate his distress by our information/behaviour/ dealings.
4. Follow instructions of Divisional Control/O.C. Control.
5. Maintain close touch with nominating officer for all instructions/information and deal with any unwarranted situation.
