Dear Mr. Martin,

This letter is to express S&ME's interest in providing geotechnical engineering, testing, environmental assessments and inspection services for the new Bladen County Detention and Law Enforcement Center project. This statement of qualifications is in response to the County of Bladen Request for Qualifications (RFQ), which we received on June 24,2015, and presents all of the information requested. S&ME is registered with the Office of the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors.

We understand that the County is planning on building a new Detention and Law Enforcement Center which will be located at 301 Smith Circle in Elizabethtown, North Carolina. It is anticipated that the size of the new building will be approximately 65,363 square feet and the new facility will include new roadways, parking areas, and green spaces. Based on the proposed schedule in the RFQ, we understand that once selections are made, this will be a fast-tracked project with award, timber harvesting, and award of the construction contract all being performed in the month of August, 2015. It is also understood that construction of the building will utilize the Construction Manager at Risk contracting method and that the Bladen County Jail Project is being designed by Moseley Architects, who are located in Charlotte, North Carolina.

As detailed in this statement of qualifications, Nathan Buffum, P.E. will serve as our Lead Project Engineer and will be your main point of contact for this project. Special Inspections and Construction Materials Testing

S&ME's special inspections and construction materials testing services can assist your design team during the construction phase of the project. Our licensed engineers and properly certified personnel can

provide the required inspections with associated testing of virtually all types of construction projects. This may include the review of construction documents, contractor techniques, and specified procedures to necessary to incorporate the proper applications into the project. Our services include:

Soils/Materials Laboratory Our soil and materials laboratories exist to support our geotechnical and materials engineering and testing services. We offer extensive testing capabilities from performing routine standard and modified Proctor moisture-density testing, grain size, and Atterberg Limits tests, to more advanced testing such as California Bearing Ratio (CBR) tests, triaxial shear, direct shear, permeability, and consolidation testing, as well as concrete and asphalt testing capabilities.

S&ME's laboratories are accredited by the American Association of State Highway and Transportation Officials (AASHTO) for Soils, Concrete and Asphalt. The laboratories participate in the AASHTO Accreditation Program through the laboratory inspection and sample proficiency program performed by AASHTO Materials Reference Laboratory (AMRL) and the Cement and Concrete Reference Laboratory (CCRL) of the National Bureau Standards. Calibration of testing machines in our offices and all of our on-site equipment are calibrated at intervals not exceeding 12 months by devices of accuracy traceable to the National Bureau of Standards.

Environmental Services S&ME has more than four decades of experience in providing environmental services. The company performs both routine and highly technical environmental engineering and related services, provides industrial hygiene services, and assists clients with natural and

cultural resources protection issues.

S&ME assists with regulatory compliance, environmental engineering as well as public involvement for citizens groups or government. Our approach is to first discuss your specific needs and objectives, evaluate the regulatory and risk management issues, and if needed, develop a cost effective environment services program.

Quality Control/Quality Assurance Program Quality control/quality assurance is a hallmark of S&ME's services and one we take pride in offering to all our clients.

S&ME has an established peer/senior review program. This review program includes a certification program through

which project professionals, project managers and consultants must progress to be qualified to control projects. The senior reviewer certification program is administered by the senior reviewer certification committee with established S&ME Board-approved guidelines for screening, reviewing and certifying applicants for certification as senior reviewers. The applicants go through a very rigorous review procedure before gaining S&ME Board certification as senior reviewers.

S&ME requires that all reports, letters, proposals, design drawings, plans and specifications containing technical conclusions and/or recommendations be reviewed by at least one senior reviewer even if prepared by another senior reviewer. Reports that are very large and/or complex projects may require review and editing by multiple senior reviewers, particularly where projects cross multiple disciplines or technical areas.

S&ME also has established technical advisory committees for every technical service area provided to our clients. S&ME Board Members and/or officers chair these technical advisory committees. It is the charge of these committees to provide continuous technical training and professional development for all S&ME professionals. Each of these committees sponsors at least one 12-hour workshop or seminar per year.

S&ME The majority of our professionals attend these technical training and professional development seminars annually.

Comprehensive Safety Program At the core of S&ME's culture is an unconditional commitment to safety. All staff must attend monthly safety

meetings, complete safety observation checklists of colleagues engaged in the performance of their job, and attend periodic formal training in defensive driving and other safety related programs specific to their job. S&ME formed a Safety Leadership Team, led

by a Corporate Director and four safety professionals, who are engaged exclusively in providing safety training and on-site safety audits. While S&ME strives for zero accidents, we continually review our safety program for refinements and introduce concepts to keep personnel focused and safety at the forefront of all operations. The results of S&ME's safety program are realized with everyone returning home safely every day, and significant improvement in our Experience Modification Rate (EMR). Our EMR for the insurance year 2014-2015 is 0.64 and marks the 4th straight year we have had an EMR less than 1.0 - an achievement we celebrate.

With hundreds of S&ME drivers on the road every day, S&ME considers driving and driver safety to be one of our highest priorities. Therefore, we dedicate a large portion of our behavior based safety program to training and preparing our drivers in the use of motor vehicles. S&ME maintains a motor fleet management program which screens driver experience and violation/accident history to exclude unsafe drivers from driving an S&ME vehicle. As driving is a critical element of most employees' job responsibilities, safe driving often coincides with employment at S&ME. Each employee must attend a Defensive Driving course to maintain their ability to drive for S&ME. This training teaches employees good driving techniques to avoid potential accidents.

Another key component of S&ME's Safety Program which shows a strong dedication to driver safety is a "zero cell phone use while driving" policy. S&ME believes eliminating distracted driving drastically reduces accidents and therefore requires that cell phone use be completely eliminated while driving.

Wayne County Jail Goldsboro, NC (2015) S&ME performed a subsurface exploration and geotechnical engineering services for the new Wayne County Jail Project. S&ME performed seven soil test borings to depths

of approximately 10, 20 or 50 feet below the current ground surface. Based on the geotechnical analysis, foundation recommendations included removing the existing fill soils and replacing them with structural fill material. S&ME recommended that the building be supported on shallow spread footings as long as the fill soils are replaced. S&ME fees for the project so far are $5,900.

Central Prison Raleigh, NC (2008-2011) Larry Wann 919.716.3432 S&ME performed construction materials testing and special inspection services for this project, which consisted of a five-story mental health facility, five-story medical center, a new central utility plant guard buildings and civil/utility upgrades and additions. S&ME also performed asphalt observation and testing, quantified rock and unsuitable soils, and provided written monthly outlines for owner meetings. S&ME also performed Asbestos Testing for this project. This was a $160 million project and S&ME fees were around $300,000.

Cumberland County Detention Center Expansion Fayetteville, North Carolina (2012) Jeffety Brown, PE 910.678.7636

S&ME performed construction materials testing and special inspection services for the Cumberland County Detention Center Expansion during the construction phase of the project. This was a 61,310 square foot expansion. It was a $15 million project, S&ME fees were around $70,000.

Guilford County New Detention Center -2012 ACEC Award Winner Greensboro, NC (2012) Sandra Woodard 336.641.3722 S&ME was the Geotechnical Engineer

and Special Inspection agent for the new Guilford County Detention Center in downtown Greensboro, North Carolina. The Detention Center is a 9-story concrete frame structure with precast perimeter wall panels and column and wall foundation loads up to 950 kips and 8 kips per linear foot, respectively. An underground tunnel connects the new Detention Center to an existing jail facility across the street. S&ME performed a subsurface investigation and provided foundation recommendations to the County. S&ME also performed special inspections and construction materials testing for the new Detention Center. Construction cost for the project was approximately $88 million, S&ME fees were around $480,000.

Jail and Multiple Buildings - Brunswick County Government Complex Bolivia, NC (2007) Jeff Phillips S&ME performed a geotechnical exploration as well as provided construction materials testing for construction of a multi-story jail and several government office buildings in the Brunswick County Government Complex. Our inspections and tests included observing deep foundations installation, concrete sampling and testing services, compaction testing, and structural steel evaluations. The building addition was 68,000 square feet, 280 bed and 2 stories. The construction contract amount was $9,836,595. The contractor was Bordeaux Construction.

Cabarrus County Law Enforcement Center/Jail Cabarrus County, (2005) Kelly Sifford 704.920.2142 The Cabarrus County Law Enforcement Center and Jail is a 265,000 square foot facility composed of two

new law enforcement buildings and an annex building.

S&ME S&ME conducted a subsurface exploration and geotechnical evaluation of the site in order to explore the general subsurface and seismic conditions at the site, and to evaluate those conditions with regard to design and construction of foundations, retaining walls, basement walls and building floor slabs on grade. S&ME provided recommendations on the geotechnical, subsurface and seismic conditions at the site that were crucial to the design of foundations for the buildings. Construction cost of the project was $57,000,000 and the S&ME fees were $24,000.

Charleston County Adult Detention Center

liiarrsim Charleston, SC (2010) Brian Whitley, AIA 843.958.4757 The Charleston County Adult Detention Center

included an addition of an approximately 322,000 square foot, four-story, concrete precast panel structure with a connecting single-story corridor. The addition is supported on driven pile foundations and has structural concrete floor system. Other site improvements included renovations to the existing four-story facility and paved access drives and parking.

S&ME was responsible special inspections and construction materials testing and inspection services for soils, reinforcing steel, concrete, masonry, fireproofing, and structural steel to determine compliance with project specifications. S&ME fees were $9,000.

Buncombe County Detention Center Asheville, NC (2007) Jon Creighton S&ME provided construction materials testing and special inspections services for the multi-story addition to the existing detention center. The tower was supported on caissons and grade beams, the concrete structure was enclosed with concrete masonry units and architectural brick veneer. S&ME also performed testing of the aggregate base course and asphalt for the new car parking lot at the facility. S&ME fees were $ 10,660.

Additional Projects:

Assessment and remediation of Pre-regulatory Landfills throughout North Carolina State of North Carolina (2010-2014) S&ME services include assessment and

remediation of pre-regulatory landfills throughout North Carolina. These are sites that were in use prior to solid wastes rules implementation in 1983. There are nearly 700 sites on NCDENR's pre-regulatory landfills list. Following the remedial investigations, remedies were designed and implemented. These services included engineering design for waste removal, stabilization, containment, active remediation solutions and others. S&ME fees for this project were approximately $1,000,000.

LV Sutton Combined Cycle Plant Wilmington, NC (2013) The conversion of the Sutton Plant from coal to natural gas was part of Duke Energy's on-going efforts to modernize their power generating capabilities. S&ME provided subsurface exploration and preliminary geotechnical engineering services working through Worley Parsons. During construction, S&ME performed quality control testing services for soils, concrete, and foundation installation. Converting the Sutton Plant to a new natural gas facility required construction of a new 32-mile pipeline to the site. We provided geotechnical engineering and natural resource delineation and permitting assistance during the design phase of the pipeline project. During construction, we performed NPDES and environmental inspections. S&ME fees for this project were $1,200,000.

Levine Children's Hospital Charlotte, NC (2007) Jamie Toler 704.506.3792

S&ME performed a comprehensive geotechnical evaluation of the site. S&ME also performed seismic cone penetrometer testing with shear wave velocity measurements and provided a probabilistic

seismic hazard analysis and site specific ground motion analysis for seismic design of the 11-story hospital building.

S&ME The results of these analyses saved approximately $100,000 to $200,000 on the construction cost of the structure. S&ME also provided construction materials testing and special inspection services for the new facility. Our services included welding inspection, rebar inspection, floor flatness, concrete sampling, reinforced concrete inspection and drilled shaft construction monitoring.

PROJECT TEAM • Nathan Buffum, PE will serve as Lead Project Engineer

and will be directly responsible for our services on the project. Nathan is located in S&ME's Wilmington Office and is skilled in special inspections and materials testing services including; concrete, soil, pavement construction, building construction, parking decks, pavement evaluations, shallow and deep foundations, ground improvement, retaining walls, CSX railroad construction, and NCDOT roadway construction. Nathan has provided construction materials testing for Brunswick County Jail and several government office buildings in the Brunswick County Government Complex. His experience in construction materials testing/inspection and working with counties and municipalities makes him fully capable of taking on the role of Lead Project Engineer. Nathan's project list is on page 8.

Kevin performed a subsurface exploration and geotechnical engineering services for the new Wayne County Jail Project and has experience working with both counties and municipalities.

• Eric Shaffer, PE will serve as CMT Project Manager. Eric is the Construction Services Location Coordinator for S&ME's Raleigh Office and a Materials Engineer. He is skilled in soil investigation, site grading, subsurface investigations, field inspections of foundations, deep and shallow foundation systems, drilled shaft inspections, concrete investigations, subgrade evaluations, auger cast pile installation, reinforcing steel inspection, nuclear density gauge operation, blast vibration monitoring, management of field personnel, and project management. Eric has performed construction materials testing and special inspections for both the Cumberland County Detention Center Expansion and Central Prison in Raleigh, NC.

Mark is located in the Fayetteville Office and is skilled in on-site evaluations and testing of commercial and residential construction work pertaining to geotechnical engineering and material testing, soil testing and evaluations, field concrete sampling and testing, and monitoring auger cast pile

• Jerry Paul will serve as Environmental Project Manager. Jerry works for the Raleigh Office and has extensive experience managing the technical and regulatory aspects of environmental projects. He has a strong focus on delivering cost-effective solutions while being protective of human health and the environment. He is skilled in project management, field supervision, data evaluation, personnel management and NC and SC UST Programs. Jerry's experience working with the North Carolina Department of Environment and Natural Resources as well as countless other municipalities ensures that any environmental assessments are completed accurately and efficiently.

• Paul Masten, is a Project Scientist located in our Wilmington Office. Paul will assist Jerry and serve as an Environmental Field Engineering Representative. Paul is skilled in SEPA/NEPA Compliance, Phase I Environmental Assessments, Phase II Investigations, wetland delineations, Section 404/401 Permitting, and wetland mitigation planning. Paul has performed Environmental Assessments all over North Carolina, including Dublin, NC at Bladen Community College.

Shallow foundations, two story structure with combination of structural steel and wood framing. Material testing included concrete, soil compaction, and masonry construction.

UNCW Teaching Lab Wilmington, NC Provided construction material testing and special inspections during construction of a new multi­story teaching facility located at the UNCW campus. The building was a three story, structural steel framed structure, supported on shallow foundations, concrete slabs on grade and metal deck, with a brick veneer. We also tested fireproofing, masonry, cold formed steel framing, and roofing.

Sutton Plant 2x1 Cycle Plant Wilmington, NC S&ME provided geotechnical construction material testing and special inspections during construction of a new 2xl natural gas cycle plant at the Duke Power plant. This project included deep foundations which were auger cast grout piles, reinforced concrete structures, precast structures, structural masonry, and structural steel.

North Third Street Improvements and Rehabilitation Wilmington, North Carolina Project Manager/Engineer - S&ME provided construction material testing and inspections during construction. Included rehabilitation to North 3rd Street in down town Wilmington. Material testing include soil compaction, ABC stone compaction, asphalt testing services, vibration monitoring and surveys, concrete sampling and testing, foundation evaluations.

Wilmington Convention Center Wilmington, North Carolina S&ME provided special inspections/construction materials testing for construction of mid-rise building and concrete parking deck supported by driven steel H-piles. Construction phase included Special Inspections and construction materials testing of soils, concrete, structural steel, and pile observation.

Umstead Hotel Cary, North Carolina Project Manager for geotechnical exploration and construction testing services for a 50,000 square foot, six story hotel in Cary. The exploration consisted of performing soil test borings and laboratory testing on selected soil samples. Due to an extremely variable residual soil profile and heavy column loads, S&ME recommended the hotel be supported on an auger cast pile deep foundation system. The geotechnical report provided auger cast pile recommendations and other recommendations for site development. Construction testing included observation of auger cast pile load tests and auger cast pile installation. Load tests resulted in the design pile diameter being reduced, resulting in a cost savings for the project. Construction testing services included evaluation of building slab and pavement subgrade soils, observation and in-place density testing of structural fill, concrete sampling and testing, rebar inspection, and post tensioned slabs.

Central Prison Raleigh, North Carolina S&ME performed construction materials testing and Special Inspection services for this project, which consisted of a five-story mental health facility, five-story medical center, a new central utility plant guard buildings and civil / utility upgrades and additions. The two, five-story buildings had auger-cast pile and a micro-pile foundation systems, with concrete pile caps and grade beams. Both buildings consisted of cast-in-place concrete construction with masonry walls. S&ME also performed asphalt observation and testing, quantified rock and unsuitable soils, and provided written monthly outlines for owner meetings.

Grifols New Fractionation Facility Clayton, North Carolina S&ME provided construction materials testing and special inspection services during the construction of the New Fractionation Facility (NFF) on the Grifols, Clayton Campus. The NFF project included a 160,000-square-foot fractionation expansion. S&ME has had multiple technicians, staff professional, and engineers on site for inspections throughout the many phases of construction including mass grading, deep foundation installations, reinforced concrete, masonry, structural steel, metal decking, fireproofing, final grading and paving. Eric worked closely with the construction management team, their subcontractors, and the engineering team to provide the specified construction materials testing and special inspection services on a timely basis. Reports were submitted daily to the management team detailing the inspections performed and any discrepancies as they were identified and resolved.

S&ME understands the importance of utilizing the latest technological resources to maximize efficiency and provide a quality product to our clients. Many employees utilize laptops and a variety of mobile devices, including smart phones and tablets, to capture data while in the field. S&ME can also provide advanced GIS, mapping and data management solutions to clients and recently won an Engineering Excellence Award from ACEC-NC for this type of work.

S&ME provides Computer-Aided Design (CAD) to assist when appropriate, in the accurate and timely completion of projects. We have AutoCAD 3D 2013, 2014, and 2015 deployed. ArcGIS 10.2 and Microstation V8i capabilities available to support drafting and designs. These systems are state of the art with the capability to import most drafting software. We also use glNT for geotechnical design and have other custom-developed applications for materials testing reporting and special inspections management.

MetaField® is the only true Field Information Management System (FIMS) developed for our industry. It serves the needs of multidisciplinary civil, engineering, testing, and environmental consulting firms that conduct significant operations in the field and in the lab where the remote gathering of testing information, materials samples, special inspections, discrepancy management and construction observation data is required.

MetaField addresses the entire process, from project setup and specification, through field data collection, geo-coding of transactions using mobile GPS services, monitoring, quality control, exception/discrepancy management, report generation, report delivery, and ongoing data mining.

As with any consulting firm, our workload is constantly changing. As one project ends another project starts. As shown in our organizational chart for this project, we have identified a number of professionals for each service who are all centrally located near the project site. In filling these positions, we have tried to select individuals from our various

North Carolina offices so that workloads can be managed effectively. We feel that this type of organizational structure will allow us to be responsive to the needs of this project while maintaining continuity.
