TRANSCRIPT
Welcome from the SuperintendentBest wishes to all students and staff as we begin the 2012-2013 school year. This year’s calendar theme is “Educating Our Students Outside the Box.” I have been continually impressed by the unique and creative ways that our staff creates opportunities for hands-on learning that provide a standalone educational environment for our students.
Additionally, I am continually impressed by the way South Butler County students respond to those opportunities and consistently exceed their goals in the classroom, on the stage and in the field. I look forward to another memorable year filled with academic success, outstanding student projects and performances and continued athletic accomplishments.

Parents are required to follow the procedures outlined in the visitor identification program when visiting their child’s school. All parents are to report to the school office upon entering the school building. Parents are at no time permitted to enter the building and go directly to their child’s classroom. Meeting With TeachersAppointments with teachers to discuss academic matters of mutual concern are to be arranged through the school office. A mutually agreeable time will be arranged so as not to interrupt the school’s instructional program.Parent Volunteer ProgramNumerous school level options exist for parents to become involved in their child’s school including PTO/PTSO groups, booster groups, and other opportunities. Parents are encouraged to contact the building principal to discuss the types of opportunities for parent involvement at their child’s school. In addition to these parent involvement activities, a Parent Volunteer Program is available at the elementary level. The District follows the health requirement screenings as described in Section 1402 of the School Code. The District routinely conducts screening of a child’s hearing acuity in the following grades: kindergarten, 1, 2, 3, 7, 11, and others according to need. Visual acuity is screened in every grade. Height and weight are checked yearly. Dentals are conducted in grades kindergarten, 3, and 7. Physicals are conducted in grades kindergarten, 6, and 11. Scoliosis screening is conducted in grades 6 and 7. TB testing is conducted as mandated.Speech and language skills are screened in grades kindergarten, 1, 2, and 3. Borderline speech screening is conducted in grades 4, 5, and 6. Also, all new students are screened. Parents, teachers, medical personnel, and/or students can refer any student in grades K-12 for a speech evaluation. The South Butler County School District performs annual screenings of students for the purpose of identifying potentially gifted students. A multi-criterion screening method is used, which considers classroom performance, standardized measures of achievement and ability, parent, and teacher recommendation. Parents with concerns regarding their student may contact building principals in writing at any time to request a screening or evaluation of their child. Communication with parents and exceptional students shall be in English or the native language of the parents. At the elementary level, screening information will be used by an Instructional Support Team within the student’s school to meet his or her specific needs or to document the need for further evaluation. If it is determined that a child needs additional services, the Instructional Support Team will make adjustments related to such things as the child’s learning, behavior, physical, and speech strengths and weaknesses in keeping with traditional classroom experiences. If a student does not make progress, parents will be asked to give written permission for a multidisciplinary team evaluation. At the secondary level, screening information will be reviewed by a team, with the minimum of a guidance counselor, building principal, parent, and the School Psychologist/Director of Special Services, to determine if a multidisciplinary team evaluation is warranted.
Parent Notices (cont.) After the evaluation is completed, a Comprehensive Evaluation Report will be compiled with parent input and include specific recommendations for the types of intervention necessary to accommodate the child’s specific needs. Parents are then invited to participate in a meeting where the results of the multidisciplinary evaluation are discussed. An Individualized Education Program (I.E.P.) will be developed for the student qualifying for special education placement. The I.E.P. Team, with the parent(s), will consist of at least three District staff, which will minimally involve: the special education teacher; the regular education teacher(s); and the District administrator. Parents are an integral part of the I.E.P. Team and are encouraged to be physically present at the I.E.P. meeting. The District will make every effort to insure parent participation. The District will notify the parent in writing and make documented phone calls to make parents aware of the I.E.P. conference and the need for parental participation. Parents are then presented a Notice of Recommended Assignment (NORA) with which they may agree or disagree. If the parents agree, the program is implemented. If parents disagree with the program being recommended, the issue may be taken to a pre-hearing conference, mediation, or a due process hearing.Special Education ProgramsThe South Butler County School District operates a comprehensive program for the mildly handicapped, speech/language, and the gifted. Itinerant vision, hearing, emotional support, occupational therapy, and physical therapy services are provided in a child’s school if deemed necessary. Approximately 98% of all District exceptional children are housed locally.Handicapped students are permitted and encouraged to participate with non-disabled students to the maximum extent appropriate in extra curricular activities and nonacademic services and activities. This benefit is extended to students who attend Approved Private Schools, special education centers, and cross district programs. There are a small number of students that cannot be accommodated in the public school setting, therefore, requiring placement in a special education center or, if deemed necessary, in an approved private school. The District contracts with Midwestern Intermediate Unit IV for services to those children more severely handicapped. Privacy Rights Of Parents And StudentsThe South Butler County School District and its employees are required by Federal Law and State and Federal Rules and Regulations to protect the rights of students. The foundation of these rights comes from Federal Legislation entitled the Family Educational Rights and Privacy Act of 1974 (also known as the Buckley Amendments). All students are protected by the State Regulations contained in Chapter 12 known as Students’ Rights and Responsibilities. In addition, State Rules and Regulations protect regular and special education students’ rights and privacy. The basic premise of these laws, rules, and regulations is that information about students cannot be disclosed without written parental consent. Education Records, which are maintained by an educational agency, consist of information directly related to a student. Personally Identifiable Information includes the student’s name, the name of the parent or other family members, a personal identifier, or a list of personal characteristics that would make the student’s identity easily traceable. There is certain information that can be released without consent which is called Directory Information. Directory Information is information contained in an education record of a student which would not generally be considered harmful or an invasion of privacy if disclosed. The South Butler County School District designates what information is labeled as Directory Information. It shall include the following: the student’s name, address, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, and the most recent previous educational agency or institution attended by the student.School records are always open and available to parents, and only to school officials who have a legitimate “need to know” information about the child. Disclosure of information means to permit access to the release, transfer, or other communication of education records to the personally identifiable information contained in these records, to any party, by any means, including oral, written, or electronic means. This means that information about a student cannot even be shared in conversation without permission. This also applies to other personnel who do not have an educationally relevant reason to possess knowledge of a student.Written parental consent is necessary for disclosure of personally identifiable information and education records. If a student is over eighteen, these records cannot be released without student consent. Safety and Security in SchoolsOverviewIn 1998, a Safety and Security Committee was formed to review current safety practices and procedures. Since that time, the committee has achieved state certification in accordance with safety commitee guidelines established by the Pennsylvania Department of Labor and Industry. This certification recognized practices adopted by the committee to ensure a safe work environment, and provides the benefit of a discount to the District’s workers compensation insurance.Numerous measures have been implemented under the oversight of the Safety and Security Committee. These measures include such things as visitor and employee identification and badging system, building access restrictions to main entrances only, installation of a state-of-the-art security and surveillance system throughout the campus, hiring of school police officers and adoption of district-wide parking regu- lations and permitting, to name a few.Safety is everyone’s responsibility and with the assistance of the entire school community, a safe environment for students and staff in the District can be maintained.VisitorsAll visitors to schools in the South Butler County School District are required to immediately report to the school office and sign in. Once registered, each visitor will be provided with a Visitor’s Badge which is to be displayed at all times while in the building. Upon leaving the building, all visitors are required to return their Visitor’s Badge and sign out.Emergency PlanAn Emergency Operations Plan, in conjunction with the Butler County Emergency Management Agency, has been developed by the District in the event of a bomb threat, tornado, fire, or natural disaster. Proper training is provided to all staff on an annual basis and training is provided to students in the form of drills throughout the school year. This training and preparation of the school population provides for an efficient and safe evacuation procedure in the event of an emergency.Parents are urged NOT to call the schools during an emergency. All phone lines need to be open for emergency communication. Parents can view South Butler County School District Cable Channel 50 or listen to the media outlets listed on page 8 for the most up to date information in the event of an emergency. For further information on the District’s Emergency Operations Plan, contact the Director of Buildings and Ground’s office at (724) 352-1700, ext. 2213.Integrated Pest Management (IPM)The South Butler County School District uses an Integrated Pest Management (IPM) approach for managing insects, rodents and weeds. Our goal is to protect every student from pesticide exposure by using an IPM approach to pest management. Our IPM approach focuses on making the school building and grounds an unfavorable habitat for these pests by removing food and water sources and eliminating their hiding and breeding places. We accomplish this through routine cleaning and maintenance. We routinely monitor the school building and grounds to detect any pests that are present. The techniques utilized to address problems include increased sanitation, modifying storage practices, sealing entry points, physically removing the pest, or other means necessary. It may be necessary on occasion to use pesticides, all of which are registered by the Environmental Protection Agency, to manage a pest problem. Applications are made only when unauthorized persons do not have access to the area(s) being treated. Notices are posted in these areas 72 hours prior to application and for two days following the application.Parents or guardians of students enrolled in the school may make an annual request to be placed on the District’s notification registry so you can be notified prior to the application of any pesticide at the school. If you would like to be placed on this registry, please submit in writing to the District office your name, mailing address and phone number, as well as your e-mail address if you would like to be notified electronically. If an emergency pesticide application is necessary, those on the notification registry will be notified by telephone.AsbestosThe South Butler County School District has completed its required inspections of the district facilities in accordance with the Asbestos Hazard Emergency Response Act (AHERA) As part of this inspection process, the district is required to notify parents, faculty, and staff annually of any pertinent changes in the district relating to asbestos containing materials. The inspection reports are on file at the Central Administrative Office as well as the school office, when relevant. To assure that all buildings are safe and in compliance with the requirements of AHERA, the district has retained the services of Microbac Laboratories, Inc. This company is certified by the State Department of Labor and Industry to develop a plan for the management of these materials. In March of 2011 the AHERA Three-Year Re-Inspections and Management Plans were completed.
TransportationBus SafetySafety of all students and the driver is the chief concern in the daily transportation of the approximately 3,000 students who ride District provided transportation. Through effective cooperation of all students and parents/guardians, the safe delivery of all students to their destination can be successfully achieved. Parents should discuss safety issues with children and encourage them to be safety minded at their bus stop and during the bus ride. Parents and students should keep the following bus safety issues in mind: • arrive at the bus stop at least five (5) minutes prior to the bus pickup time and always walk to the bus stop, even when late – never run; • always avoid the danger zones of the bus by staying at least 10 feet from the bus at all times; • leave items that may drop around or under the bus alone; • be alert to motorists when getting on and off the bus, especially if crossing a roadway; • always keep hands and head inside the window at all times and never throw objects out the window of a bus; • stay in the assigned seat at all times; • never create distracting behavior and loud noises; • and allow the driver to perform his/her job without disruption unless an emergency arises.By following these simple safety suggestions, the bus ride to and from school can be a pleasant and safe experience for all.Bus RegulationsFollowing bus rules and regulations is the responsibility of each student and their parents/guardians. Transportation to and from school is a privilege and not a right. Transportation privileges may be suspended or revoked during the school year for not adhering to the rules established for safe and efficient transportation of students in the South Butler County School District. General rules to be followed, in addition to those in student handbooks, include: • the bus driver is the responsible individual on the bus; he/she has authority to establish rules and regulations for his/her bus; • all seats are assigned by the bus driver; students are to remain in their assigned seats for the safety of themselves and others riding the school bus; • students are not permitted to put their arms or heads outside the window or throw objects from the school bus; • eating, drinking, and use of tobacco will not be tolerated on school buses; • and foul language and/or other distracting conduct will not be permitted on school buses.Bus Stop Change RequestsParents desiring school bus stop changes will be granted consideration after completing a bus stop change request form, available at the District office, at all schools and on the District website www.southbutler.org. Once forms are completed and returned to the Transportation Office, requests will be reviewed and parents will be contacted with a decision. Bus stop change requests will not be granted without a form.Unauthorized Bus EntryAct 65 of 1998 makes unauthorized entry onto a school bus with the intent to commit a crime, disrupt or interfere with the driver, or refusal to disembark from the school bus after being ordered to do so a third degree misdemeanor. To fully protect all students riding District buses, all residents and parents are asked to abide by this law.
