Executive SummarySouth Park is a vibrant and evolving urban community at the epicenter of America’s second largest city. Offering diverse, commerce, opportunity, and security, the South Park Business Improvement District (BID) is in a unique position to influence the rebirth of downtown Los Angeles by working with developers and retailers that support resident’s lifestyle of world-class dining, entertainment, sports, recreation and culture within a walking distance. Its proximity to L.A. Live , Staples Center, L.A. Convention Center and potential Farmers Field have contributed to South Park being one of the fastest growing areas in Downtown L.A. South Park BID has laid the foundation for this growth by providing 24/7 security as well as 7 day a week cleaning services. With residential average income at $71,538 and growing white collar jobs, South Park is meeting the housing demand with new mixed-use projects such as Figueroa Central (top right) which offers 504 residential units and 189-room hotel which has already started construction with a completion date set within the next couple of years. There are 23 scheduled development projects within the district boundaries along with 21 development projects taking place within a couple of miles outside the district. Beyond the residential increase that is set to take place, there are also transportation projects that will boost foot traffic throughout South Park. The most anticipated transportation project is the extension of the Expo Line which is set to be complete this summer providing a direct route all the way from Santa Monica to Pico Station. With such dynamic changes taking place, South Park BID is here to partner with you as the character of the streets and buildings undergo significant changes. By leveraging its current understanding of the development landscape, the BID is ready to transform every area in South Park.

South Park District MapThe South Park Business Improvement District (BID) is a 501©(6) nonprofit providing safety and cleaning resources that make South Park one of the safest and cleanest neighborhoods in Downtown Los Angeles. South Park BID was created by a coalition of property owners who wanted special benefits that were beyond what the city of Los Angeles could offer. As part of Proposition 218, BIDs are formed and initiated by property owners through an agreed upon extra assessment fee on their property taxes. The total budget from the assessment is $1.9 million. The BID exists under 5 year increments and must get approval from property owners after each 5 year term. Its boundaries extend from the 110 and 10 freeways on the West and South side to as far as 9th and Olive St. on the North and East side. According to the BID’s budget 50% of resources are spent on cleaning and safety, 19% on District Identity (marketing, newsletters, and website maintenance) and 16% on enhanced beautification & Services. This allocation of resources indicates that South Park’s priority is to increase the value of all property owners within the district. 4

Los Angeles is well-known for its traffic. But soon, Angelinos will have the option to travel between downtown Los Angeles and Santa Monica in approximately 46 minutes, even during rush hour.

Currently under construction, Phase 2 of the Expo Line will extend light rail service from the current terminus in Culver City to Santa Monica, with 7 new stations serving popular destinations along the Westside.

The L.A. Streetcar will offer an easy to navigate and convenient mode of transportation connecting many of Downtown’s neighborhoods, destinations, and regional transit options. The approximately four-mile route will run frequently for 18 hours a day to connect riders with South Park, the Financial District and Historic Core, Grand Park and the Civic Center, the Fashion District, and the Convention Center and L.A. Live, and much more. The Streetcar will offer an attractive alternative to driving between neighborhood destinations for residents and visitors alike, and it will catalyze additional commercial and residential development in the city’s most urban, transit-accessible core.

High Frequency Transit – with arrivals every 7 to 10 minutes, Streetcar is always just around the corner, accessible to all that live, work, or play Downtown.

Park-Once & Go – Park once, and then roam around Downtown on Streetcar without being tethered to your car.

Smart Growth – Streetcar will promote sustainable, walkable development that emphasizes people over cars.

Connecting Downtown – Streetcar will bring together the residential, business, and entertainment districts of Downtown LA , connecting many of its most popular destinations.

Integrating with Regional Transit –providing a first/last-mile solution for a fully-integrated transit network.

The project area includes four miles of streets that stretch from downtown LA to South Los Angeles: Figueroa Street from 7th Street in downtown Los Angeles to 41st Street, just south of Exposition Park; 11th Street from Figueroa Street east to Broadway in the South Park neighborhood of downtown Los Angeles; and Martin Luther King Jr. Boulevard from Figueroa Street west to Vermont Avenue, on the south edge of Exposition Park.

This Streetscape project will transform the Figueroa Corridor into a complete, multimodal street that better serves the needs of pedestrians, bicyclists, and transit riders, while still accommodating drivers.

Add better signalization and signage, high-visibility crosswalks, transit platforms, more street trees, and public art to make the pedestrian and transit-rider experience safer and more enjoyable.

Develop a three-mile bikeway which will build a transformative link between Downtown and South Los Angeles, expand the City’s bicycle network and help to implement the City’s Bicycle Master Plan.

A 24 -story luxury condominium tower with 151 units located in the northeast corner of Grand Avenue and 11th Street. Some of the amenities will include a Sixth floor swimming pool with cabanas atop a parking structure, an indoor-outdoor kitchen and barbecues and a fitness center.

Shops and restaurants will be located in the ground floor on 11th and Grand. There will be two-story penthouses on top.

Some units will have balconies and corner units at the intersection will have floor-to-ceilings windows as part of an architectural feature on the edge of the concrete glass building. Project is set to be completed in 2016.

This seven story major apartment and retail complex will be located across the street from Mack Urban’s proposed residential project in South Park.

It will feature 640 apartments over shops and restaurants on site bounded by Olive Street, Grand Avenue, Pico Boulevard and 12th Street.

It will have 1 acre of open space, two swimming pools and two fitness centers.

There will be spaces to park 740 bicycles and 595 cards.

Work on G12 will begin in January 2015 and will be completed within two years.

Comprised of three high-rise towers, 504 residential units, 183 hotel rooms and nearly 170,000 square feet of ground floor commercial space. It will feature twin 40-story buildings south of the project site. The Middle and South Towers are slated for residential use each containing 170 dwellings. Average size of units would be 1,620 square feet, varying from 1,000 square foot one-bedroom units to 6,000 square foot penthouse units. The third tower will be a 49-story residential/hotel tower.

All three buildings will be set on top of podium structures and will offer a mix of retail, amenity space, and parking for up to 1,444 vehicles. Residential amenities located below the Middle and South Towers will feature a meeting room, library, multi-media playroom, kitchen, fitness center and an outdoor pool deck. The North Tower Podium levels will feature a nightclub, celebrity chef restaurant, ballroom facility and an on-site health club for hotel guests.

Figueroa Central will encompass 166,000 square feet of retail and restaurant space, located within the first two levels of its podium. It will include street –fronting stalls along Figueroa, Flower, 11th and 12th Streets, several of ground-floor paseos will funnel pedestrians into a central galleria with additional shops and restaurants.

Two 36-story towers connected by a retail/parking podium.

Project could be amended to allow for the inclusion of hotel rooms and additional retail space according to the Times.

The development would include a 90-foot-tall podium beneath the residences, with parking and 50,000 square feet of retail space.

The two colorful buildings will stand seven stories, combining to create 410 apartment units and over 30,000 square feet of ground floor commercial space.

A two building residential complex on Pico Boulevard at Flower and Hope Streets which will include 410 apartment units. This downtown residential development would rise on two side-by side parking lots over 30,000 square feet of ground-floor retail and commercial space.

Partnership Opportunities

In foreseeing the development that is set to take place, there is a stark contrast between the West side and East side of the Pico Station.

The South Park BID sees the potential for a missed opportunity if the East side property owners do not act soon to invest in the storefronts of their property.

The BID sees its mission to support and cultivate a relationship with all property owners in the district to not only increase their property value but to complement the changing demands of customers who will be entering South Park.

We must work together and recreate the image of these buildings to fit the vibrant image of South Park.

South Park BID partnered with the Do Art Foundation to launch a public art incentive program in the area.

The BID was able to get Faith 47 an internationally renowned artist who created “The Preciousness of the Hunt” at the Flower Street Lofts residential building on the corner of 12th and 1130 South Flower St. The goal through these murals is to increase art and help stimulate the local economy.

The concept behind the Green Alleys project is to make the most use of all available land in the South Park area. One way South Park BID is looking atchanging the image of these areas is through the creation of Green Alleys. There are many concepts of what Green Alleys can look like here are a few examples that could help encourage an atmosphere catered towards residents. The Los Angeles Sustainability Collaborative (LASC) has one concept where the alley directly behind a business can be transformed into commercial use (top left). They could change the landscape to an outdoor dining area with sitting and night lights or be used for private or public events. Another simpler change is called a baseline transformation (top right). It grants the general public full accessibility to the space and all forms of transportation. The more access that people have behind alleyways is another opportunity for more foot traffic for potential customers.

Parklets are another quaint feature that South Park BID has been implementing. It is an outdoor recreation facility the could contain chairs, fountains, benches, sculptures and plants. The goal of the parklet is to use more of the outdoor space in the city and utilize it for public use.

The BID was able to partner with the LA Neighborhood Council (Complete Streets Working Group), Councilmember Huizar and LADOT.

With South Park continuing to increase in population, it is essential for property owners in the community to think ahead and anticipate the growing demand of pedestrians who will be visiting and living in the area. A key factor to success is the ability to adapt to the new development projects with a renewed partnership with the BID. The South Park BID will to provide itself as a resource to meet the unique needs of each property owner.
