New government data Aug. 1show the uneven nature of the con-struction industry’s recovery, as thesector added 22,000 jobs in July,but suffered a pullback in spendingin June, according to an analysis bythe Associated General Contractorsof America. Association officialssaid that uncertainty about federalfunding for a range of infrastruc-

ture and construction programs isone reason for the uneven recovery.“Construction employment and

spending are both rising at a mod-erate year-over-year clip, but therehave been some setbacks,” saidKen Simonson, the association'schief economist. “While prospectsfor private construction remainlargely favorable, inadequate pub-

lic investment still threatens tokeep too many workers idle.” Construction employment

totaled 6 million in July, the highesttotal since May 2009, while theindustry’s unemployment rate of7.5 percent was the lowest Julynumber in seven years, Simonsonnoted. The sector’s employmentrose by 211,000, or 3.6 percent,

from a year earlier. Residentialconstruction employers added13,000 jobs in July and 115,600(5.3 percent) over 12 months.Nonresidential constructionemployment increased by 9,100 forthe month and 95,700 (2.6 percent)since July 2013. Simonson attrib-uted the weaker growth in nonresi-

One of the Tennessee River’s major hydro-electric dams in eastern Tennessee is under con-struction that is designed to greatly improvehighway traffic in the area.The Fort Loudoun Dam is located on the river

at Lenoir City, southwest of Knoxville. Built bythe Tennessee Valley Authority (TVA) duringWorld War II, the dam has provided continuouselectricity and flood control on the Tennesseesince its completion in 1943.The 4,190-ft. (1,277.1 m) long, 122-ft. (37.2

m) high dam created Fort Loudoun Lake, fromwhich the dam gets its power. Water from thenearby Tellico Reservoir also helps operate thedam.

One Bridge to Be DemolishedU.S. Highway 321/Tennessee Route 73 cur-

rently carries vehicle traffic over the dam via theJ. Carmichael Greer Bridge.However, U.S. 321/Tenn. 73 is only two lanes

wide over the 50-year-old bridge, as well as the

approaches to it and two other bridges nearby.The rest of the highway for miles in each direc-tion is made up of four lanes.Therefore, as part of the entire project, the

Greer Bridge is slated to be demolished. Thehighway will be diverted just south of the damand across a new four-lane bridge over the riverabout 2,000 ft. (609.6) downstream of the dam.According to the Tennessee DOT, the fact

that the Greer Bridge was only designed for twolanes of vehicle traffic was not the only reasonthat it is being dismantled.“From at least the 1990s, TVA has wanted to

remove bridges from on top of its dams to pro-vide easier and safer access for workers to per-form maintenance to the dams,” said MarkNagi, community relations officer of TDOT’s

Keystone Manages DrainageProblems With Efficiency By James McRaySPECIAL TO CEG

Recently, contractor Keystone ExcavatorsInc. was low‐bidder to install a heavy pre-cast storm water filtration vault for the city ofDunedin, Fla. The $201,000 vault installa-tion subproject was part of the city’sPresident Street Drainage Project.To install the Suntree

Technologies manufacturedprecast vault, Keystone,headquarted in Oldsmar,Fla., needed to deal with adrainage problem all its own.Throughout the project,groundwater in the excava-tion was an ongoing prob-lem that needed to be man-aged.“The strategy was get in,

get out; as quickly as possi-ble,” said Paul Strazzula,shoring specialist of shoringequipment distributorEfficiency Shoring &Supply. “Keystone begandigging the pit on Tuesday,set three stacked trenchboxes, install the vault atgrade, then backfilled thehole. They were finished intime on Thursday morning.”Strazzula said.To manage the ever-pres-

ent water in the excavation,Keystone employed a 4-in.(10.1 cm) submersiblehydraulic pump and then asecond, 6-in. (15.2 cm)pump to keep the watermanageable in the bottom ofthe hole. Even though theexcavation was never com-pletely dry, Keystone wasable to use a 200-ton (181.4t) Anthony crane to lay the 70,000 lb.(31,751 kg) base slab and 67,000 lb.(30,390.6 kg) riser section.Keystone used a Cat 349 to excavate a 28

by 16 by 16 ft. (8.5 by 4.9 by 4.9 m) deep pitand set three, stacked 6 by 28 ft. (1.8 by 8.5m) trench boxes to shore the excavation. Thetrench boxes were Efficiency Productionmanufactured HT8 steel trench shields with8-in. (20.3 cm) sidewalls, rented fromEfficiency Shoring & Supply’s TampaBranch Office. Keystone also rented roadplate from Efficiency, which they used toshore off the ends of the pit.

“When we have a tough excavation proj-ect to conquer, we choose to use the pros atEfficiency Shoring & Supply,” said JeffTruxton, general superintendent, Keystone.“Efficiency has what we need for everyapplication without having to give a months’notice to get equipment. It’s on the job sitewhen we need it and Efficiency provides thesupport we need to get the job done,”

Tarheel Firm Positions Itself for Continued Success

From modest beginnings in rural north-eastern North Carolina, Glover ConstructionCo. Inc. has grown into a respected buildingfirm in the southeast.

Its impeccable reputation is due in largemeasure to being able to overcome a varietyof project difficulties to deliver a finishedproduct on time, on budget, in a safe mannerand without contractor-generated “changeorders.”

Glover Construction, based in PleasantHill, northeast of Roanoke Rapids just southof the Virginia state line, moves millions oftons of dirt each year as a company that spe-cializes in mass excavation.

Its projects include residential/resortdevelopment, landfills, largecommercial/industrial development, wet-land mitigation and dredging.

“We were one of the first companies inNorth Carolina to build landfills,” said JohnGlover III, the third generation of Glover torun the construction firm. “We come fromthe eastern part of the state which is knownfor having wetter conditions than the west.The first landfill we built in Virginia wasbuilt in a swamp, which you can’t do anylonger. But, the wetter the work, the moreaccustomed we are to it. Since then we havegrown into doing more rocky work. I wasalways raised to believe that if you can han-dle water you can handle anything.”

A Precision Instrument at WorkLately, in order to more precisely grade

dirt on its various projects, GloverConstruction has been working with

Raleigh’s Benchmark Tool & Supply Inc. toinstall Topcon Positioning Systems productsin some of its equipment.

Topcon is recognized as one of theworld’s leading makers of GPS systems thatemploy automated grade control technology,according to the company.

The benefits of using the Topcon systemwere immediately apparent to GloverConstruction.

“The speed at which Topcon works hasbeen very important to our business,” saidGlover. “A lot of the work we do has to bedone on a tight timeframe, meaning that wecannot afford to do it twice. The Topcon sys-tem allows you to grade it one time andwhen you are finished grading it you canmove on to the next section.

“You don’t have to worry about redoing itonce the surveyor comes out there. It’s done,it’s proper and it’s to specifications.”

He said that has made Topcon’s GPSproducts so valuable to his company. A lot ofmoney has been saved because Topcon hasappreciably increased Glover’s productivitydue to so little project re-working.

“Re-work is what kills you in this indus-try,” Glover said.

review event at the new Flagler Construction EquipmentLLC headquarters in Tampa, Fla.The event was held to introduce trade media representa-

tives to its three newest products: the G-Series artic haulers(represented by the A40G); EC380E crawler excavator; andL150H/L180H/L220H large wheel loaders (represented bythe L150H). It also provided guests the opportunity to famil-iarize themselves with the new facility and what Flagler hasto offer. Tommy Ball, senior vice president and partner of Flagler,

took the opportunity to discuss the resilience of Flaglerthroughout the economic downturn of 2008, and future plansfor the company. “In 2007/2008 when the Florida economy collapsed,

JCB’S ’14 Mud Run & Dig TheRide Raises More Than $100K

More than 2,000 runners, riders and spec-tators got “down and dirty” at JCB’s thirdannual Mud Run and first-ever Dig the Ridecycling event at the company’s NorthAmerican Headquarters in Savannah, Ga.Proceeds from both races benefit The LadyBamford Center for Early ChildhoodDevelopment. In a check presentation ceremony July

22, Thom Peebles, vice president of market-ing at JCB, presented a check for $100,500to Tammy Mixon, the executive director ofWesley Center, which operates The LadyBamford Center. 2014 Mud Run JCB’s Mud Run consisted of teams of

two making their way through a sloppy,messy 5-mi. course spread across JCB’ssprawling 1,000-acre campus. Runnerssplashed through a lake and traveled down

numerous trails featuring obstacles that test-ed both their endurance and their ability toget dirty.

2014 Dig the Ride For the first time in 2014, JCB added to

the Mud Run fun by adding an all-terraincycling event, Dig the Ride. Cyclists rode a5-mi. XC Course complete with limbs,drops, bridges, berms, speed-oriented pass-ing stretches and light obstacles. The race featured three levels of competi-

tion for riders aged 17 and up, with noviceriders taking one lap of the course (5 mi.),intermediate riders tackled the course twice(10 mi.) and advanced riders pedaledaround the course three times (15 mi.).Racers aged 13 to 17 years old made up theyouth category, taking one lap of the coursewith optional bail-outs.

A & B Dirt Movers Lives Up to Its Name for I-40As the project to expand Interstate 40 in central Arkansas

was announced, it was a pretty good bet that some of thegrading work for the highway would be handled by A&BDirt Movers Inc. Since 1954, the company had done sitepreparation, grading and storm drainage work on hundredsof projects throughout the Conway region. This includedroads and highways, colleges and universities, airports, retailcenters, office complexes and more.In the 60 years since the company was formed, the

Conway region grew from roughly 6,000 people to morethan 60,000 residents. This massive growth helped fuel theneed to expand the highway between Conway and LittleRock from four to six lanes.When A&B was awarded the site preparation work for a

4-mi. (6.4 km) stretch of the highway expansion in 2013,owner Jerry Nabholz knew he was going to need the righthydraulic excavator to get the job done on time and on budg-et.Working with Damon Jones, the branch manager of Scott

Equipment, A&B acquired a Kobelco SK260LC, a nearly30-ton (27.2 t) excavator with a 176-hp engine (2,100 rpm)and a bucket capacity of up to 1.83 cu. yds. (1.39 cu m).“I needed this excavator to move the dirt efficiently. This

machine has a lot of power — but also great fuel savings,which is important,” Nabholz said. “It’s been getting the jobdone for us and we plan to use it at some other sites as well.”A&B Dirt has spent most of the fall of 2013 and early

2014 on site preparation for the Interstate, including grading,storm drainage work and preparing the base. “Basically everything but the asphalt and the pouring of

concrete,” Nabholz said.Jones said he had worked extensively with Nabholz’s

company during his career, and knew the Kobelco machinewould be ideal for the highway grading work. “I was glad torecommend the SK260LC to A&B,” Jones said. “There’s somuch about this excavator to talk about, and it seems likeJerry’s been really pleased with how it’s performed.”Jones listed the excavator’s greater performing capacity

and its overall cost efficiency as two of the primary driversof the SK260LC’s appeal. The machine’s HINO engine pro-vides strong fuel efficiency and reduced emissions with noloss of digging proficiency. The SK260LC has a maximumbucket digging force of 38,464 lbs. (17,446.9 kg) and a max-imum arm crowding force of 28,600 lbs. (12,972.7 kg).

“Kobelco is big on selling the three e’s: enhancement,economy and environment — and those all really comethrough with this machine,” Jones said. “For example, Jerrycan save up to two and a half tanks of fuel a week, anddepending on the price, that can mean saving $750 dollars aweek.”Nabholz said a savings of $3,000 in monthly fuel cost

makes a huge financial impact when bidding on jobs. “It can mean the difference between getting a job and not

getting it,” Nabholz said. “It also means you might make

some money on the job.”Another benefit Jones discussed was the KOMEX system

that allows Nabholz to use the Internet to manage informa-tion about the excavator at all times, no matter where themachine is located. “There’s a GPS in the machine that uploads information

about the unit online, which you can access from your com-puter. It tells you if anything is wrong with how it’s operat-ing — like if it’s operating hot,” Jones said. “It also helpswith security, because it will alarm you if it’s operated ormoved where it shouldn’t be.”Jones also said the excavator has a bigger cab with wide

windows and a rear-view camera for safety. “The nine-position seat can really cut down on operator

fatigue,” Jones said.At the job site, Nabholz said the excavator is on the job

from 6:30 a.m. until 5 p.m. “I’ve really liked working with this excavator. It performs

well and is really comfortable,” said Nabholz’s son Jesse,who is the primary operator of the company’s SK260LC.Jerry’s father, Alfred Nabholz, founded A&B Dirt Movers

Inc. in 1954. Today, the company employs 22 people andowns more than 40 machines to serve the Conway area.As the family business continues to flourish, Jerry is

joined by his three sons Jesse, Zach and Tony. Nabholz saidthat 90 percent of the company’s projects are within 20 mi.of Conway. In addition to the I-40 highway expansion, A&BDirt also is working on grading and site preparation work atConway Municipal Airport and the University of CentralArkansas, Hendrix College and Central Baptist College. “We’re looking at a good 2014 and we’re going to put all

our Kobelco excavators to use this year,” Nabholz said. Thecompany also operates the SK210LC and the SK350LCmodels.Scott Equipment Company is headquartered in Monroe,

U.S. Equipment Rental Revenue Projected to Exceed $51B in 2018The equipment rental industry in the

United States is expected to generate $35.8billion in revenue and outpace gross domes-tic product (GDP) by more than four times in2014, according to the American RentalAssociation’s (ARA) latest forecast from theARA Rental Market Monitor. Economicdata and analysis for ARA Rental MarketMonitor are compiled by IHS Inc., the lead-ing global source of critical information andinsight. In the United States, total equipment

rental revenue is forecast to grow 7.6 percentin 2014 to reach $35.8 billion, 10.5 percentin 2015 to reach $39.6 billion and another10.2 percent in 2016 to reach $43.6 billion,

surpassing the previous industry record of$36.9 billion in 2007. The growth rate isexpected to be 8.9 percent in 2017 and 7.7percent in 2018, with total rental revenue of$51.2 billion.“The U.S. economy slowed more than

expected in the first half of the year, butequipment rental demand has remainedstrong and rental growth will still handilyoutperform the overall economy. Lookingforward, commercial construction and hous-ing starts will contribute to growth in theconstruction and industrial and general toolsegments,” said Scott Hazelton, managingdirector of IHS Global Insight.Over the next two years, the construction

and industrial segment and the general toolsegment will experience double-digit growthin U.S. rental revenue. In 2015, constructionand industrial rental revenue is projected toincrease 10.7 percent and general tool 11.7percent and again in 2016 with increases of10.4 percent and 11.6 percent respectively.The party and event segment is expected

No Agreement On How to Payfor Roads Among TaxpayersBy Joan Lowy and Jennifer AgiestaASSOCIATED PRESS

WASHINGTON (AP) Small wonder Congress has keptfederal highway and transit programs teetering on the edgeof insolvency for years, unable to find a politically accept-able long-term source of funds. The public can’t make up itsmind on how to pay for them either. Six in 10 Americans think the economic benefits of good

highways, railroads and airports outweigh the cost to tax-payers. Yet there is scant support for some of the most fre-quently discussed options for paying for construction ofnew roads or the upkeep of existing ones, according to anew Associated Press-GfK poll. Among those who drive places multiple times per week,

62 percent say the benefits outweigh the costs. Among thosewho drive less than once a week or not at all, 55 percent saythe costs of road improvement are worthwhile. Yet a majority of all Americans — 58 percent — oppose

raising federal gasoline taxes to fund transportation projectssuch as the repair, replacement or expansion of roads andbridges. Only 14 percent support an increase. And by a bet-ter than 2-to-1 margin, Americans oppose having privatecompanies pay for construction of new roads and bridges inexchange for the right to charge tolls. Moving to a usage taxbased on how many miles a vehicle drives also draws moreopposition than support — 40 percent oppose it, while 20percent support it. Support for shifting more responsibility for paying for

such projects to state and local government is a tepid 30 per-cent. “Congress is actually reflecting what people want,’’ said

Joshua Schank, president and CEO of the Eno Center for

Transportation, a transportation think tank. “People want tohave a federal [transportation] program and they don’t wantto pay for it.’’ Congress recently cobbled together $10.8 billion to keep

transportation aid flowing to states by changing howemployers fund worker pension programs, extending cus-toms user fees and transferring money from a fund to repairleaking underground fuel storage tanks. The money wasneeded to make up a shortfall between aid promised tostates and revenue raised by the federal 18.4 cents-per-gal-lon gas tax and the 24.4 cents-per-gallon diesel tax, whichhaven’t been increased in more than 20 years. It’s the fifth time in the last six years that Congress has

patched a hole in the federal Highway Trust Fund that paysfor highway and transit aid. Each time it gets more difficultfor lawmakers to find the money without increasing the fed-eral budget deficit. Critics described the pension fundingchanges used this time as budget gimmicks that would costthe government more in the long run and undermineemployee pension programs. The latest patch cleared Congress about three hours

before midnight July 31, the day before the TransportationDepartment said it would begin cutting back aid paymentsto states. The current fix is only expected to cover the rev-enue gap through next May, when Congress will be backwhere it started unless lawmakers act sooner. The most direct solution would be to raise fuel taxes.

That’s what three blue-ribbon federal commissions haverecommended. But opposition to a gas tax increase cutsacross party lines, although Republicans are more apt tooppose an increase, 70 percent, than Democrats, 52 percent. “Every time we turn around there’s another tax, and our

gas taxes are so high now,’’ said James Lane of Henry

County in rural south-central Virginia, who described him-self as leaning toward the GOP. Lane favors allowing companies to pay for the construc-

tion of new or expanded roads and bridges in exchange forthe right to impose tolls on motorists, often for manydecades. There have been projects like that in Virginia, butsince those roads are in more populated areas of the statewhere he doesn’t drive it makes sense to have the peoplewho use them pay for them, he said. But Michael Murphy a data services contractor who lives

near San Antonio, Texas, where a high-speed public-privatetoll road is scheduled to open this fall, said he’d rather seegas taxes increased than tolls imposed on drivers. Roadsbenefit everyone, even if indirectly, so it’s only fair thateveryone who drives pays something toward their cost, hesaid. A majority of those surveyed, 56 percent, say traffic in the

area where they live has gotten worse in the last five years.Only 6 percent say traffic has improved in their area, and 33percent that it’s stayed about the same. The AP-GfK Poll was conducted July 24 to 28 using

KnowledgePanel, GfK’s probability-based online paneldesigned to be representative of the U.S. population. Itinvolved online interviews with 1,044 adults. It has a mar-gin of sampling error of plus or minus 3.4 percentage pointsfor all respondents, larger for subgroups. Respondents were first selected randomly using phone or

mail survey methods, and were later interviewed online.People selected for KnowledgePanel who didn’t otherwisehave access to the Internet were provided with the ability toaccess the Internet at no cost to them.

held its annual meeting at the Grandover Resort inGreensboro, N.C., on July 30. Approximately 30

members attended events. There was a legislative agendaand a $5,000 check was presented to the NCACP board ofdirectors in Wilmington on July 21. T880s Bring Fuel Economy Boost for Blacklidge EmulsionsWith a patent-pro-

tected product andnationwide licensingagreements, BlacklidgeEmulsions is sittingpretty. The company’sunique emulsion prod-uct has revolutionizedthe paving industry astransportation depart-ments around the coun-try spec Blacklidge’sTrackless Tack, accord-ing to the company. After a paving firm

Johnson, director of logistics ofBlacklidge Emulsions. “A key forus was fuel economy since we runso many miles [120,000 miles pertractor per year on average].”To get real-world results,

Johnson offered up a challenge tofive truck dealers. “Let us rent one of your trucks

and we’ll evaluate performanceand fuel economy on a line-haulrun from Gulfport to Tampa Bayand back [more than 1,100 milesround trip].”Johnson provided key specs to

the dealers — a 455-hp enginemated to a 9-speed transmission,and a mid-size sleeper. Each trac-tor was piloted by the same driverto eliminate driving variables. Afully-loaded trailer was hauled

from Gulfport to Tampa Bay,returning empty to Gulfport.“The T880 was the runaway

winner and beat the second-placetractor by nearly 10 percent in fueleconomy,” said Johnson. “It alsobeat all of our existing fleet tractorsby that number or better. We calcu-lated we could save $6,500 in fuelper year with the T880. That’shuge.”Making the decision easier was

the monthly payment for the T880. “We asked each dealer to come

back with payment numbers for afour-year, walk-away lease, plusextended warranties,” saidJohnson. “Since the lease factoredin purchase price, subtractingresidual value, Kenworth’s highresale value came into play. What

PACCAR Financial is giving us onthe back end more than offsets anypremium the T880 had on any ofthe competitive models. Themonthly payment for the T880,through our finance plan with PFC,was lower than all others.”Since the Kenworth T880s

with 52-in. sleepers were put intoservice, Johnson said the fueleconomy numbers have beenvery consistent with what the testvehicle achieved. “And fueleconomy numbers should get bet-ter once the tractors are brokenin,” he said.According to Johnson, the

T880’s 52-in. sleeper gives thecompany flexibility and savesweight. “We can deliver in a 500- to

600-mile radius of ourterminals, which coverthe southeast,” saidJohnson. “This givesour dispatchers theopportunity to utilizeevery tractor in our fleetregardless of distance.Our drivers may spenda night or two per weekin the sleeper, but forthe most part, they’rehome every night. Wereally didn’t need a fullapartment-sized sleep-er, just a room with abed and the 52-inchsleeper Kenworthoffered is the right sizefor our operation.”When delivering

product to customers,Johnson said it’s nor-mally a drop-and-hookoperation — most timesin construction areas. “We typically will

drop a trailer [normallywith up to 5,500 gallonsof emulsion] and bringhome one of our other

trailers delivered earlier. If no trail-er is there, we have a pump andPTO, which allows us to offloadTrackless Tack into our customer’sown vessel.”Johnson said the new Kenworth

truck model is making a visualimpression on customers. “They look spectacular,” he

As costs for fuel, personnel, equipmentand regulatory compliance rise, the extrac-tion of resources from the ground in NorthAmerica is becoming more expensive andcomplex. Inefficiency in the mining processadds to the cost of doing business, and oftenis a result of unnecessary processing steps,extra handling and wasted material. Just about any mining application will fol-

low many of the same traditional processing

steps, whether it is hard rock mining, softrock mining or quarrying. After blasting orexcavating, large trucks transport the materi-al to primary and secondary crushing and/orgrinding and screening stages. Although theprocesses have remained the same fordecades, this practice of taking the rock tothe machine typically results in capitalexpenses from equipment purchases, as wellas wasted material, time and fuel — ulti-mately resulting in unnecessary cost. Itstands to reason, therefore, that anytime youcan reduce processing steps in mining, you

also are reducing time and cost.The influx of track-mounted crushers and

screens into North America has allowedsome operators to let the machine follow thematerial in a number of applications, reduc-ing haulage costs. But the technique stillrequires machinery to load, and additionalmachinery to crush and screen the material,which adds to fuel, personnel and capitalexpenditures.Taking the concept of bringing the

machine to the material one step further,there is an option for soft-rock mining that

has been developed by Allu Group. The AlluM-Series screener crusher attachment, foruse on excavators from 50 to 160 tons (45 to145 t) or wheel loaders from 30 to 90 tons(27 to 81 t), is allowing some mining com-panies to reduce from three or four separateprocessing steps — crushing, screening,mixing and loading — combining them intoone step. The result is a loading/processingmachine that also is highly mobile, accord-ing to the manufacturer.

Rockster Recycler Unveils Interchangeable Duplex PlantRockster Recycler North America intro-

duced its mobile duplex system, a track-mounted crushing plant that allows the con-tractor to interchange an impact crusher witha jaw crusher, and vice-versa, on the samechassis. This capability creates a dual-pur-pose machine for a wider range of recycle,demolition and aggregate crushing applica-tions. Available in the R1100/1200impact/jaw models and the R900/800impact/jaw models, the duplex systemallows one crusher unit to exchange with theother crusher unit in approximately four tofive hours using an excavator. An overnightexchange of crusher units on the plant by amaintenance crew means the plant can be onthe job site and ready to crush by morning. The R1100/1200 processes 280 to 350

tons (254 to 317.5 t) per hour; the R900/800processes 120 to 240 tons (109 to 218 t) perhour.Rockster Recycler’s horizontal shaft

impact crushers feature two hydraulicallyadjustable swing-beams, as well as on-the-fly rotor speed adjustment for accurate mate-rial sizing and fines control. A massive rotorwith four-bar hammer can be positioned intwo-high and two-low or all four-high con-

At thesame time, the screener crusher attachmentcan screen out harder rock impurities orfines, which are then dumped into a waste orseparate material pile.Powered by the carrier hydraulics through

an auxiliary circuit, the attachment requiresno additional fuel source to operate, and gen-erates no emissions of its own. Different pro-cessing drum configurations allow theattachment to be adapted from crushing toscreening to a combination of both, produc-ing fragment size configurations of 50, 75,100 and 150 mm. The attachment can be uti-lized in open pit, open cast and undergroundmines.By screening, crushing and loading in one

step, the screener crusher attachment allowsmining companies to reduce capital expendi-tures by reducing the amount of equipmentneeded on site. Fewer machines and at-the-face processing also mean that haul fleet andprocessing machine wear and personnelcosts are reduced. And with production ratesup to 650 tph (590 t), the one-step processingalso is a time saver. In North America, the M-Series is viable

for a number of soft rock applications,including coal, gypsum, salt, phosphate andoil shale/oil sands, as well as for some aggre-gate applications.

Coal ProcessingThe screener crusher attachment is used to

crush coal ROM at the same time that itloads the material into trucks, eliminating theneed for more costly crushing and screeningequipment. Because the coal is beingcrushed prior to haulage, it improves haulingefficiency by eliminating air voids in thetruck bed. At the secondary stage for coal,the attachment can be used to crush and feedat power plants, harbors and depots.

GypsumGypsum, mined from quarries or under-

ground mines, is typically hauled to a sta-tionary processing plant above ground. Ascreener crusher attachment can reduce thematerial size at the source, eliminating a pro-cessing stage and also increasing haulingefficiency. Set up as a fine screener, the

attachment can further break down the prod-uct and separate any hard impurities from thematerial.

SaltIn underground rock salt mines, screener

crusher attachments are used to crush mate-rial directly as it is loaded onto a conveyor.By completing one processing step at theloading stage below ground, it eliminates aseparate processing step at the surface.

PhosphateIn eastern U.S. phosphate mines, the

screener crusher attachment can be used atthe secondary stage, crushing the overrunsfrom the primary stage. The 4-in. (10 cm)plus overrun material is typically consideredto be a waste product. But there is enoughphosphate within the rock to make it worthliberating using the large screener crusher;the leftover rock (generally limestone) canbe sold as a secondary product. In the west-ern United States, the phosphate mined inIdaho and Utah requires extensive crushing,screening and grinding to liberate the mate-rial from the rock, also providing opportuni-ty for the screener crusher attachment toeliminate a step.

Oil Shale/Oil SandsThe first North American oil shale opera-

tion has only recently received permission togo online and produce 300,000 barrels as ademonstration of its capabilities. In otherparts of the world, the mine-sized screenercrusher attachment has been found to beespecially well-suited for processing oilshale in the production of kerogen. Becauseit can screen out the harder limestone thatoften is found with oil shale, the end productthat is loaded into haul trucks has alreadybeen refined and requires less processing.Additionally, more efficient loading of thedesired material allows the mine owner toreduce the number of trucks in the fleet.

AggregatesWhile the large screener crusher attach-

“While the preliminary spending numbersfor June show all segments of constructionretreated from May levels, looking at thefirst six months of 2014 as a whole in com-parison with the same period a year ago pro-vides a more credible picture of constructiontrends than does a single-month snapshot,”Simonson said. “For the first half of 2014,private spending climbed at double-digitrates, while public construction shrank. Iexpect both patterns to continue.”

Construction spending in June totaled$950 billion at a seasonally adjusted annualrate, down 1.8 percent from the upwardlyrevised May total, Simonson noted.Spending for the first half of 2014 as a wholeincreased 7.8 percent from the same periodin 2013. Private nonresidential spending fell1.6 percent in June but increased 12.6 per-cent year-to-date, while private residentialspending slipped 0.3 percent for the monthbut rose 10.3 percent year-to-date. Publicconstruction spending slumped 4.0 percentfrom May to June and 0.9 percent year-to-date.

Association officials said a measurepassed to keep federal highway and bridgefunding at current levels through next springwill help, but the temporary fix will do littleto clear uncertainty about future federal sur-face transportation investments beyond nextMay. They urged Congress to quickly pass along-term surface transportation bill thatincludes new sources of revenue needed toavoid future funding shortfalls. Multi-Faceted Job Involves Dismantling Bridge Over DamRegion 1.

A Complex ProjectThe multi-faceted road project involves

no structural work to the dam itself, onlythe dismantling of the bridge over it. Inaddition, a new two-lane span over thenearby Tellico Canal is being built next toan existing two-lane bridge just to thesouth of the dam; and a short four-lanebridge for the highway has been complet-ed to the dam’s north over the NorfolkSouthern Railroad in Lenoir City.Nagi said that the demolition of the old

Greer Bridge over the dam was decidedearly on in the overall project’s develop-ment because the TVA didn’t want tohave to replace or widen the bridge. Inaddition, over the years, traffic oftencould not cross the bridge when mainte-nance was going on — a fact that wasvery upsetting to motorists in the area.The project also includes widening

U.S. 321 to four lanes from U.S. 11 inLenoir City, about a mile north of thedam, to just east of the Tellico Canal onthe south end. This portion of U.S. 321 isthe only part of the highway that is notcurrently four lanes from Maryville in theeast to Interstate 40 in the west, accordingto the TDOT.Increased traffic on U.S. 321 over the

last several years has made it essential thatthe entire route through the area be at leastfour lanes. The highway helps bring visi-tors to and from I-40 and nearby I-75through Lenoir City and Maryville to theGreat Smoky Mountains, the most visitednational park in the country.

Halfway Through the WorkThe project began in July 2012 and is

currently budgeted at $69.6 million. Theestimated completion date, according toNagi, is June 2016. The general contrac-tor overseeing the work is CharlesBlalock and Sons Construction inSevierville, Tenn.The small bridge over the railroad

north of the river was the first part of theproject to be completed. A concrete I-beam bridge about 180 ft. (54.9 m) long,its four lanes include a turn lane in themiddle and 10-ft. (3 m) shoulders on eachside.One abutment is completed on the new

bridge over the Tennessee River justbelow the dam, and the fill is being placedfor the second. In addition, constructionon one of its piers had begun by that time.The span is a 1,400-ft. (426.7 m) longwelded steel girder bridge.The third bridge, over the Tellico Canal

(which connects Fort Loudoun Lake and

the Tellico Reservoir), also makes use of awelded steel girder and is 1,071 ft. (326.4m) long. It is designed to be only twolanes wide and will bring southboundU.S. 321 traffic across the canal and theTellico Parkway — right next to the exist-ing two-lane northbound bridge of U.S.321.Both abutments and two of the piers of

the third bridge are finished, with twoother piers about halfway complete, Nagisaid.Widening efforts on U.S. 321 leading

to the different bridges also are movingalong on schedule.Just under 1 million cu. yds. (746,554.9

cu m) of borrow material has beenrequired on the Fort Loudoun Dam proj-ect, of which about two-thirds has beenplaced.Nagi said the work was 50 percent

complete in mid July, precisely at thescheduled halfway point of the project.

Few Problems EncounteredHe also said that the only problems

encountered have been fairly minor for aproject of this complexity.For instance, it was discovered that

some additional land-use permits fromTVA and environmental permits associat-ed with those permits were needed beforeconstruction could begin on the piers forthe Tennessee River bridge, Nagi said.TDOT worked with the contractor, TVAand environmental agencies to obtainthose permits, he said.Also, a value engineering change pro-

posal (VECP) had to be submitted by thecontractor to change the footings on theTellico Canal bridge from spread footingon a seal to a drilled-shaft design. Nagisaid this eliminated the need to drill andblast immediately next to the existingbridge footing and created less of an envi-ronmental impact.There also has been very little traffic

disruption caused by the project — onboth the road and on the water. Nagi saidthat there have only been a few nightswhen traffic lanes have been reduced forminor adjustments to the road. A “wake-free” zone has been placed in the canalthough the work zone, but that has provento be very little interference for boaters.Blalock and Sons has performed the

majority of the work on the Fort LoudonDam project, including all of the bridgework and most of the earthwork. Themajor subcontractor on the venture isPatty Construction Inc. in Lenoir City.

Glover Utilizes Topcon’s New Blade-Control System

utilizing Topcon’s newest blade-controlautomation system, the machine control(MC), on many of its tractors and excava-tors.“We run seven Caterpillar D6s with their

automatic systems,” Glover said. “We juststarted using the MC system on our excava-tors. It is a very unique tool because you cansee your grade as you cut it and it eliminatesyour having to keep a bulldozer there to keepyour cut on grade.”

Topcon Makes Big Projects EasyGlover has been using the Topcon system

on a huge $40 million Rooms To Go projectin nearby Dunn, N.C., made up of a ware-house, distribution center and retail show-room.The construction firm has three tractors at

the site, each with Topcon automatic sys-tems, as well as one Cat 349 excavator with

a Topcon GPS guiding it. In the course ofbuilding a 1.5 million sq. ft. (139,354 sq m)building pad, Glover said that his crewsencountered a “very wet site with unclassi-fied soil.” Through their efforts, though, theywere able to “work” the soil and tighten it upbefore putting down stone for the build pad. In all, about 600,000 sq. yds. (501,676.4

sq m) of soil and dirt was moved, Gloversaid.“That is not as large a dirt job as we are

used to because the Dunn area is relativelyflat but the soil type made it a difficult proj-ect because the water table was right at thesurface,” Glover said. “It was clay soil thatdidn’t want to give up water but with ourfleet of articulated tractors with big, 42-inchdisc blades behind them, we were able to dryit up and get it to where we got compactionand stabilization of the soil.”According to Glover, most contractors

don’t keep many discs that big in their stock,but with all the base and landfill work thathis company does, they have a significantcollection of them on hand to work clay inorder to get permeability out of the clay.

Glover Crews Move Thousands of Tons of Dirt on Amazon Jobdozers available, according to Glover, is sim-ply because bigger machines move dirtquicker and more efficiently.“Larger equipment means less cycle time

between trucks and when time is tight youhave got to move stuff fast and get the bulkdirt out of the way so that you can start grad-ing and moving the project forward,” Gloversaid.The company recently helped build a

massive new Amazon.com warehouse inTennessee that needed to be completedquickly. As a result, Glover’s crews weremoving 40,000 tons (36,287 t) of dirt a day.“The only way to do that is with big

machines,” Glover said. “So we traditionallyrun Cat 385s with 10-yard buckets on themor three buckets on a Volvo A40. Forty to 45seconds and you have got a load. You can’tget that production with anything else.”As far as dozers, the company typically

operates Cat D8s to go along with its D6s.Glover characterized the D6 as “probablythe most versatile tractor Caterpillar makes.”

Humble OriginsGlover Construction was founded in the

1950s by John Glover I, who started his lifeof hard, honest work during the GreatDepression by hauling sand to his grand-mother’s smokehouse for a penny a loadusing a goat-drawn cart.When the senior Glover was older, he
