Agenda for the 133rd Meeting of Operation Coordination Committee

to be held at SRPC Bangalore on 13th July 2017

1 Confirmation of the Minutes of the 132nd Meeting of OCC of SRPC held on 9th June 2017 at

SRPC, Bengaluru.

2 Monthly Outage Plan/ Annual Outage Plan

2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for July/August 2017

b) Shut Down carried out during June 2017 along with reason for deviation, if any.

2.1.1 Reschedule of TSTPS Unit-4 Overhauling 2.1.1.1 TSTPS Unit-4 planned shutdown from 01.06.17 to 15.07.17 (45 days) for overhauling &

boiler modification was approved in 131st OCC meeting. NTPC vide letter dated 30.05.2017 referring a delay in mobilization of Tower Crane required for Boiler Modification work requested for Unit-4 shutdown re-scheduling for 19.6.17 for 45 days (till 02.08.17) which was approved by 132nd OCC Forum. The Unit was not taken out on 19.06.2017.

2.1.1.2 Further NTPC vide letter dated 30.06.2017(Annexure-2A) informed that TSTPS Unit-4 shutdown for overhauling and boiler-modification is getting delayed in completion of erection of tower crane. NTPC requested that rescheduling of TSTPS Unit -4 shutdown from 10.07.2017 for 45 days may kindly be considered favourably and approved.

2.1.2 Reschedule of Neyveli TS II Unit II Overhauling 2.1.2.1 In the 132nd OCC Meeting held on 09.06.2017 TPS II Unit 2 shutdown was approved for

25 days from 26.06.2017 for Annual Overall works. NLC vide letter dated 01.07.2017(Annexure-2B) had informed that as there was slight delay in firming up the maintenance contract, the planned shutdown could not be commenced on the approved date. The unit now is planned to been taken out of bars for planned works from night shift of 01.08.2017. All efforts will be taken to complete the maintenance works at the earliest and bring back the unit into service.

2.1.3 NTPL Unit II Shutdown from 01.08.2017 to 06.08.2017

NTPL vide letter dated 29.06.2017 (Annexure-2C) had requested for approval of shutdown of Unit II from 01.08.2017 to 06.08.2017 for Boiler Licence Renewal. It was informed that the validity of Boiled License is up to 02.08.2017.

2.2 ISTS/State Sector Transmission Lines and Elements

2.2.1 All utilities are to submit the S/D proposals for the subsequent month by 3rd of the

current month. Shutdown requests for the same month needed to be avoided. An outage

coordination group had been created ([email protected]) for

review of the previous OCC approved shut downs (construction/critical).

The following outages are requested for inclusion for approval in the 133rd OCC meeting

to be held at Bengaluru on 11.7.2017. These shutdowns have been forwarded in the

standard format also.

1. Shutdown of Thiruvalam GIS Station (765 kV Side only):

As per IEC-62271-203, the impulse test of voltage 140 kV has to be injected for 765 kV GIS

main circuit for checking the insulation strength of GIS system. For this test, complete GIS

outage (2 nos. 1500 MVA ICTs and 2 nos. 765 kV lines) is stipulated for night time only

(18:00 Hrs to 06.:00 Hrs) for 10 days from 16.07.2017 to 25.07.2017. The shutdown may

kindly be approved under Deemed Available as it is done for system improvement.

2. Shutdown of Trichy ICT-1&2:

Trichy ICT-2 shutdown is required as per details given below for replacing of old 245 kV CB

with new CB under approved Additional Capitalization works. The shutdown already

approved in 131st OCC but TNEB didn‟t concur on the day (04.06.17) due to VIP visit to

Trichy city.

3. Shutdown of Somanhalli ICT-3:

Shutdown is required on 19.08.17 for warranty testing before completion of one year of

service. It is requested to accord for the shutdown as it is for warranty tests.

4. Shutdown of 400 kV Kolar-Hosur-I, 400kV Kolar-Hoody -II & Palakkad-Tricur-1&2:

Shutdown of 400 kV Kolar-Hosur-I, Kolar-Hoody -II & Palakkad-Tricur-1&2 required on

08.08.17, 10.08.17, 27.07.17 & 28.07.17 respectively for relay configuration and testing of

revised over voltage settings as per the SRPC guidelines. The shutdown may kindly be

accorded deemed as it is for system requirement and online testing on these lines is not

advisable as they are connected to critical substations like Kolar & Palakkad.

2.2.3 Non-availing the OCC approved shut downs

SRLDC to furnish the approved vs availed percentage of shut down approved for June 2017. States/Utilities to furnish the reasons for non availing the shutdown.

2.2.4 All the utilities to furnish the details/deviations with respect to their Annual Outage plan

schedule VS maintenance carried out on a monthly basis as this information is required

for the Annual Outage Plan Deviation Report being submitted to CERC.

3 LGBR for upcoming five months

3.1 The following details to be furnished for discussion:

4 Review of Power Supply Position /Inflows

Constituents/ Generators to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement.

b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t.

same month last year.

d) Reasons for demand -supply gap and its variation

5 MAJOR ISSUES

5.1 Presentation by States on Operational Issues

5.1.1 It had been decided in the 126th OCC Meeting that all States/Generators/Powergrid may

kindly submit the presentation in prescribed template and specific issues needed to be

highlighted separately which would be deliberated. The statistics furnished in the

presentation were valuable and used in preparing the minutes.

5.1.2 In the 131st OCC Meeting SRPC had requested that States may kindly furnish the status of

SCADA visibility of newly commissioned Wind/Solar Generators to SLDC/SRLDC along with

LVRT Status.

5.1.3 SRLDC had requested that states may kindly upload their presentation by 5th of every month

so that SRLDC can compare with their information/data which will help in better

discussion/analysis of the issues.

5.2 High Voltage in Telangana Control Area

5.2.1 SRLDC vide letter dated 19.05.2017 had highlighted high voltage in the various pockets of

SR grid and SLDCs of SR were requested to take up the matter with the State

Generators/IPPs and with the STU/Intra State Entities so as to ensure reliable operation of

the power system.

5.2.2 SRLDC vide letter dated 22.06.2017(Annexure-5A) had observed the following with respect

to Telangana.

At present, with the onset of monsoon, the high voltage scenario has further become

intense in Telangana Control area.

Most of 400 KV stations, namely Nizamabad, Mamidapalli, Malkaram, Bhoopalapally,

Gajwel, Singareni, Suryapet, Srisailam, Shankarapally, Dindi and Mahaboobnagar

are predominantly high voltage areas. This is causing tripping of 400 kV lines on

Overvoltage and forcing the lines to be kept open on high voltage for long duration

as a regular phenomenon. The seriousness of the problem can be seen from

Annexure I which gives the list of lines tripped / kept open due to high voltage since

01.6.2017.

The list of buses operating for a longer duration of time at voltage > 420 kV since

01.6.2017 is given below:

In a recent event on 08.06.2017 @05:00 Hrs, the Srisailam 400 kV bus 2 went dead

due to tripping of lines on high voltage.

The list of reactors to be commissioned in Telangana system is given below:

5.2.3 SRLDC vide letter dated 22.06.2017(Annexure-5B) had observed the following with respect

to Andhra Pradesh

At present, with the onset of monsoon, the high voltage scenario has further become

intense in AP Control area.

Most of 400 KV stations, namely Satenapally, K.V.Kota Jammalamadugu,

Urvakonda, Kurnool, Ghani, Gooty stations and 765 kV stations namely NPS &

Kurnool, 765 stations are predominantly high voltage areas. This is causing tripping

of 400 kV lines on Overvoltage and forcing the lines to be kept open on high voltage

for long duration as a regular phenomenon. The seriousness of the problem can be

seen from Annexure I which gives the list of lines tripped / kept open due to high

voltage since 01.6.2017.

5.2.4 In a recent event on 19.06.2017, the Urvakonda 400 kV bus went dead due to tripping of

lines on high voltage causing bottling up of wind generation for nearly two days.

5.2.5 The list of reactors to be commissioned in AP system is given below:

5.2.6 It is therefore requested that the matter may please be taken up with the State Utilities /

IPPs/State Generators for ensuring the compliance of the Grid Code and accelerating the

commissioning of the above reactors.

5.2.7 All the measures such as MVAR absorption by the Conventional and RE generators,

commissioning of reactors and staggering of over voltage trip settings in all the transmission

lines as advised by SRPC may be taken up in earnest.

5.3 High Voltage in Kaiga Bus

5.3.1 SRLDC vide letter dated 15.06.2017(Annexure-5C) had brought out the following regarding

high voltage issues at Kaiga.

The pocket comprising of Kaiga, Narendra and Guttur is predominantly high voltage area in Karnataka. The issue of high MVAR injection by Kaiga Unit 3 & Unit 4 and the installation of reactors (2x125 MVAR) are under discussion since October 2016 in special meetings, OCC monthly meetings and in TCC/SRPC meetings.

During the Meetings, Kaiga have intimated that due to stator winding issue in Unit 3, absorption of MVAR is not possible. It was agreed that Unit 3 would operate without injecting MVAR, however other units would absorb as per capability.

Despite this, Kaiga U3 and U4 continue to inject MVAR, even at high voltages as given below:

1) MVAR injection by Unit 3 is in the range of 60-70 MVAR 2) MVAR injection by Unit 4 is in the range of 10-15 MVAR

The onus of ensuring that the generating units respond to the bus voltage by absorbing/generating MVAR as per the capability curve lies with the generator.

SRLDC, as a System operator, has the only option to open the lines to contain the

high voltage in this situation which will deplete the network and cause evacuation constraints of Kaiga generation. It is unfortunate that Kaiga Station insists on passing

the responsibility to the grid rather than ensuring compliance to the grid code and good utility practices.

At present, with the onset of monsoon, SR grid is experiencing high voltage throughout the grid. In this scenario, there is a need for proactive action by Kaiga Generating Station. Measures such as resolving MVAR absorption of Kaiga units with the OEM and commissioning of 2x125 MVAR reactors at Kaiga may be completed on emergency basis.

5.4 Request for enhancement in schedule to enable measuring of SPM, SOX & NOX

values by consultant.

5.4.1 NLC TPS II vide letter dated 01.07.2017(Annexure-5D) informed that in order to retrofit the

units of TPS-II for adherence to MoEF norms, M/s.MECON have been appointed as

Consultant by NLC. The consultant is now in the process of assessing the status of the units

by testing. The consultant requires that the unit under testing be operated at full load to

collect samples for examination. The tests in Stage-II (4x210MW) units have commenced on

30.6.2017 and will be completed in eight days and will be followed by Stage-I (3x210MW)

Units which will be completed in six days. It is not possible to proceed testing, since most of

the period the schedule is at Technical Minimum level. To enable us to offer one unit for

testing in full load at a time, it is requested that the schedule now at technical minimum may

please be raised further by an additional schedule of 80 MW between 08.00 hrs to 24.00 hrs

from 03.7.2017 to 08.7.2017 in TPS-II, Stage-II. As the process of testing and retrofitting on

the advice of the consultant is statutory. It is requested that NLCs request may be given due

cognizance and considered favourably. Beneficiaries are requested to given their consent for

enhancement of schedule during testing period. The exact duration of testing in TPS-II,

Stage-1 Units will be communicated to SRLDC after finalizing the schedule.

5.5 The methodology for certification of State Transmission lines (50% criteria)

5.5.1 As per the deliberations in the 31st SRPC meeting the methodology for certification (50%

criteria) had been discussed and approved by SRPC. In this regard, studies were carried out

by SRPC Secretariat along with SRLDC. Based on these studies the list of intra state lines

(non ISTS lines carrying interstate power) that have been certified as per the procedure

given under Clause 2.1.3 of Annexure – 1 CERC Regulations 2015 had been listed out.

Enclosing the list of lines to be certified, SRPC vide letter dated 19.06.2017 (Annexure-5E)

had communicated to AP, Karnataka and Tamil Nadu for their further necessary action

please.

5.6 Request for deemed available for 230 kV Tirunelveli-Edamon 1 & 2 shutdown

5.6.1 Powergrid, SR II vide letter dated 08.06.2017(Annexure-5F) had submitted the following:

The insulator replacement with CLR in 230 kV Tirunelveli-Edamon 1 & 2 has been

taken up from 03.09.2017 as per 131st OCC approved outage schedule.

The outage has been approved during the period 03-07 June 2017. However, the

shutdown has been extended upto 09.6.2017 with the approval of SRPC as the

unforeseen rains caused delay in the works. Total 736 insulators are being replaced

in critical areas.

5.6.2 It is requested by Powergrid to kindly accord deemed available for the subject outage as this

is a system improvement work.

5.7 Frequent Failures of transmission line tower of voltage level 220 kV and above in the

grid(for information of the forum)

5.7.1 POSOCO, NLDC vide letter dated 15.06.2017 (Annexure-5G) had furnished the following:

The reliability of transmission lines is of utmost importance for safe and secure

operation of the power system. The healthiness of substation equipment and

transmission towers play an important role in ensuring the reliability of the

transmission line.

It has been observed that frequent incidents of tower collapse are being reported as

a reason of transmission line outage. A list of transmission line outages on account of

transmission line tower collapse is enclosed at Annexure.

It is evident that the transmission tower collapse is not localized and is widespread in

nature. Such outages of transmission lines during stormy weather on account of

tower collapse causes a severe depletion of network and create emergency

conditions in the grid.

With the trippings in a localized corridor, the inter-regional power transfer margins are

hit and to control the situation, ATC/TTC revision and power market curtailments

have to be done at RLDCs/NLDC level.

Early restoration of lines are equally important which gains importance from

Regulation 5(b) of CERC (Standards of performance of inter-state transmission

licenses) Regulations, 2012. In the regulation, it is mentioned that restoration time for

tower after collapse by Emergency Restoration System (ERs) of transmission line

shall not exceed the 12 days. Also Central Electricity Authority (Grid Standards)

Regulations, 2010 where section 22 deals with Emergency Restoration System

states „Each transmission licensee shall have an arrangement for restoration of

transmission lines of 400 kV and above and strategic 220 kV lines through the use of

Emergency Restoration System in order to minimize the outage time of the

transmission lines in case of tower failures‟.

In this regard, it can be observed that some lines remain under prolonged outage for

weeks/months together. The Hon‟ble Central Electricity Regulatory Commission

(CERC) had taken suo-moto cognizance of such trippings in the past and had given

certain directions vide order dated 14.06.2016 in petition No.9/SM/2014 and

108/SM/2015. This is for kind information please.

5.7.2 It was observed that there are no lines of SR in the list of lines which remained under

prolonged outage for weeks/months together.

5.8 Surrender of power by the beneficiary states and sale of the same in the market:

5.8.1 NLC vide letter dated 22.05.2017 had raised the Technical problems in implementing IEGC

fifth Amendment and issues/Impact of URS sale on the Company as a result of

implementation of Technical Minimum and requested the following:

The beneficiaries shall firm up their requirement closer to actual demand while

furnishing the surrender quantity to the RLDC prior to the day of operation

It was suggested that the beneficiaries may be advised to provide at least 90% of

URS power for sale and keep 10% with them for operational flexibility at their ends.

Surrender by each beneficiary should not be below the proportionate Technical

Minimum Schedule as per their entitlement so that the Generator does not suffer

because of full surrender of their share by the beneficiaries.

URS power shall be treated Independent of the Technical Minimum Schedule.

5.8.2 SRPC vide letter dated 26.05.2017 had taken up the issue with all the States and had

requested that requirement as close to actual demand may kindly be firmed up while

furnishing the surrender quantity to SRLDC, prior to the day of operation. Maximum

possible power may be proved as URS power for sale, while keeping some power for

operational flexibility.

5.8.3 It was noted that NLC vide letter dated 18.05.2017 had requested Hon‟ble CERC for

upward revision of Technical Minimum on account of the difficulties encountered during

implementation of Technical Minimum at 55 %.

5.8.4 After deliberations in the Meeting all the states opined that existing practice may be

continued for the time being.

5.8.5 TANTRANSCO vide letter dated 31.05.2017 had submitted that demand forecasting is

being done at an accuracy of 2-3% both on day ahead and intraday basis and variability of

wind generation could not be forecasted as accurate as the demand forecast. The request

of NLCIL for offering 50% of surrendered quantum for Trade is not feasible on day ahead

during high penetration of wind generation which could not be forecasted accurately.

However, based on the Load generation balance surrender of URS power for sale will be

given on day ahead basis.

5.8.6 SRPC had requested TANTRANSCO to take up the issue of forecast error with NIWE.

Feedback on forecast needed to be passed on to NIWE. TN was requested to bring out a

daily report on error forecast and furnish to SRLDC/SRPC/NIWE/IWMPA for improvement.

5.8.7 KSEBL had informed that last year NLC had approached KSEBL for submission of NOC to

sell URS power which was given by KSEBL. This year NLC had not approached them.

SRPC had suggested NLC to approach KSEBL and other states for prior permission to sell

the URS power.

5.8.8 Subsequently TANTRANSCO vide letter dated 21.06.2017 had informed that during the

period from 01.06.17 to 12.06.17, even though TANGEDCO has offered 72 MU for trade,

only 25% has been traded which was not beneficial to both TANGEDCO and NLC. Hence,

it was kindly requested that necessary arrangements may please be made at NLC end to

increase the quantum of trade for the beneficial of both TANGEDCO and NLC.

5.8.9 It is noted that NTPC had filed a Petition in regard to difficulties encountered in

implementation of the Mechanism for degradation of Heat Rate, Auxiliary Power

Consumption and Secondary Fuel Consumption due to Part Load Operation and Multiple

Start/Stop of the units. (Annexure-5H).

5.9 Optimum harnessing of RE in Southern Region

5.9.1 CEA vide letter dated 30.03.2017 had brought to notice the Minutes of the Meeting held on

10.02.2017 in Ministry of Power for discussing matters related to optimum harnessing of

Renewable Energy Integration in SR without endangering Grid Security. It can be noted that

a number of actionable points had been finalized in the Meeting and time line for compliance

of the same also had been specified. Enclosing the Minutes of the Meeting, SRPC vide letter

dated 02.05.2017 had requested all the concerned that the matter may kindly be arranged to

be reviewed and urgent action be arranged wherever necessitated.

5.9.2 Subsequently a Special TCC Meeting was convened on 20.05.2017 at SRPC Bangalore to

discuss on the status of action taken w.r.t the Minutes of MoP Meeting. The minutes of the

Meeting are at SRPC website.

5.9.3 SRLDC had informed that in compliance to the minutes of MoP Meeting SRLDC had

conducted a Capacity Building Workshop on STOA procedures on 19.05.2017.

5.10 Constitution of “Sub-Group under Technical Committee for Implementation of Frame

work on Renewable at the state level”

5.10.1 CERC vide their communication dated 02.05.2017 informed the following:

Technical Committee under the Chairmanship of Member, CERC, Shri A.S.Bakshi

was formed at the direction of Forum of Regulators (FOR) in November, 2015. This

Committee comprises of Technical Members of State Commission of renewable rich

States, viz. Tamil Nadu, Gujarat, Rajasthan, Maharashtra, Andhra Pradesh, Karnataka

and Madhya Pradesh. The objectives of the Committee include facilitating

implementation of Regulations for Forecasting, Scheduling and Deviation Settlement

at the State level, implementation of ABT framework and Ancillary Services in member

States, among others.

The Committee in its eleventh meeting held in Chennai on 28.03.2017 felt that with

increasing penetration of Renewable Energy (RE) in the backdrop of GoI‟s 175 GW

RE target, increasing inter-state transmission of power and commitment of 24x7

Power to All, regional cooperation for optimum utilization of generation resources has

become critical.

Further, it was decided that Sub-Groups be constituted in the Northern Region,

Western Region and Southern Region (the three RE rich regions) headed by the

Member Secretaries of the respective Regional Power Committees (RPCs) to

examine this issue.

Accordingly, Sub-Groups have been constituted by the competent authority

comprising the following:

1. Member Secretary, RPC, as Chairman of the Sub-Group

2. One representative from concerned SERCs of the Region

3. One representative from concerned SLDCs of the Region

(b)&(c) as above to be nominated by the concerned SERC

4. One representative from RLDC (concerned RLDC) to be nominated by NLDC.

5. One representative from NLDC/POSOCO

6. One representative from FOR Secretariat (optional/observer)

The Sub-Group may co-opt any external expert as it deems fit.

This Sub-Group shall inter-alia examine the feasibility and modality of cooperation

among states in the respective region for ensuring optimum utilization of generation

resources with least cost options for balancing across the region.

The Sub-Groups are to submit their findings before the Technical Committee at the

earliest.

5.10.2 Further SRPC vide letter dated 24.05.2017 had informed that it is proposed to co-opt expert

from TSTRANSCO AND KESBL to this sub-group.

5.10.3 The Meeting was convened on 07.06.2017 at SRPC Bangalore and the Minutes of the

Meeting are available at SRPC website

5.11 Terms and Reference for the proposed study on Renewable Integration

5.11.1 It was noted that in the 31st SRPC Meeting held on 25th February 2017

TANGEDCO/TANTRANSCO had agreed to take up the matter of funding this study by RE

Developers with them. SRPC vide letter dated 03.05.2017 had requested TANTRANSCO

that the matter regarding possible funding of the consultancy may kindly be arranged to be

taken up with RE Developer Associations.

5.11.2 In the 131st OCC Meeting, it was noted that TANTRANSCO/TANGEDCO may call for a

meeting with RE Developer Association shortly.

5.11.3 Subsequently TANTRANSCO vide letter dated 08.06.2017 had informed that adverting to

SRPC letter the matter regarding possible funding of the consultancy was taken up with RE

Developer Association on 30.05.2017 and after deliberations, the following were suggested

by the RE developers:

i) The objective of the study on RE integration is highly elaborative which gives

solution on long term that is up to year 2030. Hence, the study should be based on

short term (immediate), Medium term (for year 2022) and long term (for year 2030).

ii) As per the preliminary assessment of SRPC, the cost could be around Rs.3.50

crores. In this regard, the amount may be segregated separately for short term

(immediate), Medium term (2022) and long term (for year 2030) so that the cost may

come down.

iii) Also, the study may be carried out in separate heads as Technical, Commercial and

Training & Administration. Hence, instead of a single consultant we may engage

more than one consultant for different heads of study.

iv) It is requested to conduct meetings with all the other RE rich states in SR/India with

their RE developers association (including solar) so as to share the financial

commitment equally.

v) It was agreed in-principle by IWPA during the meeting to share the cost, if the cost

is cut down from 3.5 Crore (preferably in lakhs) after taking the above suggested

measures.

5.12 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources

5.12.1 CEA vide letter dated 12.04.2017 had informed that in compliance to the Clauses 6(3) and

6(4)(b) of Central Electricity Authority (Technical Standards for Connectivity to Grid)

Regulations 2007 and Central Electricity Authority (Technical Standards for Connectivity of

the Distributed Generation Resources) Regulations 2013 notified on 30th September 2013 it

is obligatory for all the grid connected renewable generators to provide necessary facilities

for data-communication and data-storage and other parameters as may be stipulated. The

said CEA Regulations also places onus on the generating plants including renewable to

coordinate with appropriate licenses on issues including but not limited to protection safety

and metering.

5.12.2 With the above perspective as emerging from the CEA Regulations in force, the SLDCs are

requested to take up the matter with all the renewable generators to ensure transfer of

data to the appropriate Load Despatch Centre, so that the real time generation data is

available with them for centralized monitoring. It was also requested that to indicate the

present status in this regard and the action plan with definite time frame to ensure real time

data telemetry from all the grid connected Renewable Generators/Plants to the SLDCs.

5.12.3 CEA had requested SRPC to take up the issue with the concerned SLDC/utility operating the

SLDC and desired that this may be kept as an agenda item for OCC Meetings for periodical

review of the status of real time data telemetry from all the Grid Connected Renewable

Generators/Plants to the SLDCs.

5.12.4 Subsequently CEA vide letter dated 08.05.2017 had enclosed MoP letter dated 06.04.2017.

MoP letter had conveyed the main decisions:

CEA to ensure that necessary rules and regulations regarding generation data

communication including RE generators are in place and being implemented in true

spirit along with the suitable monitoring mechanism/penal mechanism for non-

compliance.

The National level Registry to be maintained by Central Electricity Authority (CEA),

where generation capacity data of all kind of Generators (Conventional, Non-

conventional, Non-captive, Captive ISGS or In SGS) will be available. The State

level Registry shall be maintained at the respective SLDCs also generation capacity

data of all kind of Generators (Conventional, Non-conventional, Non-captive, Captive)

in the respective States will be available. The State level data should further be

communicated to CEA and NLDC for maintaining record at National level on real time

basis.

CEA observed that the data communication system for Discom embedded

Renewable Energy generators (Solar, Wind, Roof-Top Solar etc) is not available in a

number of cases, because of which real time generation data is not available. The

availability of data communication system is very vital considering Grid security

aspects.

Further, to have availability of data of installed Capacity (including RE capacity) in

the country, it is desirable that a data Registry-at State as well as National level be

put in place for compilation of generation data of all kind of Generators

(Conventional, Non-conventional, Non-captive, Captive ISGS or In SGS).

In view of the above, it was requested that in order to work out a necessary framework,

inputs be collected from the relevant stakeholders. It was requested to send to CEA the

relevant inputs including the suggestive framework of rules, appropriate mechanism,

penal provisions for non-compliance and a fool proof mechanism of implementation of

the framework.

5.12.5 SRPC vide letter dated 23.05.2017 had submitted to RES Division, CEA that during

deliberations in the subcommittee Meetings, it was noted that data availability for roof top

solar at the SLDCs would be difficult with available infrastructure at the DISCOM level as it

was disbursed and low installed capacity roof top solar installations. It was requested that it

may be kindly clarified whether data/communication availability of all Roof Top solar would

be required at the SLDCs.

5.12.6 SRPC had informed that this matter had been deliberated in the Special TCC Meeting held

on 20.05.2017. The minutes of the Meeting are available at SRPC website. States were

requested to take immediate action as per the Meeting Minutes.

5.13 Ramp down/up during sudden solar increase/decrease during morning/evening

5.13.1 In the 129th OCC Meeting SRLDC had expressed concern regarding the ramp down/up

during sudden increase/decrease during morning/evening hours. SRPC/SRLDC had

cautioned that Solar Capacity would be coming up very intensively in coming six months and

SR should be ready with contingency plan for managing the LGB during the solar ramp

up/ramp down period.

5.13.2 Subsequently a Meeting of Sub- Group of Southern Region formed under the Technical

Committee constituted by CEA for study of optimal location of the various types of balancing

energy sources/energy storage devises to facilitate grid integration of Renewable Energy

Sources and associate issues was conducted on 24.03.2017 with participation from CEA.

5.13.3 All the states are requested to take action in this regard.

(Item No.4(e) of enclosed SRLDC letter dated 28.06.2017). 5.14 Implementation of CERC (Communication System for Inter-State Transmission of

Electricity) Regulations, 2017

5.14.1 CERC had notified the Central Electricity Regulatory Commission (Communication System

for Inter State Transmission of Electricity), Regulations, 2017 dated 15th may 2015. These

Regulations shall come into force w.e.f 01.07.2017. A number of actionable points are there

for the entities/stakeholders.

(Item No.4(f) of enclosed SRLDC letter dated 28.06.2017). 5.15 Confirmation for the indicated plan for FGD/Phasing Out Plan for implementation of

new Environmental Norms for Thermal Plants issued by MOEF & CC

5.15.1 It may be noted that a meeting on Preparation of Phasing Plan for implementation of new

Environmental Norms for Thermal Plants, issued by MOEF&CC in line with CEA‟s letter

No.CEA/Th./TPE&CC/ENV/55/2015/1473 Dated 22.12.2016 was held on 12.01.2017 at

SRPC, Bengaluru (Minutes available at SRPC website). After ascertaining the firmed up

Phasing Plan for FGD installation was communicated to CEA (the details available at SRPC

website). Subsequently, CEA has firmed up the FGD phasing plan and uploaded on its

website. Subsequently, a meeting to firm up phasing out plan for thermal unit which do not

have space for FGD was held on 25.03.2017 (Minutes of phasing out plan available at SRPC

website).

5.15.2 CEA has desired confirmation for the indicated plans. The final Plan for FGD implementation

with respect to SR Units with confirmation/comments had been communicated to CEA.

5.15.3 Phasing Out Plan are not received from most of the generators.

5.15.4 It is requested that all the concerned to kindly furnish the information at the earliest which

would be forwarded to CEA.

5.15.5 Chairperson, SRPC vide letter dated 24.05.2017 had put forward to Secretary-Power, MoP

that during discussions in the 31st SRPC meeting held on 25.2.2017, regarding

implementation of revised environmental norms, it was suggested that some funding either

from PSDF or any other fund could be kindly sought from the GoI to meet the stipulated

revised environmental norms. It was requested that the kind attention of MoP may be

bestowed on this issue of funding either from PSDF or any other fund to meet the stipulated

revised environmental norms.

5.16 State-wise allocation of 540 MW power from RGPPL to Railways

5.16.1 CEA vide letter No. 5/AI/CSA/GM/2017 dated 22.03.2017 had enclosed MoP Order No.

4/22/2011-Th-Vol-III) dated 17.03.2017 in which 540 MW power from Ratnagiri Gas and

Power Private Limited (RGPPL) has been allocated to Indian Railways. Allocation to SR

States (out of 540 MW) would be as under:

date of effectiveness subject to availability of transmission corridor as per

assessment of CTU.

5.16.2 Subsequently the following were noted:

SRPC vide letter dated 19.04.2017 had requested CTU that the likely time frame in

which the transmission corridor would be available for transmission of power to

Railways may kindly be arranged to be conveyed to SRPC at an early date.

CTU vide letter dated 20.04.2017 had informed that ATC to SR from new Grid has

already been allocated to LTA/MTOA applicants for transfer of power to constituent

states of Southern Region including Telangana and Tamil Nadu. Transfer of 150 MW

can be affected upon commissioning of upcoming Nizamabad-Maheswaram 765 kV D/C

line, which is likely to be commissioned by October 2017.

TSTRANSCO had convened a Meeting with Railways, SRLDC & SRPC on 28.04.2017.

TANTRANSCO vide letter dated 18.04.2017 had informed that the issue of

consideration of Open Access by Southern Railway as Deemed Licensee is sub-judice.

At this stage since the Petition on the above matter is pending with the Hon‟ble APTEL,

New Delhi and pending in principle approval from TANGEDCO, permitting Open Access

to Southern Railways as Deemed Distribution Licensee for availing allocated power

from RGPPL is not feasible.

Southern Railways representative had informed that PPA with RGPPL had been signed

on 25.04.2017 and requested TN for operationalization of the allocation. They have

applied for connectivity to CTU/STU(for 100 MW).

Subsequently CEA vide letter dated 22.05.2017had endorsed MoP letter dated

18.05.2017 in which 35 MW of power is allocated to KPTCL (SWR). Allocation to

Karnataka does not link the effectiveness subject to the availability of transmission

corridor as per assessment of CTU as for Telangana and Tamil Nadu.

SRPC vide letter dated 23.05.2017 had submitted to GM Division CEA that the above

may kindly be examined for clarity. CEA vide letter dated13.06.2017 had communicated

the allocation to Karnataka with slight modification in the conditions.

CTU, Planning vide letter dated 08.06.2017 had informed that Available Transfer

Capability (ATC) to Southern Region from NEW Grid has already been allocated to LTA

applicants for transfer of power to constituent states of Southern Region. Nevertheless,

transfer of above 35 MW can be effected upon commissioning of upcoming Nizamabad

– Maheswaram 765 kV D/C line, which is likely to be completed by Oct‟17.

5.16.3 TANTRANSCO/KPTCL to convene a Meeting in line with TSTRANSCO to firm up the

action plan.

5.17 Scheduling of Simhadri Stage I Station

5.17.1 Simhadri Stage-I scheduling had been started by SRLDC from 01.05.2017 onwards.

5.17.2 In the 132nd Meeting, SRLDC had pointed out that Main/Check meters at Simhadri Stage - I

end of Inter connector is not installed.

5.18 TTC/ATC reduction to SR

5.18.1 NLDC vide Revision No.6 dated 05.04.2017 had reduced TTC from WR-SR by 400 MW

(4750 MW to 4350 MW) with reason „revised considering high load in Maharashtra and rest

of Western Region‟. The limiting constraint for WR-SR and ER-SR has been mentioned as

(n-1) contingency of 765/400 kV, 1500 MVA single ICT at Nizamabad will lead to 874 MW

loading on 400 kV Vemagiri (PG) – Nunna (S/C). The assumptions in the base case show

19,346 MW of peak load, 14655 MW of off-peak load, 15,124 MW peak generations and

11,320 MW of off peak generation in respect of Maharashtra.

5.18.2 SRPC vide letter dated 06.04.2017 had brought some of the issues to the notice of NLDC.

NLDC had replied vide letter dated 11.04.2017 in this regard. SRPC vide letter dated

21.04.2017 had further sought some clarifications from NLDC.

5.19 Staggering of Loads/Overdrawal during peak hours

5.19.1 In the 130th OCC Meeting SRLDC had informed that from March 2017 onwards the SR

demand pattern was experiencing sudden and abrupt load change over in the evening peak

hours. SRPC and SRLDC had suggested that SLDCs may conduct a Meeting with

DISCOMs and discuss and arrive at an effective load staggering pattern which would

smoothen the changeover. Reports/minutes/staggering details may be submitted to

SRPC/SRLDC. In the 131st OCC it was noted that SRLDC vide letters dated

26.04.2017/24.05.2014 had again taken up this issue with all the States.

5.19.2 SRLDC/SRPC suggested that staggering may be done in a manner to avoid sudden change

in demand. Steep variation is observed in KPTCL demand during load change over. KPTCL

was requested to convene a Meeting with DISCOMs and finalize the action points to

limit the huge demand change during load change over within 15 days.

5.20 Monitoring of scheme funded from PSDF

5.20.1 NPC vide letter dated had furnished the Agenda from NPC for the 132nd OCC Meeting

(Annexure-5I). The details of the grant sanctioned from PSDF for the schemes in

Southern Region were furnished. It was requested that the status of implementation of the

above schemes physical as well as financial progress may please be reviewed and the

entities may be asked to kindly expedite implementation of the schemes. It was recalled

that the entities may furnish the information in the specified format by first week of every

month on regular basis to Member Convener, PSDF Project Monitoring Group (AGM,

NLDC, POSOCO) with a copy to NPC Division.

5.20.2 In the Meeting, it was noted that in May 2017 many new schemes have been received

sanction of grant from PSDF i.e. AP(1), KSEB(2), Tamil Nadu(1) and Telangana(2),

PGCIL(1-for STATCOM). NPC had requested through SRPC to kindly arrange to start the

works as mentioned in the agreement and to avail the sanctioned grant in installments in

the stipulated time. It was observed that progress of works of already sanctioned schemes

is not satisfactory except KSEBL, TS and KPCL. NPC informed that next Meeting of NPC

may be called shortly. Exact details of percentage of works completed needed to be filled

in the Remark Column which is furnished as Annexure (Refer Annexure-5I). A summary

on the percentage of works completed may kindly be furnished to NPC.

5.20.3 APTRANSCO, KPTCL, TANTRANSCO & PGCIL and SRPC needed to submit the summary

at the earliest.

5.20.4 Subsequently NLDC had convened a Meeting at NRLDC, New Delhi on 20.06.2017 at All

India Level to discuss on the progress of works of schemes and assess the actual Status.

Minutes/Report of the Meeting is awaited.

5.21 Enhancement in TTC of Southern Region

5.21.1 NLDC vide their letter dated 14.03.2017 had informed that it is difficult to consider the

extended mode (500 MW) of Talcher-Kolar HVDC for the purpose of TTC/ATC.

5.21.2 Subsequently TSTRANSCO vide letter dated 23.03.2017 had taken up the issue with

Secretary Power, MoP and had requested to consider the extended mode (500 MW) of

Talcher-Kolar HVDC for the purpose of TTC/ATC. It was requested that necessary

instructions may kindly be arranged to be issued to POSOCO to implement the extended

mode of 500 MW for 10 hrs a day on Talcher-Kolar HVDC link urgently.

5.21.3 Further, Chairperson SRPC vide letter dated 18.05.2017 had taken up the issue with

Secretary(Power), MoP .

5.22 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation

5.22.1 SR II Powergrid had informed that the compensation issues were being settled for LILO of

Nelamangala - Hoody at Yelahanka. Regarding Madhugiri – Yelahanka in three districts,

Bengaluru Urban, Bengaluru Rural and Tumkur ROW issues are being faced. The

connectivity at Yelahanka will not be useful until the 220 kV side cables are made through

by KPTCL.

5.22.2 SR II, PGCIL had informed that the issue is being followed up with State Administration for

removal of ROW issues.

5.22.3 KPTCL had informed that cable for Yelahanka connectivity is awarded in December 2016

and scheduled to be commissioned in December 2017. They would be furnishing the

updates in detail shortly.

5.23 Daily Load Forecasting by SLDCs/RLDCS/NLDC

5.23.1 The mean absolute error (forecast Vs actual demand) for the month of June 2017 as

furnished by SRLDC.

5.23.2 In the 126th OCC Meeting, SRLDC had informed that a Pilot Project for RE forecasting had

been started. Pilot Project for load forecasting was yet to commence. RE Connect has been

entrusted the work. They wanted past three years‟ data in specific format. The block wise

difference in forecast and actual and the reason for the inter block difference were also

needed. SRLDC had started the work. Weather input would be incorporated by RE Connect.

5.24 Web Portal on Weather information for Power Sector

5.24.1 CEO, POSOCO vide letter dated 07.06.2017 had informed that an MOU was signed

between POSOCO & IMD on 18.05.2015 to have an effective weather information

interface, exclusively for Power system operation. In pursuance to this MOU, dedicated

web portals for all the 5 regions have been developed jointly by IMD & POSOCO.

These web portals contain lot of information related to weather forecast, real time & past

data related to various locations in all the regions. The weather locations presently

available with IMD in all the regions have been mapped with the electrical locations /

stations. With a better understanding of this data, various utilities in the concerned

region can equip themselves with better preparedness and improved operational

planning, thereby enhancing the reliability of power system operation. Details of the

information available on the web portals is given at Annexure-I.

5.24.2 During the interaction with Director General, IMD, in this regard on 05.06.2017, it has

been agreed that representatives from IMD shall explain the interpretation of weather

data available on the web portal to derive the information and knowledge for decision

making in the day to day operation of Power System, through a series of interactive

sessions in all the regions. As OCC meetings are held on monthly basis in all the

regions and representatives from all the SLDCs, constituents & utilities attend the same

these interactions would be highly beneficial.

5.24.3 In view of the above, it was requested that the first session may be kept in the agenda of

the forthcoming OCC meeting in your region.

5.24.4 SRLDC vide letter dated 23.06.2017 had requested Indian Meteorological Department to

kindly give a session on 13.07.2017 in the OCC at SRPC, Bengaluru. It was also

requested to confirm the proposal so that all the operators from Load Despatch Centre of

Southern Region shall be informed accordingly.

5.25 Frequent tripping of Vallur-NCTPS lines

5.25.1 In the Meeting, it was noted that the replacement of insulators had been completed in the

NCTPS –Vallur lines and the replacement on other connected line has been taken up

and will be completed by December 2017(Vallur-Almathi lines).

5.25.2 SRPC had suggested that NTECL & NCTPS may go for RTV coating in their switchyard

as had been done by other entities

5.26 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

NTPC had informed that written communication in this regard to MoP would be shared

with SRLDC/SRPC.

5.27 Scheduling of Solar at Kamuthi Solar Park

5.27.1 SRPC vide letter dated 07.02.2017 had taken up the issue with CE, CEA, Legal and had

requested to examine the issue and advise SRPC on whether the project needs to be

scheduled by SRLDC or by SLDC.

5.27.2 CEA, Legal vide letter dated 30.03.2017 had concluded that as per advice sought by the

SRPC the scheduling of the Solar Power Project can be scheduled under the

provisions of IEGC (Regulation 6.4.2(b) by SRLDC.

5.27.3 SRLDC vide letter dated 10.04.2017 had informed that SRLDC can schedule power

from M/s AGEL and its subsidiaries. However, in order to avoid any difficulties at a later

date it was suggested that M/s AGEL may seek Hon‟ble CERC‟s directions resolving the

difficulties mentioned in SRLDC‟s letter before SRLDC can begin scheduling of the

generating station under IEGC Regulation 6.4.2(b).

5.27.4 A Meeting to discuss further course of action on scheduling etc was proposed to be held

on 05.04.2017 which was further postponed to 19th April 2017 as per TANTRANSCO

request. Further TANTRANSCO had requested to convene the Meeting after May 2017

which was accepted

5.28 Upcoming Wind/Solar Projects

5.28.1 In the 130th OCC Meeting SRPC/SRLDC had enquired the States regarding the

proposed addition of Wind/Solar projects in their respective system. The following were

noted:

NTPC was requested to come back on status update of NP Kunta Stage II. In

Andhra Pradesh and Karnataka also Wind/Solar parks are expected to be come in

near future like at Ananthapur and Pavagada.

It was noted that procedure for RE Frameworks had been notified and is available

at NLDC website. It was requested to all the concerned to take up with generators

and whatever information as mentioned in the Notified Procedure are to be

collected/ensured from RE generators.

SRPC had informed that the progress of works of RE Generators and evacuation

system are available in TCC/SRPC Minutes. All the concerned were requested to

update the same and revert back at the earliest incorporating appropriate changes.

It was felt by the forum that a separate RE Meeting may be convened with States

and Major Generators (may be generators with 500 MW and above Installed

Capacity) quarterly to have focused discussion on the progress.

5.28.2 In the 131st OCC Meeting, States/RE Developers were requested to ensure that

infrastructure to implement RE Framework either at ISTS/ISTS level needs to in place

from inception stage itself.

5.28.3 No updates have been received from any of the states/entities. The list of evacuation

schemes for upcoming schemes was prepared with huge effort and no update /response

has been received.

5.29 Power Flow Analysis under high RE scenario

5.29.1 SRLDC vide E-Mail dated 08.06.2017 had informed that a project has been undertaken

jointly by POSOCO, USAID and NREL for power flow analysis under high RE scenario.

This study would look into the reliability and security issues with high RE penetration.

5.29.2 As a part of Phase-I of this work, studies are proposed to be conducted for 2018 grid

scenario. For this purpose States are kindly requested to share the details of existing

wind & Solar generator details and Wind and Solar expected to be commissioned by July

2018 with the details of planned transmission system. It was also requested to kindly fill

in the details sought as per the attached format. The sample wind station diagram is also

attached for reference.

5.30 Patrolling / Maintenance of critical lines and substations

5.30.1 In last couple of years insulator tracking has been observed in the Transmission lines

and Substations located in the coastal and polluted areas. The format for furnishing the

details of schedule / Patrolling and Maintenance carried out of the critical Transmission

lines and Substations had been circulated.

5.30.2 SRPC observed that every month some scheduled activity may be there and it is

responsibility of SLDCs to ensure that it was being carried out. SRPC/SRLDC needs to

be informed accordingly.

5.31 PSS Tuning of generators

5.31.1 4th Meeting to review the status of PSS tuning of the generators was convened on 13th

January 2017 and minutes of the Meeting are available at SRPC website. All the

generators to follow the action plan finalized in the 4th PSS meeting. PSS study group

had analyzed the SRT reports furnished and recommendations had been finalized. The

Step Response Test Reports in the specified formats to be submitted in soft form to

Remaining 52 PMUs as per revised BOQ (out of 270) would be supplied once rate negotiation with M/s GE is completed. Currently a Committee is formed by LD&C PGCIL for rate finalization as extra PMUs are exceeding the overall quantity variation of SR & WR limit of 15 % as per original LOA.

Forum requested Project Coordinator/PGCIL to freeze the total number of PMUs for SR at the earliest in the interest of faster execution of project as in the previous meeting the number of PMUs had been revised to 240 from 212(as per LOA). Additional requirement could be covered in Phase II.

Forum expressed concern that project was getting delayed and requested PGCIL / GE to share monthly project execution plan up to Sep 2017 and monthly progress ( installation and integration to Control Centre) status by end of every month.

3 Contractual amendment

Negotiation is under progress with GE T&D. Amendment is expected to be released in April 2017(last meeting agreed for January 2017) and system expected to be commissioned by Sep 2017.

4 Requirement of Auxiliary Power Supply System (APS) as per revised BOQ (excluding input ACDB and one battery bank of the proposed two battery banks).

APTRANSCO, TSTRANSCO and TANTRANSCO, confirmed the requirement of Auxiliary Power Supply System. TANTRANSCO submitted their requirement. Site survey is under progress.

APTRANSCO confirmed the requirement. TSTRANSCO will be confirming the same within two days.

SR-II informed that once all constituents finalized the APS System requirement the revised BOQ of APS would be furnished by LD&C, PGCIL.

It was noted that KSEBL and KPTCL had already confirmed in the previous review meetings that they do not require APS System.

APS System was expected to be delivered during the month of May 2017. All constituents were requested to make site ready for APS System installation to avoid further delay.

5 Capacity of Battery & charger

KSEBL suggested to have clear SAT procedure with current limiting and constant voltage charging as stipulated by OEM of VRLA battery set. SR II informed that in SAT Procedure OEM requirements are fully considered.

6 Responsibilities under Entities

SR-II confirmed that Dismantling of panels, any civil works etc required to prepare site for installing APS System was not under the scope of the Project and thus was in the scope of respective constituents.

Supply, erection& commissioning of UPS, ACDB Input &Output panels, Battery Bank and associated cabling works for establishing APS system was under the scope of the Project.

Air Conditioning System was required and constituents were to make necessary arrangements.

7 Redundancy for PMUs PGCIL confirmed that all PMUs are provided with redundant communication path and schematic diagram of

8 SAT procedure Draft SAT procedure had been circulated among all constituents. SAT in SR earlier planned for January 2017 was postponed to April 2017. It was informed that FAT completed for three numbers SLDCs. SAT for SRLDC will be completed by

Training had been firmed up by M/s GE and one batch training is over.

10 Availability of necessary communication ports for connection of servers under URTDSM

All constituents to make available necessary communication ports for connection of servers under URTDSM project by 20.02.2017 as decided in the last meeting. 130th OCC: TANTRANSCO, KSEBL and KPTCL to ensure availability of communication ports at PDS.

11 Training on Application part

PGCIL (LD & C) had stated that requirement of Training on Application part would be communicated to the Management

14 Mandatory spares PGCIL had agreed to furnish the details about the mandatory spares supplied at each site. 131st OCC: BoQ of the mandatory spares under finalisation.

In the 132nd OCC Meeting SR I had informed that 107 PMUs are supplied, 97

commissioned and 85 integrated.

SR II had informed that 106 PMUs at 31 S/s had been installed and commissioned in

which 101 nos had been integrated. Final Amendment had been issued on

19.05.2017.

SRLDC/SRPC recalled that in the Special Meeting held on 07.02.2017 it was agreed

by PGCIL that the Status Update would be furnished on monthly basis which was

not received yet. PGCIL stated that the Project was likely to be completed by

September 2017. It was also agreed that the Monthly Progress Report will be

furnished on each item and issues if, any, faced for implementation also will be

highlighted.

5.33 Discontinuation of payment of Hot Line by SRLDC w.e.f 01.07.2017 and providing of Hot line by respective entities

5.33.1 In the earlier Meeting, SRLDC had recalled that in 128th OCC Meeting SRLDC had

informed that existing BSNL hot line speech circuit between SRLDC Control Room and

Control Rooms of other entities would be discontinued by 30th June 2017. SRLDC

requested all the states to initiate and apply for new hotline speech circuit from state

end in line with IEGC clause 4.6.2”

5.33.2 The following were noted in the Meeting.

Kalpakka, Kaiga I & II, Hyderabad(TS), TN and Kalamassery communication will

be stopped w.e.f 01.07.2017. There is very short time left and requested all the

concerned to take immediate action in this regard and clarified that it is

responsibility of the states/generators(User) to establish the voice

communication to SRLDC.

KSEBL had informed that they have written a letter to SRLDC/ Powergrid in this

regard with a query that whether orange exchange can be used for hot line voice

communication. KSEBL have also approached BSNL for the same. SRLDC

suggested that Orange exchange communication can be kept as an additional

channel and it was advisable to establish the facility through BSNL which was

agreed by KSEBL.

TANTRANSCO had informed that after disconnecting the existing connection

only new connection can be established for which it was clarified that multiple

connections may be possible.

TSTRANSCO informed that they have established the new hotline

communication. Existing one can be withdrawn.

5.33.3 Subsequently KSEBL vide letter dated 21.06.2017 had communicated the following to

PGCIL/SRLDC:

As discussed with PGCIL, the Alcatel hotline exchange (Orange Exchange) at

SLDC and SRLDC are capable of being configured for hotline communication.

All the configuration at Kalamassery end will be coordinated between SRLDC

and PGCIL before discontinuing the existing hotline facility through BSNL. The

matter may kindly be treated as Urgent.

5.34 Video Conferencing facility at SLDCs

AP PUDU

APSLDC informed that they were in touch with M/s Alstom to make VC facility operational at APSLDC, Vijayawada. Expected by end of July 2017.

Puducherry would take up VC requirement in the next financial year 2017-18.

5.35 Status of important elements

I. ICT at Madurai It was noted that the provision of one No. of 500 MVA additional ICT at

Checkanoorani 400/230 kV S/s in PGCIL end 400 kV side was commissioned on 29.12.2017. LV side 230 kV Bay work is under progress and would be completed on 30.09.2017.

In the 132nd OCC Meeting, TANTRANSCO had informed that tender was opened on 16.05.2017

II. Status of ICTs at Trichy

The provision of one No.500 MVA additional ICT at 400 kV Alundur is under progress. At Alundur 230 kV substation Bay shifting works civil works (Plinth, Structure works) are under progress and yet to be commissioned by July 2017.

I In the 132nd OCC Meeting, it was noted that HV side of ICT is commissioned on 08.05.2017 at 16:30 hours and LV side would be commissioned before July 2017.

III. Completion of Karaikudi bay – PGCIL and TN SLDC to update In the 132nd OCC Meeting PGCIL had informed that the works will be completed by November 2017.

5.36 Advance intimation regarding first time synchronization of transmission elements with all necessary

The approved procedure needs to be followed.

5.37 Assessment of lift irrigation loads and necessary planning for using as demand response

5.37.1 In the 130th OCC Meeting SRLDC/SRPC had enquired the states regarding the lift

irrigation schemes existing in their system which can be utilized for Load Generation

Management/RE issues/load change over. Running these loads at different times can

very much help in load generation management. States were requested to kindly study

this in depth and can interact with Government Bodies/irrigation department to utilize

these schemes for effectively flexing the loads.

5.38 Scheduling of new LTA from MARWA Thermal Power Plant (1000 MW). 5.38.1 TSTRANSCO vide letter dated 03.05.2017(Annexure-5J) regarding operationalization of

new LTA for scheduling of power from Marwa Thermal Plant to Telangana had

communicated to SRLDC that, Chattisgarh Discom (supplier) is yet to communicate their

consent on the modifications to be taken up in the PPA as directed by Hon‟ble TSERC,

which is mandatory for enforcing the PPA. As such, it is requested to defer (the

operationalization) the new LTA TILL the Revised Scheduled Delivery Date & Effective

date in terms of the Article 6.1.3 of the PPA, to facilitate the completion of regulatory

compliance.

5.38.2 Subsequently TSTRANSCO vide letter dated 04.05.2017(Annexure-5K) had informed

the following.

CSPDCL has communicated its readiness to commence supply of power to Telangana under the Provisions of the PPA dated 22.09.2015 and sought to take appropriate action for scheduling of power w.e.f.01.04.2017.

Meanwhile, Hon‟ble TSERC has passed an interim order dated 31.03.2017 in Petition O.P.No.93/2015, wherein the TSERC has directed to take up modifications/amendments to certain clauses in the aforesaid PPA and as directed by TSERC, TSSPDCL (Lead Procurer on behalf of TSDISCOMS) has requested CSPDCL vide letter dated 25.04.2017 to give consent for amending the PPA Clauses. The consent of CSPDCL is awaited.

Whereas the PGCIL / POSOCO has addressed the Chief Engineer / TSSLDC, Hyderabad for operationalization of new LTA to Telangana from the same MARWA Thermal Power Plant under LTA No.L_17_04 w.e.f.04.05.2017.

Upon considering the above, pending receipt of consent from CSPDCL for modification to the PPA as directed by TSERC, it is requested to schedule the power from Marwa Thermal Power Station to Telangana as per the requisition given by Telangana SLDC.

5.38.3 TSTRANSCO vide letter dated 03.07.2017(Annexure-5L) had pointed out the

mismatch in the regional boundaries of LTA from Marwa to Telangana.

It is observed that the energy at Ex-bus is matching but there is a mismatch in the figures at the regional boundaries. It is requested to SRLDC to kindly look into the matter and arrange to rectify the anomaly.

5.39 Procedure to be adopted for finalizing the technical minimum STPP (2x600MW) TSTRANSCO vide E-Mail (Annexure-5M) has informed that STPP had communicated their station technical minimum as 840 MW for each unit. A copy of the startup curves furnished by STPP also enclosed. It was noted that KTPP-II has declared technical minimum as 400 MW at Ex-Bus for its 600 MW unit. TSTRANSCO requested SRLDC to advice the procedure to be adopted for finalizing the technical minimum of STPP Generator.

6 GRID FREQUENCY

6.1 High Frequency

a) High frequency at Load Change Over.

b) Status review of implementation of staggered load change over within the constituents

as per the decision of 23rd SRPC meeting, moderating own generation, surrendering of

ISGS power in advance and other actions by Regional Entities to avert high frequency

excursion.

c) Pump Mode Operation of Nagarjunasagar/Srisailam LB/Kadamparai HEP units.

TANTRANSCO had informed that Kadamparai units were being put under

pump mode operation for 3-4 hours daily.

It was noted that a Special Meeting had been convened at SLDC, TSTRANSCO in

which the recommendation finalized w.r.t Nagarjunasagar pump mode operation are

given below:

TSGENCO to address all issues for filling up the Tail Pond Reservoir ie legal

issues, elevating the lift irrigation schemes etc. TSGENCO to test the pump

mode operation through their OEM M/s Hitachi.

It was felt that the issue of the discharges (quantum/time duration) /

mechanism for enabling pump mode operation/utilization of the water pumped

back could be referred to CEA /MoP for further guidance and suitable

directions. This would help in utilization of Nagarjunasagar units in pump

mode in optimal manner especially with the higher renewable integration.

The following were the recommendation finalized w.r.t Srisailam pump mode operation

It was felt that the issue of weir could be taken up with CEA /MoP for further

advice/guidance/funding. Though it could take 2-3 years for completion but in

perspective plan with high targets of renewables, this would be useful in pump

mode operation at Srisailam and balancing of RE.

It was felt that issue regarding discharges (quantum/time duration) /

mechanism for enabling pump mode operation/utilization of the water pumped

back could be referred to CEA /MoP for further guidance and suitable

directions. This would help in utilization of Srisailam units in pump mode in

optimal manner especially with the higher renewable integration.

6.2 Low Frequency

a) Summary statement of different violation messages issued by SRLDC to each constituent as per new IEGC Amendment.

b) In the 124th OCC Meeting it was suggested that SRLDC may identify incidents of UD/OD for Analysis by States. SRLDC to furnish the incidence for analysis, if any.

c) In the earlier OCC Meetings SRLDC had suggested that ADMS settings may be changed to 49.9 Hz. and contingency plan w.r.t Tamil Nadu needs to be reviewed considering generation loss at pooling station level. TANTRANSCO was suggested to revert back.

1st Stage of 100 MW implemented at Somanahalli, Nelamangala and Hoody. The list of feeders given by BESCOM has been configured to trip whenever logic satisfies the condition specified. For Second Stage a letter had been communicated to BESCOM to identify the new set of feeders as the existing list of feeders configured will not suffice the required relief.

In 132nd OCC Meeting KPTCL had informed that feeder details from BESCOM are awaited

for implementation of second stage. It was suggested that if BESCOM was not able to

identify the feeders, feeders at higher level may be identified to trip through SCADA.

KPTCL had been asked to share the communication may be to BESCOM in this

regard.

7.1.1 Installation of Shunt Capacitors

7.1.1.1 The information regarding installation/healthy capacitors in the required format needed to be

regularly furnished every month. SRLDC requested that installation & ensuring healthiness

of capacitor banks at distribution level should be ensured by all the constituents.

7.1.1.2 PSS/E Base Case model has been received from the states of SR for low voltage scenario.

Complete converged network of SR had also been modeled by SRLDC/SRPC and

submitted to CPRI on 23rd March 2017 for capacitor requirement assessment. SRPC vide

letter dated 27.03.2017 had again requested constituents to make necessary arrangements

to contribute towards Consultant Fee charges for assessment study to CPRI.

7.1.1.3 SRPC vide letter dated 03.05.2017 had communicated to CPRI that SRPC is now pleased to

place a work order on CPRI for carrying out the assessment studies for Southern region

(except Karnataka). The total cost would be Rs.17.35 lakhs, excluding taxes, for the

Regional level study of Capacitor requirement for SRPC excluding Karnataka from the

scope of study. 4 states will be there as part of study namely Andhra Pradesh, Kerala and

Tamil Nadu and Telangana.

The terms of payment are as follows: 50% of the total consultancy charges after the preliminary data collection.

30% of the total consultancy charges on completion of base case load flow.

10% of the total consultancy charges after the submission of draft report.

SRPC will release the payment within two weeks of raising the invoices as per

the completion of tasks.

In this regard, Shri Anil Thomas, EE will be the Nodal Officer on behalf of SRPC. It was requested to CPRI that the study be taken up expeditiously.

7.2.2.2 GT taps of all new units getting synchronized to grid should be kept at the nominal grid

voltage level of 400 kV or 220/230 kV. SRLDC would ensure the requirement for ISTS

connected generators while SLDCs should ensure it for their embedded generators.

7.2.2.3 A Special Meeting was convened on 04.04.2017 to discuss on the MVAR

absorption/injection. The minutes of the Meeting are available at SRPC Website.

7.2.2.4 Summary / Recommendations of the Special Meeting:

For some generators, it was noted that there was injection / absorption at the same

voltage levels though tap position and Vref were reportedly unchanged. All the

generators were requested to kindly analyse the response and take steps to

improve the performance.

It was noted that there were still some margins available as per Capability Curve

and generators could consider improving the MVAR interchange.

It was noted that few units were not keeping the Vref at nominal and were changing it

manually to control / restrict the MVAR interchange. This was to be discontinued

immediately.

SLDCs would discuss MVAR issues for embedded generators along with

RGMO/FGMO issues.

SRLDC would take up the status point availability to SRLDC of the GT taps for ISG

stations wherever not extended.

MVAR testing would be taken up for a few stations shortly and schedule would be

communicated by SRLDC.

7.2.2.5 The issues regarding KGS Unit III and IV & NTPL

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by

fourth of every month) so that SRLDC can correlate it with SCADA data and analysis

could be done facilitating actions for further improvement.

Recommendations finalized in the Special Meetings were required to be implemented.

All the SLDCs to kindly monitor VAR absorption/injection of generating units in their respective control areas in real-time.

Hon‟ble CERC Order dated 23.12.2009 merited attention in this regard. It had been

stated in the Order that all agencies needed to provide required reactive

compensation thus avoiding the need for exchange of reactive power to/from ISTS

and maintain ISTS voltage within specific range.

7.2.2.7.2 In the special meeting with NPCIL/BHAVINI held on 25.11.2016, the following were

deliberated with respect to KKNPP Stage II reactors:

NPCIL had informed that they had taken up the issue with CTU (through email)

and the reply was awaited.

SRPC&SRLDC had stated that the limitation of no absorption by Stage-2 units

needs to be taken up formally with CTU and the details to be communicated to

SRPC/SRLDC.

8 Network Protection/Security issues

8.1 U/F & df/dt Relays Schemes

It was noted that all the States had implemented and df/dt schemes fully. All the

Constituents were requested to furnish the details of the feeders implemented in AUFR &

df/dt schemes along with the status of SCADA mapping as per the specified Formats.

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all

constituents shall submit a detailed report of operation of AUFR at different frequencies to

SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting

the daily report regarding operation of relays.

8.2 SCADA mapping of feeders of AUFR & df/dt schemes

8.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter

dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC

w.r.t implementation of SCADA mapping of all the constituents to Hon‟ble CERC. SCADA

mapping confirmation report of KSEBL had also been submitted to Hon‟ble CERC.

(Item No.8 (a) of enclosed SRLDC letter dated 26.05. 2017).

The status as updated in 132nd OCC Meeting is as follows:

for Solar Generators and for 17 RTUs, procurement

was being taken up and it could take 4-5 months.

There were 18 RTUs for Interstate feeders and

some would provide UFR and df/dt relief quantum

also. With this they were likely to achieve 100%

mapping.

TN 92 Additional RTUs needed to be procured for 100%

SCADA mapping. 100 % data visibility will be

ensured by June 2017. Transducers to be procured

and expected by June 2017.

SRPC/SRLDC requested that a monthly report on the action taken to reach 100 %

availability may be furnished to SRPC/SRLDC.

8.2.2 APTRANSCO and TANTRANSCO were requested to initiate the action to achieve the 100

% SCADA visibility.

8.2.3 In the 132nd OCC Meeting, it was noted that in the feeder list furnished by APTRANSCO it

was mentioned that some of the feeders are grid connected and not radial.

8.2.4 After deliberations, it was decided that a group of officers from SRLDC & SRPC can visit

SLDCs and examine the exact status of feeders (whether radial or grid connected, what

type of tripping provisions are enabled including breaker position). As per identified

feeders list visibility at SLDC and SRLDC may also be checked.

8.2.5 Subsequently validation was carried out w.r.t. KPTCL system on 30.06.2017.

Observations at Annexure-8A

8.3 Special Protection Systems

8.3.1 It was informed by SRLDC that Mock Tests for Major Inter Regional links & KKNPP Units

had been carried out and reports had been issued.

8.3.2 All the concerned states/PGCIL was requested to take the action to rectify the issues as

mentioned in the Reports which are already forwarded to all. A compliance report needs to

be furnished by all regarding the action taken.

8.3.3 SRPC had observed that the requirement of SPS may be required to be reviewed. There is

no ATC/TTC linked with it.

8.4 System Protection using Optimization Technique (SPOT)- SRLDC proposal

SRLDC had informed that that they are following up the issue with M/s ABB. SRPC had

stated that our requirement should be firmed up first and M/s ABB could be approached

later, rather than to what ABB has to offer. SRLDC had informed that a group of

communication experts from SRPC, SRLDC, KPTCL etc may be entrusted the work of

assessing the requirement and be involved in the future course of action.

8.5 SPS operations

The SPS Operations during the month of June 2017 if any to be furnished by SRLDC.

8.6 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES

(Petition No. 265/MP/2012)

8.6.1 It was noted that the issue of changing the frequency setting to 49.9 Hz was discussed in the

29th TCC/30th SRPC Meetings held on 26th /27th August 2016 and it was agreed to retain the

settings at 49.8 Hz till the next TCC/SRPC meetings.

8.6.2 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of

generation during the sustained U/Ds during high grid frequency may be required.

8.6.3 SRLDC had pointed out that ADMS was set at much lower point at 49.80 Hz which needs to

be enhanced to, 49.90 Hz.

OCC forum had felt that it could be reviewed in the next TCC/SRPC Meeting

8.7 Grouping of loads (IEGC clause 5.4.2 (e))

8.7.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network

security, the interruptible loads were to be arranged in four groups of loads, This was for the

purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding,

loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS

scheme. These loads are to be grouped in such a manner that there is no overlapping

between different groups of loads.

8.7.2 The issue was to be noted for compliance by the concerned utilities. SRLDC requested all

the states to kindly furnish the updated details in this regard.

8.7.3 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping

information/data within 24 hrs as per IEGC/CEA regulations and sometimes the

information from both the ends was not being received. Also at times, tripping details only

were being received without DR& EL details. SRLDC was unable to analyze events on

account of non-receipt of details of tripping in a timely manner. SRLDC had stated that all

tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon‟ble CERC

Order dated 20.02.2014 in respect of Petition No.146/MP/2013 was brought to attention of

the OCC. Non furnishing of timely tripping details would be treated as non-compliance.

Procedure for timely furnishing information was needed to be streamlined by the utilities. It

was noted that tripping information details were to be uploaded within the stipulated time

frames.

8.7.4 Declaration of availability and healthiness of various protection / defense mechanism

8.7.4.1 SRLDC had stated that the healthiness certification was not being received in timely

manner from all the constituents.

8.7.4.2 Healthiness certificates and other reports were being sought as per directives of higher

bodies. Validated certificates needed to be communicated in a timely manner.

9 LVRT Implementation

9.1 Hon‟ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The

Order directs a number of actionable points by various utilities for compliance of LVRT, CEA

& CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore on

05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website).

This issue was further discussed in the Special TCC Meeting held on 02.08.2016.

9.2 The following had been noted in the earlier OCC Meetings:

The following had been noted in the earlier OCC Meetings: SRLDC had pointed out that PMU at Pooling station was required to assess LVRT

performance.

TANTRANSCO had informed that P&C SCADA scheme was nearly complete and

would in place by December 2016. TANTRANSCO had informed that 40 % mapping

will be completed by June end.

TANGEDCO scheme at WTG level would be in place before next wind season (May

2017).

SRLDC had stated that the basic information which they have sought from new

generators had not received from any of the generator. SRLDC vide letter dated

20.01.2017 had requested all SLDCs to furnish the company wise installed capacity

and LVRT/HVRT characteristic at Renewable energy pooling stations.

SRLDC had requested that SLDCs may kindly prepare a geographic picture of the

Wind/Solar generators and extend it to SRLDC through ICCP. Later it can be

integrated to Regional Picture. In the REMC project extension of data s was to be

carried out by states and action now would make it easier subsequently.

9.3 All the constituents were requested to ensure provision and enabling of LVRT feature in all

the upcoming wind/solar generators before declaring COD. SLDCs were requested to

approve connectivity to new generators only on confirmation of availability of LVRT feature

9.5 SCADA & COMMUNICATION ISSUES

9.5.1 A Special Meeting was held on 07.02.2017 to deliberate on pending

SCADA/Communication issues. Minutes of the Meeting is uploaded on SRPC website. The

status of pending Items as deliberated in the Special Meeting/subsequent OCC Meeting is

4 Providing additional RTU at NTPC Talcher

RTU procurement is under progress.

5 Protection coupler replacement for Kayamkulam Transmission system

Letter from KSEBL received. Approval for the depository amount to be paid to KSEBL is under process.

6 OPGW stringing on balance portion of KPTCL lines

Except Hassan-Santhigrama(7.4 kM) and mono-pole structure portion of Hoody-Nelamangala(5.3 kM), OPGW stringing is completed on all the lines of KPTCL. Work expected to be resumed in 3rd week of May 2017 and expected to be completed by end of May 2017.

7 Migration of SCADA periphery in line with SEM

Both AP & TS: Migrated to SEM based philosophy from 11:00 hours of 09.05.2017. TN migrated on 08.06.2017. KPTCL and Puducherry are pending.

8 SCADA Data failure Protocol

RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.

9 Integration of new elements in SRLDC/SLDC SCADA

SR I /SRII noted and shall be complied.

10 Issues with Orange Exchange

It was noted in the Meeting that a Meeting was held on 16.03.2017 at SR II Bangalore and the issues are being addressed. Most of the issues have been addressed

emphasized and integrated. Although the above is discussed in SCADA Meeting it can be a

part of OCC Meeting also.

9.7 KSEB issue of withdrawal of SCADA Service Engineers by Ms.GE.

In the 132nd OCC Meeting SR II, PGCIL had requested KSEBL to take up the issue at

Management level also and apprise him of the seriousness of the issue.

9.8 PGCIL SR II E-mail dated 16.06.2017(Annexure-9A) informed that award is placed on

M/s.Vallant Communications Ltd., for supply & installation of DTPC (60 no.) as approved by

SRPC. As you may be aware that the original proposal was approved for augmentation of

Raichur-Sholapur SPS and the protection signals have been planned to be sent directly from

Raichur to the identified load centres. Accordingly, half of the total DTPCs were planned to

be located at Raichur 765. However, there were many changes subsequently and the

requirements got changed. PGCIL requested that the final list of locations, where the above

new DTPCs are to be installed may kindly be furnished so as to dispatch to the sites

accordingly.

9.9 Status of Voice Communication between Regional entities and SRLDC

(Item No. 14(c) of enclosed SRLDC letter dated 28.06.2017).

9.9.1 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto

Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon‟ble

CERC that NLDC and respective RLDC are directed to update the status of telemetry

every month at their website and persistent non availability of data from the generating

stations/substations be taken up in RPC meeting for appropriate direction and action.

Also NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC

informed that they have started posting this information from February 2016 on their

website

9.10 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon‟ble Commission vide order dated 19.12.2013 on Suo-moto petition No.

56/SM/2013 had directed all the utilities to provide the required telemetry within six

months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance

For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was going

on and it will take 5 more months to complete the works.

10 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START

PROCEDURE

11 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every

quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD,

CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills

for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF,

CEA, Sewa Bhavan, and New Delhi-110066. A copy of the reports was to be sent to SRPC

Secretariat ([email protected] and [email protected]). Information required by CEA

(vide letter dated 26.11.2013) regarding Security of power installations was to be furnished

to CEA.

12 Black Start Procedure

In earlier OCC Meetings, SRPC/SRLDC had expressed concern that black start mock

test procedure is not being followed properly, mock exercise by point to point method is

not carried out by all and schedules are also not being furnished. All the concerned

entities were requested to furnish the details of BSRP Mock test completed during 1st

half i.e Jan 2017 to June 2017 and schedule for second half ie July 2017 to December

2017 to be submitted at the earliest.

In case of postponement or non-conducting of mock drill exercise then it must be intimated

to SRLDC along with the reason.

12.3 Priority for Railways/Metros in the matter of Restoration of Supply

The following were noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in

the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure for

extending supply of power to Kochi Metro.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the

special meeting in respect of Chennai Metro may be expedited.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

13 RGMO

13.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings.

Inadequate response was an area of serious concern and there was no noticeable

improvement.

13.2 In earlier OCC Meetings, the following had been noted:

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015.

Inadequate Response to be taken up with SERC (Petition No.302/MP/2013).

Action on recommendations finalized in the Special Meetings needed to be taken

by generators/states. All generators were kindly requested to take all steps to

ensure intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state

embedded) shall not be scheduled beyond their ex-bus generation corresponding

to 100% of their installed capacity.

13.3 A Special Meeting had been convened on 04.04.2017 to discuss on RGMO/FGMO issues.

The minutes of the Meeting are available at SRPC website in which Summary /

Recommendations are listed out. It was noted that different logics were implemented by

different generators for RGMO compliance. A sub group meeting to have a better

understanding of different logics was held on 12.04.2017.

13.4 SRLDC vide letter dated 12.06.2017 had communicated regarding implementation of

RGMO as per IEGC 5th Amendment. The salient points of deliberations in the RGMO

subcommittee meeting held at SRPC Bangalore on 12.04.2017 were also included in the

letter. SRPC vide letter dated 15.06.2017 enclosing SRLDCs letter had communicated to

all concerned in this regard and had requested that comments, if any, may kindly be

intimated to SRPC/SRLDC on or before 26.06.2017.

13.5 NTPC vide E-mail dated 04.07.2017 (Annexure-13A) had informed that NTPC

Ramagundam has implemented the RGMO logic as per IEGC 5th Amendment regulation.

Accordingly, there will not be reduction in generation in case of improvement in grid

frequency to a level below 50.00 Hz. For any fall in grid frequency, generation from unit will

increase as per generator droop up to a maximum of 5% of the generation subject to

ceiling limit of 105% of the MCR of the unit having regard to machine capability.

13.6 NTECL vide E-mail dated (Annexure-13B) had informed that NTECL has implemented the

RGMO logic as per IEGC 5th Amendment regulation in their all units .

13.7 Chief (Engg), CERC vide letter dated 05.06.2017 had informed the following regarding

RGMO/FGMO compliance by generators in the Region:

Central Electricity Regulatory Commission (IEGC) Regulation, 2010 at 5.2(i)

provides that generators should provide RGMO/FGMO response. Further, vide 5th

Amendment to IEGC dated 12.4.2017, it has been provided at Regulation 5.2(h)

that RLDCs/SLDCs shall not schedule the generating station or unit(s) thereof

beyond ex-bus generation corresponding to 100% of the Installed capacity of the

generating station or unit(s) thereof and that the generation station shall not resort

to Valve Wide Open operation of units so that primary response is ensured.

RPC Secretariats and respective RLDCs are requested to obtain the status of

availability of RGMO/FGMO response from the generators (ISGS as well as intra-

state generators) in its region. The status of actual response being provided by

generators under the primary response may also be provided.

13.8 SRPC vide E-Mail dated 07.06.2017 had taken up the issue with all the generators/SLDCs. It

was informed that SRPC/SRLDC have finalized a format which has been circulated in

[email protected], [email protected] and uploaded at SRPC

website. It was requested that the details may be filled up at their end and furnish to

SRPC/SRLDC for vetting and further submission to CERC.

13.9 In the 132nd OCC Meeting after deliberations it was decided to revise the format and

accordingly the Revised Format along with the analysis for the incidents on 26.04.2017,

09.05.2017,18.05.2017, 20.05.2017 & 23.05.2017 had been circulated to all the

concerned.

13.10 It was requested that the reports may be kindly looked into and the constituents may revert

back with any comments/observations by 24.06.2017, so that the observations submitted

to SRPC/SRLDC will be vetted and further submitted to CERC

13.11 SRLDC vide letters dated 04.07.2017(Annexure-13C) had taken up the issue of no

response/poor response/partial response with TPCIL and IL & FS based on the analysis

made for the incidents on 26.04.2017 & 20/23.05.2017.

As per the clause 5.2(f) (a) of IEGC and subsequent amendments thereafter, all

Coal/lignite based thermal generating units of 200 MW and above shall provide

governor response per the regulations specified in the clause which is

reproduced below

“There should not be any reduction in generation in case of improvement

in grid frequency to a level below 50.00 Hz. For any fall in grid frequency,

generation from the

unit should increase as per generator droop up to a maximum of 5% of the

The following was noted w.r.t TPCIL Units:

All the three incidents posted by SRLDC requires more than 5%

change in generation hence expected response is taken as 5%

generation. But TPCIL generators provided only maximum 10% of

expected response. Generating units of such a large capacity (660

MW) not providing primary response in case of exigencies is a serious

threat to grid security. Hence it is requested to review the RGMO logic

implemented in the units and fine tune the logic for providing the

adequate primary response as mandated in IEGC.

The following was noted w.r.t IL & FS Units:

All the three incidents posted by SRLDC requires more than 5%

change in generation hence expected response is taken as 5%

generation. But ILFS generators provided only maximum 25% of

expected response for frequency dip incidents & 43-50% for frequency

rise incidents. It can be observed from analysis that unit‟s rgmo

performance is not satisfactory for frequency fall incidents. Generating

units of such a large capacity (600 MW) not providing adequate

primary response in case of exigencies is a serious threat to grid

security. Hence it is requested to review the RGMO logic implemented

in the units and fine tune the logic for providing the adequate primary

response at all times as mandated in IEGC.

13.12 In a similar line SRLDC vide letters dated 05.07.2017(Annexure-13D) had taken up the

issue with CEPL and Krishnapatanam Generating Stations..

13.14 KSEBL vide letter dated 17.06.2017(Annexure-13E) had furnished the details status of

FGMO/RGMO in their Units.

14 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

14.1 Loadability of ICTs and revisit of the associated protection settings to prevent cascaded

tripping of ICTs / high loading of transmission lines

14.2 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in

compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation

3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.

14.3 High loading on 400 kV Vemagiri PG- Vijayawada & Vemagiri PG-Gazuwaka lines and

status of system strengthening beyond Vemagiri PG Station.

14.4 SRLDC had requested all the constituents that whenever real time messages were issued

to control over ICT loadings, constituents should be committed to take necessary steps/load

shedding to curtail the overloading. SRLDC requested for urgent action to alleviate the

loading of 400/220 kV ICTs. A long term solution of augmentation/load reconfiguration

needed to be considered / implemented in view of grid security. Action Plan of constituents

to restrict the loading to permissible limit may kindly be furnished to SRLDC and immediate

action needs to be initiated.

15 Prolonged Outages

15.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival

of the prolonged outage was awaited from some of the constituents. Monthly reports are

required to be submitted to CERC.

15.2 Prolonged Outage of U3, NTPC, Ramagundam for May 2017

NTPC vide letter dated 21.06.2017 had informed that NTPC Ramagundam Units-3 was

taken out in Overhauling for the period of 30 days (1st April 2017 to 30th April 2017). After

overhauling unit was synchronized to grid on 1st May 2017 at 05:12 Hrs. Further, due to

heavy leakage of steam from parting plane of HPT casing, it was decided to open the turbine

for detailed inspection. After completion of the job Unit was synchronized at 23:39 Hrs. of

21st May 2017.

16 Upper Sileru - Balimela line had been idle charged from 8th January 2015 from Upper Sileru

end. Revival of the line.

SRPC had stated that declaration of COD letter from SLDC was required to be submitted to

CEA, Fuel Management Division for coal linkage etc.

SRLDC pointed out those new ISTS connected units should come out with detailed

metering scheme for various units commissioning schedule at least one year prior to

synchronization. The scheme needed to be discussed and finalized in the Meeting of

Commercial Sub Committee.

“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to

forecast their demand and make adequate arrangements to avoid dependence on

Unscheduled Interchange for meeting their demand or for injecting short term surplus power,

irrespective of the frequency”

There was need for further involvement of DISCOMs for their 96 block load forecast and by

state generators of their 96 block generation forecast. SLDCs needed to play more proactive

role in this regard.

18.3 Outage deviation report for the period April 2017 –June 2017 in respect of Generating

Outage deviation report for the period April 2017- June 2017 in respect of Generating

Units/Transmission Elements of Southern Region need to be submitted by all the

constituents which is to be communicated to Hon‟ble CERC.

19 Constituents/Generators are also requested to furnish the following Data/Information:

a. Minimum/Maximum Demand Ratio of Constituent States: Information and measures adopted may please be shared.

b. Forced/Planned outages of thermal units.

c. Status of Srisailam/Kadamparai/Nagrjunasagar: Pump mode operation.

d. Installed Capacity in MW as on 30.06.2017. Additions to Installed Capacity in

June 2017.

e. Submission of details of new elements to be provided on monthly basis in the

agreed format by all the Regional Entities.

f. Load Shedding in MW & MU carried out during June 2017 on daily/hourly basis.

Agriculture Sector may please be furnished in the Proforma prescribed by CEA

vide their letter No. 1/AI/COR/GM-2004/3405 dated 23.11.2004.

m. Coal Stock Position to be submitted on monthly basis by Generators

(States/ISGS).

n. Uploading of hourly Load Shedding details (both scheduled and unscheduled)

effected in previous day by all the constituents in SR.

o. Loss of generation due to coal shortage/technical problem needs to be furnished

for onward transmission to NLDC by 1000 hrs on daily basis.

p. Collection of data regarding Power Supply to Rural Areas

In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data

invariably from DISCOMs. It is requested that the data in this regard in the

required format may please be arranged to be communicated to SRPC

Data to be communicated by first week of the month for previous month.

q. Reporting the Status of implementation of the recommendations of the Enquiry Committee

Status as on last day of the month to be forwarded by 3rd day of the following

month, and that as on 15th of the month to be forwarded by 17th of the month All

the constituents were requested to furnish timely status updates

r. Energy Generation data Management from Renewable Energy Sources Monthly generation data in respect of Renewable Energy Sources was to be submitted to CEA with a copy to SRPC.

s. Reference from MNRE regarding compilation of data for meeting renewable energy Targets of 175 GW by 2020 MNRE/ MoP /CEA vide letters dated 02.03.2016, 22.03.2016 and 29.03.2016

respectively had communicated regarding compilation of data for meeting

renewable energy targets of 175 GW by 2020. The concerned State

Utilities/Generating companies are requested to furnish the data suggested by

MNRE. SLDCs are also requested to coordinate and furnish the data for the

generators in their control area.

It was noted that only APTRANSCO, TSTRANSCO, KSEBL and JSWEL had

furnished the information in this regard.

All the other utilities to furnish the information in this regard.
