Business Manager’s Message
Alan Golden - Business Manager - [email protected] - X231 The past month has been extremely busy with both
the IBEW State Conference and the IBEW
Construction Conference being held along with all the
preparation going in for this year’s work outlook.
As for the State Conference, what a difference a year
can make. This time last year we were talking about JB
winning his primary. This year all the talk is about JB
restoring order in the State of Illinois. At this year’s
Building Trades Conference in Washington, D.C.,
Governor Pritzker was a big hit as he talked about
what he was going to do for organized labor in Illinois.
Our new Governor is a huge supporter of Union
labor, we have had Union friendly Governors before,
but nothing like our current Governor. The IBEW,
Local Union 364, along with the IBEW State
Conference, will continue to push to move forward in
our State. As tough as the last four years have been,
we need to not forget what can happen when anti-
union legislators get in office, like Bruce Rauner.
The final piece of our former Governor was just
recently erased when Governor Pritzker signed SB
1474 into Law, this bill prohibits Right to Work zones
in Illinois. These our exciting times in our state
currently and it is imperative that we take full
advantage of having the House, the Senate and the
Governor’s office, the trifecta doesn’t always come our
way.
As for the Construction Conference, this year’s theme
was constructing our future. There was a lot of talk
about jurisdictional disputes within the Building Trades.
President Stephenson made it clear that he was tiring
of other trades continuously trying to get their hands
on work of the IBEW.
There was a Memorial service held for Emeritus Ed
Hill. One of the speakers that stood out, was Speaker
of the House, Nancy Pelosi. She spoke very highly of
the IBEW and how we have been so proactive over
the last couple of decades. It was a very nice memorial
for the Hill family.
That leads into solar work here in our jurisdiction, as
other trades have been trying to get their hands on any
of the solar projects that they can. The IBEW will be
fighting off the other trades and the non signatory at
the same time, which is unfortunate but, IBEW, Local
Union 364 is always up for a good spirited fight, so
they know where to find us. We have been talking
about these solar credits for months now, and on April
10th the credits through the state of Illinois were
finally awarded. IBEW, Local Union 364 has 25- 2 mega
watt projects that have been approved with 9 more on
a waiting list.
We are currently talking with developers and will be
establishing a timeline for these projects in the very
near future, we are also working on some residential
solar opportunities, both the commercial and
residential together will allow us to set the stage in the
solar market for the upcoming years. IBEW, Local
Union 364 isn’t a Local that is just existing in our
market, as we have stated before, we are dominating
our market and the intentions do not change with the
solar industry. We will keep you up to date on all the
information as it becomes available on our solar
projects.
The union office has been fielding a lot of calls
regarding Mechanical, Inc. having an electrical division.
Mechanical is going to be a signatory contractor of the
IBEW and will be looking to only have a service
division at this time. They are currently getting set up
and should be looking to hire within the next month.
The meeting with the Health professionals will be
Monday, April 22nd to discuss the new clinic benefit.
Please make yourself and your significant other
available for this meeting. The start time will be 6 pm.
The Union office will begin sending text messages out
as a test to all members with two test dates being May
1st and May 15th, we are asking all members to verify
that your contact information is correct.
Finally, just a reminder we will be allocating $2.50 at
next month’s Union Meeting, this is the final year of
our 3-year contract.

Work has slowly started to pick up over
the last couple weeks with the warmer
temperatures allowing for the start of
construction season.
The CVS at 110 S. Alpine is starting work
on a pharmacy remodel project. Shamrock
Development from South Bend, IN is the
(GC) and Miller Engineering has the
electric.
A new Casey’s Gas Station has recently
broke ground at the corner of Mulford &
Harrison Ave. Kaiser Electric from Local
34 has this project. Another Casey’s is
supposed to break ground this year in
Cherry Valley between Bell School Rd &
Tebala Blvd.
The new Thornton’s Gas Station in Roscoe
at the corner of Willowbrook & Rockton
Road was awarded to Nucore Electric
from Local 134. This project should break
ground sometime in April.
The former Bed Bath & Beyond off High-
way 173 will be transformed into 2-
separate buildouts. An Old Navy store will
occupy the west buildout and a 5 Below
will occupy the east buildout. Bids still
must be released on both projects, but we
do know that First Midwest Group will
only (GC) the 5 Below project.
The former Kmart on E. State Street will
be turned into a U-Haul storage facility
that will have multiple indoor storage units.
This project is still a few months away
from getting all the prints completed and
approved for construction.
Altmeyer Electric has started work again at
the Costco project and has recently hired
5-Wiremen & 2-Apprentices. More hires
should follow over the coming weeks with
work scheduled to go until sometime in
July or August.
Bush Construction from Davenport, IA
was selected once again to be the develop-
er of choice to build a new 6-story multi-
use building at 227 N. Wyman Street. This
project won’t begin until sometime in 2020
and is projected to cost roughly $22 Mil-
lion to build. The building will have 80 High
-End residential apartments, a Riverfront
Restaurant, Underground Parking Garage,
and Ground Level Storefronts. Stenstrom
Construction will likely be the (GC) on the
project.
The new Manny’s Pizza location in Free-
port across from the Little Cubs Field on
Empire Street was awarded to Quality
Electric.
The McDonald’s remodel on S. West
Street in Freeport was awarded to Engel
Electric. Woods Construction from Ster-
ling Heights, MI is the (GC). The McDon-
ald’s remodel on W. Galena Street is ten-
tatively scheduled to begin sometime in
August with possibly the same contractors.
The refueling outage at Byron began on
April 8th, Allied Power has roughly 125
Wiremen onsite and Electrical Builders
have another 16 Wiremen working on a
transformer project. By the time you read
this article layoffs will have already started,
and the outage will be nearly over. After
outage work this year will consist of a 4-6-
week project at the Circ Water Pump
House for a small crew, then in late June
or sometime in July, Allied is planning to
resume work on the 7300 project that
should run thru the end of the year.

During the month of March, we picketed
against Staley Technologies at the McDon-
ald’s on Alpine & Harrison in Rockford,
also picketed against Ogni Group at the
new Home 2 Suites Hotel in Loves Park
and briefly picketed Canduit Electric on
East Riverside Blvd. on a small strip mall
buildout in front of Boxed Up Self Storage
in Loves Park.
On Wednesday, March 6th I attended the
Statewide Organizers meeting in Cham-
paign, Illinois. All the locals attending up-
dated everyone on their work outlook as
well as their organizing efforts going for-
ward. Most locals around the Chicagoland
area reported steady work heading into
2019.
As the weather steadily improves and
our work opportunities increase, we
will still need support in manning our
picketing and hand billing duties. We
have had support from our member-
ship over the last few months while
work was slower, but as work picks
up, we could use any help we can get.
So, if you’re between jobs, contact me
here at the hall. We can accommodate
pretty much any schedule and any day of
the week you have available. So please
contact us if you have the time.
On Wednesday, March 26th we held our
COMET Training for our 5th year Inside
and 1st year Residential class at our train-
ing center on Southrock Drive. This class
is designed to educate our apprentices on
the importance of organizing as well as
cover the history of the IBEW and its
Organizing efforts over the years.

In DeKalb County, as reported last
month, the bids have been opened for the
Meijer store on the Northwest corner of
Peace Road and Route 23 in Sycamore.
Engel Electric has been awarded this
project. Rockford Construction from
Michigan will be the General Contractor
on this 160,000 square foot store. The
site work will start in mid-April, with
footings to follow in early June.
The 26 million-dollar Sycamore Waste
Water Treatment Plant has been
awarded to Leyden Electric from Local
701. It is scheduled to start in Mid-April
with a competition date of early 2021.
On Sycamore Road Finney Electric is
working on various buildouts. One
behind the Midland Building and one for
the DeKalb County Eco-Development
Office behind Advance Auto Parts. Also,
on Sycamore Road RSC Electric is
working on a buildout behind Fas-Mart
for the Census Bureau.
The 15 million-dollar DeKalb County
Nursing Home addition and remodel is
underway. Morse Electric has the work;
Ringland Johnson is the General
Contractor. The remodel part of this job
is underway, with the addition
portion scheduled to start in April.
In Ogle County, the new 92 bed Liberty
Village Nursing Home in Rochelle has
started back up now that the weather has
changed for the better. JB Contracting
from Local 176 has the work. They
currently have two 176 members cleared
in on portability.
The McDonald’s in Oregon is undergoing
a major interior and exterior remodel.
Aero Electric has this job. It should take
roughly two months to complete.
As reported last month, the bids have
been opened for the new Ogle County
Jail and Engel Electric has been awarded
the work. Gilbane Electric will be the GC.
They will break ground the 15th of April
for this 25 Million-Dollar 154 bed project.
In Lee County, the new Splash Pad Water
Park in Dixon has been awarded to
Complete Electric. It will have 23 water
features with two zones geared to
different age children. It will be built near
the Wooden Wonderland in Dixon. We
are also closely following the efforts of
the Big Sky Wind Farm re-power project
currently going through the permitting
process.
In Whiteside County, Wahl Clipper is
putting up a 16,000 square foot addition
on the north side of their existing facility.
Engel Electric has this job.
The Walmart in Sterling is going to install
a 350-Kilowatt rooftop solar array.
Continental Electric from Local 134 has
this job which should start in mid-June.
The Mercantile Building across from
County Market on 3rd Street in Sterling
is undergoing a major remodel. When
finished, there will be commercial spaces
on the ground level and residential spaces
above. There will also be a parking garage
with both residential and commercial
restaurant patios.
We would like to give a sincere thank

ONTRACT Section 3.06
An employee may furlough on a temporary basis
for a period of up to thirty (30) consecutive days.
After 30 consecutive days the employee shall be
severed for “lack of work.” An employee furloughing on a temporary basis shall be given a
severance for “lack of work” at any time upon
request. Avoidance of the intent of this section
shall not be permitted by pretense of leave of absence or vacation. No leave of absence shall be
granted for the purpose of employment in another
jurisdiction or outside of the industry.

There are no Apprentices off work at this
time.
We participated in a career event at Belvidere
North High School on Monday, March 4th.
The First Year Inside Class attended Diversity
Training on Saturday, April 6th.
We will be attending a career event at Durand
High School on Friday, April 26th. Several of
the building trades will be there to talk to the
students about career opportunities in the
Building Trades Apprenticeship Programs.
We will be working with students at Rock
Valley College/Samuelson Road Campus and
their Highway Construction Careers Program
on Thursday, May 16th. We will be
demonstrating aspects of our trade to the
students such as conduit bending and device
wiring. We will also be explaining to them the
process for applying to our apprenticeship
program.
We held an aptitude test for 73 applicants
who qualified to take the test. The test was
held at the Union Hall on Saturday, March
23rd.
We have started an IMSA Level 1 Fire Alarm
Class on Monday, April 1st. This class is being
held at the training center starting at 5pm.
Eleven members are taking this class. We will
schedule an IMSA Level 2 Fire Alarm Class for
late spring.
We held a CPR/AED training class on
Tuesday, April 2nd. There were 14 members
in attendance.
We held a First Aid training class on
Thursday, April 4th. There were 14 members
in this class as well.

The results from the April 2nd Election have us
retaining Paul Gorski as our Rock Valley College
Trustee as well as retaining Tom Fitzgerald in
South Beloit as Police and Fire Commissioner and
Mark Szula is the new Roscoe Village President.
Congratulations to our new elected officials. We
look forward to working with them and having a
voice at the table in each one of these
communities. Just like former International
President Ed Hill used to say “If your not at the
table you’re on the menu”. We are at the table
with these officials to make sure our voice is
heard and our issues are being recognized
going forward.
At the time of this writing, current
legislation has just passed the Illinois Senate
unanimously prohibiting
right-to-work zones in Illinois. This is just
another step in erasing four years of attack from
our former Governor. New Governor, JB
Pritzker has shown us that he is an ally with
Labor and has already signed several bills to
strengthen organized labor and working-class
family’s standard of living.
We look forward to more wins out of Springfield
as Governor Pritzker’s tenure is just beginning.
