As of April 9, 2019 1 Speaker Biographies Day 1 Welcome Honourable Jinny Sims, Minister of Citizens’ Services Born in Jullundur District, India, Jinny immigrated to England at nine years old. She obtained a degree in education at the University of Manchester and moved to Canada in 1975 with her husband, Stephen Sims. Jinny spent two years as an English teacher in Quebec, before moving to Nanaimo with her husband to teach high school and raise their two children, Michael and Keeran. Jinny has been a lifelong advocate for high-quality, public education and was elected President of the Nanaimo District Teachers Union early on in her career. Between 1999 and 2004, Jinny served on the executive of the BC Teacher’s Federation as both a Member-at-Large and a Vice President. In 2004, Jinny was elected President of the BCTF, a position she held until 2007. Speaker Biographies

Day 1

Welcome Honourable Jinny Sims, Minister of Citizens’ Services

Born in Jullundur District, India, Jinny immigrated to England at nine years old. She

obtained a degree in education at the University of Manchester and moved to Canada in

1975 with her husband, Stephen Sims. Jinny spent two years as an English teacher in

Quebec, before moving to Nanaimo with her husband to teach high school and raise

their two children, Michael and Keeran.

Jinny has been a lifelong advocate for high-quality, public education and was elected

President of the Nanaimo District Teachers Union early on in her career. Between 1999

and 2004, Jinny served on the executive of the BC Teacher’s Federation as both a

Member-at-Large and a Vice President. In 2004, Jinny was elected President of the BCTF, a position she held

until 2007. During her time on the BCTF executive, Jinny sat on the Status of Women Committee and served as

the Director of Professional Development and Social Issues, a role which focused on teacher education,

Aboriginal education, and social justice.

During her time at the BCTF, Jinny became involved in international development with CoDevelopment, working

in countries across Central and South America with a specific focus on leadership training for women. She also

worked with the IDEA Network, an organization committed to protecting and enhancing public education across

the Americas, where she was Chair of the Women’s Committee.

In 2011, Jinny was elected as the NDP Member of Parliament for the riding of Newton-North Delta. During her

time as an MP, Jinny served as the Official Opposition Critic for Employment and Social Development Canada,

Critic for International Development, and the Critic for Immigration, Multiculturalism, and Citizenship.

In May of 2017, Jinny was elected to the B.C. Legislature as the MLA for the constituency of Surrey-Panorama.

On July 18th of the same year, she was appointed Minister for Citizens’ Services in the newly formed BC NDP

government. She currently sits on three cabinet committees including the Legislative Review Committee, the

Sustainable Shared Prosperity Committee, and the Social Initiatives Committee.

Opening Plenary – The Future of Procurement

Joyce Van Vegte Joyce van de Vegte completed her M.A.Sc. in Electrical Engineering at the University of

Toronto. She began her career in research, focusing on automatic speech recognition,

and now teaches in the Electronics and Computer Engineering Technology department

of Camosun College in Victoria, BC.

Her teaching areas include digital signal processing, renewable energy systems, system

dynamics, and discrete structures. Joyce has enjoyed diverse work opportunities

abroad, including China, Thailand, India, Vietnam, and Kenya, and these experiences

have led to the development of an online course on intercultural engineering that Joyce

currently oversees.

Helen Fotos Helen Fotos is a senior enterprise IT consultant and Agile coach with over 16 years of

experience leading complex projects for organizations ranging from Fortune 500s to

Silicon Valley technology companies to BC Provincial Government.

A seasoned advisor on modern approaches to enterprise value delivery, Helen helps

organizations navigate all aspects of digital transformation; from architecture and

tooling to organizational design, PMO and procurement modernization, and

governance/risk/compliance.

Helen’s interests lie at the bleeding edge of emerging sectors and technologies; she

frequently presents on industry trends and is the organizer for FutureGov.AI, a Meetup that aims to demystify

artificial intelligence and explore the impact of exponential technologies for government. Helen also serves as a

global Subject Matter Expert on a number of initiatives for the Project Management Institute, including the

recently released Agile Practice Guide.

Don Costello

Don Costello is the Director, Information Security in the Information Security Branch.

He is responsible for Security Awareness, Policies and Standards, Vulnerability and

Risk Management, and Security Consulting. Most recently he has been heavily

engaged in cloud, security contracts, and vendor management. Don exercises his

skills in relationship building and stakeholder engagement to ensure successful

delivery on security initiatives.

Prior to joining Citizens’ Services, Don was instrumental in building the security

program at Social Development and Poverty Reduction where he centralized the security and privacy functions

to create efficiency and effectiveness. Don believes that with diversity and engagement, anything is possible.

Don has a certificate in Microsoft Systems Engineering from Royal Roads where he was the class valedictorian.

Outside of work Don is a career chef and accomplished endurance athlete participating in over 40 races

Peter Watkins Peter Watkins is an Executive Director within the Office of the Government Chief

Information Officer in the Ministry of Citizen’s Services. Peter is responsible for the BC

Developers’ Exchange and Enterprise DevOps. He is known as an innovative disruptor

and ultimate tech change agent. He is an innovative thinker and is the architect for the

BC Developers’ Exchange which leverages the power of the tech community and app

developers to unleash their creativity against government business problems. The BC

Developers’ Exchange has introduced two new innovative procurement methods – Code

With Us and Sprint With Us – that specialize in procurement for software development.

Emilio Franco Emilio Franco is a highly versatile Public Service Executive, Speaker, Professor, Youth

Advocate, and Digital Transformer who has dedicated his career to leading projects that

modernize government and make procurement awesome.

He is currently the Senior Director of Procurement Business Modernization at Public

Services and Procurement Canada, where he leads a complex transformation initiative

to modernize the Government of Canada’s procurement operations.

In addition to his dedication to the field of procurement, he has also worked to support

the advancement of Agile, Cloud, Social Media, and other digital services in government.

He holds a Masters in Electronic Business Technologies and Bachelor of Commerce from the University of

Ottawa, teaches part-time as a professor of Public Sector Procurement at Algonquin and is a member of the

APEX Board of Directors

Session 1A - Ethics in Procurement

Maureen Sullivan Maureen has been an instructor and curriculum designer with NECI since 1995. In 2010,

Maureen managed the curriculum development process for the Public Sector

Procurement Program (PSPP), which has since been accredited by the Supply Chain

Sector Council and won the Summit Award of Excellence for Leadership in Public

Procurement.

In 2009, Maureen assumed ownership of NECI. Under her visionary leadership, she

catapulted NECI to become Canada’s leader in developing an engaging, interactive,

online learning platform for procurement professionals.

An experienced litigator, mediator and dispute-resolution practitioner, Maureen has an

in-depth knowledge of both procurement law and contracting issues with particular

expertise in negotiations. In her spare time, she volunteers in Restorative Justice.

Renowned for her engaging teaching style, one of Maureen’s many strengths is her ability to integrate legal

concepts with business practices, making often-difficult concepts accessible and understandable for learners at

all levels.

Session 1B – Using Procurement Strategically Brooke Hayes

With over 15 years of experience across five ministries in the public service, Brooke

Hayes has direct experience in public sector procurement in the social sector, from a

cross-government perspective, and in the infrastructure sector. Currently Brooke is a

project director with the Ministry of Transportation and Infrastructure, where she is

supporting efforts to introduce a cross-government community benefits framework

for public-sector infrastructure projects.

Brooke has recently held responsibility for procurement transformation efforts at the

Provincial level, where she introduced a variety of new innovative tools such as the

two-page, short form request for proposals template and BC Bid Resources. In

addition, Brooke has had exposure to a diverse range of projects and programs, including the Canada-BC

Infrastructure program, economic impacts of the pine beetle infestation, corporate planning and risk

management at the Oil and Gas Commission, and procurement governance and policy for the Ministry of

Children and Family Development. Brooke is a recent recipient of the Premier’s Award in the leadership

category, at both the regional and provincial level.

Sol Reeve For the past 10 years Sol has worked in procurement or climate action program

development with the Province of BC.

Her significant projects have included: Contributing to development of the BC

Procurement Strategy; Designing an incentive program for the cement sector to

reduce greenhouse gases; Designing an innovative model for a full service supply

arrangement for LED street lights which was more recently used to create a CSA for

electric vehicle charging stations, which are both currently available to all purchasers

who can access the Province’s CSAs; and Developing environmental criteria for the green procurement web

pages. Sol now works for the federal government.

Deanna Fourt

Deanna is the Director of Sustainability and Business Continuity for Vancouver

Island Health Authority. She is an Energy Systems Technologist and has worked

with Island Health for 13 years. The first 4 years were as a manager and director in

Facilities Maintenance.

The last 9 years Deanna has lead teams responsible for climate change mitigation,

adaptation, energy conservation as well as for the design and construction of new,

additions and renovations to owned facilities. Island Health has been committed to

reducing energy use, greenhouse gas emissions and its environmental footprint

since 2010. Deanna also co-chairs the Provincial Environmental Technical Team for the Health Authorities and

sits as a board member on the BC Chapter of the Canadian Green Buildings Council. Prior to working for Island

Health Deanna worked in engineering consulting for mechanical building design and has 15 years of experience

in developing building projects.

Heather Hachigian Heather is an Associate Faculty member at Royal Roads University and a research

associate at the Carleton Centre for Community Innovation. Her research focuses on

sustainable investing, social finance and social procurement. Her recent research

related to procurement includes a global review of measurement and evaluation

frameworks for the Government of Ontario and a jurisdictional scan of social

procurement policies and best practices for the Ministry of Citizens’ Services

(Province of B.C.).

Currently, her research is supporting the development of a cohesive approach to

social procurement across local governments on Vancouver Island, the Sunshine Coast and Gulf Islands, as part

of the Coastal Communities Social Procurement Initiative. Heather completed her PhD at the University of

Oxford’s School of Geography and the Environment. She teaches measuring and scaling social impact in Royal

Roads University’s Graduate Certificate in Corporate Social Innovation.

Jennifer Gough

Jennifer Gough is the A/Executive Director of Program Renewal in the Employment

and Labour Market Services Division with the Ministry of Social Development and

Poverty Reduction. She has over eighteen years experience in employment

programming policy and program development, the last ten years with the ministry

having previously worked in employment programs with the federal government.

Her current role is responsible for leading a large and diverse project team to

evaluate, design and procure $2B worth of province wide employment programming

contracts for WorkBC Employment Services. She has been a public servant since 2001

and has a strong passion for the work of the public service. She has experience in

large scale procurement, facilitation, team building, program planning sessions, and project management. Her

strengths include a strong communication skill set and ability to create collaborative working relationships. She

believes the work each of us does each day affects the lives of British Columbians and it's our privilege to be able

to try to do so in the best way possible.

Session 1C – Readying your Clients for Procurement

Kai Robinson Kai Robinson the Director of Outreach and User Experience with the Procurement

Transformation Branch of the Ministry of Citizens’ Services. Since 2008, Kai has assisted

ministries and broader public-sector entities with procurements great and small for

goods, services, and IM/IT. He’s been actively involved with the Procurement

Community of Practice and its steering committee since its inception; delivered multiple

webinars to the community of practices’ members, and teaches courses within the

Province’s Procurement and Contract Management Program. Kai is currently helping to

implement the British Columbia Procurement Strategy including streamlining pre-

qualified lists processes and the Indigenous procurement initiative.

Afternoon Plenary – Best Value Procurements

John Savicky John Savicky is a Researcher and Lecturer at Arizona State University (ASU) and the

Director of Sourcing Research at the Simplar Institute. John received his degrees in

Construction and Facilities Management. He has 20 years of experience with running

progressive and advanced procurement systems with private, public, federal, and

international organizations. John has published over 30 articles and has taught

graduate courses on advanced procurement systems.

Chris Ambrose Chris Ambrose specializes in vendor management, helping clients develop and mature their vendor management discipline and organizations. He specializes in the activities of vendor performance, relationship, risk and contract management, as well as strategic vendor management. His coverage includes solutions and tools for identifying, monitoring, and mitigating third-party and vendor risks. Mr. Ambrose has more than 15 years of experience in the IT services industry. Prior to joining Gartner, he held various management positions across EDS's financial services and government vertical business units, including customer care, business development, account management and service delivery.

Dawson Brenner

Dawson has been the Executive Director of Supply Services since 2012. Supply

Services consists of five business units, the Queen’s Printer, BC Mail Plus,

Distribution Centre Victoria, Asset Investment Recovery and the Product Distribution

Centre. Supply Services operates on a cost recovery basis and a staff count of 300+.

Previous to this position he was the Director of Printing Services for the Queen’s

Printer for five years. He came to government from being Director of Facilities and

Print Services at the Open Learning Agency in Burnaby BC. And before working at

OLA he held various roles in the print industry from being the owner of a print

operation to sales for Xerox.

In the midst of running these various business lines he has also found the time to get

a Master of Arts in Knowledge Management from Royal Roads in 2004.

Cheryl Eason

Cheryl Eason is Vice-President & Chief Financial Officer for Royal Roads

University. An RRU MBA alumna, Cheryl is also a CPA with more than 20 years of

executive level experience in both private and public sectors. With financial,

investment, treasury, strategic planning, procurement, sustainability and risk

management experience, she has worked at the executive level in a variety of

industries, including television and radio broadcasting, disaster recovery, gaming

and lottery, and pension administration in both Canada and the United States.

With her work in sustainability, Cheryl has been recognized twice by the

Government Finance Officers Association of North America Award of Excellence

– in 2006 for “Integrating Sustainable Development into Business Decisions” and again in 2016 for “Path to

Sound and Sustainable Pension Funding Initiative”. Cheryl also holds the Retirement Plans Associate designation

from Dalhousie University and a Diploma in Management Consulting from the Grenoble (France) Graduate

School of Business.

Chris Sheel Chris is the Procurement Services Manager at the City of Vernon, located in the

Okanagan Valley of British Columbia. Over his career he has held positions of

increasing levels of responsibility. Chris started out in private sector Transportation

before moving on to perform Inventory Management, Logistics & Purchasing roles

for the Interior Health Authority. He found his true calling upon entering Municipal

Purchasing ten years ago. Starting as a Buyer, he progressed into the Manager’s

position and ever since, has been working diligently with his team to help evolve

the City of Vernon into a progressive, Best Value focused organization.

Session 3A – Agile Procurement

Tara Hartley Tara Hartley is the Regional Director for the Office of Small and Medium Enterprises at

Public Services and Procurement Canada in Pacific Region. She has over 25 years of

experience in the federal public service.

She and her team help businesses understand how to do business with the Government

of Canada. They also work with their procurement colleagues to promote fair, open

access to procurement opportunities.

Tara is passionate about her work and has had the opportunity to work with the UK government and on projects

with public procurement professionals from around the world.

Tara holds a Master’s Degree in Public Administration, a Bachelor's degree in German, and is also a professional

storyteller.

Kipp Sezginalp Kipp Sezginalp is a Supply Officer for the Acquisitions Branch at Public Services and

Procurement Canada (PSPC) in Pacific Region. He initially joined PSPC in 2015 as a co-op

student working in the Regional Director General’s Office. He is part of a career

development program that allows him to work in a number of different contexts.

Kipp procures goods and services for federal departments while ensuring sound

stewardship of public funds, promoting competition and achieving best value.

Kipp holds a Master’s degree in Public Administration and a Bachelor’s degree in History. He is also a Certified

Scrum Master.

Vanessa Mountain Vanessa Mountain is a member of the N’quatqua Band of the St’at’imc Nation.

The first part of her career was spent in the financial services industry working her

way up the corporate ladder at one of the larger financial institutions. She then

moved into working with Indigenous organizations developing programs and

services to accelerate community economic development. Vanessa’s focus was

working with Indigenous entrepreneurs and businesses to connect them with the

capital and business acumen required to achieve success. One position she is

especially proud of is the position she held with VANOC as Specialist, Aboriginal

Procurement. This position gave her the opportunity to expand her knowledge of local supply chain

opportunities and how to connect Indigenous businesses to them.

With her 18 years working with Indigenous businesses, she has key knowledge of the development of

Indigenous participation strategies that will benefit both parties in the participation of major projects. Vanessa

rounded out her expertise in the procurement and supply chain field in her current position with BC Hydro as

Senior Procurement Advisor, Indigenous Procurement.

At this point in Vanessa’s career she is developing progressive business models capable of building both

Indigenous communities and the local economy. Vanessa brings an expansive network of positive working

relationships with both Indigenous communities and businesses along with non-indigenous networks.

Catherine Harwood

Catherine Harwood is the Assistant Deputy Minister, Corporate Services in Highways

and Public Works (HPW). She began working for Government of Yukon as an engineer-

in-training in 1995. Her first eight years were with the Transportation Engineering

Branch, mostly as a Bridge Engineer. It was here that Catherine first developed a deep

interest in tendering law and procurement policy.

Catherine was most recently the Project Lead for the Procurement Improvement

Team, where she worked to make procurement better across Government of Yukon.

Prior to that, Catherine was Director of the Procurement Support Centre since its

inception in 2013. In her 20 years with HPW – in its various forms – Catherine has

always appreciated the professionalism and hard work of her colleagues and the interactions with the private

sector.

Catherine was born, raised and educated in Mayo, Yukon. She and her family moved to the Canadian Armed

Forces base in Lahr, West Germany as Catherine was entering high school. She then went on to graduate from

Monash University in Melbourne with a Bachelor of Engineering degree and returned to the Yukon soon after.

Session 3C – Best and Worse Practices in Negotiations and Procurement

Peter Johnston Peter Johnston is an international negotiation expert, a leading negotiation consultant,

thinker and practitioner, and bestselling author. His award-winning book, Negotiating

with Giants, relays lessons from our firm’s advisory work, research and some of history’s

most difficult negotiations, ranging from trade deals and hostage-takings to Magna

Carta. His negotiation results have been formally recognized by the United States

Government for their positive economic and social impact, domestically and abroad.

The early foundations for Peter’s distinct approaches to influence were formed by

working closely founders of the Harvard Negotiation Project, the Program on

Negotiation and the Harvard Negotiation Roundtable. Peter is a Harvard MBA, and was

a trained journalist and then corporate and investment banker before becoming a

negotiation consultant. He is Canadian and divides his time between Canada and the US, as well as the East and

West Coasts. Dynamic and entertaining, he often lectures at universities and speaks at conferences.

Afternoon Plenary – Transformation of Procurement in The Cayman Islands

Craig Milley Craig Milley is an international leader in procurement and supply chain management

with an impressive track record of executing major institutional reforms and bringing

innovative methods and ideas to successive organizations.

He has served as the head of procurement for a mid-sized municipality in Canada,

Lethbridge Alberta, as well as a national government in the Caribbean. In 2013 his

team was the sole recipient of a Canadian peer-reviewed award for Leadership in Public Procurement for

ground-breaking work using competitive dialogue on capital construction projects.

Session 4A – Understanding and Creating Innovation Using Sports Metaphors

Dr. Richard Wolfe Dr. Richard Wolfe is a faculty member in the Executive Education program, Ross School

of Business, the University of Michigan and Faculty Director of the Ross School’s Sport

and Organization Dynamics Conference. For much of Wolfe’s career he has used sport

as a lens through which to learn about various business practices such as innovation,

leadership, communication, teamwork, and strategy. More recently he has focused on

how best practices in organization dynamics contribute to sport team success. Richard is

currently under contract with Harvard University Press to write a book on big time

college athletics.

From 2001 to 2007 Wolfe served as the director of the Sport Management Masters Program, and was the

director of the Michigan Centre for Sport Management, at the University of Michigan. Wolfe was at Brock

University from 2008 – 2009, and from 2010 to 2017 Wolfe served as Professor of Strategic Management and

Winspear Fellow at the Peter B. Gustavson School of Business, the University of Victoria.

Wolfe is a past Editor of the Journal of Sport Management and has published in such journals as the Journal of

Management, Organization Science, Journal of Sport Management, Human Resource Management, the

Academy of Management Executive, the European Sport Management Quarterly.

Dr. Wolfe holds graduate degrees in organization theory (PhD, University of Michigan), business administration

(MBA, Pennsylvania State University), and physical education (MA, University of Michigan).

Session 4B – eProcurement

Jon Trask Jon Trask is a Digital Technology Thought Leader with extensive experience in

Procurement, Logistics and Supply Chain Management. As the CEO of Blockchain Guru

he partners with some of Canada's largest enterprises to apply digital technologies

including e-procurement to Procurement and Supply Chains.

Jon has a Master of Science in Procurement, Logistics and Supply and professional

designations in Supply Chain; Logistics, Transportation and Distribution; Lean Six

Session 4C – Where to Next? Procurement Career Planning

Liz Busch Liz Busch has been working for the B.C. government for more than 26 years, 19 of

which have been as a procurement professional. She began her procurement career

as a Non-liquor Buyer for the Liquor Distribution Branch back in the 90’s, and currently

is the Director, Marketplace Access for the Procurement Transformation Branch,

Ministry of Citizens’ Services.

Liz has supervised and mentored numerous procurement professionals over the years,

many of whom have since advanced their own careers. She has developed, co-

developed and facilitated many provincial government workshops and courses

(including for the Procurement and Contract Management Program), for both government staff and vendors.

She is the principal author of the two-page Short-form RFP, and much of the BC Bid Resources website for

buyers and vendors. She was one of the founders and former Steering Committee chair for the Procurement

Community of Practice (PCoP), which now has more than 3600 members. She is currently managing the

Procurement Concierge Program, which includes a new solicitation model.

Kathy Large Kathy is a seasoned procurement professional, with over 2 decades of experience in the Federal Public Service. Originally from Ottawa, she worked in IT software support prior to moving to the west coast world of procurement and contracting. Kathy currently works as a Supply Specialist for Public Services and Procurement Canada. She is a client-service focused professional who has purchased goods and services in commercial, marine, and real property contracting areas for multiple federal government departments. Her goal is to clarify and simplify the procurement process for all of those involved.

Suzanne Spence

Suzanne Spence is Executive Director, People and Workplace Strategies for four natural

resource ministries where she partners with executive teams to create and execute

people strategies that deliver tangible, measurable results and improve organizational

outcomes. Suzanne has proudly made a career of civil service in BC, having worked in

the Ministries of Health, Justice, Citizens' Services, Environment, Corporate Services for

the Natural Resource Ministries, the Vital Statistics Agency and a provincial Crown

corporation. Suzanne completed the Province’s Procurement and Contract Management

Program in 2007. She has served as a procurement specialist and has since infused

procurement-related principles into many facets of her government career, including the development of

programs and human resources.

Sue Maitland

Sue Maitland PCC is a speaker, workshop leader and professional life and career

transitions coach. Sue served both Provincial and Federal government agencies

during her 25+ year career in IT consulting in diverse roles including project manager,

resource manager, recruiter and sales executive. During her decade as a sales

executive, she studied procurement and risk management at Royal Roads University

and led successful bid responses to multiple multi-million-dollar procurements.

Sue found her calling and trained to become an ICF accredited professional coach

over 6 years ago and now leads an international coaching practice. Sue leverages her

own personal experience with life and career transitions, her coach training and the knowledge and expertise

gained from supporting hundreds of clients through life and career transitions. She frequently speaks on the

importance of building a strong personal & professional network and delivers monthly workshops open to the

general public on Networking for Success in Victoria. Sue has spoken on the topic of networking at international

conferences and is a frequent guest speaker at professional association meetings.

Sue believes that it’s never too early to begin to build a solid network and had to overcome her own discomfort

with networking to build her business. It’s a skill she encourages all her clients in career transition to embrace

and she enjoys helping others reframe negative thoughts about networking, develop a networking strategy,

know what to say when meeting others and where to go to make the connections they wish to make. Sue

believes that conferences and symposiums provide a wonderful opportunity to expand your network and make

powerful and potentially long-lasting, trust-based connections that can enhance both your personal and

professional life.

A Full Day with Paul Emanuelli

Paul Emanuelli is an internationally known author and procurement lawyer with an

extensive track record of public speaking, publishing and training. His portfolio focuses

on major procurement projects for a broad range of goods and services with an

emphasis on information technology transactions, corporate governance and supply

chain management. Paul has in-depth experience advising institutions on the legal and

strategic aspects of purchasing operations, developing procurement formats and

negotiating commercial transactions.

He is the Program Director of Osgoode Professional Development’s Certificate in Public Procurement Law and

Practice and the author of multiple publications, including the leading textbook Government Procurement, 3rd

ed. (Markham: LexisNexis, 2012). Before launching the Procurement Law Office, he practiced for over 10 years

as Crown Counsel for the Ontario Ministry of the Attorney General at both the Management Board Secretariat

and Crown Law Office — Civil, and headed the Government of Ontario's Procurement Lawyers Group.
