MESSAGE OF THE

CHAIRMAN/ DIRECTOR GENERAL

It is indeed my pleasure to address you all through Spotlight 2011-2012 of Sri Lanka Youth!

As you may know, the establishment of the National Youth Services Council in Sri Lanka was a recommendation done by the Presidential Commission for youth taking into considera-tion the social context in the late 70’s. Due to the policies in the late 70’s and 80’s, a significant number of young women and men were not afforded the opportunities to develop and make use of their skills to the fullest potential. They experienced limited access to education and training, poor housing conditions, limited employment opportunities, high rates of crime and violence and a general disintegration of social networks and communities. In addition, there were no special programs to address the needs of young men and women. This socio-political context the resulted in youth un-rest and the initiation of NYSC brought high hopes to these young people.

Currently, young people aged between 15 – 29 years, clearly comprise a substantial proportion of (nearly 30%) the Sri Lankan population. Their aspirations are much diversified and the policy-makers need to look at those beyond their horizon of work. We were able to read this situation when we took over the office in 2010 and re-shaped the systems, approaches, programs and projects to meet high-ex-pectations of the youth. The “Sri Lanka Youth” concept was brought into NYSC with the fullest blessings of the Honor-able Minister of Youth Affairs and Skills Development, Hon.Dullas Alahapperuma. The concept has been well received by the youth of Sri Lanka and all other stakeholders in the field of youth development. The Sri Lanka Youth Parliament was initiated by us at a time when Sri Lanka began to havea demographic bulge of young people. For me, having the largest youth population ever is a resource. The Sri Lanka Federation of Youth Clubs, which has an outreach of around

800 000 has done a wonderful job to ensure meaningful youth participation and youth empowerment. Sri Lanka Youth is very much proud of this progress as the organiza-tion which has the oldest and largest youth constituency in the country.In fact, it is considered to be the oldest and the largest youth movement in this region.

The “MahindaChintana: 10 year development framework” clearly speci-fies the government’s priorities and commitment for the achievement of Millennium Development Goals (MDGs) for all Sri Lankans across the country. The Government in its budget preparation has called to relate the MDG key performance indicators of ministries to the budgetary pro-cess. Sri Lanka is consistently seeking to adopt innovative methods in working with youth in the achievement of the MDG goals.

As the MDGs are to be achieved in 2015, it is needed to review the achievements, obstacles and challenges at the global level beforehand. Also the contribution and active involvement of the civil society, par-ticularly youth and the effectiveness of the MDGs on youth needs to be reviewed. This is vital at the global arena.However, no initiative has been taken to organize such a review and to create a common platform to discuss on the shape of the global development agenda. Sri Lanka has moved a step forward and proposed to hold a World Conference on Youth in 2014, with this main intension: to re-visit the MDGs and other major developmental targets at the global level that need to be discussed so as to agree upon a framework for the future development agenda in the world.

We considered last year as a challenging opportunity for us to revital-ize the spirit of youth for national development. In the process we had to diagnose what hinders and prevents the productive engagement of youth, especially those in marginalized areas and take remedial action to address these concerns. This includes, among other initiatives, legisla-tive action, skills enhancement, leadership training, investment in entre-preneurship development, attitudinal development etc.

This publication will provide you an opportunity to see, think and under-stand those initiatives taken by NYSC from August 2011 till August 2012 aiming a total development in youth to support them to become well-functioning, independent citizens who actively engage in nation build-ing. In conclusion, I wish to reiterate that as the youth are our biggest as-set; private sector establishments, INGOs and civil society organizations should come together to provide solutions to issues faced by our youth.

Youth Organizations and Development Division

The National Youth Exchange Programme brings together youth from different areas of the island together so they can share their sociocultural similarities while celebrating their differences. The aim of the Youth Exchange Program is to cre-

ate a collective Sri Lankan-ness among the youth, undivided by ethno-religious or geographic boundaries. The North-South Exchange brings youth from Northern and Eastern Provinces of the island to cities in the South where they reside in house-holds of young area residents and engage in various social, cultural and community service activities along with their hosts. The program also encompasses Sinhala-Tamil language training sessions where youth who speak Sinhala as the first language are taught basic Tamil and vice versa.

Soon after the visit of youths from Northern areas to the South, youths from the South visit their new friends in the North. The National Youth Exchange Program has created lifelong friendships among Sri Lanka’s youth: friendships that transcend geographic or ethno-religious boundaries.

NYSC Sri Lanka strives to empower and create a more inclusive environment for youth with disabilities. Social inclusion must be internally motivated by self, and in order to achieve this end, the NYSC has initiated a wide array of projects.

Youth with disabilities face the same issues as their peers, but societal prejudices, barriers, and ignorance exacerbate their concerns. HithaMithuruHamuwa(the Get-together) is an exchange programme especially designed for young people with disabilities. During the exchange programme, youth with special needs from different parts of the island, meet to eat, dance and sing together and to learn from each other, while celebrating their youth.

Talent had no boundaries. Youth with disabilities possess talents, which more often than not, go unrecognized. Sihinaya is a cultural programme for youth with disabilities. For most participants, Sihinayawhich is a Sinhala word which means ‘a dream’ is essentially a dream come true. In Sihinaya, which is broadcast on national television on a weekly basis, these youths have the opportunity of exhibiting their talents to a large audience. Besides being a platform to display latent talents of these youngsters, initiatives of this caliber help to reduce social prejudices about people with disabilities. The first ever outbound training camp in the island for youth with special needs was also named Sihinaya. In addition to these projects NYSC-Sri Lanka has hosted a wide range of projects including language training programmers, workshops on health and hygiene and leader-ship training programmers for youth with disabilities.

Going through adolescence, today’s youths are confronted, on every side, by societal pressure and materialistic values. Spirituality is a value system, a way of life. YouwunSithataDahamSuwaya is a spiritual development project carried out by

the NYSC, where youth from each of the 26 NYSC administrative districts hold discussions with religious leaders representing all faiths. The project is aimed at broadening these youths’ vision about life, and deepening their roots in their culture, tradi-tions and value systems, whilst instilling in them, a sense of responsibility and trusteeship.

A Year of Youth- A House to Every Village

A home is not just a roof above your head. A home means protection. It is where one is free to enjoy life and fulfill their potential. ThurunuWasarak, GamataNiwasak is the housing construction project launched by National Youth Services

Council with the Sri Lanka Federation of Youth Clubs. The project targets to build a home for a selected youth from a low income family in each Divisional Secretariat in the country. The houses are built using voluntary youth labor and very little financial support.

Colombo+20

Realizing that Sri Lanka’s youth can play a catalytic role in sensitizing the public on the potential, needs and benefits of sustainability and resilience climatic challenges, the NYSC organized : Colombo+20 - The Future We Want, an advocacy

campaign that reflected the theme of the United Nations Conference on Sustainable Development, commonly known as Rio+20. The event was organized by the National Youth Services Council in collaboration with the V-Force (National Volun-tary Taskforce), and the Youth for a Greener Sri Lanka (YGSL) platform. The event was held at the Independence Square on the 1st of July 2012and was attended by people from all walks of life.

This initiative was supported and endorsed by several UN agencies, including the United Nations Volunteers and underscored the importance of the Rio+20 summit and its outcomes on sustainable development. Colombo+20 was planned and executed by young volunteers representinga wide array of organizations. The public was made aware of various issues through a series of interactive information stalls. Furthermore, several activities for the youth and those young at heart were organized. One of the highlights of the event was the public painting of two buses carrying the messages that reflect the future wanted, and dreamt of, by the members of the public present at the event.

Youth Organizations and Development Division Youth for reconciliation

Young people have been taking a leading role in all major political and economic forums at the national level, placing them in a perfect position to create a strong momentum towards effective and sustainable reconciliation work. For exam-

ple, the members elected to the Sri Lanka Youth Parliament and the ministers appointed in that body have been placed with different government ministries, where they are allowed to directly contribute to the work of a given ministry both at the level of policy as well as implementation. NYSC has started to act as a facilitator, uniting all youth organizations in Sri Lanka. Each month the National Youth Services Council organizes several youth exchange programs between Sinhalese, Muslim and Tamil youth, building strong understanding between youth actors from all cultural identities.

However, the big question remains as to how one could get young people away from the current entrenched political set up and inspire fresh thinking. The role of the youth in advocating local campaigns and processes as opposed to outside interven-tions insensitive of ground level realities is vital to the work of breaking free.

The Sri Lanka Youth Parliament was first established in Sri Lanka in 2010, commemorating the International Year for Youth. Determinedly pursuing the ‘youth-friendly’ agendas of the country, the Sri Lanka Youth Parliament strives to promote

political participation and social cohesion within the Youth of Sri Lanka. Bringing forth a vibrant mass of young Sri Lankans from all over the Nation, the Sri Lanka Youth Parliament offers the ideal platform for these young leaders to make their voices heard. Within the chambers of the Youth Parliament, all members seek unity through diversity, thereby paving path for national reconciliation. The Sri Lanka Youth Parliament is a resonance of all Sri Lankan Youth; it is the zenith of Youth participation in political process and decision making; and one of the most determined steps towards Nation Building.

The Sri Lanka Youth Parliament consists of 412 Youth Leaders from all over Sri Lanka. The appointment of the members of the Youth Parliament takes place through three avenues.332 members are elected through a democratic election process.To take part in the election process, it is mandatory that the candidates are representing the Youth Clubs of their localities.The candidates are voted for by the members of the Youth Clubs based on their leadership qualities and community service.

The Senate was newly integrated in to the 2nd Sri Lanka Youth Parliament, initiated in 2013.The Senate comprises of 77 mem-bers, selected through a highly competitive interview process, based on their academic qualifications and other special skills.

Three members are specially appointed to represent Youth in the disabled, indigenous and the minority sectors of the coun-try. The SLY facilitates intercultural encounters while providing a platform for youth to play a leadership role in identifying and addressing the needs of the communities they live in. SLYP was created to build a second generation of proficient leaders and to ensure the constructive involvement of youth in the development agenda of the country. The Sri Lanka youth Parlia-ment Complex is currently being constructed in Kilinochchi, the former administrative centre and de facto capital of the LTTE.

EYLA(Emerging Young Leader Award) 2012 was organized by the National Youth Services Council together with the Minis-try of Youth Affairs and Skills Development with the intention of celebrating the International year of youth. EYLA 2012

was a refreshing experience for the Sri Lankan youth where they were encouraged to step up and take a more dynamic role in shaping of the country’s future. This competition attracted over 1600 applicants from different parts of the island and was a great platform for the youth to share their opinions and skills.

Research Planning and Human Resource Development Division

The National Youth Services Council has a staff of over 2000 persons, who coordinate the various

projects initiated by the NYSC. The NYSC is committed to train its staff and thereby encourage whole-per-son development and fulfillment beyond traditional training. As such, various priority training projects are underway for the NYSC staff. The Research, Planning and Human Resources Development Division is car-rying out training programs, workshops, courses and seminars. These include a Certificate Course in Drug Related Counseling, a workshop on Internal Audit-ing, a Seminar of Legal matters and many outdoor teambuilding and skills development projects.

The division also carries out various researches and surveys that study the youth of Sri Lanka. For exam-ple, in 2011, the division conducted a survey centered on youth in the Northern and Eastern Provinces of post war Sri Lanka. The research was conducted with the aim of identifying the needs of youths in these areas which were liberated by the clutches of terror-ism. The research concentrated on problems faced by youth in their day to day lives such as problems related to health, the practice of religion, political in-clusion, recreation and entertainment.

Technical and Vocational Training division

To improve youth access to employment; the Techni-cal and Vocational Training division of the NYSC is committed to the provision of training for the youth to better their prospects of securing a gainful em-ployment. Currently, forty Room Attendants Cours-es are underway, each with the participation of 20 students in Sri Lanka youth Training Centers located islandwide. Furthermore, eight landscaping courses and 45 provincial level sewing courses are also being conducted. These coursesprepare studentsfor occu-pational life as they are equipped to face the chal-lenges of the world of work.

The Lalithakalavedi Diploma and certificate course Programmes

The Lalithakalavedi Diploma is a three year long course in Singing or Dancing offered by the NYSC. At the successful com-pletion of the Diploma, the students are presented with the Lalithakalavedi Diploma certificate. Each year around 600

students graduate with a Lalithakalavedi Diploma. Many well-known artistes such as Chandralekha Perera, ChandrasenaHet-tiarachchi, SomasiriMedagedara, JanakaWickramasnghe were introduced to the Sri Lankan audience through this diploma. In 2010 another two year long programme: the Lalithakalavedi Certificate Course was introduced. The programmes conclude with a vibrant graduation concert exhibiting the talents of all students. A part of the income generated through this concert is given to the performers.

TheDiploma in Drama and Theatre was introduced in 1998 as an 11 month long programme. In 2010 the diploma was con-ducted in the Colombo, Kurunegala, Hambantota and Rathnapura districts in Sinhalese and in NuwaraEliya and Batticaloa

districts in the medium of Tamil. In the year 2011, the diploma took place as a 45 day residential training for a batch of 50 students. The 2012 intake is currently following their diploma at the Batagala Sri Lanka Youth Training Centre.

salutes them.The National Youth Awards is an annual event which recognizes contributions made by the Youth of Sri Lanka at the National level. The first ever National Youth Awards ceremony was hosted by the National Youth Services Council in 1976 with the aim of recognizing aesthetic skills of young Sri Lankans. The event, today, has become a source of inspiration for youth engaged in aesthetic activities. The inaugural National Youth Awards in 1976 was limited to drama and theatre. After the year 1980, the scope of the National Youth Awards was expanded encompassing different competitive categories in Sinhala and English languages. In 2011, this scope was further widened to include a total of 122 categories.

In the year 2010, the cash prize awarded to winners of the national level competition was doubled in order to felicitate young thespians and to provide an incentive to young people engaged in theatre.

The Examinations and Evaluations Division of the NYSC conducts examinations for the various trainings and courses. These include the examinations and evaluations of vocational trainings, the National Information Technology and Communica-

tion Technology courses among many others. The Examinations and Evaluations Division is also in charge of issuing National Vocational Qualification (NVQ) Certificates.

Sports Development

The NYSC is passionate about helping all young people to achieve to their fullest potential. In order to empower Sri Lanka’s Youth to become healthy citizens; the National Youth Services Council strives to enhance their sporting abilities while

inculcating a sense of sportsmanship in them.

The Sports Development Division of the NYSC was instrumental in forming Sports Clubs to benefit sportsmen and women for volleyball, netball, judo and the marathon event. The sports clubs handpick youths with special sporting abilities and are potential sportsmen who could represent the country at the international level. They provide these youths with a 2 year long residential training which not only enhances their sporting skills but provides holistic physical, mental and social devel-opment. Through its wide network of youth clubs which covers all areas of the country; the NYSC also distributes sporting equipment for the use of the youth. The division is also conducting various training programmes and courses for young ath-letes and holds training sessions for coaches and referees.

Promoting the National Sport

Volleyball is the National Sport of Sri Lanka. Partnering with the Sri Lanka Rupavahini Corporation, the NYSC is hosting a

Youth Volleyball tournament on an annual basis. The Volleyball Championships are organized in order to exhibit the talents of the youth of Sri Lanka via the national television network. The games help to promote National Sport of the country while also providing an opportunity to recruit talented players to junior and senior National teams.

Tour de Sri lankaTour de Sri Lanka was an historical event which was hosted to mark newly won peace, as our motherland was freed by the

three decade long terror of war. The 366 km bicycle rally started in the Eastern town of Batticaloa, running through the country to end in Matara, located in the southern coast of the island. Raising awareness of cycling as healthy, cost effective and eco-friendly mode of transport and a way of recreation was also one of the objectives of Tour de Sri Lanka.

Sport for social cohesion

The NYSC sees sports as important tool for social integration. Particularly in the post war development agenda and the so-cial integration process, sports are an ideal tool for bridging gaps and bringing people together. As part of the rehabilita-

tion process of ex-combatant inmates, the Sports Development Division organized a cricket tournament for female inmates.

The Sports Development Division also hosted an Avurudu Festival with the goal of preserving traditional Avurudu games which constitute an integral component of Sri Lanka’s cultural heritage. Furthermore, the Avurudu Celebrations which are

attended by youth from different backgrounds, believing in different faiths and belonging to different ethnic groups also cause social integration and cohesion.

The Sri Lanka Youth GymnasiumThe Sri Lanka youth gymnasium is a multi-functional gym, sporting area and fitness center. The gymnasium is now fully

equipped with state-of-the-art apparatus. The sporting arena allows young sportsmen and women to engage in sport-ing activities. This gymnasium provides gym facilities for the staff members of NYSC and also others in and around the NYSC premises can take the membership and use this gym as well. The prime intention of this modern gym facility is to improve the physical fitness and health of the youth of the country.

The Champions torch

The Champions Torch Relay organised by the National Youth Services Council in collaboration with MTV/MBC Networks travelled for 22 days from Point Pedro to Dondra Head passing 300 cities. The torch relay saw the participation of 1000

young sportsmen and women who were brought into the limelight through this initiative.

The National Youth Sports FestivalThe National Youth Sports Festival is the biggest sporting event hosted by the NYSC. It is a national level sports meet aimed

at recognizing sporting talents of the countries’ youth. The Sports Festival includes athletics, kabaddi, netball, volleyball, football, elle,cricket, carom, tug of war basketball and beach volleyball among others. This annual sporting extravaganza takes place in men’s and women’s categories in 2 different age categories 13 to 20 and 20 to 29. The National Youth Sports Festival has introduced many well-known sports personalities to the Sri Lankan sports circuit.

Entrepreneurship Development Programmes

The Education Development Division has initiated various entrepreneurship development programmes targeting second-ary school students and young people pursuing vocational training. The aim of the project is to encourage entrepreneurial

skills in young people.From January 2012 to this date, 65 such programmes have taken place.

The Education Development Division is committed to empowering young Sri Lankans interested in commencing a self-em-ployment or to develop existing self-employment ventures. The division provides entrepreneurship training and also facili-tates the provision of bank loans to interested youths.This programme is currently underway in the Kurunegala, Matara, Trincomalle, Monaragala, Gampaha and Ratnapura districts.

The Top Twenty Awards is held annually to felicitate talents and contributions made by youths with various talents in differ-ent fields. Individual contributions made by young persons are recognized and the youths are introduced to the national

audience. The skills and dedication of youths who have excelled in their respective fields through commitment and dedica-tion are recognized.

The awardees are recognized at the award ceremony for their contributions. The twenty award categories are as follows: the excellent young entrepreneur, volunteer, announcer, innovator, professional, beautician, journalist, local agriculture produc-er, photographer, lyricist, author, folk artist, environmentalist, chef, leader, commercial advertiser, technician, school student, school teacher and architect.

The Construction Division

Infrastructural Facilities

The Construction Division of the NYSC provides the infrastructural facilities necessary to uphold and promote the values of the Sri Lanka Youth Concept. This includes the construction of buildings, landscaping, maintenance and improvement of

existing buildings in different areas of the country. A new concept of the division is the first ever Sri Lanka Youth Park. The Youth Park will be a location for recreation and for youth to spend their leisure time and to maintain the standards of their physical and mental health. The park includes tennis and beach volleyball courts, a hiking trail, summer games, an internet café, a state-of-the-art library, a mini theatre and an open air stage.

The Farming Development Division

Empowering the youth

Historically, Sri Lanka was an agrarian economy. During the reign of King ParakramaBahu the Great, the island was known around the world as the Granary of the East. The Farming Development Division of the NYSC is committed to empower-

ing the youth of Sri Lanka to cultivate in barren lands and to cultivate long term and short term harvest yielding crops. It also generates profit through the sale of farming seeds, ornamental fish farming, livestock farming and animal husbandry. The farms are located in different parts of the island.

The Farming Development Division is also conducting a course for young people on agro-technology. It allows interested young people to pursue further studies in agro-technology and thereby to be involved in knowledge based agriculture and agribusiness.

The NYSCO Video Production Division conducts video recording of all events and programmes conducted by the NYSC. They cover events hosted by the NYSC and coordinate with media institutions to provide media coverage to these projects.

The NYSCO Diploma in Television Programme Production Technique and Video Technology is a one year course which prepares students for a career in the television, film, live event, and video production industries. Students work on pro-

jects ranging from documentaries and dramatic productions, to news, sports, live event production, commercials, and client projects. The course faculty comprises both of internal resource persons and visiting lecturers. The curriculum encompasses over 13 subjects.

Sri Lanka Youthcinematic harvest

The Sri Lanka youth Cinematic Harvest is a short film and documentary film festival for the youth of Sri Lanka. The first festival of its kind took place in 2011. The 2012 edition of the festival is scheduled to take place this year and the call for

entries has already attracted over 142 submissions. While, many would claim that to make an artistic cinematic creation, one would need an extravagant budget, the participants of the festival readily proved otherwise with their unique productions propelled by burning ambition and creative strengths. Budding, young local film-makers proved that the future of Sri Lankan cinema is in good hands, as they showcased their creative talents at the festival.Furthermore, the NYSCO video studio is a fully equipped, multi-functional studio which is rented out to various institutions.

Largest Youth Lead organization in Asia

The establishment of youth clubs at village level in Sri Lanka for youth development commenced in 1979. Most activities of the NYSC are implemented through the youth clubs which were established with the objectives of inculcating a sense

pride among the youth while providing opportunities for the fruitful utilization of leisure time by the youth. The Youth club concept was revolutionized with the Y2012 Concept. Any young Sri Lankan between the ages of 13 and 29 can form a youth club for their area, with a membership of at least 20 youths. Members of youth clubs are entitled to many benefits such as being a member of an organization endorsed by the government, and to receive special privileges such as engaging in vari-ous community level activities and trainings and accessing various resources.

The National Youth Awards Authority

The National Youth Award is an exciting self-development programme open to all young people aged between 14 and 25. It is an individual challenge where each young person challenges himself. The Youth Awards are of three levels the Bronze

Level, the Silver Level and the Gold Level. Each Level includes sections on skills, service, and recreation as well as an adventur-ous journey and a residential project. The award exists in over 120 countries bringing many new and exciting opportunities to the awardees.

The National Youth Services Council partnered with the Japanese Government for the Ship for World Youth Program – 2012. The Ship for World Youth (SWY) program, operated by Cabinet Office, Government of Japan, is a program that

involves youths from Japan and countries around the world. They board the Ship for World Youth, live together, and while on board, they study and discuss common issues from a global perspective and participate in other various activities that involve multi-cultural and multi-national exchange opportunities.

The Pakistan-Sri Lanka youth exchange

South Asia is one of the most diverse regions in the world. Within the closely knit social fabric of the South Asian regions exits many differences. Aiming to create a platform for youth in both countries to share and celebrate values unique to

their communities, NYSC Sri Lanka designed a youth exchange program between Pakistan and Sri Lanka under the auspices of the Pakistani High Commission in Colombo. The 18-member Pakistani youth delegation arrived in Sri Lanka in March 2011 for a 7-day study visit. During their visit they were able to study the general system of education, the technical and voca-tional education, Youth Empowerment strategies in Sri Lanka, among others. The Pakistani delegates were hosted by areas residents in Kandy. This facilitated their interaction with Sri Lankan youth, who engaged with various community activities together with their Pakistani counterparts.

Sri Lanka-British youth exchange

In 23rd February 2012, National Youth Services Council of Sri Lanka, Commonwealth Youth Exchange Council, Sri Lanka Fed-eration of Youth Clubs and Dare2lead Youth Organization in UK signed a Memorandum of Understanding to organize a

young leaders exchange between United Kingdom and Sri Lanka. National Youth Services Council of Sri Lanka and the Com-monwealth Youth Exchange Council provided funds for this programme.

According to the MOU, first phase of the Young Leaders exchange between United Kingdom and Sri Lanka 2012 was held in Sri Lanka from 22n to 29th April and the second phase was held in United Kingdom from 23rd to 29th September in 2012. Eight young leaders from each country participated in this programme and during the programme, young leaders engaged with activities such as field visits, meeting with politicians and youth, and leadership discussion sessions.

Young people are the most vulnerable to water, energy, economic and climate crises. Additionally, the future generations carry the consequences of the political decisions made at global fora on sustainable development.

The Official Sri Lankan youth delegation for the United Nations Conference on Sustainable Development presented by the National Youth Services Council of Sri Lanka comprised of several young individuals who have proven their mettle in various fields and embody the capacity to carry the island’s flag forward. JayathmaWickramanayake, GeethanjaleeSandamalikaDis-sanayake, RasuJemsy, RuwiniJayawardana, SikanderSabeer and Mohamed Husni made up the group which took Rio by storm.Hailing from different backgrounds and armed with diverse experiences these young activists worked together as a team to network and build barriers beyond borders with other youths from all parts of the world. The Sri Lankan Youth were able to host several side events on “Youth for Beyond 2015 Development Agenda”, “Youth 21” and also several World Youth Confer-ence 2014 promotion events at Rio+20.

On the 12th of August the NYSC hosted the National Celebration of the International Day of Youth. Around 2500 youth assembled at the Independence Square to attend the National Celebration of IYD 12’. The event kicked off with a pa-

rade which made its way to the Independence Square, in Colombo.Several dignitaries including the Minister of Youth Affairs Mr. Dullas Alahapperuma and the Resident Coordinator of the United Nations Mr. SubinayNandy graced this occasion. Miss Sri Lanka 2011 and Global Shaper Ms. Stephanie Siriwardhana and the Secretary of the Youth Club Federation, Mr. Saman-Ranaweera addressed the youth present at the event.

The youths then attempted to make the world’s largest human mosaic (one of the world map) and literary lit it up: reflecting the global theme of the IYD Light-up the World. The event was organized in collaboration with the United Nations Volun-teers. The participants signed up for a pledge as they entered into the human mosaic, wherein they committed to volunteer at a project location of their choice within 90 days from the IYD. We showed the world that they were not a problem, they were the part of the solution.

SL VolunteersVolunteering is a way of life. Every person has something to give back to the society: it could be a song, a poem, a helping

hand, or just about anything. One shouldn’t hold anything back, and do everything that could to be of use, in whatever field one is interested in. The Sri Lanka Volunteers Responsible Volunteering Policy was put together by the SL Volunteer team and the NYSC in consultation with local social workers and members of the civil society. The volunteers serve at loca-tions chosen by SL Volunteers Team in sites where the greatest need is believed to be. They volunteer at special needs centres, youth centres, children’s homes etc... SL volunteers have learnt from experience that making monetary donations directly to projects may not necessarily improve the lives of the beneficiaries. Therefore, they donate specific items to projects.

All volunteers are educated in the first week about Sri Lankan Culture to ensure that volunteers have the necessary knowl-edge about the community they will serve in. Alongside the Sri Lankan Child Protection Guidelines, SL Volunteers have put together additional rules for volunteers to follow to never cause distress to any beneficiary they work with. Volunteers are accommodated with local families allowing them to gain a first-hand experience on the Sri Lankan culture and way of life. Furthermore, recently a memorandum of understanding was signed between the British S.L Volunteers and the NYSC on improving English speaking abilities as well as football and swimming skills of the countries youth.

Sri Lanka Youth Delegates to the united Nations

Participation in decision-making is one of the key priority areas of the United Nations agenda on youth. One form of youth participation at the United Nations is through the inclusion of youth delegates in a country’s official delegation to

the United Nations General Assembly and various functional Commissions of the Economic and Social Council.The National Youth Services Council of Sri Lanka initiated the “Sri Lanka’s Official Youth Delegates to the United Nations” programme in collaboration with the Ministry of Youth Affairs and Skills Development & the Ministry of External Affairs. Youth delegates can participate in several intergovernmental meetings at the United Nations. Most official youth delegates participate in the General Assembly, but some also attend functional Commissions of the Economic and Social Council. After a lengthy selec-tion process of interviews, trainings and consultative workshops, AruthraRajasingham and JayathmaWickramanayake were selected as the two Official Youth Delegates to the 67th United Nations General Assembly.

Career Guidance UnitYouth to embark

Providing training for the countries’ youth to embark on an optimal career and develop the necessary transferable skills to become efficient members of the workforce; the Career Guidance Division of the NYSC organized Trade Conferences in

Galle Anuradhapura, Kegalle, Puttalam, Moneragala and Badhulla districts. The division also hopes to conduct similar confer-ences in other parts of the country. Furthermore, so as to develop the necessary transferable skills in youngsters NYSC also hosted a Job Fair in the Kandy and Galle Districts. Similar fairs will take place in other parts of the island in the days to come.




The Sri Lanka Youth Event Management Unit could be branded as a prominent initiative contributing significantly in achieving the vision of moulding a population of youth which can stand on its ground with necessary skills. The sole

intention of this projects is creating individuals equipped with a clear understanding of modern technology, a proper knowl-edge on the practical realities and a clear vision of combining these forces. Through the Special Event Management Course, the youth are given a comprehensive study on both the theoretical and the practical aspects of Event Management spread throughout a period of 6 months, after completion of which, an internationally approved certificate is being awarded to the trainees. Through the experiences they gain with the various projects spread throughout the island and with the inter-national exposure they gain with managing the 2014 World Youth Conference, the Sri Lanka Youth Event Management Unit expects to become the leading service provider operating within Sri Lanka.
