Material Orders
If all students are testing online the school does not need to place an order for materials
If testing online, DAS will create an order for any needed materials such as test directions, etc.
Schools testing online can order paper/pencil materials for students that need paper/pencil tests
Initial material order deadline is February 14, 2017 Students need to have the online flag removed from each
of the content areas for each student that will be testing with paper/pencil
M-STEP Science and Social Studies – Paper/Pencil
The grade 11 Science and Social Studies test day is April 13, 2017
The grade 11 Science and Social Studies Makeup Window April 17, 2017 until April 28, 2017
Students pre-Ided for paper/pencil by 5:00 pm February 14, 2017 will receive printed barcode labels from the contractor
Schools will need to print barcode labels from the Secure Site taking paper/pencil after February 14, 2017
The MDE Secure Site Process
Schools continue to pre-ID new students in the Secure Site through the end of the testing window
Schools may need to un-assign students from M-STEP and assign to the appropriate MI-Access assessment if necessary
Online Assessment Sessions
Students pre-identified and added to an online session will be loaded into eDIRECT after 5:00 pm on February 27, 2017
After February 27, schools will continue to pre-ID students on the Secure Site but students will need to be placed into sessions in eDIRECT
Access to eDIRECT will begin March 7, 2017. New students must always be loaded first to the Secure Site but
after February 27, students must also be added to new or existing sessions in e-DIRECT.
Additions are pulled daily from the Secure Site to e-DIRECT
Materials
Materials will arrive in schools approximately 2 weeks in advance of EACH test window Test Booklets and Answer Booklets/Answer Documents

The Assessment Integrity Guide has been revised for 2016

Test Security
Photos and Social Media continue to be a problem-Tests will be invalidated!
OSA Security Compliance Form- Filled out by all and maintained at the District or School for 3 years.
Observers – A safe rule is NONE unless sent by MDE
Test Security Continued
All secure materials (including test tickets) must be stored in a locked room that can be accessed with a very limited number of keys.
Any classroom or school could potentially compromise the test validity for the entire state (or even states) costing tens of thousands of dollars.
Best practices in handling of materials can be found in the Assessment Integrity Guide (April 2016). All school personnel must understand their responsibilities and role in maintaining security.
Incident Reports
Incident Reports will now completed and submitted within the MDE Secure Site.
Test Tickets
Test Tickets are secure items and should not be distributed for more than one test at a time. Think of paper and pencil tests-No Test Administrator should have more than one test in their possession at any time. Maintain security!
Colleagues have offered a variety of tips: Print test tickets on colored paper Use test tickets to keep track of absent students- those tickets would go in
a make-up file or envelope Collect used tickets immediately after students have logged on and count
to verify number of used tickets match number of test takers Return tickets to Building Coordinator immediately after testing is
complete- remember that a student who has to be moved for extended time may need their ticket if there is a pause greater than 20 minutes.
M-STEP Online Administration
Online Testing SchedulesSome students will need extra time
Identify a location where students can complete their test without pressure or disturbances
Test can be easily paused/exited so that the student may resume testing on another device
Think about bells and things like announcements Remember to cover or remove bulletin board items/posters that
may provide assistance.
Test Administration Manual and Directions
TAM: The M-STEP Test Administration Manual will be available on-line and can be found at www.Michigan.gov/mstep . Sections will be identified for specific roles, however the TAM should be familiar to all personnel associated with training.
The TAM applies to both Paper/Pencil and Online assessments.
Directions: Grade specific Test Administration Paper/Pencil Directions will be sent to
school with materials. The document contains scripted directions for each of the tests at the specified grade level.
Grade specific directions for online test takers are also provided as a printed material for use by Test Administrators.
Who Should Test – Grade 11
Student assignment in MSDS determines the grade and entity responsible for testing
Students in Juvenile Detention Facilities- see MSDS If in doubt about student’s grade – see MSDS Homeschooled Students- students must have UICs, verify residency
code in MSDS Home or hospital bound- test with paper and pencil with an offsite
request for these students ELs- exempt from ELA (only) for first 12 months in U.S. school if they

Students who are taught regular content standards- M-STEP Students who are taught with alternate content standards- MI-Access
E-DIRECT and INSIGHT Defined
eDirect: A web-based portal for assessment and training materials. eDIRECT is also used by District and Building Assessment Coordinators to manage the testing process.
INSIGHT: INSIGHT is the Test Engine and must have a software install. (The install for 2017 is now available.) Students will use “tickets” to log into INSIGHT for each of their tests.
Access to eDIRECT (Secure)
All users requiring eDIRECT access (Technology Coordinators, District Coordinators, and Building Coordinators) must be listed under the appropriate role in the Secure Site (www.michigan.gov/securesitetraining).
User information is pulled from the secure site and loaded into eDIRECT and will occur daily.
Please note that this is the only method for adding users to the eDIRECT system. Users will not be added manually over the phone.

A District/Building Technology webinar is scheduled for today December 6, 2017. It is being recorded and should be posted to eDIRECT by EOD on December 7, 2017.
Supports and Accommodations
Mode Options for Individual Students
If your school is testing online: Some supports for students require that they take a paper-pencil
version of the assessment. These requests for a paper-pencil version of the assessment can be made through the Secure Site.
If your school is taking the paper-pencil version: Some supports may also require that a student take the
computer based version of the test. Identifying individual students to take the online version of the assessment can also be done through the Secure Site.

Accommodations Before Test Tickets!
Online accommodations must be turned on before the test ticket is generated. These accommodations are referred to as “embedded”. They include:
Video Sign-Language Color Chooser Contrasting Text Masking, Text To Speech
Returning Materials
Paper and Pencil materials must be returned at the end of the grade 11 test window (even if only 1 or 2 students tested)
A return kit will not be sent with a paper/pencil material order all of the individual components will need to be ordered as needed.
Please be sure that each and every answer document submitted has the appropriate student barcode label attached.
