PERSONAL ATTENDANT SERVICES - EXPLAINED

Personal Attendant Services (PAS) are defined as routine ongoing care orservices required by an individual living in an independent living environment.The care and services provided enable the individual to engage in activities ofdaily living (ADLs) or to perform the physical functions required for indepen-dent living.

These types of services are called Personal Care. Many of the services asso-ciated with PAS include but are not limited to the following: bathing, dressing,grooming, feeding, exercising, toileting, positioning, assisting with self-admin-istered medications, routine hair and skin care, and transfer or ambulation. Alsoavailable is assistance with meal preparation and feeding, if you have certainphysical limitations.

Funding for these types of services can be usually done through Medicaid,Long Term Care Insurance and Private Funds. For Medicaid covered services,one must meet eligibility qualifications. Individual must qualify financially andhave functional limitations to merit acceptance into the Medicaid programsoffered by the Texas Department of Aging and Disability Services (DADS). Mostof these services are now coordinated through Health MaintenanceOrganizations (HMO) that are contracted with Health and Human ServicesCommission. Individuals may select to be a member of any HMO that is con-tracted in their geographic service area. For information about MEDICAIDsponsored personal care and other programs, go to www.dads.state.tx.us/ser-vices/personalcare.html#attendant.

Private Care is customized service managed and directed by the client orclient's authorized individual. Private Care Individual Service Plans (ISP) includethe same Activities of Daily Living (ADL) tasks as the Medicaid funded pro-grams, as well as a greater amount of companion or stand by assistance. It canallow for the Personal Care Attendants to use client’s vehicles to transport theindividuals to and from appointments and/or errands.

A little help is sometimes needed to allow an individual to remain in theirown home and maintain their health and well being.

I move my father about once a year, on average. I didn’t want to use the movers I used lasttime because, frankly, that move was a MESS. It took 2 full days to complete the move andmy poor dad was stressed for an entire week afterward. Based on a recommendation fromthe facility my dad was moving into, I called Generations. At some point in our lives, we or someone we know are faced with having to make adecision about healthcare, housing, financial or legal matters. Some of these decisions canbe overwhelming, which is where the benefit of using a Senior Transition Specialist comesinto the picture.

What is a Senior Transition Specialist? Think of it as a professional who helps manageall of the resources for you, giving you a single point of contact, and who genuinely caresabout your well being and your family. Look for these color-coded housing types on the map & pages of this magazine …

ACTIVE ADULT COMMUNITIES 55+ either age targeted or age restricted offer home ownership for adults 55+. These communities are maintenance free and offer a monthly associationfee. Many of these communities are single family homes, cottages, patio homes, condominiums andtownhomes. They offer a clubhouse with fitness center, pool, spa and other amenities.

SENIOR APARTMENTS offer all the amenities of regular apartment communities but have a min-imum age requirement, in some communities it is 55 years of age, in others it is 62. Many of theseapartments offer reduced rent for those that qualify, they are identified as “affordable” apartment communities. Both types of senior apartments offer many amenities such as pools, community rooms,and lots of activities. They do not offer meals.

INDEPENDENT LIVING WITH SERVICE COMMUNITIES offer older adult congregatehousing that is generally replete with many amenities and social activities and services. Someindependent living communities offer health care services, and can accommodate older residents withchronic health problems. Most communities offer restaurant-style meals, frequent events and countryclub style furnishings. They offer exercise rooms and planned activities, as well as resident clubs andinterest groups.

ASSISTED LIVING & RESIDENTIAL LIVING What are types and sizes?Type A: Resident must be physically and mentally capable of evacuating the facility unassisted. This may

include the mobile non-ambulatory persons such as those who are in wheelchairs or electriccarts and can transfer and evacuate themselves in an emergency. Does not require routineattendance during nighttime sleeping hours.

Type B: Resident may require staff assistance to evacuate and may be incapable of following directions under emergency conditions. May require attendance during nighttime sleeping hours. Residents may

not be permanently bedfast.Type C: Four-Bed facility which meets the minimum standards and program rules for enrollment with

DADS as an adult foster care facility. (Requires a contract with DADS.)

All residential care homes and assisted living facilities that provide services of a personal nature to more than three (3) residents, unrelated to the owner, must be licensed under the DADS licensurerequirements.

RESIDENTIAL CARE HOMES offer a home like setting usually in a single family home. They typically provide meals, laundry, house keeping, medication supervision, assistance with activities of dailyliving. Transportation may also be offered at some homes.

PERSONAL CARE HOMES this is a home in a residential care setting equipped to give adequate care to three residents. A fourth person may be added if it is a close relative to the owner.Personal care services may be delivered, i.e. assistance with bathing, moving, feeding, general oversightof the physical and mental well-being of a person who needs assistance.

ASSISTED LIVING COMMUNITIES offer help with all aspects of daily activities (bathing,grooming and dressing assistance, perhaps) in atmosphere of semi-private living units. There is a widerange of services and amenities offered in this category. Some facilities provide the basic care mandated by law. Others provide many activities, excellent meals and beautiful appointments. All are currently licensed by the state as assisted living communities.

ALZHEIMER’S MEMORY CARE COMMUNITIES can be a special unit of a free-standingcommunity designed to sensitively care for those with Alzheimer’s or memory-related disorders.Alzheimer’s is a progressive, degenerative disease that attacks the brain, results in impaired memory,thinking and behavior. Other senior living environments may be appropriate for residents in early, or even mild stage of thedisease. However, unless they have a specialized dementia unit, transfer to another facility will berequired as the disease progresses. Alzheimer’s Facility: A Type B Assisted Living that is certified toprovide specialized services to residents, with Alzheimer’s or a related condition:Small: Small facilities are defined as those with 16 or less beds. (A/B)Large: Large facilities are defined as those with 17 or more beds. (A/B)

SKILLED NURSING / PHYSICAL REHABILITATION COMMUNITIESOffer hospital-like attention in an institutional atmosphere. These facilities offer 24-hour supervision.The amount of additional services, upkeep, food, and the structure of facilities can vary from nursing home to nursing home. They also may specialize in short term or acute nursing care, Intermediate care or long term skilled nursing care.

HOSPICE CARE care may be provided in the home or a senior care facility. Services can includepain management and a variety of emotional, spiritual and physical support issues.

HOME HEALTH CARE agencies offer skilled nursing services, wound care, distribution ofmedIcation, physical and rehabilitation therapies.

PERSONAL CARE SERVICES providers of licensed health care services in the home and companies non-medical assistance with such tasks as bathing, dressing, meal preparation and transportation.
