I. TEACHING

NOTE: Listed below are my teaching responsibilities for roughly 2000-2001. In any given year for the past ten years this is roughly what my teaching responsibilities have looked like. This remains roughly accurate for 2006-07; 2007-2008. In the fall of 2004 I taught a section of PHL 344 and my graduate seminar on health care justice: PHL 870. Managing Medicaid for the 1990s: Balancing Equity and Efficiency (Two volumes). These readings were used in conjunction with seven seminars that we conducted for the managers and administrators of the Michigan Medicaid program during June and September of 1989. There are about 600 pages in the two volumes.

"Aspirations for the '80s: The Social Responsibilities of Urban Universities," in Aspirations for the '80s: A Working Agenda, pp. 45-66. There is much discussion today of corporate responsibility. This paper attempts to establish a framework for understanding the social responsibilities of universities in an urban setting. More specifically, this paper analyzes a major conflict built into our conception of the contemporary university: we believe that a university must be committed to both dispassionate intellectual stewardship and to passionate involvement as a creative force in the affairs of society. I argue for a new conception of the role of the university that resolves this conflict.

"Health Care Cost Containment in Indiana: The Dangerous Dilemmas of Equity and Efficiency," (110 pp. in manuscript). This paper was submitted to the Indiana Hospital Prospective Payment Study Commission in September, 1984. This committee was appointed by the governor to study alternative policies for health care cost containment.

Aspirations for the '80s: A Working Agenda (1982). This is a collection of 24 "workingpapers" from the 24 task forces that were part of the "Agenda for the '80s" project.

These papers were presented at a community conference in Century Center in South Bend, Indiana in May, 1982. I was responsible for compiling and editing these papers. This volume is about 600 pages in length.

Aspirations for the '80s: A Working Agenda (Summary version, 1982). This volumerepresents a 70-page condensation of the above volume. For the most part it contains the recommendations from the 24 working papers. It was created because it was felt that a briefer document would more readily stimulate the sort of community conversation that the "Agenda for the '80s" project was designed to generate and sustain.

I served as the chairman for a public hearing conducted at Indiana University-South Bend by the President's Commission for a National Agenda for the '80s. This hearing served to launch our own community project "Images and Ideals/Challenges and Choices: Seeking an Agenda for the '80s." The members of the Commission were here for two days and I was responsible for organizing the hearing and planning their visit to various parts of South Bend (August, 1980).

I also served as a member of a national panel that was convened twice in Indianapolis by Professor William May of Indiana University for purposes of planning a series of radio programs that would deal with issues in medical ethics (January and May, 1980).

I did the basic script for a half-hour videotape on "Value Clarification for Public Managers." The script consisted of a real world problem situation involving staff cut-backs that raised a number of important value questions. I served also as an actor in producing that videotape.

IV. RECENT CONSULTING RESPONSIBILITIES

Consulting for AResearch Ethics in the Clinical, Biomedical, and Public Health Sciences,@ NIH grant to the University of Illinois at Chicago College of Medicine, 1998-2001. My responsibilities under this grant include serving on the Advisory Board, developing relevant materials, planning conferences, doing an occasional lecture or workshop. I have thus far participated in two two-day meetings in connection with this project.

Consulting for three years as a member of the Advisory Board for a recently fundedELSI [Ethical, Legal, Social Implications of the Human Genome Project] project conducted by The Hastings Center under the title ATools for Public Conversation About Behavioral Genetics.@ This was for the period 1999-2002. I am responsible for helping to plan conferences, meeting with a number of other scholars to discuss policy issues, writing papers for an eventual volume of essays. I have participated in two three-day meetings thus far, one at The Hastings Center (May, 2000), the other in Washington DC at the American association for the Advancement of Science (Jan. 2001). For that first meeting I did a presentation on our NIH community dialogue project, emphasizing some of the creative things we have done to engage the public in these conversations.

Consultant to The Hastings Center for a project aimed at constructing a philosophical model that would provide a basis for determining funding priorities with regard tomental illness. In other words, this would be the mental health analogue of the priority setting process in Oregon. There were about twelve of us invited to serve in this role. My understanding is that The Hastings Center was successful in obtaining funding for this project. (July, 1991). The report from this project is published in the October (1993) issue of The Hastings Center Report, where my contributions are acknowledged.

Consultant to the Michigan Department of Public Health Ad Hoc Committee on HIV-Infected Health Care Workers. I was askedto serve as the staff ethicist for this committee; and Iwas asked to serve in this role because of the paper KeithApelgren and I produced on this topic early in 1991. Thispaper provided the rough foundation for the work of thiscommittee and resulted in a set of recommendations thatwere much more reasonable and morally defensible than

those that had been promulgated by the CDC in July of1991. The final report of this committee was issued onOctober 1, 1991 under the title "Michigan Recommendationson HIV-Infected Health Care Workers." It has been circulatedto a number of national medical and dental groups who haveendorsed it; and it is our hope that this will eventuallyresult in a change of direction by the CDC on this issue.(March- October, 1991). [That change of direction in factoccurred.]

Consultant to the Kellogg Foundation for the "AlternativeComprehensive Community Models Proposal for Health CareReform," directed by Bruce Spitz of Brandeis University.I am one of sixteen individuals serving in this role, themajority of whom are also directly connected with the"Just Caring" project. My responsibilities in connectionwith this project started in November of 1991.

Vice-President of the Board of The Medical Ethics ResourceNetwork of Michigan (1990-92). In April of 1992 I was electedPresident of the Board (1992-94). I was one of the foundingmembers of MERN and, for all practical purposes, Icurrently serve as an unofficial executive director forMERN. That is, I am responsible for supervising the dailyoperations of MERN, including the graduate studentsresponsible for our newsletter and for addressing theneeds of our institutional members.

Media Contacts (2000-01): About 25 interviews with different radio and TV stations, andnewspapers, regarding a broad range of bioethics topics in the news during 2000 and the first half of 2001, especially genetics issues, stem cell research, cloning, physician assisted suicide, Medicare reform, Patients= Bill of Rights, and other health policy issues during this past year. Most of these media outlets were somewhere in Michigan. Some were quite extensive. I did a three-hour stint on the air for WLNS, Ch. 6 television during Clinton=s visit to Lansing for the summer of 1999, commenting on both the

Medicare issues and Patients= Bill of Rights issues. I am also on the commentator list for Roger Sergel of ABC NEWS, which means I receive regular requests for comment on issues related to medical ethics and health care policy. I did at least three interviews with AP reporters. More generally, in any given year since 1985 I have usually had 15-25 contacts with the media during that year, all sorts of brief interviews on some news event of the day.

V. GRANTS

ACommunities of Color and Genetics Policy,@ NIH three-year renewal grant for $1.1 M(Dec. 1998-Dec. 2001); this is a joint project with the School of Public Health at the University of Michigan and Tuskegee University; U of M is the lead institution. Our share of this grant is about $150K. This grant is under the auspices of the ELSI program at NIH (Ethical, Legal, and Social Implications of the Human Genome Project). It is a follow-up to our original NIH project AGenome Technology and Reproduction: Values and Public Policy@ (1995-98) also funded at about $1.1 M. I serve as a co-principal investigator for this project with primary responsibility for the community dialogue phase of the project. I am responsible for developing the leaders= guides we use as an agenda for each community dialogue, training the dialogue facilitators and dialogue observers, meeting with community groups to assist in recruiting participants, analyzing the results of the dialogue process and then presenting those results at assorted conferences and in peer-reviewed journals. There have been a total of about 90 community dialogue sessions, six at each of fifteen community sites. Most of those dialogue sessions occurred during calendar 2000.

"Just Caring: Justice, Health Care, and the Good Society." (1990-93) The Center for Ethics and Humanities in the Life Sciences received a $15,000 AULEG seed grant [All University Life-Long Education Grant] to support the planning phase of this project, including the resources needed to secure an additional project funding. This will be a statewide project that will create community forums in which issues of justice regarding health care policy can be comprehensively addressed. This project is fully described in a paper with the same title that was produced for the Governor's Task Force on Access to Health Care. During 1992-93 I secured more than $30,000 in supplementary funding for the "Just Caring" project from various community foundations, businesses, the Mercy Corporation, Blue Cross/Blue Shield, etc.

"Pricing Human Life: Moral and Public Policy Dilemmas." This was a pilot project inFlint, Michigan. It was similar in terms of type of issues to the Goshen project, but it involved only six seminars in the spring of 1986. Flint is one of the community campuses of the medical school. This project was supported by a grant from the Michigan Council for the Humanities.

"Just Caring: Justice, Health Care, and the Good Society." (1985-87) A grant from the Indiana Committee for the Humanities for $16,500. This project was sponsored by the Ethics Committee of Goshen General Hospital. It involved 12 seminars during 1986 and 10 community discussions on a range of issues connected with ethics, economics, and healthcare policy. The project was intended to model how a coherent, complex, extended community conversation on moral and policy issues can be developed and sustained. I directed each seminar, wrote 12 newspaper articles, and developed other resource materials.

A Images and Ideals/ Challenges and Choices: Seeking an Agenda for the 80s. @ This wasa Achallenge grant@ for $30,000 awarded by the Indiana Committee for the Humanities. I raised an additional $30,000. (1980-83). This project was a novel approach to community leadership development which focused on developing the abilities of emerging community leaders to think through more carefully many of the value conflicts associated with public policy development. There were 24 seminars that were part of each two-year cycle in the project.

A The Search for Health: Alternatives in Care, Conflicting Rights, Uncertain Responsibilities, @ (1976-78), funded by a grant for $40,000 from the Indiana Committee for the Humanities. I served as a project director and was responsible for organizing a series of six community forums in each of four Indiana communities under the title ACaring: Humanistic Perspectives on Death and Dying.@

A Preparing for the > 80s: Workshops for Public Officials, @ (1979-80), grant for $26,000awarded by the Indiana Commission for Higher Education. I served as project director after writing the grant and designing the project.

A Social Service Needs Assessment: A Problem Priorities Approach, @ a grant for $10,000from the United way of Elkhart County (1984) to assist their Board in developing a better approach to determining their funding priorities. [Note: This grant, and the three above that, were awarded to the School of Public and Environmental Affairs at Indiana University-South Bend, where I was a faculty member.]

NEH Summer Research grants (1984) to work with Professor Marcus Singer at theUniversity of Wisconsin, and in 1977 to work with Professor Mulford Q. Sibley at the University of Minnesota.

Summer fellowship from the National Endowment for the Humanities to participate in a seminar at the University of Wisconsin with Professor Marcus Singer, a very distinguished member of the Philosophy Department there. The title of the seminar was "Justification and Proof in Ethics."

Summer stipend ($3,000) from the National Endowment for the Humanities for the summer of 1984 to continue work on my book Pricing Human Life: Moral and Public Policy Dilemmas.

An NEH Summer Fellowship for College Teachers to participate in a series of seminars on ethics and the social services at the State University of New York-Binghamton (1982)--- declined because of late notification and conflicting commitment.
