Breakout session E: Simplification options - dry cleaning and the reduction scheme

dry cleaning: – simple activity with numerous installations – a

simplified approach would be useful;– difficulties in calculating mass-balance due to solvent

recovery; – difficult for authorities to check quantity of dry cleaned

clothes; – difficult to determine VOC content in waste (O6);

reduction scheme:– perceived complexity in authorising and applying the

scheme means some authorities prefer to apply ELVs to installations;

– it takes authorities a lot of time to understand how to check operators are complying with the reduction scheme.

Breakout session F: determining equivalence of emission reductions under the reduction scheme (other than coating)

Can a reduction scheme be applied for activities other than coating and, if so, how should such a scheme be developed?

It is difficult to demonstrate / assess that the emission reductions achieved under a reduction scheme are at least equivalent to the emission reductions that would have occurred had emission limit values (ELVs) been applied.

Operators have few possibilities to verify in real-time if they are compliant or not.
