Activity Type and Anticipated Ground Disturbance:

The activity type is the realignment of Villeneuve Road and East Hogan Road to accommodate the access and egress into the North Ridge subdivision. Other activities will include residential development, park, public utility lot, walkways, trails and storm water management location. See Figure 1 and 2.The anticipated ground disturbance includes blading, cut and fill landscape reshaping, grade building.

Evaluation

The proposed development footprint in SE¼ of Section 18-54-26 W4M and SW¼ of Section 17-54-25 W4M will impact land used for agricultural activity. The proposed development footprint in SE¼ of Section 18-54-26 W4M and SW¼ of Section 17-54-25 W4M will impact land used for agricultural activity. There is no HRV associated with the lands within the proposed footprint. There are six known historical sites located in the adjacent sections surrounding the proposed footprint, with the exception of FkPk-1. This site is located in the NW¼ of Section 18-54-26 W4. It is a precontact isolated find consisting of a single lithic flake located on the upland overlooking a small tributary of the Sturgeon River and is within a cultivated field. There are 14 historic structures documented in Township 54-Range 25 W4M and 6 historic structures recorded in Township 54-Range 26 W4M. These buildings represent a time period from 1880 to 1920s. Several of the buildings are located on river lots and do not have precise locational data.

Recommendations

1) Wherever the proposed development area intersects farmyards there is a potential for them to contain historic structures, some of which may be already recorded in the provincial historic database. As such, historic structure reviews will be required, and may require historic structure recording, mapping, and possibly ground testing as part of a HRIA.

2) Several of the known historic structures listed in the provincial historic database were documented over thirty years ago. It will be necessary to verify the presence and condition of these structures.
