Section 1. History
Gwalior Junction (GWL) railway station is one of the oldest and busiest stations in Madhya Pradesh. GWL is a part of Jhansi Division operated by North Central Railway (NCR). It is one of the major commercial railway stations of North Central Railway, which zonal Headquarters is located in Allahabad. The railway station at Gwalior was established before the independence of India. First Gwalior light railway over narrow gauge line of approx. 288 km from Gwalior to Shivpuri and Sambhalgarh was laid in 1904 by Scindia state railway. The narrow-gauge track at Gwalior is the narrowest in India. Gwalior is one of the few places where both narrow-gauge and broad-gauge railway tracks are still operational. Numerous broad gauge express train and about 150 other trains stop at Gwalior. Out of these about 10 trains originate from Gwalior. The station had also won awards from Indian Railways for clean infrastructure in 1987, 1988, 1989 and 1992.
Section 2. Context
Gwalior is and one of the Counter-magnet cities of India and occupies a strategic location in the Gird region of India. The city and its fortress have been ruled by several historic northern Indian kingdoms. Besides being the administrative headquarters of Gwalior district and Gwalior division, Gwalior has many administrative offices of the Chambal division of northern Madhya Pradesh. Several administrative and judicial organisations, commissions and boards have their state and national headquarters situated in the city.
Gwalior was the winter capital of the state of Madhya Bharat which later became a part of the larger state of Madhya Pradesh. Prior to Indian independence on 15 August 1947, Gwalior remained a princely state of the British Raj with the Scindia as the local rulers. High rocky hills surround the city from all sides; on the north it just forms the border of the Ganga- Yamuna Drainage Basin. The city however is situated in the valley between the hills. Gwalior's metropolitan area includes Gwalior city centre, Morar Cantonment, Lashkar Gwalior (Lashkar Subcity), Thatipur.

Section 4. Objectives of Station Redevelopment
The Proposed Station Redevelopment aims at upgrading the railway station facility to the international standards. Following are the broad objectives:
1. Creating opportunity for regeneration of the site and
surrounding areas.
2. Ensuring adequate access and connectivity, while
encouraging sustainable transit friendly environment.
3. Ensuring smooth and conflict free movement of passengers
inside the station as well as around it.
4. Ensuring ease of transfer between various modes of
transport opted by railway passengers.
5. Exploring commercial potential at developable land parcels
to ensure optimum land value capture.
6. Integrating the existing private retail and commercial areas
in and around the site with the proposed scheme.
7. For areas, where redevelopment of existing building is
proposed, the existing use has to be either rehabilitated
within the proposed scheme or suitable relocation shall be
proposed. The same shall also be considered in the
business model and implementation phasing.
8. Operational areas within the station building shall be
planned with movement and access control similar to
airports. As such, separate arrival/ departure lounges,
waiting areas, parking/ pick and drop shall be planned.
