"Selected Educational Statistics" has been an annual Publication brought out by the Department of

Higher Education, Ministry of Human Resource Development. Keeping in view the huge quantity of data

on School and Higher & Technical Education, it has been decided to bring this publication in two

volumes i.e. Statistics of School Education and Statistics of Higher & Technical Education.

The "Statistics of Higher and Technical Education" contains statistical data on important

educational indicators, different parameters of Higher and Technical Education and budgetary

expenditure on this sector. The data on Higher and Technical Education covers information on all the

levels from Under Graduate to Doctorate level of Education, Distance Learning Education, Examination

Results, Polytechnics, International Students, etc.

As far as possible, different indicators in respect of Scheduled Castes and Scheduled Tribes have

also been given. Time series data on important parameters such as number of institutions and

enrolment at the national level are provided in the Statements. The graphic presentation of data has

also been given in the publication. An attempt has also been made to give a comparative picture of

India in respect of various other countries. It is hoped that the present detailed information in the

publication would be useful not only for educational planner, administrators and researchers but also

for those concerned with education sector.

The sources of data for this publication are the State Governments/UTs, University Grants

Commission (UGC), All India Council of Technical Education (AICTE), Distance Education Council, Director

General of Employment and Training, UNESCO Institute of Statistics (UIS). I would like to thank the

officers of the States/UTs, other data providers and also the officers and staff of the Planning,

Monitoring and Statistics Bureau of this Department for their efforts in bringing out this publication.

Concepts and Definitions 

Higher Education  is defined as the education obtained after completing 12 years of schooling or  equivalent  and  is  of  the duration of  at  least  nine months  (full  time) or after completing 10 years of schooling and is of  the duration of at  least 3 years. The education  may  be  of  the  nature  of  General,  Vocational,  Professional  or  Technical education.  Reference Date  is  30th  September 2007.  Student’s  enrollment during  the Academic year 2007‐08, the period during which one year or two semesters or three trimester of  a Programme  is  completed has been considered. The  information on expenditure pertains to the Financial Year 2007‐08 i.e. the period from 1st April 2007 to 31st March 2008.  Examination  results  include  the  final  and  supplementary  examinations conducted during that year.   Under  the  University  Grants  Commission  (UGC)  Act,  1956,  “University”  means  a University established or  incorporated by or under a Central Act, a Provincial Act or a State Act, and  includes any such  institution as may,  in consultation with the University concerned, be recognized by the Commission in accordance with the regulations made in this behalf under this Act. The following Universities are covered: 

1. Central University ‐ A university established or incorporated by a Central Act. 2. State University ‐ A university established or incorporated by a Provincial Act 

or by a State Act. 3. Open University ‐ A University which imparts education exclusively through 

distance education in any branch or branches of knowledge. 4. Private University ‐ A university established through a State/ Central Act by a 

sponsoring body viz. a Society registered under the Societies Registration Act 1860, or any other corresponding law for the time being in force in a State or a Public Trust or a Company registered under Section 25 of  the Companies Act, 1956. 

5. Deemed  University  ‐  An  Institution  Deemed  to  be  University  commonly known as Deemed University refers to a high‐performing institute, which has been  so  declared  by  Central  Government  under  Section  3  of  the University Grants Commission (UGC) Act, 1956. 

6. Institute  of  National  Importance  ‐  An  Institution  established  by  Act  of Parliament  and  declared  as  Institution  of  National  Importance  such  as  All Indian Institute of Technology (IIT), National Institute of Technology (NIT). 

7. Institute  Under  State  Legislature  Act  ‐  An  institution  established  or incorporated by a State Legislature Act.

 Under Section 12A(1)(b), College means any Institution, whether known as such or by any other name which provides for a course of study for obtaining any qualification from a university and which, in accordance with the rules and regulations of such university, is  recognised  as  competent  to  provide  for  such  course  of  study  and  present  students undergoing such course of study for the examination for the award of such qualification. These are the institutions established or maintained by, or admitted to the privileges of the University.   Programme  is  a  course  of  study  for which Degree  or Certificate  is  awarded by  the Institution.  A  Programme  of  study  is  the  approved  curriculum  followed  by  an individual student such as B.A, M.A, MBA etc.  Levels of Programmes are as follows: 

1. Under‐Graduate ‐ Programme after 10+2 and generally having the duration of 3/4/5 years, in General or Professional courses. 

2. Post‐Graduate  ‐  Programme  after  Graduation  and  generally  having  the duration of 2/3 years in General/Professional courses. 

3. M.Phil ‐ Programme after Post‐Graduation and generally having the duration of 1/2 years and are pre‐research course. 

4. Ph.D  ‐  Programme  after  M.Phil  or  Post‐Graduation  and  generally  having  the duration of 2/3/4/5 years. 

5. Post Graduate Diploma ‐ Programme generally after 10+2 or after Graduation in General and Professional courses and having duration of 1/2/3 years. 

6. Post  School  Diploma  ‐  Programme  generally  after  10+2  in  General  and Professional courses and having duration of 1/2/3 years.      

Distance or Correspondence Mode i.e. Non‐Formal system of  Higher Education is the system  of  imparting  education  through  broadcasting,  telecasting,  internet, correspondence  courses,  seminars,  contact  programmes  or  the  combination  of  any two or more such means of communication.   Student means a student of the Institution and includes any person who has enrolled himself/ herself  for pursuing any programme of  study conducted by  the  Institution. Foreign Student means those students who are citizens of a country other than India. Students’  enrolment  is  total  students  on  roll  in  a  Programme  as  on  30th  September 2007 during the academic year 2007‐08.  Teacher is defined as a faculty/ staff assigned the professional activities of instructing pupils, providing knowledge and giving guidance in the subject area of studies in self contained classes or courses or in class room situations.

Gross Enrolment Ratio (GER) is the total enrolment in a specific level of education, regardless  of  age,  expressed  as  a  percentage  of  the  eligible  official  age  population corresponding to the same level of education in a given academic year.  It is calculated by dividing the number of students enrolled in a given level of education regardless of age  by  the  population  of  the  age‐group  which  corresponds  to  the  given  level  of education and multiplying the result by 100.  Gender Parity Index (GPI) is the ratio of the female to male values of GER. A GPI of 1 indicates parity between sexes.  Pupil­Teacher Ratio (PTR) is the average number of pupils (students) per teacher in a given academic year. It is calculated by dividing the total number of pupils enrolled by the number of teachers.  Methodology of Population Estimation in Age‐Group 18‐23

It gives projected population  for  the years 2006, 2011, 2016 …….  for single years of age 

from 5 to 18 and for age groups 15‐19 & 20‐24. For North Eastern States excluding Assam 

combined projections are available. Age/Age Group‐wise projections are not available for 

Union Territories (UTs). 

Method of Estimation: 

1. All States except North Eastern States other than Assam and UTs –  

Population for Age Group 18‐23 = Population for Age Group 15‐19 ‐ Population for Age 15, 

16 & 17 + 4/5*Population for Age 20‐24.                   – (1) 

Using above formula, Population has been projected for the year 2006. Actual Population 

for  2011  is  used  as  it  is  now  available.  Population  has  been  interpolated  for  the  years 

2007, 2008, 2009 & 2010, using Compound Annual Growth Rate (CAGR). 

2. North Eastern (NE) States other than Assam –  

Using  formula  (1),  Combined  Population  has  been  projected  for  the  year  2006  for NE 

States.  Thereafter,  it  has  been  distributed  among  NE  states  using  the  ratio  of  2001 

Population in the age group 18‐23 to get state‐wise projected population for these States. 

3. Union Territories (UTs) – 

Total Projected population for each UT  is available for the year 2006. Population  in Age‐

Group 18‐23 has been worked out using the ratio of 18‐23 population out of total in 2001, 

in these States. 

4. SCs/STs –  

Ratio of  the SC/ST  in  the age group 18‐23 out of  total  in each State  in 2001  is used  to 

calculate 18‐23 SC/ST Population for the years 2007, 2008.

The search for knowledge has been the  defining  theme  of  the  ancient civilizations  in  India.  In  the  past, highly  advanced  institutions  of learning  situated  in  Nalanda,  Taxila and  Vikramshila  flourished  imparting education  on  a  vast  range  of  subjects where  the  spirit  of  inquiry  was encouraged.  Erudite  treatises  on  a variety  of  subjects  ranging  from science  to  fine  arts,  mathematics  to philosophy  are  living  testimonies  to the heights of learning and knowledge that developed in Ancient India. Under the  British  rule,  however,  education remained  elitist  catering  to  only  the socially  advantaged  sections  of society.  The  colonial  period  also  saw the  beginnings  of  the  university system  in  India with Lord Macaulay’s minutes forming the foundation of the philosophy behind the development of an  English  educational  system.  By 1923,  there  were  23  universities established  across  India.    After independence,  the  Government  of India  realized  that  the  economic  and social  progress  would  be  contingent upon  the  spread  of  education  across the  country.  Several  initiatives  were taken  including  the  setting  up  of  the University  Grants  Commission,  an autonomous  body  for  the development  and  maintenance  of standards  in  higher  education,  and establishment  of  several  other institutions  of  technical  and  scientific excellence.  

The  Constitution  of  India  devolves responsibility  for  education  upon  the Central  as  well  as  the  State Governments.  The  policy  and  action plan  of  higher  education  in independent  India  are  largely  based on  two  landmark  reports  called  the University  Education  Commission (otherwise  known  as  Radhakrishnan Commission)  Report  in  1948‐49  as well  as  the  Education  Commission (also  known  as  Kothari  Commission) Report    in  1964‐66.  1n  1986,  a National  Policy  on  Education  was enunciated  to  prepare  the  Indian education system for the 21st century. The  National  Policy  on  Education,  as amended  in  1992,  stated  that  higher education  provides  people  with  an opportunity  to  reflect  on  the  critical social,  economic,  cultural,  moral  and spiritual  issues  facing  humanity  and contributes  to  national  development through  dissemination  of  specialized knowledge  and  skills.  Higher education is, therefore, a crucial factor for survival. 

2. Access, Enrolment and Equity  2.1  Progress  in  number  of Institutions 

The  Higher  Education  in  India  has witnessed tremendous increase in the institutional  capacity  since independence.  At  the  time  of independence, 1947, the size of higher education system  in  terms of number of  educational  institutions  and

teachers  was  meager  but  since  that time  there  has  been  an  exponential increase  in  three  indicators  of  higher education,  namely  the  number  of educational  institutions,  teachers  and students.   The number of universities and  University  level  Institutions  has increased  from  27  in  1950  to  about 406  in  2007  indicating  a  fifteen‐fold increase.  There  are  now  28  Central Universities, 222 State Universities, 16 

State  Private  Universities,  102 Deemed  to  be  Universities,  33 Institutes  of  National  Importance established  through  Central legislation  and  5  established  through State  legislation.  The  number  of colleges  has  increased  from  578  in 1950 to 23099 in 2007 indicating a 40 fold  increase.  State‐wise  details  are given in Table 1 and 2.

 2.2  Growth in Enrolment  The  total  enrolment  in  the  higher education  system  has  increased  from 0.40 million in 1950‐51 to 4.92 million in  1990‐91.  From  the  level  of  4.92 million  in  1990‐91,  it  increased  by about  3.5  times  to  17.21  million  in 

2007‐08 (Figure 2). During the period 1950‐51  to  2007‐08,  total  enrolment at  higher  education  level  has increased at compound annual growth rate  of  6.49%.  This  growth  is  of  the order of  5.84%  for boys while  8.68% for girls.

At  the  beginning  of  the  academic  year 2007‐08,  the  total  number  of  students enrolled  in  the  higher  education institutions  was  reported  to  be  17.21 

million.  Of  the  total  enrolment,  10.57 million  (61.4%)  were  boys  and  6.64 million  (38.6%)  were  girls  (Figure  2). State‐wise details are given in Table 7.

   2.3  Gross  Enrolment  Ratio  in Higher Education   Gross  Enrolment  Ratio  of  the  country has  increased  exponentially  since  2001 (Figure  3).  It  has  increased  with  a Compound Annual Growth Rate (CAGR) of  8.34%  during  2001‐02  to  2007‐08. This  increase  is  of  the  order  of  8.53% for Boys and 8.11% for Girls.  Though  the  overall  demand  for  higher education  in  India  is  increasing,  there are wide variations  in Gross Enrolment 

Ratio (GER) across States (Table 8). The GER at the higher education level ranges from as low as 2.9% in Daman & Diu to as  high  as  58.8%  in  Chandigarh.  The GER is above national average of 13.1% in  16  States  &  UTs  which  includes Andhra  Pradesh,  Goa,  Haryana, Maharashtra,  Sikkim,  Tamil  Nadu, Uttarakhand  and  Chandigarh  and  less than the national average of 13.1% in 19 States  &  UTs  that  include  Bihar, Chhattisgarh,  Jharkhand,  Madhya Pradesh,  Odisha,  Rajsthan,  Uttar Pradesh and West Bengal.
