I have now finished the new proposal text (with yet preliminarynumbers), which is attached and also available on our (still embryonic)network home page, which is administered by Oliver Boine-Frankenheim: www-linux.gsi.de/~boine/network.htmlIf you have a homepage of your group or division (or laboratory) pleasesend a link to Oliver, so the partners can get a better picture of whois who.

On the proposal text I have several requests:

1) I have somewhat adjusted the financial split to meet specific needs,see last page, but we have now practically reached the limit.

2)I have used my imagination to develop a working plan and collaborationmatrix. This is a crucial part of the proposal - please comment if youdisagree. Also, if you have additional ideas! As you all know thenetwork is primarily one for training of young people; benefit to ourprojects will result from this.

3) Please check the list of references in your expertise form. I havecut (by my own taste) the number of references to 2, so please check ifyou can agree! I have also done some editing (and smoothing) in mostexpertise pages.

4) The connections with industry are actually relevant mainly, if youcan bring a by a piece of documentation (a letter expressing theinterest of the company in this activity). Last time we had 4 letters(see point 12, which is still in the form of 1999), and I am asking theINFN and Madrid groups to renew them, equally all other groups to worryabout such letters - we can gain extra points!

„High-Intensity Phenomena in Particle Beams (HIP)“

1a. Research Topic

The new generation of presently envisaged high-intensity/power accelerators forprotons or ions promises a broad spectrum of challenging applications in basic researchas well as in applied fields. In Europe, similar in the United States and in Japan, severalprojects or proposals exist which aim at new science opportunities in the structure ofmatter (from bulk matter to particle physics) and in long-term economical applicationslike new materials and ecologically acceptable energy production:

1. The European Spallation Source (ESS) proposal pursues the study of condensedmatter by neutron scattering;

2. Radioactive Beam Facilities open new possibilities in the study of nucleon-nucleon interaction by means of exotic ions generated via primary proton or ionbeams (EURISOL, GSI Future, etc.);

3. Neutrino Factory Study (CERN), which employs high power protonlinacs/synchrotrons and accumulator rings as primary drivers;

4. Accelerator Driven Transmutation (ADT) of radioactive waste by exposure toenergy neutrons from a proton driver;

5. Material Studies and testing under neutron exposure for long-term transmutationor fusion plants;

6. Hadron Machines for particle physics requiring high intensities;7. A COmbined Neutron Center for European Research and Technology

(CONCERT) gathering together several applications served by one high poweraccelerator.

The physics challenge of these high-intensity accelerators has beendiscussed in an OECD Global Science Workshop on High-Intensity Proton BeamFacilities in Paris, September 2000.

There is wide evidence that the evolution of high intensity accelerators will leadto similar successes as the evolution of high-energy accelerators in the last 40 years.Upgrading of existing facilities, feasibility studies on new projects and the perspectivesof their realization provide a common ground for studying the challenging phenomenaassociated with high intensity/power for the following reasons:

The cost in A has been adjusted to usual salaries for teams 1, 2, 3, 10 and tofellowships in the other cases. The costs linked to networking, in particular for groups 1,2, 4 and 6 include extra traveling costs/local costs for carrying out training workshops aswell as the travel costs for the functions of task managers. The total overhead share is16.2%.

The typical length of appointments is 3 years for pre-doctoral, and 1-2 years for postdoctoralresearchers. The cost of appointments has been measured in such a way as to create enoughattraction for mobility between countries of different salary structures.
