Status of Tech Pub 271
• Document submitted in March 2009 got lost in the NAVSEA/ITT review process• Working to get funding for technical support to reinitiate formal review / adjudication process• Key changes:
• Plan to remove composites section and attempt to create a stand alone document for composites• UTC&S requirements submitted to yards for use will appear as an appendix • Push to incorporate CR requirements but there are numerous issues that need to be resolved and right now it appears it would be better to issue CR requirements at a later date perhaps as an ACN• Need to meet with SEA 08 on use of Selenium 75 to determine status as to whether or not use will continue to be limited or general use (will impact language and incorporation or not, of requirements for use of Se-75 in TP 271)• Need to change words for determining field strength for MT (akin to ASTM requirements)• Want to restrict welders from inspecting their own welds
• Surface Ships – poor weld quality / workmanship practices
– Mast failure (full penetration weld required; double fillet used)
– Lube Oil pipe system failure (improper pipe engagement)
– Cracking in ship hull of a new asset (TBD: initial causes appear to poor weld quality (LOP), missing chocks, and inadequate inspection)

• Need for general requirements for inspection of friction stir welds; existing requirements developed for a specific application
• Need to begin work on 2035 (will attempt to get funds in 2012 to assist with technical review/adjudication process)

• PAUT/TOFD of cat steam piping systems (October / March)
• Development of UT inspection process for pipe engagement
• Working with BIW to approve use of PAUT/TOFD for structural welds
