The Regional Activities & Chapter Committee should pledge their support for local Chapters and also provide Chapter Chair’s Kit for running local Chapters.
The Regional Activities & Chapter Committee is composed of one Chairman and 10 Regional Directors to provide direct support for the Chapters -- representing Asia/Pacific, Europe/Africa/Middle-East, Latin America, and North America. Contact information for the current Regional Directors should be available in the SysC web site.

Organizing a Chapter
The minimum Chapter requirements are: (1) Maintain a membership of at least ten, other than
students(2) Hold at least two (for SysC) technical meetings per year(3) Maintain a level of activity acceptable to the IEEE
Regional Director and the Council President.
IEEE Regional Activities evaluates each inactive Chapter carefully and provides support to make inactive Chapter viable. A Chapter is considered active if it holds at least two technical meetings per year. A Chapter is placed on probation if it holds less than two technical meetings per year. IEEE will recommend that a Chapter be dissolved if it remains on probation for three consecutive years.
Organization of Local Chapter
A Chapter is administered by an Executive Committee, which may consist of only one officer -- the Chair.
Other possible positions for the executive Committee include:• Past Chair• Publicity Chair• Membership Chair• Vice-Chair• Arrangements Chair• Secretary-Treasurer• Student Relations Chair• Program Chair
The number and types of officers that lead a Chapter depend on the needs and resources of the Chapter. It is not necessary to fill all of these positions.
Activities Goal of Local Chapter
Chapters should engage five or more activities per year:
(1) Run an active membership recruiting campaign. (2) Run a mentor program. (3) Hold one workshop based on local chapter needs.(4) participation in Council-level sponsored conferences/meetings.(5) Prepare annual activity report and planning document (with
budget).
Chapters should Identify local synergistic societies to partner with in running Chapter activities.

Chapter Information Why should Society/Council members form a Chapter?Chapters are ideal vehicles for informative technical meetings and for networking at the local level. Chapters can receive funding from both the parent technical Society and the parent Section.
Who can form an IEEE Chapter?To form a Chapter, you must be an active member of the IEEE holding the grade of Member, Senior Member or Fellow. You must also be a member of the Section, and the Society. If it is a joint Chapter, membership in only one of the Sections is required.
How do I form a Chapter?By completing a Society Chapter petition which must be signed by at least 12 qualified members and approved by the Section Chair. IEEE Staff is available to assist you in any step of the process of Chapter Development. What is the difference between a Region, a Section and a Chapter?The membership of the IEEE is divided geographically into three administrative Units. The first division is that of Regions of which there are 10 worldwide. They are: Regions 1-6 which consist of the IEEE membership in the United States; Region 7 is Canadian members; Region 8 is Europe, Africa and the Middle East; Region 9 is Latin America and the Caribbean; and Region 10 is Asia, Australia and the Pacific Rim countries. The second division is Sections. There are about 300 Sections, which are subunits of Regions, divided geographically to facilitate administration and local activities. The third division is Chapters. Chapters are technical subunits of one or more Sections. There are 37 different Technical Societies which are represented by the Chapters in each Section.
Who is eligible to hold office in a Chapter?To be eligible to hold office in an IEEE Section you must be an active member of the IEEE. You must hold the grade of Member, Senior Member, or Fellow, or Life Member, Life Senior, or Life Fellow. You must also be a member of the Section. Society Chapter Officers must be members of the Society (if it is a joint Society Chapter, membership in only one of the Societies is required).
What reporting requirements must Chapters follow?Chapters are required to annually report meeting activity, financial activity and current officers to the parent Section. These reports must be submitted at the end of each year. Additional reporting may be required from the Society. For more information, see the IEEE Chapter Reporting Requirements web page.
Are there funds available for my Chapter?Yes, funds are provided to eligible units through the annual Section rebate. $180 per Chapter which meets the reporting requirements explained above. Additional funding may be available from your Society. For more information on Society funding, please review the Society Chapter Funding Guide.
IEEE Systems Council’s Financial Support to Chapters (Motion to the
AdCom)
In addition to IEEE funding, the System Council provides the following financial support to its Chapters:
$500 in "start-up" funds for NEW chapters.
$500 per year for ACTIVE chapters which submit report (& request) to the Council.
$500-$1,000 to assist a Chapter planning a "special event" (e.g., int'l workshop, industry-oriented exhibition, short course, etc.)
IEEE Systems Council Chapter-of-the Year Award
(Motion to the AdCom)
The purpose of this award is to recognize the Systems Council Chapter with the best yearly activities. The award is based on best yearly activities in the categories of Chapter-sponsored technical activities, increase in membership and participation in Council-level sponsored conferences/meetings.
The first award is to be granted in year 2008.

Scope: This journal is created to provide a systems-level focused forum for application-oriented manuscripts that address complex systems and system-of-systems of national and global significance. It is intended to encourage and facilitate cooperation and interaction among IEEE societies, and other professional societies, with systems-level and systems engineering interest.
Journal Need: The journal in intended to stimulate awareness, appreciation and utilization of systems thinking and the supporting systems engineering disciplines. Themes that will be addressed include complexity, integration, inter-operability, dynamics, communication, effectiveness, ethics and completeness. Integrated Systems and Systems-of-systems – Implications for Systems Engineering, Systems Integration, and Systems Thinking.
Background The IEEE Systems Council facilitates interactions among communities of
interest on system-level problems and applications. System-level thinking is essential in the world today, not only for technical systems but also for society at large. The Council addresses the discipline of systems engineering, including the issues and complexities of system-level and system-of-systems applications, focusing on the total systems effectiveness of complex integrated systems of national and global significance.
Conference Objectives This conference seeks to create an interactive forum for the advancement of the
practice of system design, development, and management, across the multiple disciplines and specialty areas associated with the engineering of systems. Editor in Chief: Prof Mo Jamshidi New IEEE Journal is an elaborate
process with several approval stages. The IEEE Systems Journal is in the Form II stage, meaning the final submittal to the TAB Periodical Committee – and this is scheduled to happen in June.

The 2007 IEEE Systems Conference will be held July, 2007 at Hawaii, USA. The Conference will involve the populated Field of Interest special topics.
Focused Workshops is in planning stage. Paul Croll, the VP-Technical Operation, is taking lead on this activities.

The IEEE Systems Council is allowed to have Chapters per IEEE .
Wai-Chi Fang is appointed as the Chapters Coordinator in the System Council AdCom Meeting on May 13.
Status: Chapters Coordination is in an early planning stage.
Recommendations to the CAS ExeCom/BoG (in the 2006 BoG meeting)
1) The IEEE System Council has been performing very well and on-track to provide a synergistic mechanism to foster interaction and cooperation among Societies with an overlapping Field of Interest.
2) The CASS would benefit from joint activities with IEEE System
Council by perform as an active Society Member Overlapping areas include systems-on-chip, effective multimedia systems-of-systems, and some other system-thinking driven complex systems and circuits areas.
3) The CASS should keep playing an active role in IEEE Systems Council as an active Society Member.
