HEPLAN ESSREQUIREMENTS

To use HePlan ESS, your computer should meet the following minimum requirements:

• Hardware:– CPU: Pentium 3.4 GHz or above

– Memory: 4GB RAM or above

– Hard disk: 500GB or more

• Operating system:– Microsoft Windows 7 Professional (32-bit or 64-bit)

– English or Chinese

• Other software:– Microsoft Internet Explorer 10

– Dotnet Framework 4.5

– Adobe Reader 9-11

To complete the account registration, you must have:• registered with the Buildings Department (BD) and have a BD Registration

Number as:

– Authorized Person (AP);

– Registered Structural Engineer (RSE);

– Registered Geotechnical Engineer (RGE);

– Registered General Building Contractor (RGBC); or

– Registered Specialist Contractor (RSC).

• a valid e-Cert issued by a recognised certification authority (HongkongPost or Digi-Sign) stored in a USB storage in *.p12 file format. The name in the e-Cert must be identical to your name in the BD’s Register(s)

– For users of RGBC/RSC, the e-Cert should also be an organizational e-Cert with the name of your company (same as the one in the BD’s register(s)) in thee-Cert.

• the image file of your specimen signature in JPEG format sized 100kb or below. Please refer to Guide on Specimen Signature Preparation for details.

HEPLAN ESSINTERNET EXPLORER (IE) CONFIGURATION GUIDEConfiguring the Internet Explorer (IE) will help the proper running of HePlan on your computer.

◼ After clearing the temporary files in Internet Explorer and Java, restart the computer to proceed.

GUIDE ONSIGNATURE SPECIMEN PREPARATION

• Print this page of slide out.• Ask AP/RSE/RGE/AS to sign his/her signature (same as the one in the Buildings

Department’s register) with a BLACK pen in the boxes below, then select the most preferred one.

• Scan the signatures at a relatively high resolution, for example 300 DPI.• Use an image editor to crop the scanned specimen signature. Do not include the

signature frame.

• Save the image in JPEG format (*.jpg).

Click “Register as Internet User”

(2) Check the box if you agreed with the

Terms of Use

(3) Click the “Next” button

(1) Click ‘Registration Account with e-cert file’

(2) Click ‘Run’ to execute the e-cert tool

Select e-cert from local machine, or plug in the USB Token, then click ‘Digital Sign’

(1) Select the BD Register that you are in

(2) Input the BD Registration Number (including space, ( ) and /),

e.g. For RSE 12/34, space should be provided between the RSE and

12/34

(3) Click the “Next” button

(1) Review if the information

displayed is yours

If yes, click the “Next” button

If no, click “Back”to search again

(1) Fill in your contact details

(2) When finished, click the “Next” button 23

(1) Click the “Upload Signature” button to upload

your specimen signature

(2) Check if the specimen signature is in order

If yes, click the “Next” button

If no, upload a new specimen signature file 24

(1) Review your information and

contact details again

(2) Click the “Browse” button to select your e-Cert file

(*.p12) from your storage

(3) Enter your e-Cert password (provided by the e-Cert issuer)

(4) Click the “OK”button

It may take a while for the system to show the e-Cert panel (the white box). Please wait for a moment unless it is not shown after loading for a few minutes.

It is the reference number of your account registration.

If the e-Cert password is verified correct, you will see this completion screen.26

Click the hyperlink in the email to activate your account

If your registration is accepted by ICU, you will receive an email like this…

Your User ID for future login will be shown on the screen. Mark it

down if necessary.

(1) Click the “Browse” button to select your e-Cert file

(*.p12) from your storage

You will be asked to verify your identity with the e-Cert

again.

(2) Enter your e-Cert password (provided by the e-Cert issuer)

(3) Click the “OK”button

(1) Create a password for your account. Refer to the password

policy on the right hand side.

(2) Enter your password again for confirmation.

(3) Click the “Next” button

Password Policy

• It must contain at least 8 characters; and

• It must have at least 1 alphabetic character and 1 numeric character, but less than 3 consecutive repeated characters.
