ECCC Group overview

Early childhood education and care provides the foundation for children to develop in a safe environment while also having the opportunity to socialise with other children. In addition to benefiting the child's early years development, early childhood education and care also supports working families to return to work. Once a child enters school, before and after school care and vacation care are important to help families to manage their work, caring and other responsibilities. In many ways, early childhood education and care underwrites our economy.

There is very clear evidence that the early years of a child’s life have a profound impact on their future cognitive, social, emotional and physical development. The skills and abilities acquired in early childhood are fundamental to a person’s success and wellbeing later in life.

On 2 July 2018, the Government introduced a new child care package. The new package represents the most significant reforms to the early childhood education and care system in 40 years. The Australian Government has committed to an ongoing review and evaluation of the package, to ensure its implementation and impact on families and services is understood and to provide assurance that the benefits of the package continue to flow through to working families.

The ECCC Group is primarily responsible for policy and associated legislation in relation to early childhood education and care. The work of the ECCC Group is broken into three Divisions – Payment Policy and Engagement, Early Learning and Policy and Network, and Payment Integrity.

Payment Policy and Engagement Division

The Payment Policy and Engagement Division is the engine room that powers policy and legislation formation. The Division is responsible for payment policy, supporting the approval of new child care subsidy providers, Child Care Subsidy IT system interactions and engagement and communication with state and territory governments, the Minister and the sector.

Located in Payment Policy and Engagement Division, the Child Care Subsidy Team contributes to the ongoing policy development and operation of the Child Care Subsidy, the primary payment that assists over one million Australian families with the cost of child care.

Job description

A project may be developed based on the candidate’s interests to compliment the work within the team. Specific duties (and pattern of work) can be negotiated, based on the skills and interests of the candidate, and could include one or more of the following activities:

Research, analysis and problem solving skills to assist with the drafting of policy and delivery of programs

Review data to help inform and shape future program & policy design

Engage with stakeholders including early childhood education & care services and peak associations, to gather feedback to assist with current and future initiatives.

Develop project management documentation to support governance and delivery of new initiatives

Review milestones and financial information against funding agreement performance indicators to support ongoing or new contract management activities

Support Information Technology (IT) enhancements including troubleshooting and documenting issues for early childhood education and care services changing to new systems

Interpreting legislation and providing policy advice to internal and external stakeholders

Assisting with monitoring the operation of the Child Care Subsidy and any resulting policy refinements of the Child Care Subsidy payment, including legislative changes, as required

Contributing to parliamentary and governance processes as required including question time briefs, senate estimates briefs, questions on notice, ministerial correspondence, ministerial briefings, and briefings/papers.

Reports to

Successful candidates will be assigned to a local area Executive Level 1 Officers for the duration of their project.

Applied Data Analytics / Advanced Computing, Economics / Commerce/ Business Administration/ Policy Studies

Eligibility Requirements

Second last or final year of a relevant undergraduate or postgraduate degree

Australian citizens only

Identify as having disability

Candidates may be required to undergo a background check security clearance
