Austin Round Rock area wins top ranking for economic developmentA news release from the Greater Austin Chamber of Commerce - 08.17.2006

“We’re proud that the Austin-Round Rock MSA was recently named as the number one overall Metro area inwhich to locate a business,” said Austin Mayor Will Wynn. “Job creation, business expansions, and sales taxrevenues are all up while unemployment is down. City, county and state governments have been workingtogether with school districts and the business community to ensure that Austin is a top competitor for good jobsthat will enhance our reputation as one of the best cities in the country in which to live, work and play.”

The ranking was announced as part of the magazine’s “Fourth Annual Mayor’s Challenge” ranking metro areasthat have achieved solid ratings across the board. The story cited Samsung’s decision to build its next generationsemiconductor plant in Austin as proof that businesses choose Austin because it offers the “total package”. Themagazine pointed out that successful economic development programs result in increased job opportunities thatbenefit the community as a whole.

“Economic Development is a regional effort in this area,” said Dave Porte, senior vice president of economicdevelopment for the Greater Austin Chamber. “From the cities to the counties to the Chamber, we all worktogether to ensure a company finds the best fit for what they are looking for. Round Rock will soon have three hospitals. Seton, Scott & White, andthe expanding Round Rock Medical Center (a division of St. David's) haverisen to the challenge of providing quality healthcare to a growingcommunity. These three outstanding healthcare institutions will all havea presence in Round Rock by 2010.

St. David's has invested over $100 million in its Round Rock MedicalCenter between 2000 and 2006. This has led to the expansion of thefacility to include an additional 95 patient beds, triple the size of the ER,double the size and number of operating rooms, and double the capacityof the ICU. This latest expansion has also added the capability forcomplex open heart surgery and the availablilty of an on-site cardiacvascular laboratory.

Construction began on the Scott & White Hospital located in NortheastRound Rock along University Boulevard in September 2005. The ClinicPhase of the facility will open with 54 physicians in September 2006. Thehospital is scheduled to be be fully operational by March 2007. The Scott& White Hospital, the Scott & White Clinic, and the Scott & WhiteDiagnostic Imaging Center -- will be housed within the complex. In itsfirst phase, the 196,000 square foot hospital will house 76 patient beds.Additional features include an emergency medicine center, inpatient andoutpatient surgical services, endoscopy suites, surgical suites, generalmedicine, and obstetrical and newborn services. Subsequent phases willadd additional towers and bring the hospital up to a total of 300 beds.

Seton will open its medical center at the Southwest corner of UniversityBoulevard and FM 1460 in Round Rock adjacent to the Texas StateUniversity Campus. The 74-acre Seton medical campus will offeremergency and critical care, surgical, women's, therapeutic anddiagnostic imaging services. Seton's goal is to open its Round Rockmedical complex by 2010.

INFORMATION ON BROKERAGE RELATIONSHIPS

Before working with a real estate broker, you should know that the duties of a broker depend on whom the brokerrepresents. If you are a prospective seller of landlord (owner) or a prospective buyer or tenant (buyer), you should knowthat the broker who lists the property for sale or lease is the owner's agent. A Broker who acts as a subagent representsthe owner in cooperation with the listing broker. A broker who acts as a buyer's agent represents the buyer. A brokermay act as an intermediary between the parties if the parties consent in writing. A broker can assist you in locating aproperty, preparing a contract or lease, or obtaining financing without representing you. A broker is obligated by law totreat you honestly.

IF THE BROKER REPRESENTS THE OWNER: The broker becomes the owner's agent by entering into anagreement with the owner, usually through a written listing agreement, or by agreeing to act as a subagent by acceptingan offer of sub agency from the listing broker. A subagent may work in a different real estate office. A listing broker orsubagent can assist the buyer but does not represent the buyer and must place the interests of the owner first. The buyershould not tell the owner's agent anything the buyer would not want the owner to know because an owner's agent mustdisclose to the owner any material information known to the agent.

IF THE BROKER REPRESENTS THE BUYER: The broker becomes the buyer's agent by entering into anagreement to represent the buyer, usually through a written buyer representation agreement. A buyer's agent can assistthe owner but does not represent the owner and must place the interests of the buyer first. The owner should not tell abuyer's agent anything the owner would not want the buyer to know, because a buyer's agent must disclose to the buyerany material information known to the agent.

IF THE BROKER ACTS AS AN INTERMEDIARY: A broker may act as an intermediary between the parties if thebroker complies with The Texas Real Estate License Act. The broker must obtain the written consent of each party to thetransaction to act as an intermediary. The written consent must state who will pay the broker and, in conspicuous bold orunderlined print, set forth the broker's obligations as an intermediary. The broker is required to treat each party honestlyand fairly and to comply with The Texas Real Estate License Act. A broker who acts as an intermediary in a transaction:

(1) Shall treat all parties honestly; (2) may not disclose that the owner will accept a price less than the asking priceunless authorized in writing to do so by the owner; (3) may not disclose that the buyer will pay a price greater than theprice submitted in a written offer unless authorized in writing to do so by the buyer; and may not disclose anyconfidential information or any information that -a party specifically instructs the broker in writing not to disclose unlessauthorized in writing to disclose the information or required to do so by The Texas Real Estate License Act or a courtorder or if the information materially relates to the condition of the property. With the parties' consent, a broker acting ason Intermediary between the parties may appoint a person who is licensed under The Texas Real Estate License Act andassociated with the broker to communicate with and carry out instructions of one party and another person who islicensed under that Act and associated with the broker to communicate with and carry out instructions of the other party.If you choose to have a broker represent you, you should enter into a written agreement with the broker that clearlyestablishes the broker's obligations and your obligations. The agreement should state how and by whom the broker willbe paid. You have the right to choose the type of representation, if any, you wish to receive. Your payment of a fee to abroker does not necessarily establish that the broker represents you. If you have any questions regarding the duties andresponsibilities of the broker, you should resolve those questions before proceeding.
