    The work should be able to pass the most rigorous of standards

    This phrase actually originated in World War II. When something was Good enough for Government work it meant it could pass the most rigorous of standards. And the standards were high at that time. It was a time made famous by the hard work provided to our allies and our soldiers, the very best ships, planes and weapons. Over the years this phrase has become more of an idiom and taken on an ironic meaning that is now the primary sense, referring to poorly executed work.
