Technology Transfer

Technology transfer is one of the major agreements in the climate change negotiation.

• The article 4.5 of the UNFCCC states that developed countries: “…shall take all practicable steps to promote, facilitate, and finance, as appropriate, the transfer of, or access to, environmentally sound technologies and know-how to other Parties, particularly developing country Parties, to enable them to implement the provisions of the Convention.”

• In addition article 4.7 of the UNFCCC states that “The extent to which developing country Parties will effectively implement their commitments under the Convention will depend on the effective implementation by developed country Parties of their commitments related to financial resources and transfer of technology …”

Isu Alih Teknologi merupakan pendukung aksi adaptasi dan mitigasiperubahan iklim yang dilakukan pada berbagai tahapan technology cycle, yaitu R&D, penyebar luasan, difusi dan alih teknologi

Pada COP 16 di Cancun-Mexico, telah disepakati terbentuknya mekanismeTeknologi (Technology Mechanism), dibawah guidance of and accountable to COP, yang terdiri dari: Technology Executive Committee (TEC), dan Climate technology Center & Network (CTC-N). Sejak saat itu TEC yang mempunyaitugas memberikan arahan kebijakan untuk implementasi alih teknologi, sudah mulai beroperasi.

Pada awal tahun 2012, CTC-N telah terbentuk dengan host adalah UNEP konsorsium dengan 11 network. Untuk menjalankan fungsinya, CTC-N di arahkan oleh Advisory Board yang telah melakukan dua kali pertemuan. Tugas CTC-N adalah memfasilitasi implementasi alih teknologi.

Di negara berkembang semua aktivitas implementasi alih teknologi darimulai pengusulan, implementasi dan monitoring kegiatan akandikoordinasikan melalui suatu institusi yang disebut National Designated Entity (NDE).

Technology Needs Assesment (TNA)

Definition Technology needs and needs assessments are a set of country-driven activities

that identify and determine the mitigation and adaptation technology priorities of Parties other than developed country Parties, and other developed Parties not included in Annex II, particularly developing country Parties.

They involve different stakeholders in a consultative process to identify the barriers to technology transfer and measures to address these barriers through sectoral analyses.

These activities may address soft and hard technologies, such as mitigation and adaptation technologies, identify regulatory options and develop fiscal and financial incentives and capacity building.

PurposeThe purpose of technology needs assessments is to assist in identifying and analyzing priority technology needs, which can form the basis for a portfolio of EST projects and programs which can facilitate the transfer of, and access to, the ESTs and know-how in the implementation of Article 4, paragraph 5, of the Convention.

National Designated Entity (NDE)

Function:

• Serve as a focal point for CTCN activities in their country

• Manage the national request submission process and support the

articulation and prioritisation of requests and proposals

• Identify priority technology and capacity-building needs in line with

national development and climate strategies and design collaborative

programmes with the CTCN

• Facilitate the creation of a consultative process to enhance public

sector / government actors / private sector coordination and

collaboration in the definition of country strategies on technologies for

adaptation and mitigation,

• Provide feedback on the quality of CTCN assistance and procedures.

National Designated Committee – Climate

Change Technology Transfer (NDC-CCTT)The main responsibility of the National Designated Committee-Climate Change Technology Transfer (NDC-CCTT) of the NDE isto provide policy and political guidance and the direction aswell as approval on the implementation of technology transfer,to ensure that activities are in line with the sector and nationalpriorities and policies.

NDC-CCTT SecretariatThe NDC-CCTT Secretariat is responsible to support the work of NDE and facilitate the technical team/experts. NDC-CCTT Secretariat working under purview of the National Council on Climate Change (NCCC) of Indonesia.

ExpertsThe main task of the Technical Team/Experts is to providetechnical recommendations to the NDC-CCTT as a materialconsideration in the decision. The membership of TechnicalTeam is an Ad Hoc basis.

Stakeholder Stakeholder network will play a role in inter-agencycoordination in a network consisting of representatives fromother institutions under the UNFCCC industry associations,private sector etc.

Lesson Learned: Development of NMAP for RBCS

There are 3 main issues in the implementation

of RBCS Technology in the iron and steel

industries, which are;

a. Most of the components are still imported

b. Installation will need a three-month down

time of the production line

c. Expensive investment

To address point a and b, we would need to

think about the way to do Technology Transfer of

RBCS, that could be done with;

Coordination across sectors including

technology transfer with related industries

and associations, NCCC can be the

coordinator

Identify the indicators for all the activities.

Develop the measurement system for the MR

(V)

Compiled a list of technology needs to be

tailored to the ability of Indonesia

Joint development of technologies for the
