    • A Study of the energy consumption patterns in the region showed that almost ~ 40% of total consumption goes to residential sector demand.

    • The residential demand is dueto HH appliances.

    (Residential Trend: 2010 – 2016)

    • This has high effect on electric network balance specially for appliances that are in high demand during the electric load peak (i.e. AC)

    The most existing type of labels are Mandatory Comparative.

    Mostly existing MEPS are mandatory.

    Lighting, Refrigeration and air conditioning are the top appliances with MEPS

    and Labels in the region.

    Analysis factors are classified into A) Planning B) Implementation. Balance Planning & Implementation Success in EE measures. Analysis Factors + Existing MEPS& L&S Scoring System. Scoring System was used to group and assess the countries progress.

    6. Recommendations & Steps Forward (2/3)1. Develop relevant policies and regulations (i.e. such as incentives and

    reduced taxation on efficient appliances) in order to facilitate the

    acceleration of adaptation of MEPS and labelling for appliances.

    2. Review and update of EE regulations to ensure availing the funding,

    capacity and resources for deployment of MEPS and L&S.

    3. Provision of testing facilities and labs to verify & ensure of appliances’

    compliance with the MEPS and issued regulations.

    4. Conduct capacity building and awareness raising campaigns of policy

    makers as well as communities about the importance of EE in

    appliances for climate change and energy security.

  • STRENGHT1. Most countries follow the EU standards in their EE regulation for appliances.2. Labels applied in different countries are almost aligned (comparative Labels).3. There is an agreement on type of appliances targeted by different countries

    WEAKNESS1. Lack of efficient MVE system in almost most of countries (finance issue).2. Lack of labs & sufficient testing facilities 3. Lack of financing schemes (consumers)

    OPPORTUNITY1. Delivery of more efficient appliances to the market.2. Encouragement of Regional trade and opening of new markets to efficient national appliances industries

    THREAT1. Effect of black/grey market and appliances smuggling it hinder the success of the regional program.2. Geopolitical instabilities in the region that affect investment environment

    Regional label: Do not contradict with existing national labels in different SEMCs.

    MEPS: Mandatory MEPS thresholds & values.

    Responsible Authority: Regional Body & National EE Authorities at SEMCs.

    Implementation of the Program: Secretariat of the Regional Program (i.e. within regional body)

    Issuing of Regional label: Relevant National authorities in light of guidelines set by the responsible authority.(Further details on Regional Program for Appliances in SEMCs is

    provided in a separate presentation)

    structure & set-up

    that would facilitate

    the alignment and

    harmonization of

    appliances’ MEPS

    and labels in the

    SEM region.

    7. Regional Program Conclusions (5/5) Establishment of efficient appliances program with an endorsement regional label

    and mandatory MEPS.

    Program is to be implemented in 3 phases to allow phasing out of inefficient appliances from the market and to encourage countries to join; namely:

    (i) Alignment (ii) Harmonization (iii) Join regional program

    Selection of appliances to start-up the program should follow a selection criteria that include (i) national MEPS & labels status (II) Energy consumption.

    SEM countries should be assessed for their readiness to join the program.

    Regional program for appliances is to be implemented via a regional authority with the support of national EE authorities in SEM countries and the efforts of a regional secretariat.

    Proposed appliances to start up program in the initial phase are refrigerators, air condition appliances and lighting
