participation. Mr. Mike Huffman has changed employers and resigned from all NBIC committees. Greg McRae Buddy Dobbins and Mark Horbaczewski are eligible for reappointment to the SG on

Inspection General. A vote will be taken. Buddy Dobbins is also eligible for reappointment to the SG on Inspection Specific. A vote will be taken. 6. Inquiries (Attachment 2) IN11-0601Part 2, S2.10.6 SG HB Q: Could average pitch be used instead of maximum, if the average pitch was determined to be equal to the maximum? R: Yes (Attachment 2, p. 1) IN11-0602 Part 2, S2.9 b) and S2.11 b) 7) b) SG on HBQ: Regarding “boiler pressure piping”- does this mean piping to the first valve, as has been the historic interpretation, or is that schedule 80 requirement now extended beyond the first valve to all piping under pressure? R: Yes. “Boiler pressure piping” is defined as piping from the boiler to the first valve. (Attachment 2, p. 2) IN11-0603 Part 2, S2.6.2 SG on HB Q: If the UT results are lower than the original code of construction requirement for wall thickness, does the lowest UT reading govern in the determination of the adjusted MAWP in accordance with the NBIC Part 2, Supplement S2.10 or can an average of lowest thickness readings be used? R: Yes, the lowest thickness would be considered. (Attachment 2, p. 3) 7. Public Review Comments for 2011 Edition Cycle B (Attachment 3)

PR11-0204 Part 2, 4.3.1.1SC on Inspection Please replace the word "metal" in the first sentence with the word "material" as metal is not the only material used in the construction of a pressure retaining item. Also, we need to indicate that the metal/material temperature being talked about are the minimum and/or maximum values. (Attachment 3, p. 1)

PR11-0205 Part 2, 4.3.1.2 SC on Inspection Please delete the third paragraph as it is covered in detail in the fourth paragraph. Paragraph 6 revise as follows: The material temperature during the pressure test should not exceed 120°F unless the owner-user specifies, and the Inspector agrees with, a higher test temperature. If a pressure text material temperature is higher than 120°F, the owner-user shall provide the Inspector a means to perform the close visual inspection without risk of injury due to the elevated test. (Attachment 3, p. 2)

PR11-0206 Part 2, 4.3.1 a) SC on Inspection There are many inconsistencies in this revised paragraph. First, what is the difference between leak tightness, pressure retaining capability and pressure boundary integrity? Second, liquids, in general, are incompressible to

use the phrase "incompressible liquid" is redundant. Either remove incompressible or change liquid to fluid. (Attachment 3, p. 3)

PR11-0207 Part 2, 4.3.1 c) SC on Inspection Please replace the proposed wording of the first sentence with the following: c) The owner-user, the Inspector and the Jurisdiction, where required, shall be in agreement on the pressure testing method selected , written or otherwise. Second item: What does "properly calibrated" mean? This is weak wording. How are they to be calibrated? Is this before or after the pressure test? Who verifies this and where is it documented? In general, you need to add in the Jurisdiction whenever talking of the owner-user and inspector. (Attachment 3, p. 4)

PR11-0208 Part 2 4.4.8.5 d) SC on Inspection replace "consider replacing the component" with "the component shall be replaced" (Attachment 3, p. 5)

PR11-0209 Part 2, 3.3.2 d) 3SC on Inspection Heads and shells only? What about headers, piping, mud legs, etc? I am not sure why this is being inserted/changed without having access to the committee's ballots. (Attachment 3, p. 6)

PR11-0401 Part 2, 1.3 SC on Inspection Add the following reference in addition to the proposed item 1.3 1) 1.3 (m) API 570 Piping Inspection Code: In-Service Inspection, Rating, Repair, and Alteration of Piping Systems. (Attachment 3, p. 7)

NB07-0910 Part 2 S6 SG Inspection Specific Review DOT supplement. A task group of S. Staniszewski (Chair), G. McRae and J. Riley has been assigned. This specific supplement should be reviewed by TG for completeness and accuracy. (No Attachment)

A progress report was given. Changes to the DOT glossary were approved previously due to approved public review comments.

January 2008

A progress report was given. The task group has met twice to discuss the public review comments received from the 2007 edition and in the process 11 more issues were identified.

July 2008

A progress report was given.

January 2009

Mr. Staniszewski gave a progress report. An advanced notice of proposed rulemaking by the D.O.T. under Docket # PHMSA 2005-21351 is scheduled to be released by June 30, 2009.

July 2009

A progress report was given. Mr. Staniszewski reported that the docket did not make its release date.

January 2010

A progress report was given.

Mr. Staniszewski gave a progress report. The document is currently under review from the legal department. At the end of the year there will be an advance notice of rulemaking.

NB08-0321 Part 2 1.5 SG on Insp. Spec. In paragraph 1.5 Inspection Activities, add verbiage to address change of service for a pressure vessel. These requirements should caution inspectors, owners, and jurisdictional authorities of the inherent dangers involved when changing service. A new supplement or new Subject under 2.3.6, Description and Concerns of Specific Types of Pressure Vessels, should be added to address the specific requirements for inspection of pressure vessels that have been converted from one service to another. A Task Group of all three parts of the NBIC has been formed under the leadership of Bob Wielgoszinski. Task group members from Inspection are G. McRae (Chair), R. Reetz, R. Wacker, D. Cook, and J. Getter. It was noted that some wording exists in Part 2 1.5.2 (a, 2.3.5.4 b)5 and 2.3.2 b) that deals with service conditions. (Attachment 4, p. 1)

NB08-0701 Part 2 S7 SG on Insp. Spec. Add a requirement for change of service from above ground to below ground installations of LPG tanks. We also need requirements for how to inspect these tanks. A task group of G. McRae (Chair), G. Galanes, J. Getter, M. Huffman, V. Mullins, J. Riley D. Cook, J. Richardson and V. Newton has been assigned. (No Attachment)

A Task Group was assigned. Venus Newton, Chair, Robert Dobbins, Tim Barker, Jim Riley and Mark Mooney. July 2010 Mr. Newton presented wording that was unanimously approved by the Subcommittee. It went out for letter ballot to the Main Committee and it failed. January 2011 Mr. Newton is expected to report.

NB10-1301 Part 2 SG Inspection Specific Address anhydrous ammonia nurse tank inspection.
