11.1 Supports the plan change in principle subject to changes outlined in submission.
11.2 Expresses concern that the plan change does not require necessary reading upgrades on the perimeter of the land be borne by the person subdividing the land.
11.3 Particular upgrades required include footpaths, kerb and channel, wider carriageways, signage and markings, pedestrian crossings and street tree planting.
11.4 Seeks insertion of new assessment criteria to 54.9.5.2.3 which address intersection layouts, pedestrian and cycling facilities, traffic impacts and street tree planting.

11.8 Concerned that poor urban design outcomes will result with properties being accessed from rear lanes and the portion of the sites fronting Kingeat Road will become de facto rear yards.
11.9 Seeks amendments to Policy 54.9.2.3.3 to enable property access from Kingseat Road.
