3.1 Opposes the plan change.

3.2 Considers that the existing village zones that can be developed should occur first.

3.3 The sites are too small and should be a minimum of 600m^ and 1000m^ around the north and northeast/northwest.

3.4 The proposed commercial zone is not large enough for the additional residential dwellings.

3.5 Considers further consultation with residents should occur.

3.6 Seeks amendments to Section 54.9.3.2.6 to require planning and building a walkway / cycle system.

3.7 Seeks a new fully developed playground reserve to be identified in diagram 54.D(ii) in addition to the stormwater reserve.

3.8 Seeks a safety barrier around the stormwater management area or for it to be included in the 20m rural buffer, publicly accessible and aesthetically pleasing.

11.1 Supports the plan change in principle subject to changes outlined in submission.

11.2 Expresses concern that the plan change does not require necessary reading upgrades on the perimeter of the land be borne by the person subdividing the land.

11.3 Particular upgrades required include footpaths, kerb and channel, wider carriageways, signage and markings, pedestrian crossings and street tree planting.

11.4 Seeks insertion of new assessment criteria to 54.9.5.2.3 which address intersection layouts, pedestrian and cycling facilities, traffic impacts and street tree planting.

11.5 Request the stormwater and transport aspects of Rule 54.9.8 to be separated and given their own numbering.

11.6 Requests amendments to the transport aspect of Rule 54.9.8.

11.7. Opposes rules preventing vehicle crossings directly onto Kingseat Road. Supports vehicle crossings on Kingseat Road as they will create side friction and lower speeds.

11.8 Concerned that poor urban design outcomes will result with properties being accessed from rear lanes and the portion of the sites fronting Kingeat Road will become de facto rear yards.

11.9 Seeks amendments to Policy 54.9.2.3.3 to enable property access from Kingseat Road.

11.10 Seeks deletion of Assessment Criterion 54.9.5.2.1.2

11.11 Seeks deletion of Rule 54.9.6.6.1(a) to enable property access from Kingseat Road.

11.12 Considers the plan change provisions should facilitate on-street parking spaces being constructed to service the business zoned land.

11.13 Seeks additions to Rule 54.9.7.5 Vehicle Access and Parking to enable customer parking directly accessing the road reserve.

11.14 Seeks increased footpath widths in the diagrams from the current 1.5m to minimum 1.8m.

11.15 Seeks deletion of Diagram 54.D(v) which shows access to the Kingseat Road properties being from the rear of the sites.

11.16 Seeks amendments to Diagram 54.D(III) to show a roading pattern that enables property access from Kingseat Road, Mauku Road and Day Road.

11.17 Seeks the removal of cul-de-sacs in in the structure plan in favour of a connected grid layout for streets.

11.18 Seeks deletion of Policy 54.9.2.2.6 as the Local Government Act process is preferred for financial contributions.

12.1 Seeks the plan change be declined in its entirety, but if not then changes are sought to address the matters raised in the submission.

12.2 Considers the plan change does not represent sustainable management in accordance with the RMA.

12.3 The provisions do not satisfactorily address the control and management of stormwater.

12.4 Concerned that the structure plan map 54.D(ii) does not identify the water reservoir referred to in the background technical reports.

12.4 Expresses concern at the assessment of groundwater recharge.

12.6 Considers there is no adequate analysis or consideration of the alternative methods of stormwater management identified in the rules.

12.7 Considers the practical implications of stormwater rules have not been adequately addressed including downstream effects.

12.8 Considers the scale and location of the Village Business Zones is not

15.1 Seeks amendments to ensure public views to the north from the summit are maintained through restricting the heights of houses, planting and fences and providing an elevated viev\/ing area.

15.2 Concerned that the requirements for the form and height of fences contradicts the desire for active communities and sight lines. Considers more thought be given to permeable fencing and encouraging open yards (in particular) in the front.

15.3 Seeks increased width of shared pathway to 2m to encourage shared recreational uses.

15.4 Concern that the criteria for garages, setbacks and main entrances will not result in optimum passive solar gain. Supports correctly oriented and designed houses over aesthetic criteria.

19.2 Concerned at the potential for reverse sensitivity where new residential development starts restricting long-established rural activities.

19.3 Proposes a page included near the front of all LIM reports issues for the Patumahoe area pointing out and protecting the existing horticulture and agriculture activities.
