    tons. n ctober 2# 2014# t%e epartment of &ommerce announced its affirmative

    determination in t%e antidumping investigation of sugar imported from e'ico. &ommerce set

    dumping margins on sugar from e'ican sugar processors ranging from -.54 percent to 4.26percent. $%ese preliminar* duties come after t%e agenc* imposed preliminar* countervailing

    duties in 3ugust ranging from 2. to 1.01 percent on sugar derived from sugarbeets and

    sugarcane. 3s a result of t%e determination# .,. &ustoms and !order &ontrol will reuire cas%

    deposits on sugar products covered under t%e investigation.

    3lso on ctober 2# t%e department announced a draft agreement wit% t%e Government ofe'ico to suspend t%e antidumping and countervailing dut* investigations. $%e terms of t%eagreement include

    0 7euired e'port licenses for sugar to enter t%e nited ,tates from e'ico.

    0inimum reference prices of 2-.5 cents per pound for refined sugar and 20.5 cents perpound for all ot%er sugar.

    0 8'port limits# based on a formula to determine e'pected .,. needs for imported sugar.

    $%e estimates provided in specific 93,8 reports would provide t%e data to calculate t%e

    uantities to determine e'ican maret access.

    0 :imits on t%e amount of refined sugar t%at can enter t%e nited ,tates under t%e

    suspension agreement.

    0 :imits on t%e timing of s%ipments;specificall*# t%e amount of sugar t%at could be

    s%ipped prior to ecember -1 and arc% -1 of t%e mareting *ear.
